Introduction

Commission Decision 2010/670/EU (the 'NER 300 Decision') provides the legal basis for annual reporting from Member States to the European Commission in relation to the implementation of the Projects following the date of the entry into operation.

Commission Implementing Decision C(2012) 9432 final of 18 December 2012 ('NER 300 Award Decision') sets out the requirements for reporting from Member States to the European Commission from the adoption of the award decision onwards.

This document is the template for annual reporting from Member States to the European Commission. It may evolve in light of the experience gained from its use. For this reason, we recommend that you always use the latest version available on the European Commission's NER 300 website. For the first call, this is http://ec.europa.eu/clima/funding/ner300-1/index_en.htm.

The NER 300 Decision and NER 300 Award Decision are the key references providing the benchmarks and context to the questions in this template.

The completed, signed and stamped template should be submitted in PDF format on the DECLARE IT tool [insert link] no later than 31 December each year from 2013 to the year of the project's long-stop datedate of entry into operation. It’s a mistake to attempt, in this single report, to cover the phase before the date of entry into operation and the phase after. Separate report templates appropriate to each phase should be created because:Different questions are relevant to both phases (as we see in slide 8 and slide 9 of http://ec.europa.eu/clima/funding/ner300-1/docs/presentation_cycle_en.pdf). In the pre-DOEIO phase, questions related to preparation and construction are relevant. After entry into operation, questions relevant to construction are relevant. FID, etc is no longer relevant.The questions in this template applicable after entry into operation are very close to the information demanded by Knowledge Sharing, which runs on an annual deadline a few weeks/months later. For example. Knowledge Sharing info under ‘Management’ is very similar to the info requested in this template under 5.2 ‘Progress (delays)’. Minimise the reporting burden.
