HOUSE-RULES ENFORCEMENT
REGISTERED STR OPERATORS / AGENTS MUST BE WELL-VERSED IN ;
- House-Rules
- Strata Management Act 757 (Maintenance & Management) Regulation – Under
Third Schedule : BY-LAWS.
It is compulsory for each unit to have the House-Rules available for STR guests to
refer and follow.

HOTEL/RESORT !
- DO NOT CREATE NUISANCE FOR OTHER RESIDENTS.
- DO NOT LITTER REFUSE ALONG CORRIDOR. TO USE “BILIK SAMPAH”
OR BIN ROOM LOCATED AT EACH FLOOR.
- TO WEAR PROPER SWIMMING ATTIRE BEFORE USING THE POOL
- TO DRY YOURSELF BEFORE ENTERING TO LIFT LOBBY AND LIFT.
- FACILITY BOOKING SUCH AS TENNIS, BADMINTON COURT AND BBQ
PIT ARE NOT ALLOWED TO BE USED BY STR GUEST.
- TO PARK AT THE DESIGNATED LOT PROVIDED BY LG CAR
PARK(PUBLIC CAR PARK) OR VISITOR PARKING LOT (LEVEL P5 & P4).
- NOISE LEVEL AFTER 10PM SHOULD BE KEPT BELOW 50 decibel (DBA)

COMMUNA APP – FOR GUEST BOOKING
- STARTING 1-JAN, ALL REGISTRATION OF STR GUESTS SHALL BE DONE
USING THE COMMUNA APP.
- Registered Agent/Operator to be provided COMMUNA APP verification code for
the registered units under their care.
- QR code shall be generated by the COMMUNA APP upon the booking and to be
provided to Security upon check-in. Any unsuccessful scanning, Agent/Operator
has to attend to the guests in order to assist the check-in.
- STR guest without QR code has to be assisted by the registered Agent/Operator to
check-in.

- DBKL COB SOP for STR regulation in Kuala Lumpur.

- JMB shall propose to adopt the additional By-Laws provided by DBKL SOP in the
next AGM.
- SUMMARY OF THE ADDITIONAL BY-LAWS ; (FOR STR RELATED)
(a) Added functions of JMB/MC.
(b) Added compulsory responsibilities of parcel owners.
(c) Power of JMB/MC to impose fines.
(d) Form for STR Guest application to be completed by owner and agent with Guest
information.
(e) Deposit placement to Management by owner.
(f) Under-Taking Letter (certified by Commisioner of Oath/Magistrate/Section Court
Judge) by owner to JMB. Deposit shall be forfeited accordingly if STR guests do not
adhere to By-Laws.
Importantly, owners or assigned agent/operator to be solely responsible to the guests.

CASE STUDY – TEEGA RESIDENCE UNIT A-XX-XX
CHRONOLOGY OF EVENTS
- Mr A have engaged unregistered agent, Ms B(Filipino) to start a month lease at unit A-
XX-XX.
- Deposit RM1,000 and rental for the month of Sept-18(RM3,500) was paid by Mr A on
3rd Sept 2018 to Ms B.
- Mr C (owner of A-XX-XX) received RM3,500 for Sept Rental but not the Deposit.
- Mr A (tenant of A-XX-XX) paid RM3,500 for Oct-18 rental to Ms B(agent for A-XX-
XX)
- Owner of A-XX-XX did not receive the Oct rental as Ms B informed no one is
occupying the unit.
- Mr A wanted to continue with the Nov-18 tenancy and tried to contact Ms B but was
told that she was deported back to Philippines.
Ms B was staying in unit A-YY-YY (No tenancy agreement records) and there was a
move-out records on 1-Nov for unit A-YY-YY.
CONCLUSION :
- Mr A lost the deposit of RM1,000.
- Mr C lost the rental for the month of October.
- Ms B was confirmed deported back to Phillipines. Move-out form was submitted to
Management on 1-Nov.

MATTERS ARISING
- Registration of all guests are crucial as the above proposal is for the Main Guest(via
communa) only. The Management shall look into the VMS for registration of all
guests via ID card scanning(MyKad) and Passport No. Registration.
- More signages are required to show the directory and also BILIK SAMPAH to be in
ENGLISH language.
- Implementation of car park for STR guests using LG Floor and Visitor Parking
Lot(Level P5 for Tower Residence & P4 for Suites).
- Enforcement by Security personnel and to be more vigilant and strict on execution
level.
- Security improvements by developer is on-going. (CCTV, Access Card entry, )
- All agents/operators to send information (Full name, ID number, photograph,
contact number, company name and units listing).

- Target date for implementation 1st January 2019.
