5. If requested, the tender documents will be mailed by registered post/ speed post to the domestic tenderers, forwhich extra expenditure per set will be Rs.100/- for domestic post. The tenderer is to add the applicable postagecost in the non-refundable fee mentioned in Para 3 above.

6.In the event of any of the above mentioned dates being declared as a holiday/closed day for the purchaseorganization, the tenders will be sold/ received/ opened on the next working day at the appointed time.

7. SUBMISSION OF TENDER: The bid is to be submitted in two parts:-

(i) Tenderers shall ensure that their tenders, duly sealed and signed, complete in all respects as per instructionscontained in the Tender Documents, are dropped in the tender box located at the address given below on or beforethe closing date and time indicated in the Para 1 above, failing which the tenders will be treated as late and rejected.

(ii) The bid is to be submitted in two part i.e. Techno-commercial bid & price bid in sealed envelopes duly superscribed with EMD, Tender document fee & mention our NIT reference No. with date and Due date on the top of thesealed envelope. The aforesaid two envelops should be put inside on outer big envelop duly sealed and signed andthis bigger envelop again should be super scribed our tender enquiry no and date and be addressed to the "GeneralManager, Security Paper Mill, Hoshangabad- 461005 (M.P.)".

(iii)Quotation will be accepted by INDIA POST/COURIER SERVICE/DROP BOX only. Quotation sent by FAX/E-Mailwill not be considered.

(iv) EARNEST MONEY DEPOSIT : Rs. 24,000/-

The earnest money for a total value of INR 24,000.00 shall be furnished in one of the following forms.a) Account Payee Demand Draft orb) Fixed Deposit Receipt or (First beneficiary in FDR shall be Security Paper Mill, Hoshangabad and handwrittennames in the FDR will not be acceptable and shall be liable to rejection) orc) Banker#s cheque

The demand draft, fixed deposit receipt or banker#s cheque shall be drawn on any scheduled commercial bank inIndia, in favour of Account specified in the Clause 3 of NIT. The earnest money shall be valid for a period of Fortyfive days beyond the validity period of the tender.

(8) In case of order material in your favour for Rs. 1,50,000/- or above, the supplier shall furnish the performancesecurity amount/ Security Deposit(S.D) (10% of the ordered value) before supply of material after issue of Purchaseorder by SPM, Hoshangabad in favour of The Security Paper Mill payable at Hoshangabad. The performancesecurity will be return back without any interest to successful tenderer after the completion of all contractualobligations.

(9) NO EXEMPTION WILL BE GIVEN FOR DEPOSITING OF SECURITY DEPOSIT (S.D.) TO ANYDIC/SSI/MSME/NSIC REGISTERED FIRM.

(10) EXEMPTION WILL BE GIVEN DEPOSITING OF ONLY TENDER FEE AND EMD TO ANYDIC/SSI/MSME/NSIC REGISTERED FIRM

(I) Micro and Small Enterprises firms are exempted from submitting Tender fees and EMD. Please send the copy ofvalid registration certificate of Micro and Small Enterprises along with your bid / quotation otherwise your offer willnot be considered for above exemption. Tender item/service should be part of store list of MSME/NSIC/DICCertificate.

(II)Price quotation in tenders:(a)In tender, participating Micro and Small Enterprises quoting price within price band of L1 + 15 per cent shall also

be allowed to supply a portion of requirement by bringing down their price to L1 price in a situation where L1 price isfrom someone other than a Micro and Small Enterprise and such Micro and Small Enterprise shall be allowed tosupply up to 25 per cent of total tendered value.

(b) In case of more than one such Micro and Small Enterprise, the supply shall be shared proportionately (totendered quantity).

(c) In case of tender item have non-split able or non-dividable, etc. MSE quoting price within price band L1+15%may be awarded for full/ complete supply/service of total tendered value to MSE.

(d) Minimum 3 per cent reservation for Women owned MSEs within 25 percent mentioned above (i.e. 3 percent outof 25 percent).

(III) Special provisions for micro and small enterprises owned by SC or ST:Out of 25 per cent allowed for procurement from Micro and Small Enterprises, a sub-target of 25 per cent (i.e., 4 percent out of 25 per cent) shall be allowed for procurement from Micro and Small Enterprises owned by the ScheduledCaste or the Scheduled Tribe entrepreneurs. Provided that, in event of failure of such Micro and Small Enterprisesto participate in tender process or meet tender requirements and L1 price, 4 per cent sub-target for procurementearmarked for Micro and Small Enterprises owned by Scheduled Caste or Scheduled Tribe entrepreneurs shall bemet from other Micro and Small Enterprises.

(IV) Tender Fee and Earnest Money Deposit (EMD) is exempted for firms having NSIC registration for the tenderedstores. A copy of valid NSIC is to be submitted along with bid.

(V) Relaxation of Norms for startups and Micro & Small Enterprises on prior experience and prior turnover criteria. Inexercise of Para 16 of Public Procurement Policy for Micro and Small Enterprises Order 2012. Security Paper Mill,Hoshangabad has relaxed the condition of prior turnover and prior experience with respect to Micro and SmallEnterprises subject to meeting of quality and technical specifications.---------------------------------------------------------------

20 28.3 Discrepancy in Prices - C (Page No. 273) If there is a discrepancy between the amount expressed in words and figures , the amount inwords shall prevail If , as per the judgment ofSPMH , there is any such arithmetical discrepancyin a tender, the same will be suitably conveyed.

21 SpecialCondition

GST Returns Supplier Should file the GST returns for outwardsupplies in time. In case of any Input Credit Lossto SPM by way of their failure to files GST Returnsin time, SPM reserves the right to withhold thepayment of further supplies till production ofevidenceof filling of Returns.

certificate will be provided to the Contractor accordingly. The contractor will provide PAN in bills.

f. Any TDS or surcharge applicable to the contractor then as per rule the deduction from the bill will be madealong with surcharge. The copy of the same will be provided accordingly.

(6.2) The performance security shall be denominated in Indian Rupees or in the currency of the contract and shallbe in one of the following forms:

(a) Account payee Demand Draft or Fixed Deposit Receipt drawn on any commercial bank in India, in favour ofSecurity Paper Mill, Hoshangabad as indicate in the clause 3 of NIT.

(b) Bank Guarantee issued by a commercial bank in India, in the prescribed form as provided in Section XV of thisdocument.

(6.3) In the event of any loss due to supplier#s failure to fulfill its obligations in terms of the contract, the amount ofthe performance security shall be payable to SPM to compensate SPM for the same.

(6.4) In the event of any amendment issued to the contract, the supplier shall, within twenty-one days of issue of theamendment, furnish the corresponding amendment to the Performance Security (as necessary), rendering the samevalid in all respects in terms of the contract as amended.

(7) SCHEDULE WISE EVALUATIONThe Evaluation of L1 bidder shall be based on the consolidated Grand total offered by the bidder as per section - XIof this tender document

(8) Any dispute, arising out of the supply order/ contract will be subject to the exclusive jurisdiction of the competentcourt at Hoshangabad.

(9) Authorized representatives of the tenderers, who have submitted tenders on time may attend the tender opening,provided they bring with them letters of authority through firm.

Section VII: Technical SpecificationsAppointment of Consultants for ISO 9001:2015 and ISO 14001:2015 Re-certification

BACKGROUND OF THE COMPANY

Security Paper Mill (SPM), Hoshangabad is a constituent Unit of Security Printing and Minting Corporation of IndiaLtd. (SPMCIL), a Mini-Ratna Category-I CPSE, wholly owned schedule #A# Company of Government of India and isunder the administrative control of Department of Economic Affairs, Ministry of Finance, Govt. of India. It is engagedin sovereign function of manufacturing bank note and non-judicial stamp paper for Govt. of India. Security Paper Mill(SPM) was set up by Ministry of Finance, Govt. of India in 1968. The company with a workforce of more than 900employees is having an annual production capacity of around 10000 MT.

SPM is certified with ISO 9001:2015 and ISO 14001:2015, and certification validity is going to be expired by October2020. Hence, interested ISO 9001 & 14001 Consultants and Service Providers are hereby invited to bid for providingconsultancy services to SPM for obtainingISO 9001:2015 and ISO 14001:2015 Re-Certification.

Specifications: The tenderer shall satisfy SPM that they are competent and authorized to submit tender and/or toenter into a legally binding contract with the SPM. To this effect, any person giving a tender shall renderdocumentary evidence that his signature on the tender submitted by him is legally binding upon himself/herself,his/her firm or company as the case maybe. Performance of the bidder in executing the previous contracts/orders of SPM shall be taken into account duringtechnical evaluation. The bids of the tenderers who were unsuccessful in completing the previous orders ofSPM without any valid reason are liable to be ignored /rejected. Parties who have been black listed/debarred bySPMCIL/BNPMIPL/BRBNMPL or any other PSU or any Govt. Departments are not eligible for submissionof this tender.

Scope of work:

1. Conducting internal audits at SPM: The Consultant shall prepare QMS & EMS manual, and conduct internalaudits. They shall provide high quality training as per latest version of ISO 9001:2015 & ISO 14001:2015 to the teammembers for conductinginternal audits.

2. Implementing ISO 9001:2015 (QMS) & ISO 14001:2015 (EMS) at SPM:The Consultant shall take all necessary corrective actions to eliminate the non-conformities (NCs) found duringinternal audits.

3. Facilitating to conduct Management Review:The Consultant shall facilitate in conducting Management Review based on the facts and figures to review theOrganizations' Quality management system (QMS) & Environmental Management System (EMS) and ensuresuitability, adequacy and effectiveness of QMS & EMS.

4. Pre-audit and final audit:The Consultant shall perform a pre-audit of system and prepare documentation for ensuring compliance of ISO9001:2015 & 14001:2015standards. Any change and corrective action shall be taken by the Consultant beforeCertifying body's evaluation.

5. Consultation during certification/qualification audit: The Consultant shall remain present and assist during externalaudit for award of certificates.

6. Availability for providing other assistance: The Consultant should be available for rendering any informalassistance even after the fulfillment of contractual obligations by both the

7. Facilitating other related works: The Consultant shall facilitate any other work related to ISO 9001:2015& 14001:2015 Certification.

8. Recommendation and Award of ISO Certification:a) ISO 9001:2015 standard for Quality Management Systemb) ISO 14001:2015 standard for Environmental Management SystemThe certificate shall be given with validity period of 3 years, subject to the continued fulfillment of certificationconditions.

9. Conducting annual surveillance audits (Post-certification) at suitable intervals during the validity of the certificatei.e. 3 (Three) years.i) 1st Surveillance Audit (S1)ii) 2nd Surveillance Audit (S2)iii) The auditor shall perform yearly periodical surveillance audits of the certified management systems i.e. QMS &EMS according to the periodic audit plan in order to ensure that the system and its implementation are beingmaintained. The periodic audits shall be performed annually.

Note:i) The Consultant shall ensure that: a) The consultancy job is started preferably within a week#s time after the issueof work order from SPM.

b) The time would be an essence of the contract. The Consultant should conduct parallel audits by deputingseparate auditors wherever required.

c) Since the Consultant is required to quote in lump sum, all the related expenses including travelling, boarding andlodging have to be borne by the Consultant.

d) The Consultant shall arrange on their own for the travelling, boarding & lodging etc. of the ISO Auditor. Allexpenses of the ISO Auditor towards his/her travelling, boarding & lodging etc. shall also be borne by theConsultant.

ii) The Consultant shall act as an independent facilitator and auditor in reference to ISO 9001:2015, and ISO14001:2015 standards.

iii) Prior to the commencement of audits, the Consultant shall provide the time schedule and assessment plan,including the dates and departments for the execution of the audit and the same shall be finalized and mutuallyagreed with the SPM.

iv)Contract Period: The term shall be initially for a period of(3) three years and can be extended for further period on satisfactory completion/performance of work at the solediscretion of SPM. However, SPM also reserves the rightto cancel the contract by giving one-month notice. The Consultant should ensure to complete certification auditwithin 02 weeks# time from the date of request from SPM to start the audit.

The work will be deemed to be completed after issue of both the Certificates for ISO 9001:2015 & ISO 14001:2015and conduct of annual surveillance audits at suitable intervals during the validity of certificate issued.
