3. Overview
3.1. Current Setup
Legal Aid South Africa (here forth referred to as Legal Aid SA) has 136
sites throughout the country. Refer to Annexure A for a network diagram
and paragraph 8 for a list of physical addresses which include the
Disaster Recovery, IJS and N/O Links. These sites are currently
connected via IS MPLS network with 134 sites on Diginet and 2 sites
on VSAT. Legal Aid SA Head Office is situated at Braamfontein where
the main data centre resides. The Head office has about 150 severs,
this include Application server for the main Legal Aid SA applications,
exchange servers, Database servers and all the system monitoring
servers. The idea is to keep the current setup as it is.
Legal Aid SA IT strategy is to have connectivity to our information
system anywhere, anytime from any device. With the short term goal of
implementing voice over WAN.
Legal Aid SA uses Exinda to optimise its bandwidth across the branch
offices. Refer to figure 4 in the Annexure B for current LAN setup at a
remote office.
Figure 1 – 3 in annexure A provide the current WAN, LAN and security
infrastructure setups respectively.
Legal Aid currently has a dedicated line to the disaster recovery for
online replication.
Legal Aid SA has two separate Access Point Name (APN), provided fro
by MTN and Vodacom.

4. REQUIRED SOLUTION
Legal Aid SA requires a converged voice, video and data MPLS
network, to be implemented throughout its office as per annexure A.
The MPLS network will be integrated with a hosted Disaster Recovery
(DR).
4.1. VPN/ MPLS REQUIREMENTS
The MPLS network should include amongst others, the following
features
a. Managed MPLS VPN network
b. Solution should be scalable.
c. Solution should be voice ready at a WAN level.
d. Solution must enable Legal Aid SA to keep existing LAN IP’s on
remote sites
e. The bidder will provide own rented Routers.
f. Monthly service meeting will be held with a dedicated Service
Manager. Legal Aid SA reserves a right to select a service manager
based on performance and previous client’s portfolios held.
g. WAN Links Monitoring software or Portal must be provided
h. Read access to the routers must be provided to Legal Aid Technical
Team.
i. The bidder must indicate how penalties will be applied in a case
where SLA is bridged
j. Monthly report MUST be available on the every second week of each
month
k. Fault Logging and escalation procedures must be provided
l. System must be able to provide QoS for both Voice and Data across
the WAN links

m. Incidents reports and performance report with recommendations
must be provided through the monthly meetings. Service providers
MUST also provide sample Dashboard/ reports as part of this
submission. Automated fault logging systems MUST be able to notify
the Legal Aid network administrators when such calls are logged or
closed either through sms or email.
n. The solution must be flexible on downgrade, upgrade and
cancellation of sites
o. Legal Aid used Exinda bandwidth optimisation equipment, the
proposed solution must be compatible with the current bandwidth
optimisation equipment’s.
p. Service providers MUST provide transition plan and Project plan to
migrate from the existing service provider.
q. The successive bidder will be placed on probation for a period of six
months effective from the project sign off date, after which the
contract will be reviewed based on network performance, network
availability, reliability amongst others.
r. The proposed technology must be reviewed every 12 (twelve)
months so as to align the then proposed technology with the latest
technology trends in the market. (As an example, if Diginet links are
proposed, the service provider should be able to migrate certain
sites to Fiber/Wireless/ connectivity technology where feasible
within the contracted amount). Refer to the definition table for
acceptable wireless technologies.
4.2. DISASTER RECOVERY REQUIREMENTS
The Disaster Recovery (DR) site should have a dedicated link
capacitated at 20MB, which will connect directly into the MPLS
proposed in 4.1. The DR link may be used during disaster for call centre
operations as a result, the DR link should be voice ready.

The proposals should make provision of 1 x 42U rack, which will be
used to store Legal Aid SA’s DR equipment. The DR equipment will be
administered by the Legal Aid SA System administrators.
The DR strategy going forward is to have the Disaster Recovery link as
a tertiary failover link. In other words, should the primary and secondary
link fails at National office, traffic should be routed to the Disaster
Recovery site. The DR site should be at the Service Providers hosted
environment.
During normal operations, the 20MB DR link will be used for live
replications. Legal Aid SA uses VMware Site Recovery manager (SRM)
application for both replication and failover during disaster.
The 20MB required for the DR Link should be scalable, Legal Aid should
be able to upgrade and downgrade the link as and when required.
Further planning and configurations will be discussed during briefing
and project kick off meeting with the successful bidder.
4.3. APN SOLUTION
Legal Aid SA has two separate APN solutions, provided for by MTN and
Vodacom.
4.3.1. MTN APN
a. MTN APN has been connected through a dedicated 6MB link
terminated at the Nation office ’s datacentre.
b. MTN APN has a total of 350 Sim cards, with 200GB bundle allocated
monthly.
c. Legal Aid SA require the same Sim cards to be ported from the
incumbent, provided that this exercise is cost effective.
4.3.2. VODACOM APN
a. Vodacom APN has been connected through a dedicated 4MB link
which has also been terminated at National Office Datacentre

b. Vodacom APN has a total of 250 Sim cards, with 200GB bundle
allocated monthly.
c. Legal Aid SA require the same Sim cards to be ported from the
incumbent, provided that this exercise is cost effective.
4.4. VIDEO CONFERENCE
Video conference facility is between 6 Regional offices and National
office. Legal Aid SA uses TANDBERG video conference facilities. Video
conference runs on a separate VRF. Refer to chapter 6 for line
specifications

5. Service Level Agreement
5.1. Purpose
The purpose of this chapter will be to define and measure the service
supplied by the service provider to Legal Aid SA for the duration of the
contract. Service providers MUST submit a draft SLA as part of this
tender response, SLA will be reviewed by the legal team to be further
incorporated in the final contract agreement.
The service level agreement should define the following:
a. Services to be provided by the Service provider to Legal Aid SA
b. Roles and responsibilities of both parties
c. The Measure definitions used to determine the level of service that
is provided
d. The method of remedy framework for non-performance
e. SLA must accommodate changes in SLA during the course of the
contract
f. Legal Aid staff members at remote sites are not technically skilled,
as a result service providers will be expected to do hardware swop-
out during system failures. SLA proposed MUST reflect these
arrangements.
5.2. Type of Service
Service provider must indicate exactly what will be covered on the
SLA, e.g. router repairs, maintenance and measurement of QoS.
5.3. Scope of SLA
Service providers must indicate the Scope of the proposed SLA
5.4. Reporting
The proposed solution should cover the following contents.
a. Wan Availability
b. Bandwidth utilisation per WAN interface

Our business hours are Monday – Fridays 7am to 5h00pm SLA
should cover that period.

7. Pricing
The pricing to the proposals should follow the format below. Note that the pricing is divided into three (3) sections, VPN, D R and APN.
Each section should have a sub-total and then the proposal as per table below. Note that the VPN section should reflect the total of
136 sites as well as the VRF dedicated for video conference. Pricing will further be clarified during the briefing session.

Bidders who score less than 80% of the 100 points for functionality will be
disqualified, and will not be evaluated further.
The bids that would have achieved 80% or more from the Functionality Evaluation will be further evaluated on the 90/10 points system where 90 points are for Pricing, and 10 points are for preferential procurement requirements. Preferential points will be awarded in terms of the B-BBEE Status level of contribution which must be substantiated as follows (please refer to Form SBD 6.1 for more details) : - Bidders must submit a valid B-BBEE status level verification certificate, which must be issued by a Registered Auditor approved by IRBA or a Verification Agency accredited by SANAS.
9. BID CONDITIONS
9.1 Bidders may be requested to attend a meeting where they will be given the opportunity to present their proposal to the bid evaluation committee.
9.2 Bids must be submitted in line with any attached annexures and detailed
specifications. Failure to bid accordingly shall invalidate the bid.
9.3 Legal Aid SA reserves the right to award the bid to one or more service providers.
9.4 Legal Aid SA reserves the right to award the bid in whole or only partially.
9.5 The General Conditions of Contract as stipulated by the National Treasury
will be applicable.
