Location of the position: This position will be SITE SPECIFIC in Albuquerque, NM. The Chief Information Office (CIO), formerly Information Resource Management (IRM) manages the hardware, software, phones, radios and networks for the Forest Service. The R3 Land Mobile Radio Manager provides leadership , management and supervision to 2 GS-856-12 Supervisors , 12 GS-856-11 Electronic Technicians and 2 GS-856-09 Electronic Technician located throughout the region to ensure that vital radio communications are fully operational especially during fire season when fire threatens the safety of our staff, the public, and the wild lands. Incumbent serves as a Regional Radio Manager with primary leadership and maintenance responsibilities for Land Mobile Radio (LMR) Systems within their Region and is the first line of contact with the Regional Forest leadership. Represents the needs of the region with Senior Chief Information Office Staff primarily in Land Mobile Radio, but also with leadership across the Chief Information Office. The incumbent provides administrative and technical supervision necessary for accomplishing radio program work across the Region. administrative special projects.

Incumbent is required to support All Risk Incidents and may be required to be on call 24/7. Provides

Communications Technicians (COMTECHs) and COMTECH Unit Leaders for Communications Advanced

Teams (CAT), Type 1 Fire Incident Teams, and for local incident fire support. Ensures temporary radio

communications are reestablished during fires. Incumbent stands duty as the CIO Duty Officer as required.

Incumbent leads by example in defining a customer service culture to ensure that all customers are treated with

respect and civility. Ensures that whenever possible the CIO staff cultivates partnerships with our customers in

developing solutions to meet their needs. Proactively develops partnerships with key stakeholders, other

agencies, and USDA to provide the best value in the services and solutions developed and offered by the CIO.

Major Duties:

Supervision – 30%.

Supervises a group of employees performing work up to the GS-12 level which are located on National Forests

and Grasslands throughout the Region. Provides administrative and technical supervision necessary for

accomplishing radio program work across the Region.

The position plans the work to be accomplished by the unit, assigns work to employees, and establishes

production or quality standards for the unit’s work. Responsibility includes establishing and communicating

guidelines and performance requirements to employees; conducting formal performance reviews; and

identifying and providing for the developmental and training needs of employees. The incumbent hears and

resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious

cases. The position performs administrative and human resources management functions for the unit; provides

advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety

regulations.

Ensures subordinates are trained and fully comply with the provisions of applicable safety regulations to

prevent any minor or major incidents, accidents, or injuries. Responsible for employees’ use of Personal

Protective Equipment (PPE) in accordance with established safety guidelines as required to perform work

safely. Manages Regional Job Hazard Analysis (JHAs) Program for work performed in hazardous environment

and conditions to include:

• Site access: arduous hiking, rafting, boating, helicopter, airplane, horseback, all terrain vehicle

(ATV), snowshoeing, skis, snowmobile, or snow cats.

• High risks of exposure to potentially dangerous situations or unusual environmental stress requiring

a range of safety and other precautions where conditions cannot be controlled (e.g., working at great

heights under extreme outdoor weather conditions; camping overnight in wilderness areas).

• Tower Climbing; and heavy lifting and carrying.

• Exposure to possible non-ionizing radiation (radio frequency emissions hazard).

Program Management of Regional Radio Systems - 30%.

Manages and exercises overall program responsibility and project management activities for the Regional Land

Mobile Radio Systems. Provides technical advice to management concerning radio communication problems

and questions, and develops alternatives and options to meet requirements in a variety of physical and

environmental circumstances.

Sets priorities based on extensive knowledge of agency programs, policies, and procedures, and redirects

program efforts to meet changing deadlines and goals. Coordinates with senior management on projects for the

Regions and on national projects where applicable.

Represents the CIO while fostering relationships with the regional leadership, forests in the region, other

government agencies and partners in areas related to Forest Service Land Mobile Radio. Facilitates

cooperation and sharing where beneficial to the parties involved.

Specifically:

• Provides Land Mobile Radio System subject matter expertise to the Region.

• Manages the development of equipment and service requirements to include technical

specifications, equipment design and configuration.

• Coordinates the design of Regional Land Mobile Radio Systems.

• Develops training strategies, installation plans, and maintenance policy.

• Manages the installation and maintenance of Land Mobile Radio Systems which may include: Very

High Frequency (VHF)/Ultra High Frequency (UHF), portable and mobile radios, antenna systems,

base stations, repeaters, and microwave.

• Manages the installation and maintenance of Land Mobile Radio Systems radio control components

and links including: Radio Control over Internet Protocol (RCoIP), VHF/UHF links, Ear and Mouth

(E&M) interface, channel banks, dispatch consoles, tone remotes, and/or T1–T3 data circuit

interfaces.

• Manages the installation and maintenance of lightning protection and grounding systems, and

primary and backup power systems which may include: solar systems, AC/DC, propane systems,

wind, thermal, and/or geothermal equipment. Coordinates the design of primary and backup power

systems.

• Manages the installation and maintenance of radio towers and communication shelters.

• Manages the testing, acceptance, and user training for Land Mobile Radio System components.

• Oversees programming of authorized Land Mobile Radio frequencies into radios, requesting

frequencies, mitigating and deconflicting interference issues, collaborating with other entities to

write channel plans, and providing interagency collaboration on frequencies.

• Manages Regional emergency Land Mobile Radio communications support and intra- and

interagency radio collaboration.

• Manages the Regional tower climbing program in order to perform Land Mobile Radio System

installation and corrective/preventive maintenance.

• Manages Regional Land Mobile Radio Maintenance Program within their geographic area of

responsibility to include incident ticket management.

• Conducts forest wide radio infrastructure upgrade reviews.

• Manages numerous short and long term Regional radio infrastructure improvements to increase

system reliability, enhance performance, and increase radio coverage.

• Ensures subordinates are adhering to safety standards and policies.

• Supervises and performs telecommunications duties as directed/required.

Participates in Preparation of Forest Service-wide Land Mobile Radio System Strategic Plans and

develops Regional Radio Budget - 20%.

Participates in Land Mobile Radio System strategic planning. As a subject matter expert, develops, directs, and

administers short and long-range plans and projects. Participates in developing goals, objectives, and

strategies, and in other strategic, tactical and business planning activities. Interprets policy and prepares

resource plans for new service levels and equipment capabilities to be installed in a variety of operating

environments.

Assists in the gathering of information and preparation of operational and capitalization budgets. Responsible

for developing and managing multiple budgets to ensure necessary resources are available and projects are

completed. Develops cost benefit analyses independently for various services and equipment configuration

options.

Coordinates with user specialists and with vendor personnel to assure that all technical factors have been

identified. Identifies and evaluates future and emerging technologies, such as those related to Radio over

Internet Protocol technologies. Disseminates information about the latest technology developments available in

the marketplace through such activities as the preparation of technical reports and the arrangement of vendor

presentations.

Participates as a representative in technical conferences and meetings with other Telecommunications

personnel within the agency and/or components of private organizations and/or other government agencies.

Attends high level meetings and interacts with key personnel in Forest Service management. Leads annual

Regional Radio Program Reviews.

Acquisition and property management of Regional Land Mobile Radio Systems - 20%.

• Ensures orders for equipment and services submitted to the Acquisition Manager are prepared in

accordance with established organizational procedures and processes.

• Manages the Contracting Officer Technical Representatives for Land Mobile Radio-related

equipment and services.

• Manages site survey development and as built system designs.

• Manages the development of emergency action plans for all Land Mobile Radio sites.

• Manages inventory control and property management of Regional Land Mobile Radio Systems.
