Introduction

Welcome to U. S. Steel Tower, 600 Grant Street. As a tenant you may have

questions about the building and its operations. In anticipation of these questions

we have developed this Tenant Information Manual. Included within are sections

covering general building information, services available to tenants, moving

policies, emergency procedures, security procedures, amenities and building rules

and regulations.

Should you have any questions not addressed by this booklet or if we can assist you

in any way, please call Winthrop Management at 412-553-8800.

General Building Information

Property Management Office

Building Management office is open from 7:30 a.m. to 5:00 p.m., Monday through Friday. Our

office is located on the 30th floor, Suite 3050. Access to the Management Office is provided via

elevator Bank No. 3 labeled 25-35. Building Management utilizes Workspeed at the U. S. Steel

Tower, an Internet-based application through which you can create and look up any building

service request; such as lighting, temperature, janitorial and plumbing requests. This system has

streamlined the service request process; providing better communication and accelerated response

times. It also allows tenants to track work progress. The telephone number for the Building

Services Department is 412-553-8800. Our Security staff at the Upper Lobby Command Center will

answer incoming calls after normal business hours. Please feel free to call or visit with any problems

or questions regarding operation of the building.

Building Access

Security access cards are required to enter the UL and elevator area to the tenant floors. This system

is in place 24 hours a day 7 days a week. Anytime the UL is accessed, you will be required to present

your card at the upper lobby turnstiles to gain entry. The turnstiles use proximity reader technology

with the reader located in the top front panel on the right hand side. The ID card is read on entry

allowing passage to authorized personnel.

We ask that your ID be visible to allow easier spot checks when requested by security, and strongly

recommend they be worn while in the building. The lower lobby, concourse and parking levels do

not require cards for access. However, the concourse level entrance to the loading dock will require a

card for access. For more information on Building Access, see Section 5.

Holidays

The building will observe the following holidays: New Year's Day, Memorial Day, Independence

Day, Labor Day, Thanksgiving Day and Christmas Day. Please notify the Building Management

office if your office will be open on any of the above-mentioned holidays.

Lighting System

Lights are computer controlled and, unless specified differently in your lease, are turned on from 8:00

a.m. to 6:00 p.m. Monday through Friday. These time periods are the building standard operating

times. Standing overtime-lighting times can be programmed at the tenant’s request. If you would

like to know more about scheduling overtime lighting, see Section 3.

Air Conditioning / Heating

Perimeter window offices are heated & cooled by a conventional two-pipe induction system.

Induction units located under the exterior windows serve the three modules (approximately 13 feet)

measured from the outside window wall. There should be one thermostat controlling up to four

induction units in each perimeter office. The interior zone air supply is distributed through an

overhead VAV system. If adjustments to the temperature in this zone are necessary please initiate a

tenant request in the Workspeed system.

Air conditioning or heating is provided during building standard operating times of 8:00 am to 6:00

p.m., Monday through Friday or per your Lease Agreement. In order to provide greater service and

efficiency, we have adopted an after-hours HVAC request system. To find out more about requests

for after-hours HVAC see Section 3.

Property Removal

Any material leaving the dock or through lobbies must be accompanied by a properly authorized and

executed "Property Removal Slip". Forms can be obtained by contacting the management office at

412-553-8800.

Loading Dock Access

All freight deliveries are to be made via the loading dock facility located on 7th Avenue. Scheduled

routine small deliveries may be made between 6:00 am and 5:00 p.m., Monday through Friday.

Large deliveries (large items or large quantity) may be made after 5:00 p.m., Monday through Friday

or any time on weekends. All large deliveries must be scheduled with the Building Management

office at least 24 hours prior to delivery. All deliveries made outside of the normal loading dock

operating times must be coordinated through the Building Management office. Small hand carried

deliveries are not permitted use of the loading dock (i.e., messenger services, etc.).

Please notify your delivery company of the building requirements, as noted in the Moving Section, in

advance to avoid any unnecessary delays.

All delivery vehicles are limited to 1-hour maximum at the loading dock unless prior arrangements

have been made through the Building Management office. Violators may be subject to towing or

have future access denied.

The dock area is closed from 12:00 a.m. to 4:00 a.m. and will not accept deliveries unless scheduled

prior with the management office.

The dock officer at the bottom of the dock ramp will verify driver's license of all vehicle operators

entering the dock. Failure to produce a valid driver's license or ID will prevent entry to the dock.

All vehicles on the dock must leave keys with officer in case of emergency. Vehicles may be shifted

if necessary.

Freight Elevator & Tenant Delivery

U. S. Steel Tower has four freight elevators located off the loading dock and service corridors on

each floor. During normal business hours, two of the four elevators will automatically respond to

corridor call buttons for shipments and deliveries. The largest of these service elevators is staffed

with an operator from the hours of 7:30 am through 4:00 p.m., Monday through Friday. This

elevator may be contacted to respond for pickup by dialing extension 8868 on the house phone

located in the service corridor on each floor or by dialing 412-553-8868 from your office. Each

elevator is equipped with an emergency intercom system for instant communications with the

Security Command Center.

Scheduling for after-hour use of the freight elevators is handled through the Building Management

office. All deliveries, except hand-carried packages, must be transported on the freight elevators. No

mail carts or four-wheeled dollies are allowed in the passenger elevators. Scheduling for the use of

freight elevators is also required for move-ins and move-outs. After-hour freight elevator use

requires an elevator operator. The elevator operator is currently $45.00 per hour, with a 2-hour

minimum.

No pallets or crates are to be left in the service corridors, building common areas or on the

loading dock. Leaving crates is a violation of the fire code and the responsible tenant will be held

accountable. Please have your vendors remove any pallets from the building after delivery.

Passenger Elevators

All passenger elevators load from the Upper Lobby. Each bank of elevators consists of 8 cars

servicing approximately 10-12 floors. In the event that an elevator malfunctions with passengers in

it, remember to remain calm and press the “Push To Call” button to activate the emergency intercom

system. Building security will make contact with the individuals in the elevator immediately. This

emergency communication console is manned 24 hours a day, 7 days a week. There are three

resident Schindler Elevator mechanics that work solely at the U. S. Steel Tower between the hours of

7:00 a.m. and 6:00 p.m., Monday through Friday. After normal office hours, Schindler Elevator

maintains 24-hour emergency assistance. In the event of an emergency, day or evening, an elevator

mechanic will restore the car to service as quickly as possible.

In the unlikely event of a power failure, two elevators in each elevator bank, including two freight

cars, will operate on the building's emergency generator system. These two cars can service all the

floors in their bank. The remaining cars will be returned to the Upper Lobby, one at a time, to

discharge any passengers.

Emergency Stairwell Exits

There are three emergency stairwells, running the full height of the building. The access doors to

these stairwells on each floor are marked STAIR 1, 2, or 3 or EMERGENCY EXIT 1, 2 or 3. It is

important to know the location of each stairwell. Stairwells 1 and 2 terminate in the Lower Lobby.

Stairwell 3 terminates outside of the building facing Grant Street. In the event of a fire, the stairwell

doors must remain closed to prevent smoke from entering the stairwell and to control air drafts.

All stairwells are accessible from each floor. The stairwell door locks are designed so that in normal

operation you may enter the stairwell, but you may not gain access from the stairwell onto any floor

for security reasons. The only exception is on multi-tenant floors. Stairwells 1 and 2 are unlocked

from the stair side on these floors, as they do not present a security risk. Every floor automatically

unlocks from the stairwell side when any fire alarm device is activated in the building. This will

allow individuals to regain access onto these floors if it becomes necessary to do so. There are

emergency telephones located on every third floor in each stairwell that will permit communication

with Security personnel in the event that a person becomes accidentally locked in a stairwell during

non-emergency times.

There are seven (7) emergency stairwells that rise from the P-3 Parking Garage Level (Red Level)

through the Concourse Level. Four (4) of these emergency exits discharge out onto street level. All

stairwell doors are marked EMERGENCY EXIT. It is important to know the locations of these

stairwells. Please refer to the floor plans for the P-1, P-2, P-3, and Concourse level exit access

located at the end of this section.

Emergency Fire Protection Equipment

The building is equipped with a sophisticated life safety system that provides both passive and active

fire protection:

The building is constructed with a fire-resistant material and structural integrity is

provided by liquid-filled columns on the outside of the building and protected steel on

the inside.

All floors are monitored by smoke detectors to provide early warning in the event of

fire.

All fans are provided with smoke detectors that close dampers and shut fans off to

prevent smoke spread in the event of fire.

All smoke detectors and alarm pull stations are wired directly to a central monitoring

station to notify the City of Pittsburgh and generate a full fire department response in

the event of activation.

All areas below ground are sprinklered as well as monitored with detection systems.

Floors 5, 7, 8, 9, 10, 11, 12, 14, 21, 22, 23, 24, 25, 27, 28, 31, 35, 36, 37, 38, 39,

40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, and

62 are also fully sprinklered. Additional floors are scheduled to be sprinklered in

the near future.

There are three fire stairwells extending the entire height of the building that are

accessible from each floor.

The building is equipped with a paging system that covers each floor and can be used

to instruct and direct individuals in an emergency.

A floor warden program is in place to provide a reservoir of personnel to supplement

building security and services in an emergency.

An on-going fire prevention and inspection program is conducted under the direction

of the building's Life Safety Director and Security Director.

Fire Drills / Evacuation Drills

Fire drills are scheduled twice a year. Management varies the type of drill that is performed each

time. Details are communicated to the tenant contact prior to the drills. The City of Pittsburgh Fire

Department, Pittsburgh Police and Pittsburgh E.M.S. participate in all fire drill exercises.

Semi-Annual Full Power Electrical Shutdown

Twice per year the building conducts a full electrical power shutdown in order to test all fire and life

safety systems. The test is conducted on weekends. During this time the building is shut down to all

traffic. Tenants are notified in advance.

Janitorial Service

Your office, public restrooms and corridors will be cleaned five nights each week, Sunday through

Thursday from 9:30 p.m. to 6:00 a.m. This includes all normal cleaning such as dusting open

surfaces, trashcans, vacuuming traffic areas, etc. Should you have a special cleaning request please

issue a tenant request through Workspeed. For additional janitorial services available to the tenant

see Section 3, Building Services Available to Tenant.

Waste Disposal

Normal office waste removal from desk-side wastebaskets occurs nightly when the offices are

cleaned. Extra trash or boxes that are not in regular wastebaskets should be marked "TRASH" and

boxes not for trash should be marked "DO NOT REMOVE" so that our Housekeeping staff will be

certain as to the disposal of the material. Under no circumstances is trash to be placed in the public

corridors or service corridors. If there is an excessive amount of waste to be removed, a hamper

should be requested through the Workspeed system. Excessive trash, by definition, is any quantity of

trash, which will not fit into normal office trash receptacles. The removal and disposal of excessive

quantities of trash and pallets will be at the tenant's expense. Pallets and crates must be removed by

the delivery companies.

The U. S. Steel Tower implemented a recycling program for mixed office paper, bottles, cans and

cardboard. The program involves the use of two trash receptacles, one for wet waste and one for

recyclable paper. Cardboard will be picked up by housekeeping once it is in the "broken down" state.

(Note: Large amounts of cardboard boxes not broken down will be removed at additional cost

to the tenant.) It should be separate from wet or recycled paper. Both containers are emptied on a

nightly basis by our housekeeping department. Every effort to adhere to this system is most

appreciated, as it will result in preservation of our natural resources.

Warranty Construction Repairs

If a construction problem with your lease space develops after move-in, please contact the Building

Management office. A determination will be made concerning the responsibility for repairs.

Alterations and Remodeling

Building Management has Construction Services to assist our tenants with any of their remodeling or

alteration needs. A full time staff is available to service you.

All construction or repair work, as well as the contractors performing such work must be approved in

writing by the Building Management prior to the commencement of such work. If Building

Management deems that supervision is necessary, a Construction Management fee will be charged

which is payable by the tenant. All contractors must submit valid insurance information to Building

Management prior to working at U. S. Steel Tower.

Window and Grid Systems

Due to the size of the U. S. Steel Tower floor plan, we have a window numbering system to help us

service you more efficiently. Each window has a number in the lower left hand corner of the window

pocket. They are numbered 1, 1A, 2, 2A, etc. Please note your window number in the detailed

location field when requesting services through the Workspeed system, i.e.: light out, HVAC

complaints, etc. Also helpful is to identify if the request is interior or perimeter (at window).

Graphics and Signage

All tenant entry signage will be building standard and must be ordered through the Management

office. Non-building standard signage may be installed with prior approval from the Building

Management office. No signs are permitted on the exterior of the building, doors, windows or lobby

areas without prior written approval from the Building Management office. An order form for entry

signage has been provided in Section 8 of this manual. Please allow approximately 2 weeks for

delivery.

Keys

At least one week prior to move-in, the Tenant should contact the Building Management office and

specify the number of keys required for company personnel.

Lost and Found

Items that are found on the premises are returned to the Upper Lobby Security Command Center.

Contact the Upper Lobby Security Command Center at 412-553-8838 for information regarding any

lost or found items.

Retail Areas

Retail spaces servicing the building and public are located on the Concourse level, Lower Lobby and

Upper Lobby.

Mail Service

The U. S. Steel Tower has its own branch of the U. S. Post Office, located on the Concourse Level,

near the loading dock. In addition, there is a mail chute located in the main corridor of all tenant

floors for your convenience.

Beginning at 3:30 p.m., Monday through Friday, a mail pickup run is made by a Security Officer via

the service elevators. The Security Officer begins at the top of the building and works down stopping

on each floor and checking the service areas for outgoing mail deposited by each tenant. Once a

complete run has been made, the mail is delivered to the U. S. Steel Tower branch office of the U. S.

Post Office. At approximately 5:45 p.m., a second mail run is performed in the same manner as the

first. It is important to note that the mail must be ready for the last run by 5:45 p.m. or it may not make the

out-going postal truck, which leaves the building at 6:30 p.m. There is also a mailbox located in the Lower

Lobby telephone area. Its final pick-up is 6:30 p.m.

Insurance

Each tenant is required by lease to maintain its own property and liability insurance. Please ensure

that a copy of your Certificate of Insurance is forwarded to the Building Management office and that

the certificate is kept current. If you have any questions regarding insurance requirements contact the

Building Management office.

Window Blinds

Blinds should be kept down and at an angle to block out the sun and minimize the heat load during

the summer months. This will result in more efficient and uniform air conditioning.

Courier Services

UPS and Federal Express provide drop boxes in the Lower Lobby Telephone area within the U. S.

Steel Tower. These drop boxes contain the required paper work (forms, airbills, etc.) necessary to

use their services. Drop off boxes are not serviced on weekends.

Solicitors

Canvassing, soliciting or peddling in the U. S. Steel Tower is prohibited and each tenant's

cooperation is needed to prevent such activities. Please inform building security of any infraction to

this policy.

Conference Room Reservations

The Building Management office provides three conference rooms for use by tenants. Two of these

conference rooms are located on the 32nd floor and a third is located on the 33rd floor. Both of the

conference rooms located on the 32nd floor (Rooms 32A and 32B) can accommodate approximately

12 individuals. Conference room 33C12 located on the 33rd floor can accommodate approximately

40 individuals. All of these conference rooms are equipped with phones that have the following

features:

- Conference Call capability (up to 5 parties on the line)

- Hands free speakerphone with volume control and mute capabilities

- Display with date, time, and timer for incoming and outgoing calls

- Access to "0" operator, 800 numbers, and credit card calls

- Wireless internet, wired internet for a nominal charge through Full Service Network

Retail Shops & Restaurant Information

There are several retail shops in the U. S. Steel Tower. Faber Coe & Gregg newsstand is located in

the Lower Lobby. The newsstand is open from 7:00 a.m. to 6:00 p.m. daily, Monday through Friday.

There are five restaurants located within the U. S. Steel Tower: Starbucks Coffee, Au Bon Pain,

Istanbul Grille, Craftworks Kitchen and Italian Village Pizza. These restaurants serve a wide range

of foods. Following is a list of operating hours for each restaurant:

Au Bon Pain Monday-Friday 6:00 a.m. – 6:00 p.m.

Craftworks Kitchen Monday-Friday 7:00 a.m. – 3:00 p.m.

Istanbul Grille Monday-Friday 11:00 a.m. – 3:00 p.m.

Starbuck Monday-Friday 5:30 a.m. – 6:00 p.m.

Italian Village Pizza Monday-Friday 8:00 a.m. – 3:00 p.m.

The U. S. Steel Tower has one set of restrooms serving the general public.

Parking Garage Elevator

Day Care Center

KinderCare Learning Center is a part of Knowledge Learning Corporation. KinderCare Learning

Center is conveniently located on the concourse level of the U. S. Steel Tower. The center has over

7,000 square feet of space designed with children in mind. The center was designed for maximum

flexibility, with cozy areas for quiet times, as well as active play areas. The center operates from

6:30 a.m. to 6:30 p.m., serving children from six weeks to pre-school.

For enrollment information, a tour of the center or a free "visit day", please contact the center at 412-

765-3973.

Concierge Service

Building Management provides a Corporate Concierge for tenants of U. S. Steel Tower. The

Concierge desk is located in the Upper Lobby near the security desk. Hours of operation are 11:30

a.m. to 1:00 p.m. Monday, Wednesday and Friday. Other times the Concierge is located in Suite

3050 from 8:30 a.m. until 5 p.m. Most services are free of charge.

A short list of common requests include:

- Conference and meeting planning at U. S. Steel Tower and other locations

- Find premium tickets to most performances or events

- Arrange limousine and car services

- Coordinate your next office party

- Make hotel and restaurant reservations

- Provide discounted cinema tickets for purchase

- Assist with out-of-town guests and employees

Please see the Concierge for an introduction and a complete list of potential services.

Parking Garage

Parking is available by lease arrangement and daily rate on the P1, P2 and P3 levels. Parking service

is managed by Standard Parking, Inc. (412-258-3560). Their office is located on the P-1 level.

Building Services Available to Tenant

Building Services Available to Tenant

Non Chargeable

* Use of Workspeed, an internet-based application, on which you can create and look up

any request related to building maintenance; such as lighting, temperature, janitorial

and plumbing requests. The information that is entered into the system is forwarded

electronically to the tradesmen handling the request. This system has streamlined the

service request process; providing better communication and accelerated response

times. The system allows you to track your request from start to finish. As we move

ahead into the future we look forward to this system becoming an integral tool for our

tenants.

* Replacement of burned out building standard fluorescent tubes (T8) (normally 24-hour

turnaround time. Excessive amounts will require scheduling). Requests that need to be

completed immediately will be charged.

* Replacement of malfunctioning building standard light fixture ballasts

* Adjustments to building standard heating, ventilation and air-conditioning systems

* Exterminating services (excluding working kitchens)

* Exterior window washing every other month (unless otherwise specified in your lease)

* Window repair of building standard exterior windows (including broken windows, locks

and gaskets

* Annual strip and wax of tile floors

* Nightly dusting, vacuuming and normal office trash removal only

* Spot cleaning of carpets (shampooing that may be necessary to remove stains or multiple

spots over a wide area that require machines is at the tenant’s expense)

Building Services Available to Tenant

Chargeable

Plumbing

The Building's Plumbing Department can provide the following services to the tenant: clear

drains for private sinks and toilets, repair dishwashers, provide preventive maintenance and

changing of filters on private water units and repair all plumbing fixtures within tenant

space.

Engineering

The Building's Engineering Department can provide the following services to the tenant:

installation of additional VAV’s within tenant space, preventative maintenance on private

A/C units, repair refrigeration equipment including icemakers and refrigerators,

reconfiguration of induction unit thermostats, and balancing of airbars.

Electrician

The Building's Electrical Department can provide the following services to the tenant:

install dedicated circuits, run communications cables, install additional electrical

receptacles, install additional lighting, and most any other electrical need.

Maintenance Carpenter

The Building's Maintenance Carpenter Department can provide the following services to the

tenant: Hang pictures, provide magnets, assemble furniture, crate items for shipping and

general maintenance.

Locksmith

The Building's Locksmith Department can provide the following services to the tenant:

install lock and passage sets and door closures, rekey locks, duplicate keys for doors, file

cabinets and desks, repair file cabinets and change combination lock codes. Any

construction related locksmith work must be handled through building management.

General Contracting

Winthrop Management performs in-house construction services for the building and is

qualified and available to assist the tenants with any of their alteration or remodeling needs.

They can be contacted through the Building Management office.

Housekeeping

The Building's Housekeeping Department can provide the following services to the tenant:

Deliver and pick-up hampers, shampoo carpet, clean upholstery, clean wallcovering strip &

wax floors (other than annual), and clean out refrigerators and microwave ovens. Special

cleaning requests will be quoted upon request. Please provide at least one-week notice prior

to need for service. Requests will be completed in the evenings, with the exception of

hampers.

Painting

The Building's Painting Department can provide the following services to the tenant: Paint

walls, refinish doors, and install wallcovering. Special painting requests will be quoted upon

request.

Furniture Moving

The Property Management Office can provide inter-office furniture moving services to the

tenant through outside vendors. We do not provide this service through in-house staff.

After-Hours Air Conditioning / Heating

Air conditioning or heating is provided during building standard operating times of 8:00 am

to 6:00 p.m., Monday through Friday or per your Lease Agreement. In order to provide

greater service and efficiency, we have adopted the following after-hours HVAC request

system. Requests for after-hours HVAC will be made through the Workspeed system,

After-hours HVAC is billable to the requesting tenant at the current rate of $125.00 per

hour.

Emergency Request Forms are to be used if prior notification cannot be made. These forms

are available from the Upper Lobby Command Center. Due to operation inefficiencies

created by a lack of notification, emergency requests will be billed at a 3-hour minimum,

while standard requests will be billed at a 1-hour minimum.

In the case where after-hours construction is taking place in your HVAC zone and after-

hours service is unavailable, our office will notify you by 4:00 pm that we cannot

accommodate your request.

After-Hours Lighting

Lights are computer controlled and, unless specified differently in your lease, are turned on

from 8:00 a.m. to 6:00 p.m. Monday through Friday. These time periods are the building

standard operating times. Standing overtime lighting times can be programmed at the

tenant’s request. If you should require lighting during other time periods, make your

request by calling 412-261-4931 for floors 33 through 60 or 412-261-4933 for floors 4

through 32 and use your access code assigned by Building Management. Please call

Building Management should you have questions on the computerized lighting system. The

current charge is $1.75 per zone per hour for any additional lighting requests outside of

standing operating times. To place a key in the light box and light the entire floor is $10.50.

Security Guards

Guards for reception services and special details are available through Building Security

Vendor billed at a 4-hour minimum. A fully trained security receptionist can be

contracted for fulltime assignment. Security is also available for fire watches for all

welding and burning. Please contact the security director at 412-553-8871.

Conference Room Usage

There are three conference rooms available for use to tenants in the building. Two on the

32nd floor hold up to 15 people and one on the 33rd floor will accommodate up to 45.

There is a set up and clean up fee for both the 33rd floor conference. Please contact the

Building Management at 412-553-8800 to reserve any of these rooms or to find out about

the rates.

Moving Policy The rules pertaining to moving furniture, equipment and supplies in and out of the U. S. Steel

Tower are listed below. Any movers who do not adhere to the rules will not be permitted to enter

the premises or will be required to discontinue the move.

1. The tenant must give prior written notice detailing the following information about the

move: date of move, time of move and company performing the move. A copy of the

moving company's Insurance Certificate must be attached with the written notice. Notice

should be given at least 24 hours prior to the move.

2. The movers must provide and install protective coverings on all walls, floors, doors facings,

elevator cabs and other areas along the route to be followed during the move. These areas

will be inspected for damage after the move. Any damage to the building or fixtures caused

by the move will be repaired and billed to the tenant. Movers must cooperate with building

personnel at all times! Failure to do so will be grounds for removal from the building.

3. Only the service elevators will be used to move furniture, equipment and supplies.

4. The move-in of large quantities of furniture, equipment or supplies must be accomplished

after 5:00 p.m. on weekdays or any time on weekends or holidays with prior approval from

the management office.

5. The tenant must make arrangements with Building Management for use of a service

elevator and operator for each move. A firm arrival time will be established. The tenant

will be invoiced for the elevator operator's time at the current rate of $40/hour and a

minimum of 2 hours. Elevators are on a first come first served basis.

6. The moving company will be required to remove all boxes, trash and pallets, etc. when

leaving the building. Any materials left behind will be disposed of and charges for this

disposal will be sent to the tenant, including rental of open top dumpsters to handle the

overload of debris.

7. The moving company must carry insurance and provide a certificate of insurance as shown

in the Forms section of the manual.

Security Systems

A security system has been installed in the U. S. Steel Tower for the convenience and security of its

tenants. The system provides controlled access to the building 24 hours a day 7 days a week. In

addition, closed circuit cameras monitor lobby and common corridor traffic. Security is present in

the building 24 hours a day. Security may be reached at 412-553-8838.

Building Access

Security access cards are required to enter the UL and elevator area to the tenant floors.

This system is in place 24 hours per day 7 days per week. Anytime the UL is accessed, you

will be required to present your card at the upper lobby turnstiles to gain entry. The

turnstiles use proximity reader technology with the reader located in the top front panel on

the right hand side. The ID card is read on entry allowing passage to authorized personnel.

Please do not place any other proximity cards near the reader while scanning your Building

ID card. This will confuse the reader and will usually result in access being denied.

We ask that your ID be visible to allow easier spot checks when requested by security, and

strongly recommend they be worn while in the building. The lower lobby, concourse and

parking levels do not require cards for access. However, the concourse level entrance to the

loading dock will require a card for access.

Visitor Access

Visitor check-in stations are located in the Upper Lobby to register all visitors and

personnel who do not have building photo ID badges. Lines are designated to handle pre-

registered visitors, unscheduled visitors and deliveries/messengers.

The pre-registered/scheduled visitors are processed using the “WORKSPEED” program

available to all tenants who have access to the Internet. It will allow express check-in at

the UL provided the visitor was previously entered and scheduled in the system by the

tenant. Please inform your visitor that you have or will pre-register them so they can save

time during check-in and have identification ready for verification. The management

office will not accept phone calls to register visitors. This is a secure procedure and

must be initiated by the tenant.

Any visitor leaving the building will not have to re-register when they re-enter the

building as long as they are still in possession of their paper pass received for that day.

All unscheduled/unanticipated visitors will be received at the UL visitor station in the

designated line. Each visitor will be required to present photo ID (drivers license,

passport, etc). The ID will be checked and the person will be electronically logged in as a

visitor. A call will be made to the main tenant office number for authorization to allow

entry. The person giving authorization will be recorded in the system by Security.

Any visitors escorted by an authorized cardholder will be issued a paper pass for the day.

They still must stop at the visitor desk.

All unannounced deliveries will be received at the LL visitor station in the designated

line. Each delivery person will be required to present photo ID (drivers license, passport,

etc). The ID will be scanned using equipment that verifies and electronically logs the

person in the system as a delivery. A call will be made to the tenant office number.

Security will ask for authorization to allow entry. A search of packages may also be

conducted.

Misplaced cards/ forgotten cards

Anyone entering the building that is a cardholder and may have misplaced or forgotten

their card, can access the building by checking in at the visitor area in the UL. A security

terminal is set up for this purpose. The area is marked as “Cardholders Needing

Assistance”. This terminal checks the security database to verify a cardholder. After

showing proper identification, the cardholder will be given a temporary visitor badge for

the day and allowed entry.

Garage security

Any garage leaseholder will not require check-in by security to enter the garage. The

officers at the entrances to the garage are instructed to ask for building photo ID cards for

anyone taking a ticket. If a ticket taker shows their building ID card they can pass

through without being further delayed. All ticket takers without Building photo ID will be

required to present drivers license for verification. Anyone not producing a valid license

will not be allowed entry to the garage. Driver’s license scanners are utilized to verify

valid I.D. and to log entry. No other information is logged.

New Cards/ New Hires

Complete the form entitled Access Card Request Form under the forms section to add or

delete any personnel from the security database. The form must be signed by an

authorized tenant contact. The form can be taken to the Badging Office or emailed to

[email protected] The Badging Office is open Monday through Friday, 10 a.m.

until 1 p.m. Tenant contacts should call the Security Access Administrator at 412-553-

8875 to schedule an appointment to have a photo taken and badge issued outside of the

office hours. To cover the cost of ID cards and security card administration labor, all

cards will be charged to the tenant company at $10.00 each.

Replacement cards will be processed with the same form as above. There is a fee of

$10.00 dollars to replace a previously issued, damaged, or lost badge. The listed

company will be responsible for the replacement cost. Please immediately report any lost

cards to the Security Administrator at 412-553-8875. He/she will de-activate the card

and will arrange for a new one to be processed. To report missing or terminated badges

after hours, please contact the Security Command Center.

The form discussed above can be used for indicating deletions also. If there is a list of

personnel who must be deleted, the form can be used as a cover sheet and a list attached.

Again it must be signed by the authorized tenant contact before any person is deleted

from the system. We recommend the tenant review their employee security list on a

frequent basis and inform the Security or Management office so the database is as up to

date as possible. Periodically a roster will be sent to each tenant for review. Any deleted

employee cards can be destroyed by the tenant, or returned to security.

Do not bend, or cut the card in any way. The card has imbedded code information to

allow the system to read and identify the card. Cards are never to be shared.

Security Procedures for Project Contractors:

Following is the security procedure for project contractors working in the U. S. Steel Tower:

All contractors working in the U. S. Steel Tower will be issued badges that can be kept

and used each day until project completion; at which time all badges should be turned

back in to security.

All contractors should enter through the loading dock and check in with the guard. The

guard will record their badge number, date and time in. Badges must be displayed at all

times while on the property and when entering the dock.

Please note: If the contractor does not have a badge, he will be directed to enter

through the lower lobby and check in at the lower lobby security desk to receive a

temporary badge and be logged in.

Contractors should enter the building via the loading dock ramp; following the

designated pedestrian path and proceed via freight elevator to their work destination. At

the end of the day contractors should exit via the loading dock, using the designated

pedestrian path.

Building Rules and Regulations

1. Landlord shall have the right to control and operate the public portions of the building and

the public facilities furnished for the common use of tenants, in such a manner, as it deems

best for the benefit of the tenants. No tenant shall invite to the Demised Premises, or permit

the visit of, persons in such numbers or under such conditions as to interfere with the use

and enjoyment of the entrances, corridors, elevators and facilities of the building by other

tenants.

2. Landlord reserves the right to close and keep locked all entrance and exit doors of the

building outside of normal business hours as Landlord may deem necessary for the

protection of the property. All tenants, their employees, or other persons entering or leaving

the building at any time when it is so locked may be required to register with Building

Security when so doing. The officer in charge may refuse to admit to the building any of

the tenant's employees, or any other person, while entrances are locked if such person does

not have a pass or other satisfactory identification showing his or her right of access to the

building. Landlord assumes no responsibility and shall not be liable for any damage

resulting from any error in regard to any such pass or identification, or from the admission

of any unauthorized person to the building.

3. Landlord reserves the right to exclude or expel from the building any person who, in the

judgment of Landlord, is intoxicated or under the influence of alcohol or drugs, or who shall

in any manner do any act in violation of any of the Rules and Regulations of the building or

in violation of any law, order, ordinance, or governmental regulations.

4. The entries, corridors, moving stairways and elevators shall not be obstructed by any tenant,

or used for any purpose other than ingress and egress to and from tenants' respective offices.

Tenant shall not bring into, or keep within the building, any animal or vehicle, provided,

however, guide dogs and vehicles utilized by handicapped persons shall be permissible.

5. No tenant shall obtain or accept for use in the Demised Premises ice, coffee service,

catering, drinking water, barbering or shoe shine services from any person not authorized by

landlord in writing to furnish such services; provided always, that the charges for such

services by persons authorized by landlord are not excessive.

6. Freight, furniture, business equipment, merchandise and bulky matter of any description

ordinarily shall be delivered to and removed from the Demised Premises only in the freight

elevators and through the service entrances and corridors. However, special arrangements

must be made for moving large quantities of heavy items of furniture, equipment and

supplies into or out of the building. The dock is a freight dock only and a 1-hour max time

limit during normal business hours is enforced.

7. All entrance doors in the Demised Premises shall be left locked when the Demised Premises

are not in use.

8. Tenant shall not attach or permit to be attached additional locks or similar devices to any

door, transom or window of the Demised Premises; change existing locks or the mechanism

thereof; or make or permit to be made any keys for any door other than those provided by

the landlord. If more than two keys for one lock are desired, Landlord will provide them

upon payment by tenant.

9. Canvassing, soliciting or peddling in the building is prohibited and each tenant shall

cooperate to prevent such activities.

10. Tenant shall not advertise the business, profession or activities of tenant in any manner

which violates the letter or spirit of any code of ethics adopted by any recognized

association or organization pertaining thereto or use the name of the building for any

purpose other than that of the business address of the tenant.

11. The drinking fountains, lavatories, water closets and urinals shall not be used for any

purpose other than those for which they were installed.

12. No awnings or other projections over or around the windows or entrances of the Demised

Premises shall be installed by any tenant.

13. Rooms or other areas used in common by tenants shall be subject to such regulations as are

posted therein.

14. Landlord is not responsible to any tenant for the non-observance or violation of the Rules

and Regulations by any other tenant.

15. Landlord shall have the right to periodically schedule and implement fire drills, mechanical

and electrical system tests and other testing procedures. Tenants agree to fully cooperate in

connection with such events.

16. Landlord reserves the right by written notice to tenant, to rescind, alter or waive any rule or

regulation at any time prescribed for the building when, in landlord's judgment, it is

necessary, desirable or proper for the best interest of the building and its tenants.

17. Tenant may not perform any construction or renovation without the express written

approval of the Property Management Office. The Property Management Office has the

right to control all aspects of construction or renovation within the building at a reasonable

cost chargeable to tenant.

18. Tenants at U. S. Steel Tower and their employees should dress in a manner consistent with

a Downtown Class A Office Building. Tenants with a relaxed dress code may not allow

their employees to wear casual shorts, jeans with holes, sandals, T-shirts, halter-tops or tube

tops. This dress code applies to U. S. Steel Tower during normal working hours of 6:00

a.m. to 7:00 p.m., Monday through Friday.

19. The use of personal space heaters and coffee mug warmers is strictly prohibited in the U. S.

Steel Tower.

20. No signage is permitted to be displayed in any common area of the building without

permission of management.

21. U. S. Steel Tower is a smoking free property. Smoking and the use of tobacco products is

prohibited anywhere inside the building or on its grounds.

GENERAL BACKGROUND

The U.S. Steel Tower in Pittsburgh is one of the largest office buildings on the east coast. It

was built in the late 1960's by United States Steel Corporation, as their company's headquarters.

In addition to U.S. Steel Corporation, one of the largest of the building's 50-plus tenants,

other major tenants include UPMC; PNC; Eckert Seamans Cherin & Mellott;

PricewaterHouseCoopers; Edgar Snyder & Associates; Northwestern Mutual Life Insurance

Company, Merrill Lynch and U.S. Bankruptcy Courts.

During a typical workday, the population of the building is between 9,000 and 10,000

people.

The U.S. Steel Tower is managed by the real estate management firm Winthrop

Management LP and leased by CB Richard Ellis.

SOME NOTEWORTHY FEATURES

Railroad Tunnel -- A Pennsylvania Railroad tunnel under the building site was relocated and

rebuilt as an isolated enclosed trestle structure in order to excavate the foundation. Pittsburgh's

Light Rail Transit system now runs through the tunnel and the Steel Plaza subway station is

connected to the building's concourse level.

Supporting Columns -- The 64-story structure is triangular in shape with 18 exposed supporting

steel columns, 6 on each side, standing out 3 feet from the building wall. A rooftop, steel space-

truss system helps stiffen the structural frame and helps restrain thermal expansion/contraction of

the exposed exterior columns.

Core & Office Areas -- The structure's core is an equilateral triangle with each side measuring 162

feet. Around the core on each floor are three rectangular office area each 221 feet long by 45 ½ feet

wide.. Each area is approximately 12,500 rentable square feet of column-free space in each

rectangular section.

Facade -- Exterior walls are made of USS COR-TEN steel with horizontally pivoted stainless steel

window frames. The vertical mullions have a 5.5-inch depth and frame the 6-foot-high by 2-foot-

wide windows and the spandrel under the windows. The panel area between the vertical lines of

windows is 2 feet wide by 32 feet high. Each window and adjacent panel measures 4 feet, 4 inches,

which corresponds to the interior office module.

Lighting System -- Central switching of all lights and 100 percent under floor ducting eliminates

the need for wiring in office partitions. Lobby lighting is programmed and automatically controlled

(taking seasonal variations into account) to produce appropriate light levels at all times of the day.

Electrical Supply -- Electrical energy is transmitted throughout the building at high voltage

Automation of Services -- Mechanical, electrical and many office service functions are controlled

Air-Conditioning -- A thermostatically controlled, variable-volume system provides temperature

regulation in interior offices areas. Perimeter offices are equipped with an induction system which

History

Pittsburgh began as a military outpost because of the strategic importance of the area where the

three rivers converge. The last fort to stand at this site was Fort Pitt, built in 1758 and named after

British Prime Minister William Pitt.

The abundance of natural resources in the rolling hills of Pittsburgh combined with accessible river

transportation forged the city into an industrial powerhouse. Following World War II, the

devastation that a century of unchecked industrialization caused on the city was evident in

blackened skies and polluted rivers. Public and private leaders banded together to clean up the area

in a $500 million urban renewal program now known as Renaissance I. A similar urban renewal

program, dubbed Renaissance II, started in the late 1970's. This program resulted in the addition of

nine million square feet of new or rehabilitated office space, revitalized inner-city neighborhoods

and an upgraded infrastructure.

Housing

The housing stock in Pittsburgh is best characterized by value and variety. The median cost of a

home is roughly 25 percent less than the national price, and everything from victorians to

contemporaries are available. City neighborhoods are often ethnic and suburban areas are within a

short commute of downtown.

Emergency Plan

Emergency Personnel

Director of Security

The Fire/Life Safety Coordinator and the Director of Security are responsible for the effective

implementation of the Fire Evacuation Plan and actions taken by the Building's security officers

prior to the arrival of the Pittsburgh Fire Department. The Fire/Life Safety Coordinator should

assist the Fire Fighter in charge in briefing as to seriousness, location, and type of fire while

explaining actions taken prior to the arrival of the Fire Department.

The Fire/Life Safety Coordinator’s primary responsibility is to coordinate and implement an

effective evacuation of the Building's tenants in case of a serious fire or other situations that might

require evacuation. Further responsibility includes the preparation, monitoring, and implementation

(with the approval and assistance of the Pittsburgh Fire Department) of a training program for all

members of the security staff.

Floor Wardens

The Tenant Floor Wardens are responsible for following strict orders of the Fire/Life Safety

Coordinator to implement in an orderly manner an approved evacuation plan during an actual fire

or smoke situation. The Floor Warden is appointed by the Tenant Contact representing each firm

occupying each floor of the Building. If your firm occupies more than one floor, the proper number

of Floor Wardens should be assigned to accommodate the size of the company. Those individuals

should be present at all times while the Building is occupied. The Wardens must be familiar with

the building evacuation plan, floor layout, and location and use of fire equipment.

Property Manager

In the event of a fire, the Property Manager will proceed to the Upper Lobby Command Center to

coordinate building services with the various trades, the Security Department and the Pittsburgh

Bureau of Fire.

Building Engineering Manager

The Engineer Manager will report to the Upper Lobby Command Center to assist the Property

Manager and direct engineering personnel.

Chief Electrician

The Chief Electrician will report to the Upper Lobby Command Center to coordinate electrical

services with the Property Manager, Pittsburgh Bureau of Fire, and Director Of Security.

Construction Coordinator

The Construction Coordinator will report to the Upper Lobby Command Center and assemble all

available building maintenance personnel for assignment by the Property Manager.

Elevator Maintenance Personnel

All Elevator Maintenance personnel will report to the Upper Lobby Command Center, if practical,

for coordination of elevator services.

Plan of Action

In recent years, the term "security" has been accorded new emphasis, as it affects all aspects of our

daily living. In order to keep pace with the hazards of our times and to offer a secure environment,

concerned office property managers and owners have found it necessary to initiate certain

protective measures.

When most people are confronted by an emergency, inspiration is seldom a substitute for

forethought. However, you should realize that these Emergency Procedures are only an operational

guide or tool to be effectively implemented by the Property Manager, staff, Wardens and the Tenant

contact in combination with a vital personal ingredient - COMMON SENSE.

The successful execution of the Emergency Procedures will depend upon the degree of confidence,

cooperation and coordination mutually achieved by the Tenant Contact, Floor Warden, their fellow

employees and the Property Manager and building employees.

In that regard, each Tenant Contact must manifest an unselfish responsibility toward the common

good, i.e., the safety of all occupants within the U.S. Steel Tower. This can be achieved if each

company will:

- Assign responsible personnel to function as Floor Wardens and Alternate Wardens.

- Insist that each Warden and Alternate read and understand the Emergency Procedure and

Evacuation Plan in their entirety.

- Assure that applicable portions of the Emergency Procedure plan are disseminated to each

of the employees.

- Allow all Wardens and Alternates to participate in periodic training sessions, so that they

are equipped to perform specialized emergency assignments.

- Enthusiastically support the overall objectives of the Building's Emergency Procedures.

Each company is encouraged to include specific emergency procedures applicable only to their

individual operations, i.e., procedures to safeguard monies, negotiable instruments, original

contracts, etc.

An emergency can occur at any time and can become a disaster if the facility does not prepare for it.

Comprehensive pre-planning is the key and will pay off in saving lives and reducing property

damage or loss.

Evacuations

The most important asset of the facility is people, not only the employees but any visitors, vendors,

customers, contractors, or others. It is good practice to have all visitors sign in when entering the

facility and include the name of the person they are visiting. In case of an emergency, this sign-in

sheet will be invaluable in identifying who is in the facility other than employees.

Key elements of the evacuation plan are as follows:

- Evacuation Routes: Each department or area must plan the route to be used to vacate the

building in case of a fire. Primary and secondary routes (in case the primary is blocked)

must be designated. Maps should be prepared showing the evacuation route, and these

maps should be posted where visitors can see them. The evacuation map should also list a

primary and secondary accumulation point where occupants should gather to ensure that

everyone has been accounted for and to pass on information about the emergency.

- Become acquainted with the Floor Wardens and Alternates on your floor. They are the

people who are trained for emergencies here in the U.S. Steel Tower. If you would like a

list of Floor Wardens or wish to become one, please contact the Director of Security 412-

553-8871.

- Know the locations of the fire pull stations, emergency exits and the portable fire

extinguishers. Should a fire be discovered, immediately activate the pull station located at

the nearest emergency stairwell. If you are trained in fire extinguisher use and are able, try

to extinguish the fire. If possible, get someone to assist you.

- If the fire is too large to extinguish, immediately begin to evacuate your floor. Proceed

down at least 5 floors prior to attempting to re-enter on a safe floor. Contact Building

Security via the emergency stairwell phone once you have reached a re-entry floor.

- In the event of a fire alarm, remain in your respective office area and quietly prepare to

follow the orders of your Floor Warden, Security personnel, City Fire Department or the

Public Address System.

Fire During Working Hours

If you see smoke or discover a fire, proceed with the following:

1) Remain calm.

2) Immediately activate the closest fire alarm pull station. A pull station is located at

each of the three emergency stairwell exits.

3) Dial 9-1-1 and report your location and the nature of the emergency. Do not hang

up until you are told to do so.

4) Call security at 412-553-8838 with the same information.

5) If you are trained in fire extinguisher use and are able, try to extinguish the fire. If

possible, get someone to assist you.

6) If you are unsuccessful, retreat from the fire, closing all doors behind you.

7) Report to your designated staging area.

8) Do not use the elevators, since they will be recalled to the Upper Lobby.

9) Follow instructions from your Floor Wardens.

10) Do not wait for an evacuation announcement; immediately proceed at least five

floors to the nearest safe refuge floor.

11) If you are instructed to leave the building, know where your assigned safe refuge

area is. Wait there and follow instructions from your Floor Warden or the Fire

Department.

12) Do not return to the building unless the Fire Department says it is safe to do so.

If you cannot use your primary exit route, proceed with the following:

1) If the door leading out is hot or if the stairwell is filled with smoke and fumes,

proceed to an alternate stairwell exit.

2) If you are caught in heavy smoke, get down on your knees and crawl. Since smoke

rises, you will have fresher air closer to the floor.

3) If it is not possible to safely leave the floor, move away from the fire or smoke

closing all doors behind you.

4) Place towels, rags, clothes or tape over door cracks to keep smoke from entering. If

water is available, wet the materials. Use a wet cloth to breathe through.

5) Dial 9-1-1 and then U.S. Steel Tower Security at 412-553-8838 and report your

location and condition.

6) Do not break windows, but signal for help.

Procedures for Fire Alarm Activation

1) All personnel are to stay in their area awaiting instructions from either the Life

Safety Public Address System or their Floor Warden.

2) The Floor Warden is to proceed to the designated floor warden staging area at either

stairwells 1 or 2.

3) If an evacuation announcement is given for your floor, do the following:

a. The Floor Wardens will begin to search their designated areas as the rest of

the floor proceeds to the primary emergency stairwell. No one should enter

this stairwell until the entire group has been assembled.

b. If there have been two Floor Wardens assigned to the same stairwell, one

will lead the group and the other will act as the door monitor assuring that

the entire group has entered. Prior to entering or exiting any doorway, the

leading Floor Warden must check all doors for heat and smoke. The door

monitor will ensure that the stairwell door is shut completely once everyone

has entered.

c. If it is determined that the stairwell is not contaminated, then proceed to the

floor designated to you by the Life Safety Public Address System, typically

to the first re-entry floor, at least five floors below the fire floor.

d. If it is determined that the stairwell is contaminated, proceed to an alternate

stairwell exit. Once the entire group has reached the alternate stairwell,

floor.

e. Once you have reached your designated floor below the fire floor, check the

stairwell door for both heat and smoke.

f. If it is determined that the floor is not contaminated, proceed to enter the

floor. Once they have entered the floor, the group should be moved away

from the stairwell door. The door monitor must ensure that the stairwell

door has been shut.

g. If it is determined that the floor is contaminated, proceed to an alternate floor

at least three more floors down to the next re-entry floor. Once they have

entered the floor, the group should be moved away from the stairwell door.

The door monitor must ensure that the stairwell door has been shut.

h. The group should remain on the floor until an all-clear announcement has

been given, fire or smoke is discovered, or they are told to proceed down to

another area of refuge.

4) If an all clear announcement is given, all individuals may return to their normal

work conditions.

Fire During Non-Working Hours

If you see smoke or discover a fire, proceed with the following:

1) Remain calm.

2) Immediately activate the closest fire alarm pull station. A pull station is located at

each of the three emergency stairwell exits.

3) Dial 9-1-1 and report your location and the nature of the emergency. Do not hang

up until you are told to do so.

4) Call U.S. Steel Tower Security at 412-553-8838 with the same information.

5) If you are trained in fire extinguisher use and are able, try to extinguish the fire. If

possible, get someone to assist you.

6) If you are unsuccessful, retreat from the fire, closing all doors behind you.

7) Calmly alert other persons on your floor of the emergency. Tell them they must

evacuate the floor via the nearest emergency stairwell.

8) Do not use the elevators, since they will be recalled to the Upper Lobby.

9) Follow instructions from your Floor Warden.

10) Do not wait for an evacuation announcement from the public address system.

Immediately proceed down one of the three emergency stairwells to a re-entry floor

at least five floors below the fire floor.

11) If the situation requires you to leave the building, proceed down the emergency

stairwell until you reach the Lower Lobby Level (or street level). The primary exit

path out and away from the building is the Subway Tunnel on the Concourse Level.

Use this exit unless otherwise directed to do so by Security or the Fire Department.

12) Do not return to the building unless the Fire Department says it is safe to do so.

If you cannot use your primary exit route, proceed with the following:

1) If the door leading out is hot or if the stairwell is filled with smoke and fumes,

proceed to an alternate stairwell exit.

2) If you are caught in heavy smoke, get down on your knees and crawl. Since smoke

rises, you will have fresher air closer to the floor.

3) If it is not possible to safely leave the floor, move away from the fire or smoke

closing all doors behind you.

4) Place towels, rags, clothes or tape over door cracks to keep smoke from entering. If

water is available, wet the materials. Use a wet cloth to breathe through.

5) Dial 9-1-1 and then U.S. Steel Tower Security at 412-553-8838 and report your

location and condition.

6) Do not break windows, but signal for help.

Procedures once a Fire Alarm has been activated.

1) Everyone is to proceed to either emergency exit 1 or 2 and await instruction from

the Life Safety Public Address System.

3) If an evacuation announcement is given for your floor, do the following:

a. If there are more than two individuals at the same stairwell, one will lead the

group as the other acts as a door monitor to assure that the entire group has

entered. Prior to entering or exiting any doorway, the leader must check all

doors for heat and smoke. The door monitor will ensure that the stairwell

door is shut completely once everyone has entered.

b. If it is determined that the stairwell is not contaminated, proceed to the floor

designated to you by the Life Safety Public Address System typically to the

first re-entry floor, at least five floors below the fire floor.

c. If it is determined that the stairwell is contaminated, proceed to an alternate

stairwell exit. Once the entire group has reached the alternate stairwell,

proceed to the floor designated to you by the Life Safety Public Address

System typically to the first re-entry floor, at least five floors below the fire

floor.

d. Once you have reached your designated floor below the fire floor, check the

stairwell door for both heat and smoke.

e. If it is determined that the floor is not contaminated, proceed to enter the

floor. The group, once they have entered the floor, should be moved away

from the stairwell door. The door monitor must ensure that the stairwell

door has been shut.

f. If it is determined that the floor is contaminated, proceed to an alternate floor

at least three more floors down to the next re-entry floor. Once they have

entered the floor, the group should be moved from in front of the stairwell

door. The door monitor must ensure that the stairwell door has been shut.

g. The group should remain on the floor until an all clear announcement has

been given, fire or smoke is discovered, or they are told to proceed down to

another area of refuge.

4) If an all-clear announcement is given, all individuals may return to their normal

work conditions.

Fire Warden Training Program

In emergency situations, an immediately available resource of personnel is essential to supplement

the normal complement of Building Service and Security personnel. Following the theory that

persons best capable of performing the supplementary service are persons possessing knowledge of

the building and having mutual interests and concerns, the "Floor Warden System" was devised. It

is believed that this system, wherein the various department heads of all tenants designate certain

employees to serve on a volunteer basis as Floor Wardens and alternates, is a prudent, expeditious

and efficient way of providing for the welfare and safety of all building occupants. The principal

objective of the system is to minimize injury and/or death in the event of an emergency involving

fire, explosives or natural disaster.

Floor Warden personnel function under the direction of the Security Department. An ongoing

training program is conducted by the Director Of Security pertinent to the Building Search Plan,

pedestrian traffic control in the event of evacuation, as well as other aspects of crowd control, and

the proper methods of extinguishing minor fires, including the actual use of hand-held

extinguishers.

Fire Protection Systems

The following is a list of conditions that exist within U.S. Steel Tower to provide both passive and

active fire protection:

1. The building is constructed with a fire-resistant material and

structural integrity is provided by liquid-filled columns on the

outside of the building and protected steel on the inside.

2. All building exhaust fans are equipped with smoke detectors that

close dampers and shut fans off to prevent smoke spread in the event

of fire.

3. The building is equipped with a public address system that permits

communication with a selected floor or floors as well as a broadcast

service throughout the building.

4. There are three fire stairwells extending the entire height of the

building that are accessible from each floor. In stairwells 1 and 2

there are standpipes that run the length of the building and are

accessible to the Fire Department if necessary on each landing.

5. All public areas are monitored by smoke detectors to provide early

warning in the event of fire. In addition, there are four fire hose

cabinets and seven portable fire extinguishers located on each floor.

There are three fire alarm pull stations on each floor, which are

located by each emergency stairwell.

6. All smoke detectors and alarm pull stations are wired directly to the

City fire alarm circuit and generate a full fire department response in

the event of activation as well as the security desk.

7. In the service corridor on each floor, there are phones which are

connected to the building's emergency circuits and will therefore

continue to operate in the event that the building must go to

emergency power.

8. Sound powered phones are located in the mail room connected to

each service corridor. These phones would allow communications

in the event of a complete power loss, including emergency power,

within the building.

9. All security officers, engineers, electricians and elevator

maintenance personnel are equipped with two-way radios which will

transmit throughout the entire building and assist in communications

during any emergency. Within each fire stairwell, there are

emergency telephones located on every third floor that will permit

communication with security personnel in the event of an

emergency.

10. All areas below ground are sprinklered as well as monitored with

detection systems. It is now building policy that as tenant floors are

abated, they are equipped with sprinklers. As of April 2009, the

entire 5, 7, 10, 11, 12, 21, 22, 28, 31, 35, 36, 37, 38, 39, 41, 42, 43,

44, 45, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, and

62nd floors have been fully sprinklered. Supply valves to the

sprinklers are monitored electronically so that if a valve were shut

off, a notification would be transmitted to the Upper Lobby

Command Center (which is manned 24-hours per day) where it

would be investigated immediately.

11. All elevators are equipped with a "firemen's return" feature, which

will automatically return elevators to the Upper Lobby on the

activation of any fire alarm device within the affected elevator bank.

12. The building emergency generators are protected by a CO2 fire

suppression system, which is activated in the event of a fire within

the immediate area of the emergency generator room.

13. In order to minimize the risk of fire during construction, a hot work

permit system has been devised to monitor any hot work activities

within the building.

14. Whenever any welding or burning is undertaken within the building,

a trained security officer equipped with a fire extinguisher is present

to monitor these procedures.

15. Certain areas in the building (for example, tenant areas with

interconnecting stairways) are equipped with automatic fire doors,

which close when a fire alarm device has been activated. These

areas are also sprinklered.

16. Each electrical closet and elevator mechanical room is equipped with

rate-of-rise heat detectors.

17. U.S. Steel Tower is patrolled after hours by security officers who

check for possible fire, smoke, or sources of ignition such as coffee

pots, heaters, etc.

18. The building provides a full-time Director of Security; whose

purpose is to perform building inspections and oversee the Floor

Warden program. Specifically, these programs include:

Fire Inspections

Fire inspections are conducted on a weekly basis on Sundays and randomly. These inspections

include activating pull stations and smoke detectors and checking fire bells, P.A. speakers,

emergency phones, elevator service and emergency communications. Floor-by-floor inspections

are performed, checking for adverse electrical conditions, unsafe storage conditions, obstructed

egress paths and exits, hazardous conditions, safety violations and visual inspection of various fire

protection devices. Annual maintenance tags on fire protection equipment are also inspected. All

violations or unsafe conditions are documented and addressed. Unsafe conditions within public

areas of the building are repaired as soon as possible by building personnel. Any violations which

are found within tenant space are reported to the tenant via letter and include corrective action

which is to be taken.

Fire drills are scheduled on a semi-annual basis. The fire drill involves the evacuation of every

floor to an assigned staging area at one of the three emergency stairwells. The City of Pittsburgh

Fire Department participates in all fire drill exercises.

Life Safety

A life/safety video has been produced which is specific to U.S. Steel Tower. Its purpose is to

familiarize all building occupants with the fire and medical emergency procedures within the

building. It includes emergency phone numbers and is accompanied by a booklet which reinforces

all of this information. It is available for viewing by calling the U.S. Steel Tower Director of

Security at 412-553-8871.

Medical Emergencies

Should you ever encounter the need for emergency medical assistance, the following steps must be

implemented to assure proper response by the City of Pittsburgh Paramedics and U.S. Steel Tower

Security.

1. Call 9-1-1 and state the emergency to the paramedic dispatcher. Give the reason

why you called, your company name and the floor where the emergency is located.

Do not forget to inform the paramedic dispatch to utilize the loading dock entrance

to the U.S. Steel Tower located on 7th Avenue.

2. Call U.S. Steel Tower Security at 412-553-8838 and state the name of your

company, the floor and the condition of the victim. Also inform the Security Officer

whether the paramedics have been notified.

3. Have someone respond to the freight elevators in the service area and wait for the

paramedics to arrive. This person will direct the emergency personnel to the victim.

4. If trained to do so, attempt to administer first aid to the victim.

5. If the sick or injured person is to be sent to the hospital, try to send a friend or co-

worker along to comfort the person until a relative arrives.

Bomb Threats

Bombing and the threat of bombing have created a need for self-protection to cope with the

increasingly violent activities of people who represent segments of unrest in our society. The

protection of life and property is a responsibility that cannot be relegated solely to law enforcement.

The U.S. Steel Tower Security Department, with the cooperation of building occupants, must be

prepared to take measures to provide for protection of the occupants of U.S. Steel Tower.

There are two primary reasons why bomb threat calls are made:

1. The caller has knowledge of bomb placement and wishes to minimize personal injury or

property damage.

2. The caller wants to create an atmosphere of anxiety for the purpose of disrupting normal

activities.

In most instances, the second reason applies. However, every threat received must be regarded

seriously.

A. When a Bomb Threat is Received

1. The recipient of the call should keep the caller on the line as long as

possible, ask him to repeat the message and make a written record of every

word spoken. See attachment.

2. If the caller does not indicate the location of the bomb or the time of possible

detonation, the recipient should ask for this information.

3. Inform the caller that the building is occupied and the detonation of a bomb

could result in death or serious injury to many innocent people.

4. Pay particular attention to peculiar background noises such as motors

running, background music, and any other noise which may provide a clue

as to the location of the caller.

5. Listen closely to the voice, determining gender, voice quality (calm,

excited), accents and speech impediments. Immediately after the caller

hangs up, the recipient should report the call to the U.S. Steel Tower

Building Security personnel, at 412-553-8838. See Bomb Threat Checklist,

attached.

6. The threat will be evaluated pursuant to established procedures. Building

occupants will be notified promptly if evacuation or other action is

B. Notification

1. The Director Of Security or his representative will contact the Pittsburgh

Police Bomb Squad at 9-1-1 and inform them that a bomb threat was

received and a search is being conducted.

2. The Director Of Security or his representative will immediately notify USX

Corporate Security Department and the Property Manager of the

circumstances of the incident.

3. The Property Manager will determine if notifying tenant contacts and Floor

Wardens on tenant occupied floors is necessary, if the Floor Warden is not

available, the Alternate Floor Warden will be called.

a. Telephone or fax notification will be performed by the Property

Manager's secretary, the Security Department's secretary, and the

Building Services clerical staff.

b. Floor Wardens will be requested to quietly conduct a search and to

report back with their findings to the person who contacted them.

c. When the reports from all floors have been received, the Property

Manager will inform the Director Of Security.

4. The results of the search will be reviewed by the Property Manager and the

Director Of Security for a decision with respect to evacuation or other

additional action.

5. Employees will be notified to evacuate if reasons for evacuation are

discovered.

C. Search Responsibilities

1. Floor Wardens will search the office areas assigned to them.

2. Security Officers will search the public areas, including halls, toilet facilities,

service areas, electrical closets, and stairways.

3. Areas to be searched include, but are not limited to:

D. Unusual or suspicious objects detected will be referred to the Director Of Security

who will consult with the Pittsburgh Police Bomb Squad.

Suspected Bomb - Safety Precautions

The safety precautions enumerated below are designed to acquaint you with the dangers inherent in

the search, discovery and handling of suspected bombs.

While some of the following safety precautions may seem elementary, do not dismiss them as

unimportant nor take them for granted because adequate knowledge of these precautionary

provisions may save your life, the lives of your fellow employees and tenants, and the lives of the

individual customers and visitors who frequent the building.

- Do not use radio equipment to transmit messages.

- Do not use cellular phones.

- Do not change the lighting conditions (turning switches on/off).

- Do not smoke.

routine means.

- Do not accept a container's markings and/or appearance as sole evidence of their contents,

identification and legitimacy.

- Do not touch a suspected bomb.

- Do not shake, shock or jar a suspected bomb.

- Do not cover a suspected bomb.

- Do not carry a suspected bomb.

- Do not assume that a suspected bomb is a specific (high-explosive or incendiary) type.

- Do not open a suspicious container or object.

- Do not cut a string, cord or wire on a suspicious container or object.

- Do not cut or remove the wrapper on a suspicious container.

- Do not move the latch or hook on the cover of a suspicious container or object.

- Do not raise or remove the cover of a suspicious container.

- Do not change the position of a suspicious container or bottle.

- Do not place a suspicious container or object into water.

Explosions

If an explosion occurs, report the explosion to the U.S. Steel Tower Security at 412-553-8838. Be

prepared to give the Security Officer answering the call the following information:

- Your name, location and telephone number

- Your company's name

- The exact location of the explosion

- The cause of the explosion

- Any reasons you have to believe that the explosion was caused by a bomb

- Extent of casualties and types of injuries

- Whether the explosion has caused a fire, if so, the location of the fire

The Security Officer will immediately contact the Fire and Police Departments, as well as

dispatching emergency personnel to the scene.

You should follow the evacuation procedures outlined in the sub-section called EVACUATIONS if

it becomes necessary.

Civil Disturbances

Upon receiving notification that a civil disturbance threatens the building or your offices, contact

the Security Staff at 412-553-8838 and give the following information:

- Exact location of the demonstrators

- Approximate number of demonstrators

- Demonstrators' current activity

- Your name

- Time at which the demonstration began

Notify your employees and visitors about the situation. Contact your assistants and assign them the

following specific emergency duties for the safety and protection of your personnel and company

assets:

- Lock all doors except the main entrance door, i.e., office doors, equipment rooms,

storerooms, mailrooms, desks, file cabinets, vaults, etc., to protect company assets,

employees and visitors.

- Instruct all employees to avoid personal contact with the demonstrators; try not to

make any comments or statements to further anger the demonstrators.

- Instruct all employees and visitors to avoid leaving the building, unless there is no

danger that they will be harmed by the demonstrators. Warn them that all elevator

service will be reduced, or even cut off during the emergency to prevent the

demonstrators from further access.

- Advise all employees and visitors to avoid walking through the lobby areas while

the demonstrators present a threat.

If the demonstrators have gained access into the building and are on your floor, you should do the

following:

- Immediately contact the U.S. Steel Tower Security staff at 412-553-8838, your

employees and their visitors. Advise them of the change in status of the emergency.

Warn them that their movements within the building will be impeded because the

passenger elevators will probably be turned off to prevent further infiltration.

- Assign an individual to lock the main entrance door. Tell them to allow only

authorized personnel to enter or leave.

- Inform all employees that if the demonstrators access their office area, they should

make notes as to what areas or rooms were occupied by the demonstrators.

When the demonstrators leave, or are removed by the police, and the civil disturbance has subsided

and if your offices were affected, you should do the following:

- Immediately contact the U.S. Steel Tower Security staff at 412-553-8838 and give

them a list of areas that were occupied.

- Initiate a quick search of your area checking for items that are unusual or foreign to

the normal environment.

Inform all of your co-workers and their visitors to be alert for any unattended and

suspicious items such as knapsacks, bags, or packages. If a suspicious item is

found, they should not touch, jar, disturb, or cover it.

Natural Disasters and Other Emergencies

Electrical Power Outage

The U.S. Steel Tower is equipped with two emergency generators which are capable of operating

certain building systems during a power outage. These systems include all fire and security alarms

as well as life safety systems, limited emergency lighting, and two elevators in each bank of

elevators. All elevators will be lowered to the Upper Lobby and the doors will open. If an outage is

of short duration, it should cause little concern. If it is of longer duration, you may desire to leave

the building. If so, you could utilize the two elevators in each bank which are still in service or the

emergency stairs.

Tornadoes or Funnel Clouds

In most cases, advance warning in the event of a tornado is not possible. Therefore, if a tornado is

sighted approaching the building, notify the U.S. Steel Tower Security staff at 412-553-8838 and

begin moving your people toward the core area of the building. In the event of a tornado, the

greatest danger will be that of flying glass and objects; therefore, attempt to close all perimeter

office doors and locate the areas with the maximum number of walls between you and the exterior

of the building.

Elevators

In the event you are in an elevator which stops between floors or if the doors will not open, do not

attempt to force the doors open. Push the "Emergency Alarm Button" and wait for the call to be

answered. It will ring automatically at the Upper Lobby Command Center. A Security Officer will

immediately respond, and advise you of the nature of the problem. Elevator repair personnel will

be summoned to assist you.

The elevators are equipped with numerous safety devices which prevent them from falling under

emergency conditions. Under no circumstances should you attempt to exit a car except through the

doors which have opened level with the floor. Do not attempt to climb out and jump to a floor

below should the doors open between floors.

In the event of a power interruption to the building, the elevators will be automatically lowered to

the ground level, one at a time, and the doors will open.

Fire Prevention

Fire prevention is the responsibility of everyone working in or visiting the U.S. Steel Tower.

Unfortunately, however, there are some careless individuals who do not fully appreciate the need

for a fire prevention program. Consequently, successful administration of a fire prevention

program rests with those dedicated individuals who practice fire prevention every day. Very few

fires occur when an effective program is enforced.

Every fire requires an initial heat source, an initial fuel source, and something to bring them

together. That "something" nearly always has a human component bringing heat and fuel together.

The three components (heat, fuel, and human error) are central to nearly all fires and can be used as

a framework for thinking about fire prevention.

It is important to remember that prevention can occur through successful action on the heat source,

the fuel, or the behavior that brings them together. No one line of attack is clearly preferable to the

other, and success is most likely to come if all three components are kept away from each other at

all times.

Changing people's behavior toward fire prevention occurs through education and training.

Brochures, video tapes and group meetings can reach small motivated groups which may change

the way others view fire prevention. People can be educated and motivated if approached in the

right way. Addressing people effectively may involve nothing more than emphasizing what to do

rather than what not to do.

Remember, most building fires are started by heat sources and ignitible materials that are brought

into the building, not built into it. The building's occupants will have numerous opportunities to

reduce fire risks through prevention, and they should be urged to do so.

Fire Prevention Tips

1) If you smoke, observe smoking regulations.

2) Appliances, such as coffee makers, should have approval from building management and

should be turned off when not in use. Automatic shut-off equipment is preferable.

3) Portable heaters are not allowed in the building.

4) Do not use multiple plug connectors or extension cords unless approved by the building

management.

5) Do not place electrical cords under carpets or chair pads.

6) Never use a light gauge extension cord for a heavy duty appliance.

7) Keep your work area and building corridors neat and uncluttered.

8) Do not use coffee mug warmers or space heaters.

Emergency Communications

There are three types of emergency communications utilized throughout the U.S. Steel Tower. The

first and the most highly utilized is the telephone. A primary emergency telephone number, 412-

553-8838, has been assigned for use throughout the building. This enables all emergency calls to

be received at the Upper Lobby Command Center. In the event this line is busy, there is an

automatic roll-over to one of the other security telephone lines. There are emergency telephones

located in each of the service corridors directly across from the service elevators. One can reach the

Upper Lobby Command Center by simply dialing ext. 8838 from one of these telephones.

The second form of emergency communications is the Life Safety Public Address System. This

public address system permits communications with a selected floor as well as broadcast service

throughout the entire building. It is controlled by the building Security Department and is tested

weekly for proper operation.

Finally, the building is equipped with an Emergency Assistance alarm system which is located

throughout the parking garage, subway tunnel and loading dock areas. The parking garage has

three locations on each floor, South - Center - North pillars, equipped with a mushroom head panic

switch. When this switch is depressed, an audible alarm is received and an LED remains lit at the

Upper Lobby Command Center, indicating the location that has been activated. The Upper Lobby

Command Center is manned 24 hours a day, seven days a week. The Security Officer depresses the

appropriate LED station and transmits a verbal message to that location. The Security Shift

Supervisor will be notified and render assistance immediately.

Fire Exits

There are three stairwells, running the full height of the building, accessible from each floor, for use

in an emergency. The access doors to these stairwells on each floor are marked EMERGENCY

EXIT 1, 2, or 3. It is important to know the location of each stairwell. Stairwells 1 and 2 terminate

in the Lower Lobby. Stairwell 3 terminates outside of the building on Grant Street. In the event of

a fire, the stairwell doors must remain closed to prevent smoke from entering the stairwell and to

control air drafts.

Classification of Fire

There are three main classifications of fire, depending on the burning materials involved: "A", "B",

and "C". Class "A" fires involve ordinary combustible materials such as wood, cloth, paper or

rubber. The most common causes of Class "A" fires are open flames, smoking and matches,

spontaneous combustion, radiant heat from hot materials, and burning and welding. The most

effective method of extinguishing Class "A" fires is by cooling the fuel below its ignition

temperature. Water gives the greatest cooling effect and is the most desirable extinguishing agent

for Class "A" fires. Certain dry chemical extinguishers (those containing an ABC dry chemical)

will give a coating effect and retard combustion.

Class "B" fires involve flammable or combustible liquids, flammable gases or greases. The most

common causes of Class "B" fires are burning or welding, smoking and matches, open flames, and

radiant heat from hot materials. The most effective way of extinguishing Class "B" fires is by

smothering. The most effective agents for smothering a Class "B" fire are dry chemicals and

carbon dioxide. Both of these agents will give a smothering effect by eliminating access to the

supply of oxygen.

Class "C" fires involve energized electrical equipment. The causes of electrical fire are short circuit

faults, and arcs and sparks from damaged or defective components. Fires involving energized live

electrical equipment require the use of electrically nonconductive extinguishing agents. Types of

extinguishers recommended for Class "C" fire are carbon dioxide (preferred for delicate electrical

equipment) and dry chemical.

WATER SHOULD NOT BE USED ON FIRES INVOLVING COMBUSTIBLE METALS OR LIVE

ELECTRICAL EQUIPMENT.

Properties of Portable Fire Extinguishers

Good fire protection requires an ample supply of hand-held fire extinguishers in good operating

condition at all times. This is assured through a systematic inspection and maintenance program

conducted by the Fire Safety Coordinator. Fire extinguishers are the first line of defense against

accidental fires. They have maximum effectiveness when used during the early stages of a fire.

Portable extinguishers are not a substitute for sprinkler systems, hose streams or other fire fighting

devices. They are first aid fire fighting devices with definite limitations, and judgement is vital in

their effective and proper use. At the present time we have three types of portable extinguishers in

the U.S. Steel Tower:

1. Unpainted stainless-steel shell - 2 1/2-gallon pressurized water (A)

2. Red with a large cone nozzle - carbon dioxide (B and C)

3. Red with a small metallic nozzle - dry chemical (A, B, and C)

2 1/2 Gallon Pressurized Water Extinguishers

Water extinguishers are not painted because their shells are stainless steel. Each water

extinguisher contains 2 1/2 gallons of water with air pressure of 100 p.s.i. The discharge

hose is equipped with a nozzle with a straight bore or fixed opening. The air pressure will

expel the water through the nozzle in a straight or solid stream with a range of 25 to 35 feet.

This extinguisher is to be used on Class "A" fires only. There are from 6 to 8 water

extinguishers located on each office floor.

Carbon Dioxide Extinguishers

Carbon dioxide extinguishers are generally of the 15 lb. size, hand held portable units.

These extinguishers may be used on any type of fire, but are most effective on electrical,

chemical, and flammable liquid fires. The carbon dioxide fire extinguishers are very

effective on electrical fires in as much as the carbon dioxide gas is non-conductive of

electric current. The nozzle is plastic and also non-conductive.

Care should be taken when using carbon dioxide extinguishers in confined spaces. Carbon

dioxide is an inert, non-poisonous gas, but when vaporized into the atmosphere it will

displace the oxygen in the air. The operator should not remain in a confined area after using

a carbon dioxide extinguisher. This extinguisher is to be used on Class "B" and "C" fires.

Dry Chemical Extinguishers

The dry chemical extinguishers are of the 17 lb. size, with a discharge range of

approximately 20 feet. These extinguishers are located primarily in the parking garage. Dry

chemical, or ABC extinguishers, can be used to extinguish fires classified as "A," "B," or

"C." When using a dry chemical extinguisher on a combustible liquid fire, care should be

taken in the application of the dry chemical. Initial application should begin at a distance

approximately 8 feet from the fire. This will avoid dispersing the fuel and increasing the

fire area. On a spill-type fire, a sweeping or side-to-side method of application should be

used to drive the fire away from the fire fighter.

Extra caution should be observed when combustible liquid fire involves metal. When

heated to the temperature of the combustible liquid, the metal may cause a flashback or re-

ignition of the fuel. For this reason, once the fire is out, don't turn your back on it.

When using a dry chemical extinguisher, another hazard to the operator is a reduction of

visibility due to the cloud of dry chemical in the air. If in an open area, try to keep any wind

or draft at your back to avoid this hazard. The dry chemical is non-conductive of electricity.

The operator should use caution to avoid contact between metal parts of the extinguisher,

shell, handle, nozzle, etc., and electrical circuits.

Proper Usage of Fire Extinguishers

You should receive proper training before using a fire extinguisher. Remember to use the

INTRODUCTION

The purpose of this handbook is to provide the Tenant with the rules and regulations required for any renovations or

remodeling of the Tenant's lease space in the U. S. Steel Tower (the "Building"). Building Management ("Property

Management") provides these rules and regulations per the provision in your lease in an effort to ensure that Tenant

improvements are acceptable for the Building. These rules and regulations shall, therefore, be a part of the rules and

regulations included in the Tenant's Lease. The requirements are not intended to limit any obligation of the Tenant under its

lease with the Owner.

General Construction (CM) services, administered by Winthrop Management, are required on all projects. The services,

required to assist the Tenant in interpretation of and compliance with the rules and regulations, typically include review of

Tenant's plans and specifications, verification of evidence of pre-funding against loss (insurance's), verification of filing lien

waivers, monitoring construction operations and project closeout tasks. These services are provided on a fee basis payable by

the Tenant. The fee shall be presented to the Tenant when preliminary design documents are produced.

At no time shall the involvement of the Owner or Property Management or their respective employees, agents or contractors

be interpreted as releasing the responsibilities or liabilities of Tenant and its design professionals, contractors and

subcontractors. The rules and regulations are for the protection of the Owner's interest in the Building and are not to be

construed by Tenant as any warranty, representation or assurance by Owner or Property Management or their respective

representatives as to: the adequacy of design, the methods of construction or installation, compliance with codes, equipment

or materials employed in connection therewith, or as to any other matter whatsoever.

All tenants, contractors or their subcontractors providing services within the building shall be fully aware and comply with

the policies and procedures governing safety and health within the work place.

Submission and review by Property Management and the Property's consulting engineer of proposed and final plans and

specifications shall be for the purposes of assurance that the Owner's property is being modified in a manner wholly

satisfactory to Property Management and so that records of the Building spaces and utilities are properly maintained and

identified.

Tenant and all its representatives, including the design professionals and contractors, shall follow the rules and regulations

outlined herein throughout planning, design and construction.

The Owner or Property Management may revise these rules and regulations from time to time by notice to Tenant.

I. Contractual/Administrative

A. Property Management shall be notified as soon as any renovation or alteration work is being pre-planned in order to

ensure that projects are in accordance with this manual. No construction shall be initiated before Tenant receives

written approval from Property Management.

B. Only building-approved contractors are permitted to work within the Building.

C. The Construction Manager for the Building is:

D. Tenant shall be responsible for all costs, direct or indirect, resulting from all construction, alteration, renovation and

Construction Manager Involvement unless specified otherwise in the Tenant's lease.

E. No work performed or material supplied shall result in a mechanic's lien or other encumbrance against either

Owner's or Tenant's interest in the Building.

F. Tenant shall provide pre-planning notification to Property Management in writing, which shall include as a

minimum the following information:

1. Proposed schedule for performance including the following:

a. Planning - start/finish dates

b. Design - start/finish dates

c. Construction - start/finish dates

d. Occupancy (Move In) start/finish dates

2. Specific location of proposed work with a schematic sketch plan illustrating location utilizing floor,

window and module identifiers.

3. Specific scope of work including the proposed changes as they affect the Building and its major systems

such as general, electrical, plumbing, HVAC, fire protection, life safety, elevators, communications,

structural and fireproofing.

G. TENANT DRAWINGS

1. Tenant shall additionally provide preliminary and final construction drawings and specifications to

Property Management for review and approval. The drawings shall bear the seal of a registered engineer

and/or architect.

2. Drawings shall be one reproducible set and two sets of prints at 1/8" scale, showing the following details:

a. Partition layout with dimensions and door schedule

b. Electrical, telephone and data outlets with dimensions

c. Occupancy requirements by space, i.e. furniture plan

d. All necessary sections and details for special equipment, fixtures and structural changes

e. Dimensioned locations of all floor loads beyond fifty (50) pounds per square foot may

require structural changes

f. All existing fire protection, life safety and communication devices (fire alarms, smoke

detectors, life safety speakers, etc.)

g. HVAC information - CFM, GPM, changes, calculations

h. Finishes for all surfaces

3. Projects involving changes to the Building's structure, mechanical, electrical, fire protection, structural steel,

fireproofing and auxiliary systems shall require consultation with the Building's consulting engineer for the purposes

of coordination and protection of the Owner's interest.

4. Electrical drawings shall show circuitry in its entirety as well as connected loads and a panel schedule.

5. HVAC and mechanical drawings shall show all duct work, piping, valves, equipment capacities physical size and

weight, CFM and GPM.

6. Final recommendations, as they relate to the integrity of the structural, electrical, mechanical, and life safety systems

of the Building's consulting engineer and environmentalist shall be binding on Tenant and shall be incorporated into

the new design if so directed. All costs incurred for the consultation to incorporate any changes into the design, and

the subsequent construction, thereof, shall be the responsibility of Tenant.

7. Tenant shall provide the Property Management one (1) set of "as built" reproducible floor plans upon completion of

the renovated construction work. An AutoCAD file should be provided if available.

8. Tenant acknowledges and agrees that any statements or decisions made or acts performed by Property Management,

including plan reviews, construction inspections and security clearances, shall be solely for the purpose of protecting

its interest in the building and shall not constitute representations, warranties or covenants of any kind whatsoever

made to Tenant or any other person or entity.

H. FIRE ALARMS

All modifications and/or connections to the fire communication, smoke detection systems and fire mains shall be

made by the Property Management's contractor regardless of location.

I. CONTRACTORS

1. Tenant shall submit a complete list of all proposed subcontractors scheduled to perform any work within

the Building. This list shall include contact persons and telephone numbers of all contractors,

subcontractors and other contractors who will work on the site.

2. INSURANCE REQUIREMENTS - Tenant's contractors and subcontractors shall submit current certificates

of insurance to Property Management prior to beginning any work. Limits of insurance shall be in the

minimum amounts specified in schedule A and B or as may be specified by Property Management as the

perceived risk changes from project to project. All statutory insurance requirements shall be included. A

list of insurance conditions required by Building Management, as Managing Agent for 600 Grant Street

Associates, is attached as Schedule A and B.

3. The work of all suppliers and subcontractors shall be performed in accordance with all applicable federal,

state, local codes and regulations.

4 a. Property Management reserves the unconditional right to direct any contractor, subcontractor,

supplier or consultant to change its methods of performance to fully comply with the conditions

stated herein as they relate to the safety, operation, structural integrity, life safety, electrical, and

mechanical systems in an effort to protect the interest of the Owner or to preserve the rights of

other tenants' quiet enjoyment.

b. Property Management reserves the unconditional right to bar the presence, on the premises, of any

person or entity which, in Building Management's reasonable opinion, has not complied with its

requests or as such directives relate to the safety, operation, structural integrity, life safety,

electrical, and mechanical systems.

5. At no time is Tenant or its subcontractor, supplier or consultant permitted to act as an agent for the Owner

or Property Management.

6. Neither Owner nor Property Management assumes any responsibility for the correctness or timeliness of

any performance by any person or entity performing work on the premises unless performed by Property

Management.

7. Tenant shall be responsible for all acts and omissions of its contractors, subcontractors and suppliers.

8. All requests for building services and clearances must be submitted by the Tenant or Construction Manager

in writing to Property Management.

9. Property Management reserves the right to require that a walk-through be conducted between

representatives of Property Management, Tenant and Tenant's contractors from time to time, including

prior to the commencement of construction and again upon completion of construction.

10. An unconditional Certificate of Acceptance or Completion (Final Certificate of Occupancy) issued by the

City of Pittsburgh shall be supplied to Property Management upon completion of the construction or

renovation.

11. Contractor and his employees are to be familiar and understand all sections dealing with security, fire

safety and environmental safety.

II. General Conditions

The following portions of the requirements shall apply to all work performed by or on behalf of Tenant in the

Building. It shall be Tenant's obligation to cause all of its subcontractors and suppliers to comply with the

following:

A. All Trades

1. All workmen shall attend to only the project for which they have been retained and shall not interfere with other

labor being performed for the Owner, by the Owner's or Building Management's employees, agents or contractors or

by contractors of other Tenants in the Building. Workmen shall not enter other tenant space or public spaces

without written approval of Property Management.

2. Tenant's contractors shall comply with Property Management's policies as to the hours of availability of the

Building's freight elevators, loading dock, and service areas. They shall also comply with Property Management

policies regarding the manner of handling materials, equipment, noise production and debris to avoid conflict and

interference with regular Building operations.

3. Any large deliveries such as sheet rock, pipe, furniture, etc. and the removal of construction debris requiring more

than two (2) freight elevator trips or causing the elevator to be motionless for more than five (5) minutes must be

made after 6:00 p.m. and through written request to Property Management.

4. Tenant shall be responsible to pay for the use of the service elevators when tenant requires a reserved elevator. The

elevator is reserved by manning it with a building security guard billable at the then current standard building rate

for a security guard.

5. Daily clean up of the site and related areas are required and must be to the reasonable satisfaction of Property

Management. Failure to clean up on a daily basis will result in the Building completing the clean up and charging

the Tenant for such work. Cleaning shall be controlled to prevent Tenant dirt and dust from infiltrating into adjacent

tenant spaces and mechanical areas. Telephone and electrical closets, as well as freight elevator bays, must always

be kept free of debris and cleaned upon the completion of each workday.

6. Tenant shall require its contractors, subcontractors and suppliers to maintain the use of sanitary facilities in the area

where they are working and to ensure their cleanliness. Property Management reserves the right to direct the use of

sanitary facilities deemed most appropriate for such use and will clean the areas with Building personnel at the

Tenant's cost if the areas are not kept clean on a daily basis.

7. Prior to working in or exposing any concealed areas such as opening the ceiling, attaching to beams, installing light

fixtures, etc., approval from Property Management on the Building's ACM work request form must be granted. This

applies only to unabated tenant spaces.

8. Tenant's contractors shall provide one A/B/C fire extinguisher for every 2500 s.f. of alteration area.

9. All removal of construction related debris from the building must be coordinated through the Property Management

office.

10. Tenant shall be responsible for obtaining security clearance, through Property Management, for all construction

personnel wishing access to the Building. Only written requests will be accepted. All construction personnel must

sign in with the Building's Loading Dock Security Guard and receive a building ID tag each day. Tags must be

turned in at the end of the project. After initial access all construction personnel should enter and exit via the

loading dock.

11. No parking of any employees will be permitted in the Building loading dock.

12. No shutdowns of any Building systems will be permitted without prior written notification to and written approval

from Property Management. All requests must be submitted with reasonable advance notice.

13. The use of any passenger elevator for the transport of workmen and materials is expressly forbidden at all times.

14. Only the Building approved locksmith shall be permitted to do lock and key work in the Building.

15. All "core drilling" and/or cutting through the existing floors or walls shall be specifically noted in the Tenant's

construction drawings. Core drilling through the entire decking is not permitted until the building’s maintenance

personnel have removed the fire proofing from the underside of the deck. A fully completed ACM Work Request

form must be submitted for approval to the building management office. In addition, work due to noise, dust and

potential damage to steel members or fireproofing shall be restricted to off-hour implementation, in conjunction with

down-time on the central air conditioning system. Fireproofing affected (loosened, cracked or broken off) shall be

replaced with a cementous material approved by the Building and shall be accomplished under the Tenant's

renovation project. All cutting and coring shall avoid in-floor electrical raceway channels. All such work must be

coordinated through Property Management and shall follow any and all recommendations of the Building

environmentalist, Fire Safety Coordinator and Chief Engineer.

16. No access, holes or penetrations to the existing ceiling and/or perimeter walls and/or core area walls are permitted

without prior written request and subsequent written approval from Property Management. Approval must include a

fully completed ACM work request form.

17. No burning or welding of any kind will be permitted without a Building fire watch and prior written approval from

Property Management. Upon receipt of a written request from the tenant or contractor (24) hours prior to work,

Property Management will supply a fire watch at the expense of the Tenant or contractor. If soldering or open flame

heating is to be done, Building Security will be scheduled to visit the site when the job is to commence. During this

visit security will ensure the following:

a. A fire extinguisher is in the immediate work area.

b. The proper fire alarms have been placed out of service.

c. The contractor's work area is properly protected from any adherent dangers due to the soldering.

d. Fumes or odors from the operation must be properly exhausted and filtered to prevent migration from the

work area.

When the above conditions have been met, Security will permit the contractor to proceed and the guard will leave

the work site.

Upon the completion of work, the contractor must notify Building Security. At that time Security will re-inspect the

work area to ensure that no type of danger exists. Once it is established that everything is safe, the contractor doing

the work will be permitted to leave the work site and Security will place the fire alarms back in service.

18. Miscellaneous

a. There shall be no spray painting of any kind or any painting of oil base paint during normal working hours

(5:00 a.m. - 7:00 p.m.). Fumes or odors from the operation must be properly exhausted and filtered to

prevent migration from the work area.

b. All wood or lumber used in concealed construction shall have a two-hour fire rating. A certificate thereof

shall be submitted to Property Management. All other wood or lumber shall have a two-hour fire rating if

available.

c. All floor and core wall penetrations included in the electric and telephone closets must be fire and smoke

stopped using Building approved materials to provide a minimum two-hour fire rating. Approved fire-rated

caulk shall be used to achieve this rating. All fire or smoke materials must meet the approval of the

Building's Fire Safety Coordinator.

d. A certificate of any insulation material used on the project shall be submitted to Property Management.

any environmental or safety hazards associated with the site and/or job.

. Secure and make arrangements that the following have been submitted to the Building's

Construction Manager:

a. Work plans and shop drawings submitted and approved.

b. Work schedule, listing project duration days and shifts to be worked provided.

c. The building has prepared work areas containing asbestos for access. O&M work

request forms submitted and completed.

d. Arrangements for Fire Safety completed:

1. Securing smoke detection systems

2. Fire watch and hot work permits obtained

B. Electrical Trades

1. All electrical service exceeding the needs for Building Standard space illumination, as provided by the

Building Standard lighting system, and one (1) watt per square foot for electrical devices shall be

specifically identified and the costs associated with the installation of separate electrical distribution and

metering shall be paid by the Tenant. Only Emon Demon demand meters and Square D distribution panels

are permitted for use in the U. S. Steel Tower.

2. The circuitry for each floor must originate from the electrical closets on that floor.

3. Wiring located above the finished ceiling (return air plenum) is not permitted without prior written

approval from Property Management. If approved, wire must be rated for environmental air spaces, fire

rated, and removed at Tenant's expense at the end of Tenant's lease.

4. All circuit breakers, switches, transformers, etc., must be precisely labeled on the drawings and at the panel

as to circuitry and devices controlled.

5. Electric and telephone closets must be broom cleaned and free of debris and materials during and upon

completion of construction each workday. All covers and panel trims shall be properly reinstalled.

6. The Property Management's electrical contractor shall be entitled to make at Tenant's cost all necessary

connections to all Building systems. This includes but is not limited to the fire alarm system, emergency

lighting system, main switchgear system, strobe circuits, etc. The Tenant's electrical subcontractor shall be

responsible to properly coordinate the need for this assistance through Property Management at the

Tenant's cost.

7. At no time shall more than one circuit be placed on a single breaker.

8. Any modification, alteration or movement of any fire alarm system component is absolutely forbidden

without complete design data approval from the Building's fire protection engineer.

9. Upon completion of work, circuit breaker panels will be left with acceptable phase balancing.

10. Design data identifying the existing and new connected power and lighting loads shall be submitted, prior

to starting construction, in writing to Property Management.

11. Electrical and communication wiring shall be kept in floor raceways, which shall be coordinated with and

approved by Property Management.

12. The Owner and Property Management shall not be responsible for any disturbance or deficiency created in

air conditioning, exhaust, plumbing, electrical, structural, fire, water and auxiliary systems disturbed as a

result of Tenant's renovations. All penetrated steel shall be identified and reinforced as required by

Property Management. It shall be the Tenant's responsibility to correct problem conditions and to restore

the services to the complete satisfaction of the Owner.

13. All core drilling must be performed between the hours of 5:00 p.m. and 7:30 a.m. Monday through Friday,

or all day on the weekends. (See General Conditions Section II, A, 15)

14. Cable pulls above suspended ceiling, clamping or penetrating the structural members or decking is not

permitted without permission from building management. An ACM Work Request form must be

completed before conducting work on any unabated floor or when working in the shaft area.

C. HVAC Trades

1. All return air inlets in demolition areas shall be filtered before any work is started. Filters must be

regularly maintained and changed throughout the construction period.

2. A Tenant's cubic feet of air (CFM) requirements shall not exceed the allocated CFM capacity per square

foot for the space being leased.

3. Tenant toilet rooms or other exhausts shall not be connected to the Building's existing main toilet room

exhaust without the prior approval of Property Management as rebalancing of the exhaust system may be

necessary.

4. Location of new partitions shall not be installed under or adjacent to existing air supplies which prevents

standard maintenance. If Tenant plans require installation under existing air supplies, the supply shall be

relocated or modified at Tenant's cost.

5. No flexible ductwork shall be used in the Building's HVAC system over six feet (6') in total length each

and must be rated for high-pressure systems. All material to be used shall consist of a type approved, in

writing, by Property Management.

6. No air-cooled condenser air-conditioning units are permitted. Design for domestic water-cooled units may

be permitted but only with Property Management approval. All water-cooled unit installations shall

include a Rockwell remote reading water meter and electric meter as approved by Property Management.

Only Emon Demon demand electric meters are permitted for use in the U. S. Steel Tower.

7. Tenant is responsible for having its contractor balance the Variable Air Volume System upon completion of

the renovation work. The total air quantities of all tenant spaces shall not exceed the original airflow and

system design, which existed prior to reconstruction. Tenant shall submit a balancing report to Property

Management for review and approval upon completion of the renovation work. Any modifications, which

may be required, are the responsibility of the Tenant.

8. Design data identifying total HVAC, CFM and GPM shall be submitted to Property Management in writing

prior to installation for approval and upon completion for purposes of maintaining building records.

9. All condenser water pumps will be installed in a curbed waterproof enclosure with a floor drain provided.

10. All pumps, equipment and piping shall have vibration isolation dampers.

11. All copper to iron connections shall have di-electric fittings.

12. The Owner and Property Management shall not be responsible for any disturbances or deficiency created in

air conditioning, exhaust, plumbing, electrical, structural, fire, water and auxiliary systems disturbed as a

result of Tenant's renovations. Property Management must pre-approve all steel penetrations. They shall

be identified and reinforced as required. It shall be the Tenant's responsibility to correct problem

conditions and to restore the services to the complete satisfaction of the Owner and Property Management.

13. The HVAC contractor must have permission from building management to access areas above suspended

ceilings or to affix clamps, cut holes, weld to structural members, walls or decks. An ACM Work Request

form must be completed before conducting work on any unabated floor or when working in the shaft area.

14. Hangers may only be attached to the deck above at the decking seams to avoid penetration of the electrical

cells in the floor above.

D. Plumbing Trades

1. All plumbing work involving soldering or the use of open flames must be monitored by Building Security.

This service must be requested by the Tenant or Construction Manager in writing to Property Management

with 24 hours prior notice. Upon receipt of a written request from the Tenant or contractor, Property

Management will schedule Building Security to visit the site when the job is to commence. During this

visit security will ensure that the following:

a. A fire extinguisher is in the immediate work area.

b. Proper fire alarms have been place out of service.

c. Verification that the contractor's work area is properly protected from any adherent dangers due to

the soldering.

d. Odor and fumes from the welding or soldering work must be properly exhausted or filtered to

prevent migration from the work area and to occupied areas.

e. When the above conditions have been met, Security will permit the contractor to proceed and the

guard will leave the work site.

f. Upon the completion of work, the contractor must notify Building Security. At that time, Security

will re-inspect the work area to ensure that no type of danger exists. Once it is established that

everything is safe, the contractor doing the work will be permitted to leave the work site and

Security will place the fire alarms back in service.

2. No lead solder of any kind is to be used in the domestic water system, including joint connections. All

piping shall be copper type "L" hard drawn.

3. Shut-off valves are to be provided as close to equipment as possible but not farther away than the ceiling

above the equipment. Access must be provided through drop ceilings and an access panel must be installed

in hard or drywall ceilings.

4. The Owner and Property Management shall not be responsible for any disturbances or deficiency created in

air conditioning, exhaust, plumbing, electrical, structural, fire, water and auxiliary systems disturbed as a

result of Tenant's renovations. Property Management must pre-approve all steel penetrations. They shall

be identified and reinforced as required. It shall be the Tenant's responsibility to correct problem

conditions and to restore the services to the complete satisfaction of the Owner and Property Management.

5. The Contractor shall have permission from building management to access above suspended ceilings.

O&M Environmental Work Request Forms shall be completed for non-abated areas prior to work

commencement.

6. Tapping into existing utility piping without prior Property Management approval is forbidden. All branch

piping shall be valved at the point of tap onto existing lines.

7. Routing of piping shall be planned to eliminate the need for penetration of structural steel or power

distribution floor troughs, if possible. Property Management must pre-approve all steel penetrations, which

shall be identified and reinforced as required. Tenant and subcontractors must have written approval from

Property Management and a fully complete ACM work request form prior to initiating any work on

unabated floors or when working near the shaft.

8. All hot and cold water piping shall be insulated with an approved material.

9. Drainage pipes shall be pitched not less than 1/8 inch per lineal foot or as required by code. Vent pipes

shall be pitched as required by code.

10. No PVC piping shall be permitted in the U. S. Steel Tower.

III. LIFE SAFETY AND SECURITY

SECURITY

In order to maintain security within the U. S. Steel Tower, we require all contractors to abide with the U. S. Steel

Tower regulations as follows:

1. All contractors and employees must enter and leave the building through the loading dock.

2. All personnel must sign in every day and obtain a contractors badge. Contractor personnel are required to

conspicuously display the identification badge on outer garments at all times while on U. S. Steel Tower

property.

3. Delivery of materials will also be made at the dock. The contractor when making a delivery of goods must

supply the following information.

A. Product

B. Quantity

C. Location to be used in building

D. Inventory of gases and the number of cylinders

E. Provide MSDS sheets at the start of the project or upon delivery of products

F. Materials cannot be left at the dock. All materials must be taken to the floor where the work is being

performed.

4. Smoking is not permitted in the building. A smoking area is provided in the rear of the building.

5. Contractors and employees are not permitted to use the passenger elevators to transport tools, materials or

other equipment. Passenger elevators will only be used when management approval is received.

6. The freight elevators located in the service corridors are the only elevators to be used for transportation of

tools, materials and equipment.

7. A property removal slip, signed by an authorized official, is required when property is being removed from

the building. The property removal slip will be surrendered to a Security Officer at the dock when leaving.

8. After award, all contractor and subcontractor employees will be required to furnish information for

security clearances and comply with security regulations as imposed by Building Management. Building

Management will require a list of all contractor and subcontractor employees who will be working within

U. S. Steel Tower along with their social security numbers and date of birth. This information is required so

that Building Management may perform background checks for felony convictions. Each employee will be

required to sign a form authorizing these background checks. Contractor employees refusing to permit

Building Management to perform a background check will not be permitted on the premises.

9. Building Management reserves the right to exclude or remove from the site or building any employee of

the contractor or subcontractor whom Building Management deems incompetent, careless, insubordinate or

otherwise objectionable or whose continued employment on the U. S. Steel Tower project is deemed by

Building Management to be contrary to Building Management’s interests.

U. S. STEEL TOWER

In order to provide for fire and life safety within the U. S. Steel Tower, we require all contractors to abide with the

U. S. Steel Tower regulations as follows:

FLAMMABLE AND COMBUSTIBLE MATERIAL

1. All non-latex paint, paint thinner, lacquer, and all flammable and combustible materials will be removed from

the building following the completion of work on a daily basis or stored in an approved fireproof enclosure.

2. All paint brushes, rollers, rags, wiping materials, and equipment or material used in conjunction with painting

will be removed from the building following the completion of work on a daily basis or stored in an approved

fireproof enclosure.

3. Gasoline is not permitted to be used as a cleaning agent.

4. Flammable liquids are not permitted to be stored below ground level of any building.

5. All containers must be labeled with the manufacturer's label.

6. All Liquid Propane Gas (LPG) container storage must be outdoors.

MATERIAL DATA SAFETY SHEETS

Material Data Safety Sheets (MSDS) information will be supplied to the Fire/Safety Director for all products

brought into the building.

FIRE DETECTION, SUPPRESSION AND ALARM EQUIPMENT

a. The contractor will place the fire alarm system “on-hold and live” by notifying Security at 412-553-8838. Any

and all costs associated with false alarms caused by the contractor will be borne by the contractor.

b. Smoke detectors will not be covered, obstructed or tampered with by the contractor. Costs associated with

cleaning, adjusting, repairing or replacing damaged smoke detectors will be borne by the contractor.

c. Not permitted to block or obscure from view standpipes, fire hose, fire extinguisher, fire department valves or

any fire fighting equipment.

"HOT WORK"

a. The Fire/Safety Director prior to the commencement of work must approve any work requiring the use of any

heating or thermal device or heat-producing chemical.

b. An operational fire extinguisher rated for the type of work must be located at the site of any soldering, welding,

melting or other "hot" work. A fire watch must be maintained throughout, and for a minimum of 30 minutes

following any "hot" work.

FLOOR PENETRATIONS

The Fire/Safety Director prior to the commencement of work must approve any vertical penetrations through a

floor. A permit must be issued prior to any work.

LIFE SAFETY

1. No smoking is permitted on any floor or stairwell.

2. Electrical and propane space heaters are prohibited.

3. Obstructions are prohibited in exits, aisles, corridors and stairways. Means of egress shall be maintained in a

safe condition and free of all obstructions.

4. Stairwell or service corridor doors will not be blocked open with wedges, doorstops, etc.

5. Dangerous conditions liable to cause or contribute to the spread of fire are prohibited.

IV. ENVIRONMENTAL SAFETY AND HEALTH

1. All materials brought into or used within the Building during construction/renovation activities must be handled

in an environmentally safe manner. All flammable material, paints, etc., shall be removed from the building at

the end of each shift.

2. Materials Safety Data Sheets (MSDS) for all material products used within the Building must be made available

at the construction work area. All containers and chemical products must be properly labeled and sealed after

use.

3. An inventory of the chemical, paints, liquids and compressed gases that will be brought into the building for the

project must be submitted prior to delivery.

4. The contractor and/or Tenant is responsible for the proper storage, handling, and disposal of all their chemical

products, including paint cans, brushes, solvents, waste liquids and compressed gas cylinders. Waste products

such as empty can, solvent rags, etc. may not be disposed of in the Building's trash facilities without prior

written permission from Property Management.

5. All construction work activities involving access to exposed asbestos containing fireproofing material must be

approved and reviewed by Property Management. All contractor employees must be informed of the presence

of the material in these work areas and instructed on their company's approved Safety and Health Work Place

Practice Programs. The company must provide documentation that they have provided Environmental

awareness and Safety and Health training to their employees.

6. No smoking is permitted within the building including within a construction area or floor.

V. CONTRACTOR RELEASE & MAINTENANCE GUIDELINES

CONTRACTUAL/ADMINISTRATIVE

Refer to the building's Tenant and Construction Manual before proceeding.

1. Building management shall be notified as soon as any renovations or alterations are being planned in order

to ensure that projects are performed in accordance with building management's current standards and

operating parameters.

2. Tenant(s) shall provide pre-planning notification to building management in writing, including a minimum

of the following information:

A. Proposed schedule for performance of:

a. Planning

b. Design

c. Construction

3. Specific location of proposed work with a schematic sketch plan.

4. Specific Scope of Work including the proposed changes as they effect the building and its major systems,

i.e., General, Electrical, Plumbing, HVAC, Fire Protection, Elevators, Communications, Structural and

Fireproofing Construction.

MAINTENANCE GUIDELINES

Building Management hereby notifies contractor that asbestos is present in the U. S. Steel Tower, located at 600

Grant Street, Pittsburgh, PA 15219. It is the intent of Building Management to prevent inadvertent release of

asbestos containing materials (ACM) during maintenance, renovation or general operations, and to maintain the

building as free of asbestos contamination as possible. Therefore, your review and acknowledgment of the

information listed below is required.

Based on a physical survey by an independent testing organization, asbestos has been located in the building. The

main source of ACM is the fireproofing material present above the suspended ceiling. The fireproofing is composed

of between 5 - 20% chrysotile asbestos. It is consistent and in good overall condition. Test results are available for

review upon request. Since Building Management is committed to prevent inadvertent release of the ACM, we will

not permit any activities in this building, which may present health hazards to employees and/or tenants. Therefore,

your company and all employees must adhere to the following guidelines:

1. No access for normal routine building maintenance will occur on unabated floors in areas above the

suspended ceiling or areas showing exposed spray-on-fireproofing between the hours of 4:30 a.m. and 8:30

p.m. Sunday through Thursday, without express written consent.

For access in the above references areas during the O&M shift between 8:30 p.m. and 4:30 a.m., the

following applies:

A. If the contractor, environmental consultant, or Building Management determines that work cannot

proceed without ACM disruption, the contractor must immediately cease all work and contact building

management. Work will not resume until written approval is again obtained.

B. If the contractor, environmental consultant, or Building Management determines that work will not

disrupt the ACM, the contractor will receive written approval to proceed. The following precautions

must be taken:

a. Access to work area must be controlled.

b. The air handling system must be shut off, or controlled, in the affected area.

c. Under no circumstances should you disturb any ACM. If inadvertent release of ACM occurs,

proceed immediately to notify security, the environmental consultant and building management.

d. Emergencies, non-routine building problems that occur will be handled on a case-by-case basis.

Upon discovery of an emergency situation, vacate the area, if necessary, assess the problem and

immediately contact security to report the incident.

e. In the event of reasonable accidental damage to ACM by a contractor, additional clean-up costs

will be borne by Building Management. However, any intentional or large disturbances, including

repeated occurrences will result in the cost being paid by the contractor and/or termination of the

contractor's services.

I hereby acknowledge that I have read and understand, and agree to follow the above stated information. In

addition, I hereby understand and acknowledge the following:

1. I may be exposed to work areas containing ACM, and I understand and am aware of the dangers inherent in

the handling of disturbed asbestos, including but not limited to the fact that asbestos is a known carcinogen

and may cause cancer.

2. I agree to adhere to all rules and regulations pertaining to the handling and/or disposal of ACM, including

but not limited to OSHA, EPA, state and local rules and regulations.

3. The contractor warrants that all of its employees who shall have access to the work areas covered herein are

under written obligation to the contractor to adhere to the contract's guidelines hereunder. The contractor

may further require each employee given access to such work area herein to sign a copy of these guidelines

to be provided to Building Management prior to performance of such services.

4. This is not a contract for services between the parties. Nothing contained herein shall be construed to

obligate either party to negotiate with the other party for any contract or agreement, but rather a formed

means of notification.
