“Engine Room Europe is a three-‐year programme (April 2011-‐May 2014) of ac,vi,es dedicated to independent cultural workers and their crea,ve processes. It is ini, ated by Trans Europe Halles (TEH) and co-‐ordinated by Melkweg (Amsterdam, The Netherlands) in associa,on with 10 co-‐organizing TEH members. Engine Room Europe has been funded with the support from the European Commission. This publica,on [communica,on] reflects the views only of the
author, and the Commission cannot be held responsible for any use which may be made of the informa,on contained therein”.
Tabačka & Košice
Tabačka is a former tabacco factory, situated in Košice, that was renovated and transformed into a cultural and social project. It surveys and presents current local and mul, disciplinary interna, onal produc,on in arts. The centre func, ons as a plalorm for young crea,ve people wan,ng to set up small businesses in Košice.
Košice is a city of 250.000 that lies close to three na,onal borders: Hungary, Ukraine and Poland. The border with Ukraine became the external Schengen
border in 2007, making movement across it difficult and complica,ng communica,on and coopera,on among ar,sts and cultural workers. For Tabačka this is a major issue: despite the will, the centre cannot easily work with their close neighbours.
In 2013, Košice will be the European Capital of Culture. The project stresses Košice’s posi,on on the Schengen border and has an ambi,on to make the city a cultural and ar,s,c exchange point between Eastern and Western Europe.

Engine Room Europe Day: Open Space
WHAT IS OPEN SPACE?Engine Room Europe Day on Friday 11th May was devoted to capacity building and professional development for the future sustainability of the independent cultural sector in Europe. Open Space is a format that opens a common space for informal co-‐learning and co-‐construc,on. The session was held in English and led by professional Open Space facilitators Conscious Partners.
WHAT ISSUES WERE DISCUSSED?This theme of Overcoming Borders is linked to the situa,on of Košice, a city at the Schengen border. The topic was also chosen because it could be seen from several different direc, ons, all relevant for TEH Members and Friends: poli, cal, cultural, human, social.
During the day, we asked the specific ques,on: What borders are we facing and what do we want to achieve? This Open Space gave the mee,ng par, cipants the opportunity to highlight the borders that they share with other TEH members and to discuss possible ways to overcome these!
WHAT TOPICS WERE RAISED?1. How to manage projects in circumstances of no freedom?2. How to transform a border into a point of encounter?3. How to not lose your passion and energy you had when you started your cultural organisa,on?4. Fundraising & sponsorship5. How to work with volunteers?6. How to cooperate and overcome borders of compe,,on?
5
7. What does European dimension mean? Boycot of Ukraine?
8. Eastern partnership -‐ what are the stereotypes?9. Arts, human rights and civic society.10. Standards vs diversity and mul, disciplinarity.
At the end of the day, the objec,ve was to produce ac,on plans for improving partnerships and exchanges between TEH Members and between TEH and other networks.
WHAT ACTION PLANS WERE PROPOSED?1. Mobility fund: Interac,ve map of East-‐West collabora,ons.2. Training for mentors.3. TEH diary for Staff Exchangees and Volunteers.
4. Revision of TEH Communica,on Strategy.5. New input: fresh ideas to “old” regular programmes.
Panel debate: Košice and Crossing Schengen
All TEH Members are used to facing and overcoming borders in their daily work; whether they are physical, social or poli, cal. For Tabačka, the meaning of “border” is all the more immediate as it is situated in Košice, a city that lies close to three borders. To address this issue, cultural actors from Ukraine, Belarus, Moldova and Russia were invited to par, cipate in a panel debate on Saturday, 12th May.
SPEAKERS Vladimir Us is an ar,st and curator based in Chisinau, Moldova, as well as founding member of
Oberliht Young Ar,sts Associa,on (hvp://oberliht.com). In his recent works and projects, Us ques, ons the process of forma,on and transforma,on of the public space in post-‐soviet ci,es and other territories in transi,on.
Anna Christoserdova is a co-‐owner, curator and producer at Y Gallery of Contemporary Art in Minsk, Belarus. Her most recent curatorial and collabora,ve projects include the Belarussian-‐Swedish project Visual Arts and New PracEces and New Urban Topologies in coopera,on with FargFabriken (Sweden) and Red Corner .
Anna Ptak is a curator, producer and researcher in contemporary art, and a member of the A-‐I-‐R Laboratory curatorial team – a residency program at the Centre for Contemporary Art Ujazdowski Castle in Warsaw. Ptak was the editor of Re-‐tooling Residencies. Notes on the Mobility of Art Professionals (2011).
Ludwig Henne is a Robert Bosch Cultural Manager at the NGO Kosice 2013. He is responsible for establishing and running an interna, onal ar,sts in
6
residence programme (K.A.I.R. Kosice Ar,sts-‐in-‐Residence) in the framework of the European Capital of Culture 2013 program. K.A.I.R. focuses on coopera,on with the EU’s Eastern Partnership countries through ar,st exchanges.
MODERATORVictoria Ivanova is a co-‐founder, strategy manager and curator at TEH Member centre IZOLYATSIA (Donetsk, Ukraine) -‐ a cultural centre located on the territory of a former insula, ons materials factory. She is also a member of the Coali,on for Arts,
Human Rights and Social Jus,ce and the European Union Access to Culture Plalorm.
DISCUSSED ISSUES• The s itua,on of independent cultural organisa, ons in Ukraine, Belarus, Moldova introduced by representa, ves of the organisa, ons• Possibili,es of cultural exchange between EU and the “EU neighbourhood countries” (Belarus, Ukraine, Moldova, Georgia, Azerbaijan, Armenia)• What are the aims, problems and possibili,es of cultural co-‐opera,on across the Schengen border?• How to create an effec,ve network between cultural organisa, ons from the EU and non-‐EU members?• What role does the Košice region play in the exchange between these organisa, ons? The proposal for a new EU culture programme “Crea,ve Europe,” currently under discussion, includes more support for coopera,on between ar,sts and cultural ini,a,ves across the borders of the EU from 2014 onwards. What significance will that have if the proposal goes through?
Wall of Borders
To start reflec,ng on the topic of Overcoming Borders, the mee,ng par, cipants were asked to bring a photo, illustra,on or a descrip,on of a border they face in their daily work/life. This was posted on a Wall of Borders close to the main entrance of Tabačka, where they were able to share and discuss with others. Everyone who brought an example of a border shared with us the story behind it and the possible ways to overcome it. Whether it is a geographical, poli, cal or social border, we all face them. It is important to raise the
awareness that the construc,on of a more united Europe can be possible through the realiza,on of concrete projects, led at regional, na,onal and transna, onal level. As a result of more frequent contacts and tangible achievements affec,ng directly ci,zens’ daily life (in educa,on, culture, social life and environmental planning), the inhabitants of a certain area can strengthen their mutual understanding and develop deeper ,es with each other.
7
Swap MarketDuring the Swap Market on Saturday evening, the mee,ng par, cipants had the chance to swap items with each other and cross other kinds of borders.
Some brought books, others films and third relied on exchanging music, postcards and notebooks.
General Assembly, 12th May 2012DECISIONS1. Haceria, Bilbao, Basque Country and An,c Teatre, Barcelona, Spain were approved as TEH Members.2. The Annual Accounts of 2011 and the TEH Annual Report 2011 were approved.3. The budget for 2012 was presented and approved.4. A new elec,on procedure was approved. According to it, a new elec,on commivee will be elected to work on the selec,on of candidates for members of the Execu,ve Commivee.
SUMMARYThe Execu,ve Commivee reported on its work on membership issues, selec,on process and support of independent cultural centres. Secretary General Birgiva Persson and Communica,on Assistant Plamena Slavcheva reported on the work of the Coordina,on Office. Anna Weitz, editor of the TEH online plalorm The Resource, presented the project and its development so far. Birgiva Persson also updated on the staff changes at the Coordina,on Office from June 2012.
Aresec ProgrammeOn Saturday 12th May, the mee,ng par, cipants had the unique chance to listen live the bands Chiki Liki Tu-‐a (Slovakia) and Nagual (Belarus). Nagual connect various cultures in their music, which they describe as "marching ethno-‐punk" and "ethnic surrealism". Another music treasure during TEH Mee,ng 73 was the band Kokavakere Lavutára, which is a Gypsy folklore project, seeking to preserve the original Gypsy song found in the region they come from, called Kokava. Their major breakthrough came in 2011, when they recorded the soundtrack for Guy Ritchie's film Sherlock Holmes: A Game of Shadows.

Excursion to the Slovak Paradise!
Warm-‐up session!
In the programme of TEH Mee,ng 73 was also included a warm-‐up session which took place on Friday and on Saturday. All mee,ng par, cipants had the great opportunity to prac,ce different excercises that foster concentra,on, improve auditory and visual skills and head rota,on. All these were helpful for increasing aven,on, memory and comprehension. Thanks to Ariadna, the trainig instructor of the session, everyone managed to warm up and gather energy for the rest of ac,vites of the mee,ng.
An excursion to the beau, ful na,onal park, Slovenský raj (Slovak Paradise), situated in the west of Košice, took place on Sunday 13th May. It has been a protected landscape area since 1964. The park has a variety of rivers, waterfalls, caves and historical relics, made our visit of the park a total adventure into the nature!
Parallel ac,vity for those who could not be there because of their flight schedules was a tour around some sites and venues of Košice – European Capital of Culture 2013.
Evaluaeon of Meeeng 72
Aper TEH Mee,ng 73, all par, cipants were invited to answer the ques, ons of the online evalua,on.
