nature of works to any Govt. / Private organizations. The tenders are required to produce proof of fulfilling all the

PART- II
SCOPE OF WORK
1. The Scope of work for this contract shall include design, procurement, installation, integration,
testing, commissioning and associated services for a fully operational network enabled access
control system as per manufacturers guidelines, codes described within this tender document
etc.
a. Providing and fixing Electromagnetic Lock to the existing Automatic sliding glazed
doors of DORMA ES 200 EC of 5 metre length with necessary programme switch
with key and convert the existing sliding door to suitable for access control system
(Face Recognition access control device) as per direction of Engineer-in charge cost
including all additional attachments, labour all taxes, service charges, unloading etc,
and products supplied and fixed by the agency will be guaranteed for 1 year from
the date of billing
b. Repairing and servicing the existing Automatic sliding glazed doors of DORMA ES
200 EC 5 Metre length also replace the faulty parts of Control module SMBS for ES
200 EC Main roller for ES 200,12 mm soft nose seal 10 mm soft nose seal with new
one as per direction of Engineer-in-charge and make it as a working condition cost
including all additional attachments labour all taxes, service charges, unloading etc
and products supplied and fixed by the agency will be guaranteed for 1 year from
the date of billing
2. All necessary tools, equipment, hardware, software and its user licences required as describe
in this document for the complete installation of the Access control system shall be supplied
and installed under the contract.
3. The entire Access control system and sub-system including all its hardware, peripherals,
software and software licences as specified within this document shall be supplied and
provided as part of this contract.
4. The extent of the contract works shall include necessary cabling to interconnect the various
security systems, central equipment, hardware and devices and the like for it to provide the
performance as directed by Engineer-in-charge.
5. All cable enclosures including conduits, cable trays, wall boxes, termination panels and the like
that are required to facilitate and complete the installation shall be supplied and installed as
part of this contract.
6. All proposed security field device installation shall not only to operate functionally, they have
also to blend with the interior design of the building. The contractor shall liaise directly with
the Engineer-in-charge at site in coordination of the installation work and ensure such
requirements are harmonized.
7. All installations carried out by the contractor shall conform to the national standards and code
of practices.

8. The contractor shall upon completion of the installation provide complete training with
documentations on the configuration, operation and maintenance of the system to the
required operators assigned by this office.
9. The system shall be designed to allow foreseeable organizational changes and procedural
changes beyond current plans.
10. Additional hardware units shall easily be added without any modification to the existing
hardware, software and network configuration.
11. Repairs / Servicing of existing sliding glass door, Door alignment accessories, providing of new
Heavy Duty Door closures, designing and aluminium partition with glass doors & Turnstile will
be carried out by the contractor with no additional cost.
12. The required Electrical outputs & Internet outputs shall be provided at required location by
departmentally.
Quoted rate shall include all types of taxes such as – GST, Labour welfare cess and transport, loading
& unloading, royalty, service charges etc. No extra cost will be paid.

PART- III

Provide complete details as asked for in the schedule. Quotation not properly filled, mutilated, with incorrect
calculations or generally not complying with the conditions are liable to be rejected and no clarification/ enquiry
in this regard will be entertained.

Site Inspection/Clarification Every bidder is expected to inspect the site from 10/11/2020 to 13/11/2020. at his/her
own cost. No further correspondence in this regard will be accepted. He must clarify all doubts regarding the
tender, if any, before the submission of the tender.
Receipt and Opening of Tenders: As specified in NIT
Acceptance Period The tender shall remain firm for acceptance for a period of 90 days from the date of opening
of tender. Any withdrawal during the period will entail forfeiture of the EMD.
Acceptance of Tender:
The Director, CSIR-NIIST, Thiruvananthapuram reserves the right to reject any or all the tenders without assigning
any reason(s) and also reserves the right to cancel the tender process or order for re tender without assigning any
reason(s).
Period: The period of work will be 30days from date of commencement shall be reckoned from the tenth day of issue
of award letter.

PART- IV
GENERAL CONDITION OF CONTRACT
The successful bidder shall execute an agreement on a non-judicial stamp paper worth Rs.200/-. The EMD
submitted along with the tender will be converted towards the security deposit and the security deposit shall not
bear any interest and will be returned on completion of the contract period.
Once the tender is finalized the bidder has no right to withdraw his tender and in such cases the EMD deposited
by him will be forfeited.
CSIR-NIIST reserves the right to terminate the contract given for the period and order for fresh tender with or
without assigning any reason. The decision of the Director, CSIR-NIIST, Thiruvananthapuram is final in this regard
and will be final and binding all.
The contractor will be personally responsible for providing safety measures to the workers engaged for the purpose
and wages paid to them. CSIR-NIIST has no liability on account of the above.
If the contractor terminates the contract by his own or requests for termination of the contract during the period
of contract, the Security Deposit will be forfeited and the tenderer will be debarred from participating in
tenders/quotations of similar nature as invited by the Institute for a period specified by the authority.
Assignment The bidder shall not assign the tender or any part of the tender to other persons/ parties without
the written permission of the institute.
Materials, Tools etc. All materials, tool etc. required for the work have to be supplied by the contractor. The
materials so supplied shall have the approval of the Institute before using in the campus. Institute has no liability
for any injury or damage to the workers due to carelessness or due to any other reasons. They have no right to
claim any compensation on account of the above.
Site to be kept clean The site should be neat and clean after the completion. The loss due to the careless dealing
and damages if any to the property of CSIR-NIIST shall be recovered from the contractor.
Accident or injury to workmen The Institute shall not be liable for or in respect of any damages or compensation
payable at law in respect or in consequence of any accident or injury to any workmen or other person during the
process of work.
Performance CSIR-NIIST shall assess the bidder's overall performance with respect to quality and adherence to
time schedule of work done at regular interval and take a decision regarding continuance of the work or
terminating the agreement in case the performance of the bidder is found to be non-satisfactory by CSIR-NIIST.
Force Majeure If either party is prevented from the performance of its obligations in whole or in part for reasons
of Force Majeure, viz., acts of God, acts of Government, acts of public enemy, war, hostility, civil commotion,

blockade, sabotages, riots, fire floods, earthquake, explosions, epidemics, strike and lawful lockout, the period of
Force Majeure shall be excluded accordingly. If Force Majeure event(s) continue beyond the period of three months,
the parties shall hold consultation to chalk out the further course of action. Neither party can claim any
compensation from the other party on account of Force Majeure.
Conciliation Any dispute or difference whatsoever arising between the parties relating to or arising out of tender,
shall be settled first by Conciliation in accordance with the Govt.Rules and settlement so rendered between the
parties in pursuance thereof shall be final and binding on the parties. Reference to Arbitration shall be made only
when the Conciliation has failed.
Executing Authority, The Director, CSIR-NIIST, Thiruvananthapuram or his authorized representative shall be the
Executing Authority for this job.
Accommodation, Gate Pass etc. The bidder shall be responsible for arranging entry for its workmen and obtaining
gate passes. CSIR-NIIST in this regard shall provide necessary assistance to obtain gate pass and no assistance will
be given for accommodation.
CSIR_NIIST reserves its right to remove from the list of bidders or to ban business dealings with the bidder if
found to have committed fraud, deception, misconduct etc. and also to suspend business dealings pending
investigation.
