١١. MAJOR EQUIPMENT REQUIREMENTS

Table No. 1-1, 1-2 & 1-3 list major equipment requirements for

switchgear forming part of the works.

١٢. HANDLING FACILITIES, TRANSPORT LIMITATION

The Contractor is solely responsible for proper design and safe

transport of the equipment. He should carefully check the selected

routes, clearances and bearing capacities of tunnels and bridges at

the design stage and at the time, the shipment planned. Transport of

materials and equipment from port(s) of entry to the site as well as

outside of Iran shall be under the Contractor responsibility.

The Contractor shall ensure that all materials and items included

in the works are adequately packed for transport by sea, rail and

roads, that protection is provided against corrosion, physical

damage, contamination, water damage and damages due to climatic

conditions or any other source that may be encountered during

handling, transport and storage. Packing material and cases shall

remain under the property of the Owner.

The Contractor shall make all necessary arrangements for custom

clearances in Iran, in country of origin and in any country through

which the transport may be routed. The Engineer shall be immediately

informed if any item has not arrived when expected.

The Contractor shall obtain all the necessary import and export

permits as well as any other documents required for transportation.

Copies of all forms and documents relating to customs, permits,

packing lists, bills of lading, insurance etc. shall be forwarded to

the Engineer.

All labels, marking and coding on boxes, crates and containers

shall be clear, legible waterproof, not affected by sunlight and

shall be securely fixed or painted. Standard markings shall be

applied, i.e. "Lift here", "No hooks", "Fragile", "This side up",

"Instruments", etc. Crates containing oil-filled apparatuses, such

as current transformers, shall be clearly marked with limits of

inclination during any phase of the transport and handling. Oil,

paints and other inflammable materials shall be clearly marked,

including recommended storage temperatures.

Shipping reports shall be submitted to the Engineer for all

shipping of equipment. The report shall include weights, shipping

dimensions and parcel numbers. Parcel numbers shall be unique and

sequentially assigned for all parcels of the entire Contract. In the

shipping report, the contents of each parcel shall show full details

of inscriptions outside all packages or containers.

Custom offices at points of entry in Iran shall be informed in

advance of the size and quantity of packages, origin and

destination, the name of the Owner and carrier and expected date of

arrival.

Approved impact recorders shall be provided in every power

transformers consignment and in all carriages containing circuit

breakers, current and voltage transformers to indicate if unduly

rough handling has occurred after final factory inspection. Upon

arrival, impact recorders shall be inspected by the Engineer.

١١٠. SPARE PARTS

The Tenderer must state the spare equipments, parts and renewal

items, which he deems necessary for the first five years normal

service operation of the substation. The renewal parts and spare

equipments shall include common maintenance accessories of which the

Tenderer shall give a list. The spare parts and equipments shall be

quoted for with quantities and unit prices in the unit lists for the

spare parts.

2. GENERAL REQUIREMENTS

٢١. DELIVERY

Material and equipment delivery shall only take place after

approval of sources has been granted and inspection performed as

detailed in articles 8 and 9 of this section and performance of the

followings:

a) The Contractor specification covering packing, shipping, storage

and markings used by manufacturers, suppliers and shippers.

b) The Contractor shall be responsible for proper and safe handling

and storing up to the point of delivery at the site and duration

erection until provisional Taking over .Storing shall be done in

a manner preventing losses. All parts shall be clearly marked to

facilitate easy storing.

c) The Contractor shall properly group the smaller objects and

equipment for indoor installation. Sensitive electronic

equipment (e.g.: relay cubicles) shall be delivered at site with

advance notice of such deliveries to the Owner in order to store

the said equipment in protected buildings. Indoor equipment with

epoxy resin or equal insulation shall not be left under direct

d) The Contractor shall ensure that a sufficient number of vehicles

are present at site to facilitate proper unloading of materials

and equipments.

e) Each substation equipment shall be packed separately and marked

distinctly and clearly, so that mix-up with other substation

equipment is prevented.

f) Crates and containers shall be provided to make handling and

storing safe and secure.

Crates and containers shall be clearly marked with total weight,

included items, Contract number and port of destination.

g) Erection Marks Before leaving the Contractor's works, all

apparatus and fittings shall be painted or stamped at least in

two places with distinguishing number and/or letter,

corresponding to the distinguishing number and/or letter

appearing on an approved drawing and material list.

The erection marks on galvanized material shall be stamped

before galvanizing and shall be clearly legible after

galvanizing.

All markings shall be legible and weatherproof. Where tags are

used, they shall be durable, securely attached and duplicated.

h) The documents outlined in section 3 (submittals) shall be

delivered by the Contractor during the execution of the works in

a manner and timetable best suited for the orderly and timely

progress of the works. The details shall be worked out during

the Contract negotiations.

٢٢. ACCOUNTS AND RECORDS

The Contractor will keep accounts and records in such form and

detail as shall be satisfactory to the contractor and furnish

contractor or his authorized representative(s) with all such

information about accounts as he or they may require.

٢٣. STANDARDS

The latest editions of all standards and codes mentioned in this

specification shall govern, unless the year of publications is

given. Standards and codes of other origin may be substituted

provided:

(a) The technical requirements given in the respective detailed

descriptions of work of this specification are met.

(b) In the event of conflict, the standards and codes of this

specification shall govern.

(c) One copy in English of the standards and codes substituted shall preferably accompany the Tender information, but shall in any

case be provided to the Engineer not more that 14 days after the

Contract award.

are used in this document:

٢٤. TRADE NAME MATERIALS AND EQUIPMENT, AND ALTERNATIVES

Certain materials and equipment to be incorporated in the work

may be designated on the Contract drawings or in the specification

by a trade name or the name of a manufacturer and his catalogue

information. Upon the Contractor's written request, and subject to

the following requirements, the Engineer will approve the use of

alternative materials or equipment, if he is satisfied that the

alternative is of equal quality to the item specified and of the

required characteristics for the purpose intended. Such approval

will be given in writing.

The burden of proof as to the comparative quality and suitability

of alternative materials and equipment shall be upon the Contractor.

He shall furnish with his request to use an alternative, six (6)

copies of complete data thereon, including descriptions and

performance data showing its equality to the item specified.

Thereafter, he shall furnish such other pertinent information as may

be requested by the Engineer. The Contractor's request and

accompanying data shall be submitted in sufficient time to permit

approval action without delaying the work. If such request is

disapproved, the Contractor shall not ask or be permitted to use the

same alternative materials or equipment in modified form.

The Contractor shall bear the total cost of all necessary

modifications to the works arising as a result of substituted

materials or equipment.

No payment over and above the prices in the Schedule of Prices

will be made to the Contractor because of his use of substituted

materials or equipments.

٢٥. ENVIRONMENTAL REQUIREMENTS

Materials susceptible to deterioration from climatic conditions

or subject to the formation of fungus or any other form of parasitic

life shall preferably be eliminated but if used must be permanently

protected. Where such materials cannot be eliminated or permanently

protected, the Contractor shall apply a suitable surface treatment

to protect the equipment for a minimum period of 24 months. The

Contractor shall state the period of protection and specify

treatment procedures and the recommended intervals between

retreatment.

Untreated organic materials, such as cotton, paper, or wood shall

not be used. Operating coils of relays and meters shall be

impregnated with a fungus inhibiting varnish. Marking strips and

nameplates shall be of plastic laminate or anodized aluminum. Paper

labels shall not be used.

Doors of panels shall be close fitting and ventilating openings

shall be suitably screened to prevent entrance of insects, rodents

and dust.

All cable entrances to equipment shall be tightly sealed with

gland plates.

Prior to shipment, surfaces of wiring and all other parts

susceptible in any way to moisture absorption or fungus attack shall

receive treatment with fungicidal varnish.

Each cabinet or cubicle, indoor or outdoor, containing electrical

equipment shall be provided with a manually and thermostatically

controlled heater to combat moisture condensation and with a light

fixture. The heaters shall be located such that there is effective

ventilation and local overheating is avoided.

All instruments shall be adequately tropicalized.

٢٦. ENVIROMENTAL DATA

Typical meteorological data for locations adjacent to the

Contract sites are tabulated below for information only. More

detailed data may be obtained from the Iranian ministry of roads,

meteorological department.

٢٧. PROTECTION

٢٧١. General

The minimum surface protection shall be one coat of red lead iron

oxide primer in accordance with SSPC paints 6-64T applied to produce

dry film thickness of not less that 40 microns.

٢٧٢. Surface Preparation for Protective Coating

All surfaces shall be cleaned in accordance with the steel

structure painting council specification SSPC-SP3-63 power wire

brush. All grease and oil deposits shall be removed by wiping with a

clean cloth dipped in universal solvent. All surfaces to be painted

shall be clean and free from moisture at the time of painting.

٢٧٣. Paint

Materials which are not specified by brand or make shall be top

quality products, of manufacturer approved by Engineer. Finishing

color code is RAL 7035 / RAL 7032.

٢٧٤. Paint Application

Materials shall be applied in accordance with manufacturer's

written recommendations.

Paint coating shall be uniform and free from defects. Primers and

pretreatment shall be applied as soon as practicable after surface

has been cleaned.

Damage to primer coats shall be repaired before succeeding coats

are applied and the succeeding coats shall be applied as soon as

practicable in accordance with manufacturer's written

recommendations.

Painting equipment shall be kept clean using paint manufacturer

recommended thinner or other compatible thinner.

Conventional spray painting equipment shall be provided with

adequate filters to remove condensate and lubricating oil from the

air stream.

For multicoated application, the individual coats shall be tinted

such as to give distinct and easily visible color difference between

coats to facilitate inspection.

Area adjacent to field welds shall be left unpainted for a

distance of five(5) centimeters and shall be protected for shipment

by application of one coat of rust preventative compound.

٢٨. INSPECTION

٢٨١. Offsite Inspection

i) General - The Owner will have representative for inspecting all

shop and assembly work associated with the works. The Contractor

shall furnish the Engineer a list of suppliers and the materials

or equipment to be furnished by them for use in the works within

fifteen (15) days of the effective date of Contract. The list

shall be furnished in sufficient time to permit inspection and

testing of materials and equipment. All mill or shop orders

shall quote the pertinent requirements of the technical

specification and shall bear a suitable notation advising the

suppliers of inspection requirements. If so requested by the

Engineer, the Contractor shall furnish triplicate copies of

designated mill and shop orders.

No materials or equipment shall be shipped until all mill and

shop tests, analyses, and inspections are completed, and results

of tests or analyses are accepted.

All inspections and tests will be performed in such a manner as

not to unduly delay the work. The Engineer reserves the right to

charge to the Contractor any additional cost of inspection and

testing when materials and equipment are not ready at the time

such inspection and testing is requested by the Contractor or

when reinspection or retesting is necessitated by rejection.

j) Testing of Materials - Materials incorporated or to be

incorporated in the works shall be tested during the progress of

the work as requested by the Engineer, and samples of such

materials shall be furnished by the Contractor for testing when

requested by the Engineer. All tests performed by the Contractor

shall be witnessed by the Engineer unless the requirement

therefore is waived in writing, or unless certified test results

are required to be submitted to the Engineer. The Contractor

shall give the Engineer reasonable advance notice of all such

tests. The Engineer or his authorized representative may perform

additional tests of materials tested by the Contractor, and the

Contractor shall furnish samples for his purpose as requested.

Whenever a specification or test method of the ANSI, NEMA, IEEE,

IEC, BS, ASTM, AWS, or other authority is made applicable to

materials, the Contractor shall test the materials in accordance

therewith, shall submit to the Engineer certified copies of test

results, and shall not use such materials until test results

have been approved by the Engineer. The requirement for test

results may be waived in writing by the Engineer. Wherever

reference is made in the drawings or specification to one of the

above specifications of test methods, and the number or other

identification of the specification or test method, representing

the year of its adoption or latest revision is omitted, the

reference shall be to the specification or test method in effect

on the date of the invitation to tenderers. The number of

certified copies of test results shall be as specified in

section 3 of the specification.

٢٨٢. Construction Inspection

The Contractor shall provide and maintain an inspection system

acceptable to the Engineer covering the works under this Contract.

Records of all inspection work by the Contractor shall be kept

complete and available to the Engineer during the performance of

this Contract including the warranty period.

All of the works shall be subject to inspection and approval by

the Engineer for conformity with the drawings and specification. The

Engineer shall have access to, and may inspect the works at all

times and places at the site of the works, and shall have access to

and may inspect materials and equipment to be incorporated in the

works at all times at the place of production or manufacture, in

such parts of the producing or manufacturing plant as are concerned

therewith, and at the shipping point, as well as at storage yards

and the site of the works.

The Engineer will designate for the Contractor the materials and

equipment to be inspected at the place of production or manufacture.

The Contractor shall give the Engineer thirty (30) days advance

written notice of the start of manufacture or production of

materials and equipment so designated, and the Contractor's

Contracts for such materials and equipment shall include a notice to

the supplier or SubContractor of the inspection requirements of this

Article. Failure to designate materials and equipment to be

inspected at the place of production or manufacture shall in no way

limit the Engineer's right to inspect them at that place.

The Contractor shall furnish the Engineer all reasonable

facilities for his safety and convenience in inspecting the works,

at all times and at all places where inspection may take place.

Inspection by the Engineer shall be performed in such manner as not

to unnecessarily delay the work.

The Contractor shall bear any additional inspection costs

resulting from his failure to have any portion of the works ready

for inspection at the time requested by him for its inspection, or

from reinspection of any portion of the works where the defects

requiring rejection were due to the Contractor's fault or

negligence, and any amount of such costs may be deducted from any

money that may become due to him under the Contract.

٢٨٣. Defects

If so ordered in writing by the Engineer, the Contractor shall

remove, tear out, or disassemble, in whole or in part, any completed

portion of the works to permit its inspection. If such portion of

the Works is found to be defective or unauthorized, the Contractor

shall bear the costs of removal, tearing out, or disassembly, and

the provisions of this article shall apply. If such portion of the

works is found to meet specification requirements, if shall be

replaced, reassembled, or otherwise restored by the Contractor to

its original condition and its removal, tearing out, or disassembly

and replacement, reassembly, or restoration will be considered extra

work.

Neither the inspection nor lack of inspection of any portion of

the works nor the presence or absence of the Engineer during

performance of any of the works shall waive any of the requirements

of the drawings and specification or relieve the Contractor of any

of his obligations there under, and defective work, materials and

equipment may be rejected not withstanding their prior inspection or

lack of inspection by the Engineer, and not withstanding their

conformance with the drawings and specification at the time of any

prior inspection.

Any work, material, or equipment not conforming with the

requirements of the drawings and specification will be considered

defective, and except as otherwise provided below, will be rejected

by the Engineer, whether in place or not.

Upon rejection, the Contractor shall correct defective work,

materials, or equipment, or shall remove and replace them with work,

materials or equipment conforming with the requirements of the

drawings and specification, as ordered by the Engineer. Corrected

material and equipment shall be used in the work only upon the

written approval of the Engineer.

Any work done beyond the lines and grades shown on the drawings

or established by the Engineer, or any extra work done without

written authority will be considered unauthorized and will not paid

for. Such work shall be removed, or removed and replaced with

authorized work, or otherwise corrected as ordered by the Engineer.

The Contractor shall remove, tear out, or disassemble any portion

of the works when necessary to give access to defects in the Works

or unauthorized work, and shall replace, reassemble or otherwise

restore it to its original condition following correction,

replacement, or removal of the defective or unauthorized portion of

the works. If so ordered in writing by the Engineer, the Contractor

shall remove, tear out, or disassemble any portion of the work of

other Contractors, when necessary for the above purpose, and shall

replace, reassemble, or otherwise restore it to its original

condition, all at the expense of the Contractor.

If the Contractor fails to comply promptly with any order of the

Engineer given under this article, the Owner may cause the defective

work, materials, or equipment or unauthorized work covered by the

order to be corrected, removed and replaced or removed, as the case

may be, and the costs thereof shall be borne by the Contractor and

any amount thereof may be deducted from any money due or that may

become due to him under the Contract. If shipment to the Contractor

of any item or part is required, the costs of such shipment shall be

borne by the Contractor.

Any decision of the Engineer under this article shall be final

and conclusive.

٢٩. QUALITY CONTROL PROGRAM

٢٩١. General

The Contractor shall provide and maintain quality control

programs as specified below, for the manufacture of equipment, to

Ensure compliance with quality standards of the specification.

Within ten (10) days of the signature date of Contract the

Contractor shall furnish to the Engineer four(4) copies of his

complete quality control and procedures manual, and description of

the organization to be used on this Contract.

Throughout the period of the Contract until shipment from points

of manufacture, the Engineer or other authorized representatives of

the Owner will monitor the Contractor's methods, procedures, and

processes in all phases of the work for compliance with the quality

control program, provisions. Before beginning the work, the

Contractor shall designate to the Owner and Engineer in writing one

employee or member of this organization who shall have authority to

act in all matters relative to the quality control provisions of the

Contract. Failure of the Contractor to maintain the quality control

program throughout all phases of the work will be considered a

failure of the work to conform to the specification.

٢٩٢. Program Requirements

The quality control program shall provide for at least the

following controls:

i) Design - All drawings and production information shall clearly

set forth the standards of quality such as materials to be used,

required machining finishes, welding procedures, and coatings to

be applied. An effective system shall ensure rapid dissemination

of specification and drawing changes throughout the

manufacturing organization and provide for immediate removal of

obsolete information from use. All the latest applicable

drawings and changes shall be available at the time and place of

inspection.

A list of all drawings shall be maintained showing the status of

each, including submittal, dates, reviews and revisions.

ii) Purchased Material Control - Effective quality control shall be exercised over all outside purchased materials to ensure that

the materials meet specification requirements. This control

shall consist of either inspection at source of manufacture,

verification of certified data furnished by the supplier or

inspection upon receipt. Records of purchased material

inspection shall be maintained and be available for inspection

by the Engineer or other authorized representatives of the

Owner.

iii) Tools and Gages - Precision tools, gages and measuring

instruments necessary to verify material conformance to

specifications shall be available before beginning production.

Adequate physical control and safeguarding of tools and gages

shall be provided to prevent their misuse and damage when not in

use. A schedule shall be established and maintained for

periodically checking and calibrating all precision tools and

gages against master standards. This procedure shall include the

maintenance of records to verify the checking of precision tools

and gages as scheduled. Master standards used for checking shall

be periodically certified for accuracy against standards

traceable to an international bureau of standards and evidence

of certification shall be made available upon request. New and

reconditioned precision tools and gages shall be calibrated

before being released for use.

iv) Manufacturing Control - The Contractor's inspection organization shall be independent of the line production staff, shall report

directly to top management, and shall be vested with controlling

authority. Before beginning producing, the quality control

program shall provide for determination of those points

throughout the manufacturing process where inspection or tests

are required to ensure adequate control of quality, and

accordingly establish and maintain such in-process inspection

operations as are necessary. Inspectors shall be provided with

instructions clearly detailing what characteristics to inspect,

what standards of acceptance to use and what action to take as a

result of inspecting finding.

The inspection status of material shall be identified at all

times by markings on the material, tags or other suitable means.

Evidence of performance of special processes shall also be

indicated in a like manner. Final inspection and testing shall

be sufficient to ensure compliance of the finished product with

the specifications. Adequate records shall be maintained of all

inspections and tests. These records shall substantiate that the

required inspections and tests have been performed as specified

in the written instructions, and indicate the discrepancies and

reasons for such discrepancies. These records shall be available

and maintained as stated above.

When specification require that manufacturing operations or

processes require certification by codes or certification of

operators and equipment according to said codes, the program

shall provide that such certification are obtained before

production is stated. Evidence of such certifications shall be

maintained and be available for inspection by the Engineer or

other authorized representatives of the Owner.

v) Unsatisfactory Materials - Inspection procedures shall include

adequate measures for positive segregation of unsatisfactory

incoming, in-process and finished material from acceptable

material and to ensure its removal from the manufacturing cycle.

Such measures shall consist of positive and readily discernable

identification as unsatisfactory material and physical

separation from acceptable material. there shall be an

established procedure for analysis and review of questionable

material by a higher authority to determine its disposition.

vi) Handling and Packing - The program shall provide for and

maintain throughout the manufacturing cycle such measures as are

necessary to protect incoming, in-process and finishing material

from damage. These measures shall include protective packing or

wrapping maintaining special environment, special handling and

storage instructions and other specific methods of protection as

required.

٢١٠ EARTHQUAKE PROTECTION

All outdoor equipment supplied as part of this Contract shall be

capable of repeatedly withstanding accelerations due to seismic

disturbances of 0.35g without damage to or impairment of the

operation ability of the equipment or components thereof.

All equipment mounted in cubicles, panels or other enclosures

shall be mounted in such a manner so as to be protected from

repeated accelerations due to seismic disturbances of 0.35 g.

The Contractor shall show that the equipment to be supplied under

this Contract is capable satisfactorily withstanding the earthquake

forces as specified above and shall include full evidence with the

Tender to substantiate this claim.

٢١١. WEEKLY PROGRESS SCHEDULE

The Contractor shall submit a weekly progress report which will

reflect the current status of the work in comparison to the progress

anticipated in the control schedule, indicating percentage

completion for the various activities shown in the control schedule.

٢١٢. CONTRACTOR'S DRAWINGS AND DESIGN DATA TO BE SUBMITTED DURING THE PROGRESS OF THE WORKS

The Contractor shall supply to the Owner, a complete

documentation of all items of equipment. The document shall consist

of all installation and operation drawings; operation and

maintenance manuals that are required for the clients operation,

maintenance, dismantling, reassembling and adjusting of all

delivered parts of the equipment.

The work will not be considered as completed and taking over

certificate not issued until all documentation as specified in this

section has been delivered.

Manuals shall be bound in hard cover.

The Contractor shall submit for approval to Engineer five (5)

copies of all drawings and design data showing general arrangement

of the works and all the detail drawings and calculations pertaining

to each item to be supplied. All drawings shall be submitted in

accordance with the approved drawing schedule as specified in

article 3.4 herein.

Engineer will return, one (1) print of each calculation and

drawing to the Contractor stamped and signed either "approved" or

"not acceptable" or "approved as noted". In the later case the

drawings will be marked up with such corrections as are deemed

necessary, in the opinion of Engineer to make the works conform to

the intnet of the specification.

The Contractor shall correct and re-submit five (5) copies of the

drawings and/or calculations as often as necessary to obtain

approval.

The sequence of submission shall be such that information is

available for review of each drawing when it is received.

The Contractor's drawings and design data formally submitted

shall bear a certification, signed by an authorized representative

of the Contractor, that the information shown thereon has been

checked by the Contractor and is correct for use in the project.

Drawings of a preliminary nature furnished for information only and

clearly indicated as such need not be certified.

Approval by Engineer of the Contractor's drawings shall not be

help to relieve the Contractor of any part of the Contractor's

responsibility for the correctness of his drawings.

The Contractor will be liable for any materials purchased for

work done, prior to the final approval of the drawings.

The Contractor's drawings will be the property of the Owner who

will have the right to use them for future work.

Changes made during progress of the work shall be clearly

indicated and new copies or prints with the changes shall be

submitted to the Engineer for approval before any action to commence

them are taken.

No fabrication and manufacturing shall be started, for drawings

used on the work until the drawings have been approved, or have been

stamped "approved as noted" with the further provision that all

comments shall be complied within the fabrication and shown on the

next submittal.

After the drawings have been stamped "approved" the Contractor

shall forward for construction purposes five (5) prints of each

drawings which has been so stamped.

After finishing of erection and commissioning and receipt of

"marked up" corrected drawings, the Contractor shall provide for

record purpose five (5) copies of "as built" drawings which contain

all the alterations made therein during construction period and one

set of "as built" reproducibles.

Reproducible must be of sufficient clarify that, under normal

commercial processes, they may be photographically recorded on 35 mm

microfilm from which 450 mm x 600 mm maximum size working

enlargements may be reproduced.

All documents, drawings, dimension sketches, calculation works,

cables schedules and connection diagrams, etc. shall be submitted

for all substation equipments and components to satisfy the

requirements of this section.

Drawing title blocks shall contain but not be restricted to the

following information:

First Line : East Azarbayjan Power Generation

Management Co.

SECOND Line : Contract Number.

THIRD Line : Substation Name.

Space shall also be made in the title block for incorporating

owener's drawing number of at least 10 digits.

Drawing sizes shall conform to the metric "A-series" and sizes

larger than A2 shall not be used.

All drawings shall be in the metric dimensional system only and

the English language. Where applicable all drawings shall show a

graphic scale, key plan, and north arrow.

Dates on drawings shall be shown with the month abbreviated

rather than represented numerically, e.g.:15 Sept. 92.

Revisions shall be designated 0,1,2,3, etc; commencing with the

first issue.

In correspondence etc., the revision numbers shall be preceded by

the abbreviation "Rev".

Detailed fabrication and erection drawings of equipment to be

supplied by Contractor shall be prepared. Dimensions shown on such

drawings shall conform with measurements of associated structures as

shown on "approved" drawings.

Particular requirements of relay protection and control

documentation shall be considered as follows:

a) Individual sets of drawings shall be produced for each relay as related to the line terminal, transformer and bus protection,

control and metering schemes. Each set shall include at least

the following drawings:

− Index to the set.

− List of all symbols used.

− Single line diagram for the terminal covered by the set.

− AC elementary diagrams.

− DC elementary diagrams.

− Connection diagrams.

b) The following guide lines should be considered for preparation of drawings:

− The maximum width of each drawing should be 30 centimeters.

− More than one sheet may be used for each of the above listed drawings, provided adequate and clear cross referencing is

used to assure continuity of circuits which appear on more

than one sheet.

− Attempting to combine the functions of elementary and

connections diagrams on one drawing is detrimental to both

functions and should be avoided.

− A given detail shall appear on only one sheet of a set.

− Where necessary for ease of comprehension, the internal

details of relays should be shown on DC elementaries, for the

DC portions and the AC portions shown on AC elementaries.

− Relay coils and their contacts shall be listed and referenced as to location on the drawings, spare contacts, etc.

− IEC device function symbols shall be used throughout.

c) As-built diagram for internal circuits of all relays indicating all electronical element, etc. to be submitted to the Engineer.

d) All relay setting calculation to be submitted.

CONTRACTOR'S DRAWING SCHEDULE

The Contractor shall submit to Engineer a proposed drawing

schedule within ten (10) days of the effective date of contact.

Engineer will approve or approve with noted deficiencies the

proposed schedule and return it to the Contractor.

The drawing schedule shall list all drawings to be submitted for

approval.

The scheduled date of first submittal, time allowed for

Engineer's approval, and expected date of issue after final approval

shall be shown for each drawing.

The Contractor shall submit an updated revision of the schedule

for approval or certify that the previous issue is still in effect

every weeks over the contract period.

٢١٣. PURCHASE ORDERS AND DELIVERY SCHEDULES

The Contractor shall submit to Engineer in triplicate, unpriced

copies of all requisitions and purchase orders, within seven (7)

days of placing such verbal or written orders, showing both delivery

date ex-factory and C & F site.

Within reasonable intervals from effective date of Contract the

Contractor shall submit to Engineer in triplicate a project order

schedule which shall portray the present status of major orders

placed by the Contractor at the date. In case of certain orders,

when requested by Engineer, the delivery status shall be reported at

more frequent intervals.

٢١٤. SHIPPING INSTRUCTIONS

The Contractor shall advance mail copies of packing lists for

each shipment to Engineer.

At least seven days prior to each shipment, a description of

packing and crating proposed shall be submitted to Engineer.

٢١٥. CONTRACTOR'S ERECTION INSTRUCTION MANUALS

The Contractor shall provide five (5) hardcopies & related

electronic file in English of each erection instruction manual

required for the installation of the equipment covered by this

specification and as otherwise specified herein.

٢١٦. CONTRACTOR 'S SPECIFICATION

The Contractor shall submit to Engineer, for approval, his

specifications covering the supply, shop fabrication, inspection,

testing, packing, transportation, and erection for the work covered

by this specification.

٢١٧. CORRESPONDENCE

The Contractor shall submit correspondence in six (6) hardcopies

& related electronic file, in accordance with the correspondence

procedure to be issued by Engineer.

٢١٨. TEST SCHEDULE

The Contractor shall submit to Engineer for approval a test

schedule for his equipment which shall include such tests specified

throughout the specification and in the relevant standards. The

schedule shall cover type, routine or any other factory tests.

Where tests are re-scheduled from the dates previously given in

the test schedule, the Contractor shall so advise Engineer.

٢١٩. FIELD TESTS

The Contractor shall submit to Engineer for approval details of

all tests to be performed on each piece of equipment during field

testing commissioning.

٢٢٠. TEST REPORTS

Test reports shall be submitted in six (6) hardcopies & related

electronic file to Engineer as soon as possible after tests are made

and prior to incorporating the material in the works. The reports

shall be in such form as to enable determining compliance with the

applicable specifications for the material tested. Test reports

shall be accompanied with a certificate of compliance of the

equipment with the type and routine tests stipulated in the

applicable standards.

٢٢١. OPERATING AND MAINTENANCE MANUALS

The Contractor shall submit to Engineer for review four (4)

complete sets of detailed operating and maintenance manuals covering

operation and maintenance of all equipment supplied.

Once Engineer has made the final review, the Contractor shall

provide six (6) bound sets of complete manuals and one (1) complete

set of the corresponding plates for their reproduction by the

rotoprint method for each substation.

The Contractor shall provide Engineer, together with reduced

drawings of the relevant parts detailed in the operating and

maintenance manuals, ten (10) bound specially prepared part lists

and catalogues covering all equipment provided and which may be

necessary and/or useful for operation, maintenance, repairs,

dismantling or assembly and for identifying the parts when

requesting spares.

In addition to above the following general manuals, covering the

whole project, shall be delivered but not be limited to:

١. A general description of the equipment in this Contract.

٢. Operating instructions, suitable for training of personnel.

٣. General maintenance instructions, describing frequencies and

methods for regular inspections, for planned maintenance and for

regular part replacements. The instructions shall also include

fault location guides.

٢٢٢. LANGUAGE

All drawings, catalogues, illustrations, printed specifications,

operating and maintenance manuals and parts lists shall be submitted

in English.

٣٫١ DESCRIPTION

Medium voltage indoor switchgear shall mean 6 KV metalclad and

withdrawable switchgear cubicles with vacuum circuit breakers,

instrument transformers, earthing switches and required equipment of

LV compartment for indoor installation. Work of this section

includes design, manufacture and factory testing of medium voltage

indoor switchgear and all their accessories, including cables

accessories and the connection of this system. The switchgear shall

be complete ready for installation.

٣٫٢ TERMINOLOGY

Technical terminology is to be as defined in latest edition of

IEC 60050, I.E.E.E 100 and/or ANSI C42-100 standards.

٣٫٣ STANDARDS

Work of this section shall comply with the requirements of latest

edition of IEC, IEE, BS, DIN, ANSI and NEMA standards within which

IEC standard is preferred.

٣٫٤ DESIGN

٣٫٤٫١ General

The Contractor is totally responsible for mutual compatibility

and adequacy of all medium voltage outdoor switchgear and all other

corresponding equipment in any respect.

The medium voltage outdoor switchgear shall be modular design

with pull out breakers. Control, protection and metering scheme are

specified in relevant section in technical specification and

drawings.

The medium voltage circuit breakers shall be trip-free and anti

pumping. The operating mechanism of the breakers shall be of the

stored energy spring type.

Each medium voltage breaker shall have a manually operated

Withdrawal and insertion of the breakers shall not be possible

with breaker main contacts closed. The operation of circuit breakers

inside cubicles shall be inhibited when 6 KV busbars are earthed for

maintenance.

The following auxiliary supplies are available for control:

Close command shall be blocked when insufficient energy is

available for subsequent tripping.

Earth switches shall be equipped with interlocking magnet to

block the hazardous operation.

٣٫٥ FABRICATION AND MANUFACTURES

٣٫٥٫١ Switchgear Cubicles

Unit type construction shall be used to form a rigid self

supporting, self-contained housing. Panel cladding shall be cold

rolled steel, minimum 3 mm reinforced where cutouts occur.

The all metal clad enclosure shall be complete with full length

front doors, bottom cable entry, bolted rear panels for access to

6 KV bus, top covers, terminals and shall be provided in such a way

to minimize the risk of danger to personnel.

All surfaces shall be cleaned free of all rust and foreign

material, painted with a rust resistant paint, primed, sealed

(sealer required on exterior only) and finished with two coats of

indoor paint suitable for the environmental conditions. The interior

shall be white in color , the exterior color shall be light gray.

All surfaces to be painted shall be cleaned and free from

moisture at the time of painting. paint materials which are not

specified by brand or make shall be top quality products, of

manufacturer approved by client's representative. Paint coating

shall be uniform and free from defects. Primers and pre-treatment

shall be applied as soon as practicable after surface has been

cleaned. Damage to primer coats shall be repaired before succeeding

coats are applied as soon as practicable in accordance with

manufacture's written recommendations.

Painting equipment shall be kept clean using. Manufacturer

recommended thinner or other compatible thinner.

Conventional spray painting equipment shall be provided with

adequate filters to remove condense and lubricating oil from the air

stream.

For multi coat application, the individual coats shall be tinted

such as to give distinct and easily visible color different between

coats to facilitate inspection.

Panels shall be bolted together, they shall not be welded. All

panels shall be fitted with an interior light which is operated by a

switch , a 230 volt single phase socket and a thermostat controlled

heater to prevent condensation. The panels shall have structural

steel base channels and shall be bolted to the floor.

The cubicles shall include:

١) Draw out breaker equipped anti pumping & trip free features.

٢) Copper busbars shutter system to isolate the copper busbars

automatically when rocking out breaker or moving truck.

٣) Operating slot for grounding switch operation.

٤) Grounding switch mechanically interlocked with its associated

breaker to prevent grounding into live circuit.

٥) Mechanically operated breaker operation counter inside each

breaker cubicle.

٦) Heater and thermostat inside each cubicle.

٧) Lighting equipment inside each cubicle wherever necessary.

٨) Potential transformers connected star-star with suitable

protection for primary and secondary, as required.

٩) Current transformers with suitable burden for protection and

measuring instruments.

١٠) Adequate pothers for 6 KV cables.

١١) Grounding switch.

Each circuit breaker cubicle shall have the following items front

mounted on the cubicle:

١) Circuit breaker control switch with red, green and amber lights.

٢) Earth switch position indicator.

٣) Circuit breaker position indicator.

٤) Local/Remote selector switch.

٥) Test blocks for current transformer connections with automatic

shorting bars.

٣٫٥٫٢ Instrument Transformer

Instrument transformers shall be dry type suitable for indoor

use.

Current transformers shall be of the same insulation class as the

switchgear and shall be rated to withstand the mechanical

(momentary) and thermal (short time) effects of the short circuit

currents of the system. The output of each current transformer shall

be suitable for correct working of all rated devices i.e.:

protective devices, measuring instruments etc. Over the required

range of load and fault duties. Where dual-purpose current

transformers are used for both measurement and protection, the

requirements shall be met for all secondary winding being connected

to their maximum burdens simultaneously.

Main ratio is required values, rated secondary current shall be

5 A. Current transformer circuits shall be terminated on test links.

Potential transformers shall be of the same insulation class as

the switchgear. All potential transformers shall be inductive wound

types.

The secondary voltage of the potential transformers shall be

100/√3 volts and the primary nominal voltage the same as the

switchgear. Burden of all potential transformers shall be equal .

Adequately rated fuses shall be provided in the secondary and

primary circuits. The potential transformers shall be capable of

maintaining of rated accuracy class as per IEC 60185. Provision

shall be made to prevent an arc on primary disconnecting contacts by

arranging the secondary contacts to break before primary contacts

part on withdrawal of the potential transformers. Provision shall be

made to prevent personnel for coming in contact with the potential

transformer primary fuses until after the primary disconnecting

devices have separated by a safe distance and are properly grounded.

The medium voltage system is not effectively grounded.

٣٫٥٫٣ Busbars

Main bus shall be copper, insulated with self extinguishing

insulation and be complete with insulated supports. Busbars shall be

sized to adequately carry the currents rating of 2500 A. Busbars

shall be color coded in red, blue & yellow.

٣٫٥٫٤ Ground Bus

A minimum of 120 mm cross section of copper ground bus shall

extend along the length of each panel. Clamp type connectors shall

be provided for directly connecting together the ground bus of

adjacent panels.

The bus shall be so arranged that it does not interfere with the

removal of any panel from a panel assembly or with the access to or

operation of equipment within a panel.

٣٫٥٫٥ Terminals

Stud type terminal blocks of unit construction shall be provided

to accommodated all circuits entering or leaving the panels. A

minimum of 10% spare terminals shall be included for spare or future

circuits. Terminals shall have insulating barriers between points.

The terminals shall be grouped and labeled according to their duty

by strips securely attached to each block.

Terminal block shall be 600V grade, 10 A rated.

Terminal size for voltage signals not less than 4 with

severability and for current signals not less than 6 with both

severability and shortening facilities.

Ferrules identified with appropriate wire numbers shall be

provided at both ends of each wire within panels.

Removable covers of clear transparent insulating material shall

be provided over terminal blocks on which connections are provided

for a circuit of greater than 125 volts. Terminal blocks shall not

be used as junction points for cables which are not required in the

panel.

٣٫٥٫٦ Panel Wiring and Connection

Control wiring shall be thermoplastic insulated stranded copper

of a size not less than the following:

a. Panel wiring, excluding current transformer circuit single

conductor 2.5 mm2

b. Current transformer circuit 4 mm2

Extra flexible wire shall be used for connections to equipment on

hinged frames. Wiring in panels shall be covered with self-

extinguishing cotton braid. All wiring shall be carried out without

intermediate splicing. All cables shall enter the panels from the

bottom. Flame-proof plastic wiring ducts shall be provided at the

sides and bottom of the panels to carry wiring vertically to the

terminal blocks. the ducts shall be perforated and shall be provided

with a detachable cover.

Wire ends shall be fitted with crimped ring type terminals. Not

more than two wires shall be terminated on any one stud or terminal.

Each terminal point on the terminal block shall be indelibly labeled

in accordance with wiring designations.

The DC trip and AC voltage supplies and wiring to the main

protection shall be segregated from those for back-up protection and

also from protective apparatus of special purpose.

The incoming power supply to each panel shall be through fuses in

such a manner that the supply to any one panel can be isolated from

the remaining panels. Fuse holders shall be the dead front types.

The color of the cubicle wiring shall preferably be different for

AC and DC circuit.

All secondary and control wiring within a high-tension

compartment shall be protected by a grounded armor shield.

٣٫٥٫٧ Nameplates

Beveled sheet mica nameplates shall be provided. They shall be

the same color as the panel with black engraving.

A panel nameplate approximately 25 mm x 125 mm shall be placed on

the front and rear of each panel.

Nameplates approximately 15 mm x 60 mm with lettering 4 mm high,

shall be placed on the front of each panel for indicating lamps,

push buttons and control switches. Ampere ratings for fuses or

circuit breakers and also nameplates with descriptive functions for

switches or similar items shall be provided.

Each nameplate must bolted or riveted on to a non-removal part of

the cubicle. Stick-on or glued labels are not acceptable.

Nameplates are to be mounted 0.5 cm below indicating lights,

control switches and push buttons.

Each cubicle shall have a rating plate with the information

required by the IEC 298 and in addition ambient temperature basis

for ratings.

Each device installed in the cubicle, each terminal strip and

each indicating and operating element shall be identified with

permanently attached plastic labels of approved design. Inscriptions

on these labels must coincide with those used on the drawings.

Each circuit breaker, earthing switch, instrument transformers

etc.Must have its own rating plate with information according to

relevant IEC standard.

٣٫٥٫٨ Switches

All switches shall be of the rotary type, with silver-plated,

self-cleaning contacts and rectangular deals on which function

positions are clearly indicated.

Switches shall be suitable for interrupting the trip and close

currents of the circuit breaker control circuits without requiring

the use of interposing relays.

٣٫٥٫٩ Pilot Lamp Assemblies

Pilot lamps of the standards switchboard type shall be provided

for, but not necessarily limits to the following indications:

٣٫٦ INSPECTION AND TESTS

Perform all inspection, routine tests and type tests stipulated

in applicable standards to ensure that material and workmanship

conform to the specification and drawings.

Give Engineer access to the works for determination or assessment

of compliance with the provision of this specification or to witness

the Contractor's inspection or tests.

Produce a certificate of compliance of the equipment with the

design, routine and type tests stipulated in the applicable

standards.

Owners reserve the right to have representative present during

final shop and functional testing. The Contractor shall advise the

date of test at least ten days in advance.

The following tests shall be performed on metalclad switchgear in

accordance with 62271-200.

٣٫٦٫١ Type Test

- Tests to verify the insulation level of the equipment

- Tests to prove the temperature rise of any part of the

equipment and measurement of the resistance of

circuits

- Tests to prove the capability of the main and earthing circuits

to be subjected to the rated peak and rated

short-time withstand currents

- Tests to prove making and breaking capacity of the included

switching devices

- Tests to verity the protection of persons against access to

hazardous parts and the protection of

equipment against solid foreign objects

- Test to access the effects of arcing due to an internal fault

(for switchgear classification IAC)

- Electromagnetic compatibility tests (EMC)

Despite of mentioned tests, the following tests shall be

performed on interior component of metalclad

switchgear in accordance with IEC 62271-100, 60044-1 and 60044-2.

٣٫٦٫٢ Routine Tests

According to IEC 62271-200 following tests shall be carried out

on metalclad switchgear components:

- Mechanical operation tests

- Tests of auxiliary electrical , pneumatic and hydraulic devices

- Tests after erection on site

In spite of aforesaid tests, following tests shall be performed

on metalclad switchgear

- Resistance measurement of circuit breaker contacts and

lightning impulse test in accordance

with IEC 62271-100

- Accuracy test on instrument transformers

- Routine tests on other equipments in accordance with relevant

standards

٣٫٧ Commissioning

After a metalclad switchgear has been installed and all

connections have been completed,

commissioning tests are recommended to be performed to confirm

that transportation and storage

have not damaged the metalclad switchgear.

The manufacturer shall produce a program of site commissioning

checks and tests. Repetition of the

full program of routine tests, already perfumed in the factory,

shall be avoided. For this purpose the

commissioning tests shall include, but not limited to the

following items. The results of the tests shall

be recorded in a test report.

- Visual inspection and assurance of erection, correct

installation, lack of damaging and electrical

commotions correctness.

٤١. DESCRIPTION

Relays placed in LV compartment of panels with switches,

interpose C.T.s and V.T.s , fuses, etc. .Work of this section

includes: design, supply, manufacture, testing, transportation,

installation and commissioning of relay and all other protection

devices, which are to be supplied loose, with all their accessories.

The extent of work shall also include the preparation and

furnishing of schematic wiring, internal wiring and external cable

connection drawings.

The contractor shall be responsible for obtaining information

regarding parts of the installation not covered by the order, which

can affect the design of the control equipment.

Technical terminology is to be as defined in latest edition of

IEC 50, I.E.E.E. 100 and/or ANSI C4200 standards.

٤٣. STANDARDS

Work of this Section shall comply with the requirements of latest

edition of IEC, BS, DIN, ANSI and NEMA standards within which IEC

standard is preferred.

See also section 2.4.

٤٤. DESIGN

٤٤١. General

The Contractor is totally responsible for mutual compatibility

and adequacy of all control and relay and all other corresponding

equipment, in any respect.

The electrical control and protection scheme for the switchgear

shall be as shown on the drawings.

The design of the relay protection shall be such that high

tripping reliability will be achieved. This applies to a

particularly high degree in cases where the remote back-up function

provides unselective tripping of the primary fault.

The relay protection shall be designed in such a manner and shall

have such functional values that operational reliability of the

plant will not be significantly affected. In this connection special

considerations shall be given to the risk of spurious tripping as a

result of e.g.: inrush currents, etc. It is not acceptable for

switching in to require several attempts, or to cause tripping of

parts of the network which is in operation.

Strict demands are made on selectivity in isolation. Only the

minimum possible part of the plant shall be tripped to isolate the

fault or clear the abnormal conditions. In addition, the fault must

be tripped with in the time necessary for equipment protection,

personnel protection, reasonable restriction of material damage,

etc, and before damage has had time to occur in the event of

abnormal operating conditions. Tripping of a faulty part of the

plant shall take place before mechanically and electrically adjacent

parts of the plant are damaged.

Mal operation of the relay protection as a result of the

characteristics of measuring transformers shall be taken into

account in conjunction with the design of relay protection and

dimensioning of the auxiliary wiring. Unless otherwise specified all

functional requirements on the relay protection function shall be

satisfied for short circuit powers and associated zero-sequence

impedances at the maximum, minimum and intermediate values.

The measurement and tripping zones shall be coordinated with

breaker failure protection function, so that primary faults between

the breaker and the current transformer will be tripped by the

breaker failure protection function, with the possible degree of

selectivity.

The function of control is to collect all information necessary

for the operation personnel to supervise the operating conditions of

the plant and whenever necessary to initiate changes to the

operating conditions.

The LV compartment shall be so dimensioned that it can be adapted

to the maximum extension possibilities for the switchyard.

In addition, it shall be so designed that no drilling on site is

necessary when carrying out such extensions.

٤٤٢. Synchronizing

Synchronizing & Change Over facilities shall be provided for

manual and automatic closing of the breakers.

It is required for the synchronizing equipment that voltage

information be supervised so that the equipment will be blocked if

fuse should fail for the measuring transformers.

Selectors and terminals shall be provided for testing. The

selector shall also serve as an isolating switch.

Voltage-check relay shall be provided in order to permit the C.B.

to be closed on live line/dead bus and dead line/live bus

conditions. The relay shall recognize live condition for voltages

80% of relay rating (Un) and dead conditions for voltages adjustable

between 30%-80% of relay rating.

Change Over "On/Off" & "Auto/Manual" switches located on LV

compartment shall be used for connecting the voltages to be change

overed to the change over unit. The individual switch shall be

connected so that only one circuit breaker at a time can be

energized. The unit shall be designed in such a manner that it will

not be possible to interconnect inadvertently the voltage circuits.

The automatic closing (change over) of the breaker shall be

called from the panel and by remote control.

Auto/Manual selector switch shall be provided on potential cell

panel to facilitate the appropriate mode of operation to be

selected. As a general rule, when the selector switch is on AUTO

position, all breaker closures from the panel, remote control

equipment, shall take place automatically via the change over

equipment. Scope shall be provided for shunting the change over

equipment via selector switch when it is on MANUAL position, so that

direct operation of the breaker due to defective change over

equipment can be carried out. On MANUAL closure the synchroscope

unit shall be employed as an aid. This shall consist of a double

voltmeter, synchronscope and double frequency meter, placed on the

change over control panel. Potential cell panel shall be so

positioned to give easy view to operator.

When the change over equipment is switched "On", this shall be

indicated on the change over control panels and remotely for the

relevant breaker.

For all measured voltages insulating transformers shall be

included in the change over equipment.

The auxiliary power shall be taken from a special fused 125 VDC.

If the equipment requires an ac supply, this shall be taken from the

station service 230 VAC.

٤٤٣. Inter-Tripping (Transfer Tripping Scheme)

This function is required to trip all outgoing feeders whenever

relevant incoming feeder trip.

٤٤٤. Panel DC Circuit Supervision

The DC supply to the protections in each relay panel supplied

shall be supervised via an under voltage relay and lamp. An alarm

shall be initiated on the loss of the DC supply.

The relay shall be so positioned to detect the failure of

interconnection circuit of DC supply to all the relays and

protection devices within the panel.

٤٤٥. Common Breaker Control and Protection Schemes

All the control/protection schemes finally operate the circuit

breaker. The following relays/systems shall generally be followed

for each circuit breaker.

٤٤٥١. Auxiliary Supply

The auxiliary and control supply of the breaker for the following

circuits shall be protected by separate set of fuses or other

appropriate protective devices:

(a) Closing coil.

(b) Trip coil

(c) Motor operating mechanism.

(d) Lighting and heating.

The DC control supply protective devices shall be installed in

respective panels, whereas for AC supply they shall be installed in

respective circuit breaker operating mechanism.

٤٤٥٢. Trip Circuit Supervision Relays

Trip circuit supervision relays for supervising each trip coils

of every breaker after closing of the breaker shall be provided. The

relay on operation shall give annunciation. It shall also be

provided with a hand reset flag indicator. The trip coil supervision

relays coil ratings designed for DC control voltage and relays shall

operate satisfactorily between 80% and 120% of the rated voltage.

The time between failure of the trip circuit and operation of the

alarm contacts shall be such as to prevent mal operation due to

transient voltage condition. The pick up and drop off current of the

relays shall not be so small such that relay will self drop due to

deposit of some dust particles etc. in the breaker auxiliary

contacts and thereby giving false indications for breaker trip coil

faulty.

The trip circuit supervision scheme shall involve passing a low

level current through the trip circuit (including the breaker trip

coils) and shall be so wired to supervise all wiring of the trip

circuit.

٤٤٦. Tripping Circuits

Contacts or terminals for tripping must not be used for auxiliary

functions - exclusive contacts or terminals for the tripping

function.

High functional security and speed are necessary in the tripping

circuits, and the system design shall thus be such that a minimum of

series-coupled circuit elements will be required.

The tripping circuits shall be of single-pole design. Only the

positive poles shall be closed at tripping. The negative pole is

permanently connected to the tripping coil of the breaker.

Tripping coils in the breaker shall be supplied via tripping

relays which must have an operating time not in excess of 5 ms.

Tripping contacts shall also be capable of breaking the circuit

to the solenoid even if the auxiliary contact in the breaker should

fail to open.

Relays in tripping circuits electrically located after the

testing devices of the relay protections shall be equipped with

testing devices. The entire trip function from the relay protection

to the outgoing cable to the switchgear shall be capable of being

tested without the breaker being operated and with no other action

for isolating the circuit than operation of permanently installed

test devices.

In every relay for relay protection provision shall be made for

isolating the outgoing tripping signal by means of easily operated

isolating devices on the front of the cubicle without the relay

protection measurement being blocked.

Individual electrically reset type lock out relay should be

provided for each breaker to lock its closing circuit. In the event

of permanent faults.

٤٤٧. Testing Facilities

All relay protection shall be capable of being tested

individually (even during normal operation) with adequate safety of

the test personnel and without the risk of spurious tripping.

Various partial protection functions for a given primary object

shall include facilities for individual testing with the other

protection in operation. When testing the protection, it is not

acceptable that the protective functions in the other system are

blocked or activated.

The design shall be such that external test equipment can be

connected to the protection at a permanently mounted connector. All

quantities necessary for measuring the functional values of the

protection as well as the tripping function shall be connected to

this. In addition, the design shall be such that (after testing) the

protection will safely revert to operational condition.

All actions, necessary in normal maintenance testing shall be

capable of being carried out from the front of the relay related

cubicle, where the switching devices for testing shall also be

located.

For replacement of faulty relays "plug-in" or "draw-out" systems

are preferred.

٤٤١٦ Measuring Instruments

Apparatuses and components shall be designed and fitted taking

into consideration the relevant operating conditions, possibilities

for comfortable reading, inspection, testing, cleaning and

maintenance. Equipment, especially those having a limited lifetime

shall be easily accessible for replacement and service.

All instruments for front mounting on the panel shall be semi-

flush mounted, back connected, dust-proof, with rectangular cases,

removable covers, and transparent windows and with provision for

sealing where necessary.

Meter elements, specially those requiring testing and adjustment

shall be provided in draw out type cases fitted with devices to

automatically short the current and open the voltage circuits and

where applicable, to provide for interruption of the tripping

circuit. Metering instruments shall be of square type having

dimensions 96x96mm.

All the measuring equipments must be digital type with the following

capabilities:

١- Minimum accuracy class 0.5.

٢- Capability to bear in at least 3In for continuous operation and 25In for 3Sec., 50In for 1Sec.

٣- Capability to bear in at least 1.5Vn for continuous operation and 2Vn for 10Sec.

All switches shall be of the rotary type with silver plated self-

cleaning contacts and rectangular dials on which function positions

are clearly indicated.

For replacement of faulty relays “plug in” or draw out systems

are required. All auxiliary relay, trip relay and timers may be

supplied in non-draw out type.

All relays, metering, measuring device, which shall be mounted on

front of panels, shall be suitable for flush or semi-flush mounting.

٤٤١٧ Annunciators

Annunciator equipment shall be mounted on the panel adjacent to

the mimic diagrams, capable of accepting all the alarms required

within the substation, and compatible for operation in conjunction

with the relay equipment provided. The annunciator windows shall be

engraved. The size of engraving to be advised later to the

successful contractor.

Number of alarm points shall be sufficient to identify and locate

where the trouble exists. The alarm annunciator equipment shall be

designed in such a way that the necessary corrections or repairs can

be performed in the shortest possible time. At least 20% of the

windows shall be provided as spares.

The annunciators shall be furnished with audible and visual

alarms with acknowledge push-button. The annunciator shall be

suitable for accepting DC power supply as specified in section of

technical specification. The type with repeating contacts for each

alarm point is required for future supervisory alarm indication. The

voltage rating and other specification of repeat contacts shall meet

SCADA and/or interface requirements.

The annunciators shall be mounted on control panels for power

transformer, C.B. and lines as shown in the tender drawings

enclosed.

The alarm points for each substation shall be divided in critical

and non critical alarms. Critical alarms are the ones which require

immediate action and the non critical alarms are of a nature which

require action within some reasonable length of time with respect to

keeping the substations fully operable.

Two different types of audible alarms shall be provided for

distinction between critical and non-critical alarms.

In case of loss of DC supply of annunciator, it shall be possible

to give an alarm to operator by AC supply.

In case of static annunciator schemes, special precautions shall

be taken by the Contractor to ensure that spurious alarm conditions

do not appear due to influence of external magnetic fields on the

annunciator wiring and switching disturbances from the neighboring

circuits within the panels.

Separate annunciation system for each voltage level(i.e.: 230

KV,66 KV,...)shall be provided.

٤٤١٨ Fuses Links and Ancillary Apparatus

Each protection and control circuits shall be provided with

necessary arrangement for receiving, distributing, isolating and

fusing of DC and AC supplies for various circuits such as

protection, control, signaling, lighting etc. The incoming and sub

circuit shall be such as to ensure selective clearance of sub

circuit faults. Potential circuits for relaying and metering shall

be controlled by fuses.

Carriers and bases for fuses and links shall comply with IEC

recommendations and color coded to permit identification of the

circuit rating.

All fuses shall be of cartridge type mounted on plug in type fuse

bases and adequately shrouded. Fuses shall have operation indicators

for indicating blown fuse conditions. Fuse carrier base shall have

imprints of fuse rating and voltage.

All incoming circuits in which the voltage exceeds 125 Volts

shall be fed through insulated fuses and/or links, the supplies

being connected to the bottom terminal, which shall be shrouded so

that accidental contact with live metal can not be made when the

moving portion is withdrawn.

PT secondary circuits should be equipped with fuse or MCB.

If MCBs are used in VT secondary circuits, they shall have two

normally open and two normally closed auxiliary contacts for

blocking trip circuits of voltage dependent protection and for

annunciation. Where high-speed protection is involved, the speed of

operation shall be less than 5 milliseconds.

٤٥. SUBMITTALS

٤٥١ Calculation Sheets

Submit six (6) copies of all calculations to establish adequacy

of the control and protection devices selected, in any respect, for

the specified duties under all power system operation conditions

(from normal to the most severe fault conditions envisaged) in

accordance with submittals section 3.

٤٥٢ Contractor's Drawing and Design Data

Submit electrical, design, fabrication and erection drawings and

this section in accordance with the sub article 3.3 in submittals

section 3.

The following shall be considered a minimum:

− Outline dimension drawings and installation instruction of the

equipment to be mounted in or on the panels.

− Detail drawings of the printed circuit boards.

construction of any relay.

٤٥٣ Test Reports

Submit six (6) copies of all final type and routine test reports

together with the certification of the compliance of the equipment

with the type and routine tests stipulated in the applicable

standards.

٤٥٤ Maintenance Data and Operating Instructions

Submit maintenance manuals for this section in accordance with

article entitled "operating and maintenance manuals" in submittals

section 3.

٤٥٥ Relay Settings

East Azarbijan Power Generation Management Company will provide

sufficient system data to the Contractor to enable him to perform

the following works included in this Contract.

(١) Ranging of relays and calculation of relay settings.

(٢) Setting of relays and commissioning of the control and

protection system supplied.

The Contractor shall submit to E.A.P.G.M.Co. 3 complete sets of

calculation and proposed relay setting data for information and

approval, before the installation of the control and protection

equipment.

٤٦. FABRICATION AND MANUFACTURE

٤٦١ Construction of Boards and Panels

The panels shall be constructed of cold rolled steel 3.0 mm in

thickness, welded and reinforced where necessary.

The switch-board panels used for control and metering shall be

designed to facilitate switching and supervision by the operators to

minimize the probability of accidental tripping of circuit breakers

and motor operated switches as a result of human error. The control

switchboards shall be designed and installed in accordance with

future requirements in order to enable installation of future

additions with a minimum of changes to existing installations.

Relay shall be provided with relays in accordance with those

shown on the drawings of the switchgear single line diagrams. The

relays used for circuit protection shall conform with the details

listed in this section of the specification.

All surfaces shall be cleaned free of all rust and foreign

material, painted with a rust resistant paint, primed, sealed

(sealer required on exterior only) and painted ANSI # 61 or the same

color as existing panel. Panels shall be bolted together, they shall

not be welded. All panels shall be fitted with an interior light

which is operated by a door switch, a 230 volt single phase socket

outlet. The panels shall be bolted to the floor. Each panel shall be

supplied with a heater and thermostat to prevent the formation of

condensation.

٤٦٢ Panel Terminals

Stud type terminal blocks of unit construction shall be provided

to accommodate all circuits entering or leaving the panels.

Test links shall be provided on the current leads of each

protective relay. The test links shall be designed such that the

current leads are short circuited when the test links are open. A

minimum of 10% spare terminals shall be included for spare or future

circuits. The terminal blocks shall be arranged vertically, mounted

at the sides of the cubicle and set towards the rear so that the

ferrule numbers may be easily read. Terminals shall have insulating

barriers between points. The terminals shall be grouped and labeled

according to their duty by strips securely attached to each terminal

block.

Terminal size for voltage signals not less than 4 with

severability and for current signals not less than 6 with both

severability and shortening facilities.

Terminal block shall be 600V grade, 10 A rated.

230 V circuit terminals shall be segregated from other terminals

and fitted with self extinguishing transparent plastic covers to

prevent contact with live parts. They shall have warning labels

mounted there on in a conspicuous position.

There shall be a minimum clearance of 250 mm between the first

row of terminal blocks and the associated cable gland plate. Also

the clearance between two rows of the terminal blocks shall be a

minimum of 150 mm.

Ferrules identified with appropriate wire numbers shall be

provided at both ends of each wire within panels.

Removable covers of clear transparent insulating material shall

be provided over terminal blocks on which connections are provided

for a circuit of greater than 125 volts potential. Terminal blocks

shall not be used as junction points for cables which are not

required in the panel.

٤٦٣ Wiring and Connections

Control wiring shall be thermoplastic insulated stranded copper

of a size not less than the following:

(١) Panel wiring single conductor. 2.5 mm2

(٢) Wiring external to panels 2.5 mm2

excluding current transformer

circuits.

(٣) Current transformer secondary wiring. 4 mm2

Extra flexible wire shall be used for connections to equipment on

hinged frames. Wiring in panels shall be covered with a self

extinguishing cotton braid. All wiring shall be carried out without

intermediate splicing. All cables shall enter the panels from the

bottom. Self extinguishing plastic wiring ducts shall be provided at

the sides and bottom of the panels to carry wiring vertically to the

terminal blocks. The ducts shall be perforated and shall be provided

with a detachable cover.

Wire ends shall be fitted with crimped ring type terminals. Not

more than two wires shall be terminated on any one stud or terminal.

Each terminal point on the terminal block shall be indelibly labeled

in accordance with wiring designations.

The DC trip, AC voltage supplies and wiring to the main

protection shall be segregated from protective apparatus of special

purpose.

The incoming power supply to each panel shall be through fuses in

such a manner that the supply to any one panel can be isolated from

the remaining panels. Fuse holders shall be the dead front type.

The control circuits for power circuit breakers, motor operated

switches, power transformer, metering, etc., shall be designed for

future supervisory remote control and position indication, contacts

on switches and relays as needed for future supervisory alarms shall

be provided according to section 17.

٤٦٤ Ground Bus

A 40 mm x 3 mm copper ground bus shall extend along the length of

each panel. Clamp type connectors shall be provided for directly

connecting together the ground bus of adjacent panels. The bus shall

be so arranged that it does not interfere with the removal of any

panel from a panel assembly or with the access to or operation of

equipment within a panel.

٤٦٥ Nameplate and Mimic Bus

Beveled sheet mica nameplates shall be provided.

Ampere ratings for fuses or circuit breakers and also nameplates

may not be assigned a specific standard device function number shall

be provided.

Nameplates are to be mounted 1.0 Cm above relay cases, 0.5 Cm

above indicating lights, control switches and push buttons, and on

the button front of meter cases.

A mimic bus shall be mounted on the front of the station control

boards. The bus shall be metallic or plastic it shall be fastened by

stick fasteners and shall be easily removable. Buses shall be color

coded identical to which already installed.

The mimic bus shall indicate the actual arrangement of the

initial installation bus shall be designed for easy modification to

future arrangement.

٤٦٦ Relays

All relays shall conform to the BS 142. or relevant IEC standards

and such national standards as may be appropriate in the country of

manufacture and numerical type. However, the requirements of the

standards (of country of manufacture) shall in no case be inferior

to their counter parts in BS or IEC. In any case, the copy of the

specification should be furnished along with the Tender for

Engineer's approval.

In considering the relay equipment, method of mounting and

accommodation, account shall be taken of the fact that Iran lies in

an "earthquake belt" and for design purposes, it shall be assumed

that all of shocks at ground level can achieve 0.35 g.

Individual relays shall, as a minimum, satisfy the numerical

values quoted in appendix "F" of BS 142, and the Contractor shall

furnish type test certificates for each equipment as appropriate.

All protective relays shall be in draw out cases with built in

test facilities. Necessary test plugs shall be supplied loose and

Shall be included in Contractor's scope of supply. Test blocks and

switches shall be located immediately below each relay for testing.

Unless otherwise specified, all auxiliary relays and timers shall be

supplied in non draw out cases.

All AC relays shall be suitable for operation at 50 Hz for V.T.

secondary and C.T. secondary as specified in single line diagram. DC

auxiliary relays and timers shall be designated for the DC voltage

specified in the respective single line diagram and shall operate

satisfactorily between 80% to 110% of the rated voltage, voltage

operated relays shall have adequate thermal capacity for continuous

operation.

All protective relays shall be provided with at least two pairs

of potential free output contacts. Additional contacts shall be

provided where required. auxiliary relays and timers shall have

pairs of contacts as required for the function. Contacts shall be

silver faces with spring action.

Protective relays shall be provided with operation indicators,

externally reset table from the front of the relay. Loading

resistors shall be furnished where needed to ensure reliable target

operation. Auxiliary relays shall be provided to permit duplicate

targeting at a remote location.

Timers shall be of the electro-magnetic or static type. Pneumatic

timers are not acceptable.

No control relay, which shall trip the power circuit breaker when

the relay is de-energized, shall be employed in the circuit.

Provision shall be made for easy isolation of trip circuits of

each relay for the purpose of testing and maintenance.

Auxiliary seal-in units provided on the protective relays shall

preferably be shunt reinforcement type. If series relays are used,

the following shall be strictly ensured.

The operating time of the series seal-in unit shall be

sufficiently shorter than the trip coil or trip relay in series with

which it operates to ensure definite operation of the flag indicator

of the relay.

Seal-in unit shall obtain adequate current for operation when one

or more relays operate simultaneously.

Impedance of seal-in unit shall be small enough to permit

satisfactory operation at the trip coils or trip relay when the DC

supply voltage is minimum.

All transistorized protective relays shall be able to withstand

the high voltage interference which is normally experienced in high

voltage switching stations.

In order to minimize high voltage surges to acceptable levels,

the station multi core cables shall be lead sheathed and earthed

according to the latest standards for light voltage switching

stations.

All transistorized protective relays which receive their DC from

the station battery shall use DC/DC converters which meets over

voltage tests, impulse test, H.V. interferences etc. as rigorous as

those specified for transistorized relays.

٤٦٧ Recorders, Meters, Annunciators and Instruments

All instruments for front mounting on the panel shall be semi-

flush mounted, back connected, dustproof, switch-board type with

rectangular cases, removable covers, transparent windows and with

provision for sealing where applicable.

Meter elements, specially those requiring testing and adjustment

shall be provided in draw out type cases fitted with devices to

automatically short circuit the current circuits and where

applicable, to provide for interruption of the tripping circuit.

All meters required for revenue metering shall have metering

accuracies of the at least 0.5 percent. All statistical meters

supplied shall have a minimum accuracy of 1.5 percent of full scale.

All meters for revenue purposes shall be unidirectional type.

The dimension of the recorder (voltage, frequency and power

recorders where required and their paper graduations should be such

that a minimum of one tenth of nominal rated values can be read

easily, but however it should not exceed 96 mm x 96 mm. The Pointer

of the recorders should be sensitive enough to respond, that is give

an indication, to a magnitude of the initiating signals equal to and

less than 2% rated values.

Wiring of all components and contacts to the terminal blocks, for

external connections, is included.

AC inputs can be isolated from the relay and test equipment

connected without open circuiting the current supply.

Trip circuits are opened but the DC supply is maintained, where

applicable, for testing of the relay.

AC quantities can be injected in to the relay from portable test

equipment.

All meters shall be large dial rectangular type with dimension of

96 mm x 96 mm and covers shall be of a non reflecting glass type.

Final scales and ranges of instruments, where such scales are not

already detailed in this Specification are to be given later.

Annunciators for the control boards shall be relay type suitable

for N/O and N/C alarm condition and have the following operational

sequences.

(١) Lamp Test

Upon closing of the lamp test button contacts, all lamps on the

panel shall be energized. Lamps shall be de-energized upon release

of the test button.

٨$٦$٤ Switches

Circuit breakers shall be controlled and indicated by discrepancy

control switches forming part of the mimic diagram. The change of

state of circuit breaker or disconnect switch shall cause its

discrepancy control switch light to flash.The indication of change

of state will be accepted by turning the discrepancy switch manually

into the position of agreement with the substation switch.

All switches shall be of the rotary type with silver plated self

cleaning contacts and rectangular dials on which function positions

are clearly indicated.

Switches shall be suitable for interrupting the trip and close

currents of the circuit breaker control circuits without requiring

the use of interposing relays. Position indicator for disconnect

switches shall be similar, but visually differentiated from, the

circuit breaker control switched.

A local/supervisory switch shall be provided and mounted on a

control panel to perform the following duty:

(١) When in the local position:

(٢) Disable all operations initiated by contacts in supervisory equipment provided by others.

(٣) When in the "supervisory" position:

− Disable all operations initiated by control switches in the stations control room (operation of devices with local

control switch shall not be affected).

− Disable all audible alarms in the station control room.

− The switch lights should indicate these positions.

٤٧. INSPECTION AND TESTS

Perform all inspection, type tests and routine tests stipulated

in applicable standards to ensure that the material and workmanship

confirm to the specification and drawings.

Give access to Owner's representative to the works to determine

or assess compliance with the provisions of this specification or to

witness the Contractor's inspection.

Produce a certification of the compliance of the equipment with

the type and routine tests stipulated in the applicable standards.

Include the following tests:

(١) Operation of all meters and relays using single phase or three phase supply as required; operation of relay contacts using

the appropriate DC supply.

(٢) Energizing of all low voltage control circuits using the

appropriate voltage supply, and testing for operation and

sequence of operation including polarity tests where required.

(٣) Di-electric strength test according to IEC standard.

(٤) Continuity of all low voltage circuits.

Satisfactory evidence of the successful performance of such tests

is required.

EAPGMCo. reserves the right to have representative present during

final shop and functional testing. The Contractor shall advise the

date of test at least sixty (60) days in advance.

٤٨. SUPERVISION OVER INSTALLATION AND ERECTION

Supervise over installation, erection and commissioning of panels

in accordance with the drawings and manufacturer's instruction to

ensure satisfactory and proper operation in every respect.

Perform visual inspection to insure that there is no damage. This

supervision and inspection shall cover but not be limited to the

following:

(١) Install, level, align panels and fasten to floor and adjacent panels.

(٢) Remove shipping blocks and braces.

(٣) Clean interiors.

(٤) Examine Connections to ensure that they are not loose,

tighten as required.

(٥) Interconnect panels and install cables.

(٦) Touch up all damaged paintwork.

(٧) Inspect, make necessary adjustments, field test, and place the equipment in commercial service.

(٨) Notify Engineer in writing as soon as installation of the equipment is complete.

(٩) On completion of the installation carry out testing of the equipment which is in accordance with a program that has been

approved by EAPGMCo. Carry out all tests in co-operation with

and in the presence of Engineer subject to the requirements

and operating conditions of the EAPGMCo. system.

(١٠) Perform field tests to include but not limited to the

following:

١$١٠) Continuity test of all

low voltage circuits.

٢$١٠) Meggering on all low

voltage circuits.

٣$١٠) Energizing of all low

voltage circuits.

٤$١٠) Check of the operation

of all meters, relays, instruments, alarm and trips.

٥$١٠) Timing tests.

٦$١٠) Functional testing of

all equipment.

Provide all instruments and equipment required for the site

acceptance tests. These instruments will remain the Contractor's

property and can be removed after the successful completion of the

tests.

٤٩. SPARE PARTS

Mandatory spare parts shall be provided as per relevant schedule

of prices for this section.
