Federal Government
Federal Government IT is being led by the shaping of digital business in Australia. Major projects for 2016/2017 are set to focus primarily on the transition to cloud, which in turn is redefining a number of IT roles and skill sets.
The transition to cloud and hybrid cloud as well as a large push towards the configuration of platforms with CRM services now etched over customisation is dominating the recruitment landscape. Data Analytics and Business Intelligence roles are growing in prominence, especially with the rate at which data is being generated. With this also comes an increased emphasis on data protection. The coming year will also see a growing move towards Agile development processes such as SCRUM. We also expect to see a focus on DevOps, essentially automating and speeding up the entire development process including change and release management. Mobility too remains a major concern for federal government and with that the security for end point devices.
These trends are driving significant growth across Security Specialists, Solution and Enterprise Architects, DevOps, Web Developers, Mobility Specialists, Data Analytics and BI Specialists, Programme and Project Managers and Business Analysts. In addition to these key IT skills employers are now looking for strong communication and consulting capabilities in individuals as well as business acumen as IT professionals face a need
to partner with the business more closely than ever before.
As always, such trends bring with them skills shortages and a battle to retain talent. Essential to retaining key IT talent and expertise is offering mature and flexible working arrangements. Likewise, there is a need to be flexible with hiring requirements. We advise employers to streamline recruitment process in order to be agile enough to attract and win talent in these hotly contested key skills. The agility of employers’ recruitment and on-boarding processes will determine who acquires the limited available talent in these key areas. There has been a maturing of some government departments (where it is not a security concern) to offer the flexibility to telecommute as well as flexible working hours. Government based IT roles also often provide a higher level of job security. These benefits are key to securing staff, with federal government survey respondents rating flexible working and flexible benefits as the two most important benefits when choosing a new role.
Job seekers looking to secure these roles need to come prepared with a strong digital/social media profile, complete with referrals and recommendations. Job seekers need to present themselves as an authority in the relevant area of expertise and provide a clear and concise CV geared towards this specialisation.

Apart from noting technical competencies it is important to ensure the soft skills, including strong communication and interpersonal skills are well represented.
When it comes to rates, skills that are in line key IT strategies and programmes will command increases as employers compete for talent in those areas. We have seen increases of up to 10 percent in the last six months in hotly contested areas. Additionally, over half of those surveyed expect to see an increase in contract rates in the coming 12 months. Outside of key areas rate increases have hovered between 3 and 3.5 percent over the past 6 months, a trend which is likely to continue. Federal Government departments usually recruit for IT specialists, wanting candidates with extensive commercial experience and relevant qualifications, hence providing higher rates. The Federal election will potentially cause some disruption to this, however the extent of this is not yet clear.

State Government
The move towards digital is set to drive significant recruitment and growth in within state government in 2016/17. Digital has become an increasing focus as government departments look to be at the forefront of how the public as a whole engage with the public sector. We expect this to be a key industry driver over the next 12 months.
In addition to this, 2016-17 will see a heavy demand for those skilled in SAP with a number of SAP programs kicking off across NSW Government. Interestingly, this is not affecting the job market as a whole as there are no major SAP programs taking place in private sector. The heavy demand for SAP skills will continue over the next few years as these programs progress and enter different phases of their lifecycles and others kick off. There are also a number of infrastructure programs ramping up, however this is again not creating significant skills shortages as a number of similar projects are starting to wind down in the private sector. The rise in demand for these skills has, however, seen a decrease in demand for those skilled in Java/.Net development when compared to volumes of previous years.
Due to the demand for certain skills the contract market is moving very quickly and the speed of the recruitment process compared to that of the private sector can be a challenge. Contractors are often not prepared to wait weeks for their next project and government employers can find they miss
out on candidates due to a slower hiring process. Employers need to be prepared to move quickly when interested in a candidate, delaying interviews and then job offers will result in losing out on top talent. In the current marketplace maintaining a good employer brand is key. This means ensuring your recruitment process is not overly onerous or long and making sure rates are always clear, among other areas. Renegotiating a rate post interview is a sure-fire way to damage an employer brand and leaves a bad taste in everyone’s mouth.
In spite of demand, rates are remaining very flat at the moment, even CPI increases to cater for inflation have been extremely low. In real terms rates are going backwards. There is not an appetite for an increase in rates the current climate and this is unlikely to change in the next 12 months. Employers seeking to secure good candidates should consider placing more weight on alternative attraction methods such as tenure for contracts, more stability, large environments and big projects.
Job seekers need to realistic about rates and commit to an agreed rate. Seeking to renegotiate at the offer stage does not put you on the best foot with a new employer. We advise keeping your resume up to date and being willing to be flexible to interview at short notice for the right role as this could be the difference between a job offer and losing out on an opportunity.
