1) INTRODUCTION This specification covers the minimum requirements for the Design Including
Preparation of Detailed Project Report, manufacture, supply installation, testing &
commissioning of 100 KWp Grid Interactive Roof Top Solar Power Plant running in
parallel to the grid (LT Bus), on the roof of Newly constructed Simulator Building at
RAPP-7&8 (RR Site) with its Operation & Comprehensive Maintenance for 1 year.
2) SCOPE OF SUPPLY & WORK
2.1 The Scope of Supply & Work include:
a) Site survey in details, Preparation of Detailed Project Report (DPR) / Project
Proposal in compliance with latest provisions of Jawaharlal Nehru National Solar
Mission (JNNSM) of GoI, launched by Ministry of New & Renewable Energy
(MNRE) for submitting project proposal to MNRE towards installation of 100
kWp capacity Grid Interactive roof top SPV power plant on the roof of Newly
constructed Simulator Building at RAPP-7&8 (RR Site) with its Operation &
Comprehensive Maintenance for 1 years.
Approval of DPR including sanction of Central Finance Assistance
(CFA)/Incentive from MNRE should also be arranged by the agency.
b) Design, engineering, manufacture, quality surveillance, testing at manufacturer’s
works, procurement & supply of equipment, and materials ,erection testing and
commissioning and performance testing of 100 kWp grid interactive roof top
solar photovoltaic system with associated components for successful installation
on the roof of Newly constructed Simulator Building at RAPP-7&8 (RR Site)
with its Operation & Comprehensive Maintenance for 1 years.
c) Interconnection of SPV with the grid.
d) Net metering of power with concerned DISCOM for grid connectivity shall be
arranged by the agency.
e) Operation & Comprehensive Maintenance for 1 year.
2.2 The scope of Supply includes but not limited to the following:
a) Solar PV modules in array including mounting frames, structures, foundation
bolts and nuts for holding structures and module inter connection.
b) Array Junction boxes, distribution boxes and fuse boxes. MCBs, Surge Arrestors
c) Power Conditioning Units (PCU).
d) LT Power Interfacing Panel, D C Distribution board.
e) Digital Voltage Meter and Ammeter, Kwh meters. Metering instrument and
protection relays.
f) LT Power and Control Cables including end terminations and other required
accessories for both AC & DC power.
g) Lighting arrestors.
h) PVC pipes and accessories/trenches.
i) Tool kit and Earthing kit.
j) Metering set and protection /Isolation systems.
k) Earthing system for PV Array, DC power system, Lightning protection system

l) Fire extinguishers , danger plates , name boards etc.
m) Trivector Meter (Metering Cubicle) with Main & Check Meter
n) Transportation of equipment’s from Works to Site.
o) Unloading, Loading of all supplied Equipment’s on Foundations at their

r) Testing, maintenance and condition monitoring equipment’s.
t) Any other equipment / material required to complete the 100 kWp Solar Power
Plant on turnkey Basis.
u) Receipt, unloading, storage, erection, testing and commissioning of all supplied
material.
v) LED/LCD display connected with communication interface in control room for
data display.
2.3 Design of 100kWp Grid Interactive Solar Power Plant and its associated electrical &
mechanical auxiliary systems includes
Preparation of single line diagrams and installation drawings, electrical layouts,
erection key diagrams, electrical and physical clearance diagrams, design
calculations for Earth- pit, Bus Bar & Spacers indoor and outdoor
lighting/illumination etc. design memorandum and other relevant drawings and
documents required for engineering of all facilities within the fencing to be
provided under this contract, are covered under Bidders scope of work.
2.3.1 In addition to above, the Bidder is required to measure the Solar Radiation and other
climatic conditions. The major categories of site-specific assessment required are:
a) Global Solar Radiation (“GSR”)
b) Diffuse Solar Radiation (“DSR”)
c) Sunshine Duration
d) Atmospheric Turbidity
e) Temperature & Humidity
f) Wind Speed
2.4 Civil Work
Civil Works shall be performed with respect to the following but not limited to:
i) Design and construction of foundation for “module mounting Structures”.
ii) Civil foundation work of for AC Distribution Board, DC distribution Board
switchgears.
iii) Maximum allowable additional load on roof slab is 1.25 KN/m2
Foundation details of PV modules
Roof water proofing has been completed, with skid concrete as top cover. Suitable
foundation arrangement (either civil foundation or metallic structure) has to be
constructed above water proofed roof top, for installation of PV modules.

Foundation arrangement to be proposed by bidder shall be discussed during pre-bid
meeting.
Detailed foundation arrangement with loading calculation shall be submitted by bidder,
after award of work, for review & approved by NPCIL.
2.5 Erection Work
Erection Work shall be performed with respect to the following but not limited to:
a) Erection of Solar PV Array.
b) Erection of Power Cables
c) Fabrication, supply & erection of cable trays, support, brackets and accessories.
d) Galvanized steel rigid/flexible conduits and accessories, Hume pipes, ferrules,
lugs, glands, terminal blocks, galvanized sheet steel junction boxes, cable fixing
clamps, nuts and bolts etc. as required.
e) Supply of necessary steel materials for field fabrication of cable trays, supports,
brackets, grounding system etc.
2.6 Pre-commissioning & Commissioning of all supplied Equipment’s. Test running of
Grid Connect Solar Power Plant as well as load trials at site, prior to handover and
implementation of maintenance contract.
2.7 Operation of Solar Photovoltaic Power Plant for the 1 year period.
2.8 All equipment & item which are not specifically mentioned but are required for
completion of work including commissioning, operation & maintenance of Solar
Photovoltaic Power Plant , in every respect and for safe and efficient operation and
guaranteed performance without any extra cost .
2.9 Submission of following documents, drawings, data, design and engineering
information to NPCIL or its authorized representative for review and approval.
i) Detailed technical specification of all the equipment’s.
ii) Design criteria.
iii) Design calculations.
iv) General arrangement and assembly drawings.
v) Solar Insolation Data
vi) Schematic diagram for entire electric system
vii) G.A. drawings for all types of structures.
viii) Quality assurance plans.
ix) Test report (for Type, Acceptance and Routine tests).
x) O&M Instruction’s manuals and its drawings.
2.10
All drawings shall be fully corrected to agree with the actual "as built" site conditions
and submitted to NPCIL after commissioning of the project for record purpose.

2.11 The contractor shall forward to NPCIL
i) Schedule for various activities in the form of PERT Chart within a week from the
date of detailed work order.
ii) Fortnightly site work progress report during construction period and
iii) Monthly Operational reports after commissioning of the project.
2.12
Preparation and supply of detailed Operation, System and Maintenance manual of
Power Plant.
2.13
Establishing a system to maintain an inventory of spare parts and tools, equipment,
consumables and supplies for the facility’s and operation.
2.14 During the Operation period, the Contractor shall keep the measured daily data at
regular interval and provide the same to NPCIL in electronic form. The right use of the
data shall remain with NPCIL.
3 COMPLETENESS OF EQUIPMENT
All the fittings and accessories that might not have been mentioned specifically in the
specification but are necessary for successful commissioning of the project shall be
deemed to be included in the specification and shall be supplied and furnished by the
Contractor without any extra charge.
4 CODES, STANDARDS, REGULATIONS & GUIDELINES
4.1
All Equipment and accessories shall comply to requirement of standards published by
Bureau of Indian Standards (BIS). In case no BIS codes exist the equipment shall meet
the requirement of international standard including IEEE for design and installation of
grid connected PV system. The list of standards adopted shall be indicated in the bid.
4.2 The SPV Module must be provided with acceptable Test & Certified documents.
4.3
The quality of supplied equipment shall meet the guidelines of following standards and
codes listed below:
i) IEEE 928: Recommended Criteria for terrestrial PV power systems.
ii) IEEE 929: Recommended practice for utility interface of residential and
intermediate PV systems.
iii) IEEE 519 Guide for harmonic control and reactive compensation of Static
Power Controllers.
iv) National Electrical NFPA 70-1990 (USA) or equivalent national standard.
v) National Electrical Safety Code ANSI C2 (USA) or equivalent national
standard.

6 SPECIFIC TECHNICAL REQUIREMENTS:
6.1 DUTY CYCLE
Average Hours of Operation/day: 8-10 hrs per day, as per insolation levels of the site.
6.2 PV ARRAYS
6.2.1
The PV modules convert the light reaching on them into DC power. The amount of
power produced by PV modules is roughly proportional to the intensity and the angle of
the light reaching them. They are therefore required to be positioned to take maximum
advantage of available sunlight within site constraints. Supplier will position the PV
modules in such a manner that the maximum power is obtained with the sun's
movements during the day.
6.2..2
Supplier shall follow the latest engineering practice; ensure long-term compatibility
requirements and continuity of equipment supply and the safety of the operating staff.
6.2..3
The PV power project developers are required to optimize generation of electricity in
terms of kWh generated per kWp of PV capacity installed vis-à-vis available solar
radiation at the site (may be obtained through use of efficient electronics, lower cable
losses, maximization of power transfer from PV modules to electronics and the grid,
maximization of power generation by enhancing incident radiation by optional methods
like seasonally changing tilt angles etc).

6.2.4
The system shall be designed such that personnel without any background knowledge in
Microprocessor-based technologies are able to operate the system. The operator
interface shall be intuitive such that operating personnel shall be able to operate the
system easily after having received some basic training.
6.2.5
Raw materials(solar Cells) and technology employed in the module production
processes shall have to be certified and a certificate giving details of major materials i.e.
cells, Glass, back sheet, their makes and data sheets to be submitted for the modules by
the bidder.
6.2.6
The SPV cells shall be manufactured using unique highly efficient diffusion process or
any other technology in vogue so as to ensure uniform diffusion profiler to achieve
close spread and higher efficiency for each cell.
6.2.7
Stabilized net output of the Solar PV Array for the Solar Power System should not be
less than the Nominal design level for the System under Standard Test Condition.
6.2.8
Photo electrical conversion efficiency of SPV module shall not be less than 13%. The
bidder shall indicate minimum module efficiency.
6.2.9 Fill factor of the module shall not be less than 0.7.
6.2.10
The bidder shall provide the sample solar PV module electrical characteristics including
current-voltage (I-V) performance curves and temperature coefficients of power,
voltage and current. However, the tabulated document with all the relevant data like
voltage, current, power output for all the modules also to be provided.
6.2.11 The PV modules shall be suitable for continuous outdoor use.
6.2.12
The PV module shall be made of high quality laminated in ultra violet stabilized
polymer material such as Ethyl Vinyl Accelerate (EVA), Tedler, toughend glass. The
size of single crystalline silicon PV cells shall be so chosen so as to maximize energy
density and align with economies of scale.
6.2.13
PV module shall be provided with frame of anodized channels for size and simplicity in
installation offered as a single module or series parallel combination of modules. The
PV module shall be provided with screen-less frame with solar cable and connector.
6.2.14
The PV modules shall be equipped with bypass diode to minimize power drop caused
by shade.
6.2.15
The PV modules shall be made of light weight cells, resistant to abrasion, hail impact,
rain, water and environmental pollution. The PV modules shall be provided with anti-
reflection coating and back surface field (BSF) structure to increase conversion
efficiency.

6.2.16
The PV module shall use lead wire with weatherproof connector for output terminal.
The box shall have hinged, weather proof lid with captive screws and cable gland entry
points or may be of sealed type and IP65 rated.
6.2.17
The peak-power point voltage and the peak-power point current of any supplied module
and/or any module string (series connected modules) shall not vary more than 2 (two)
per cent from the respective arithmetic means for all modules and/or for all module
strings, as the case may be. The rated power of the module specified in “watt Peak”
under STC may not have any negative tolerance.
6.2.18
The terminal box on the module should have a provision for opening for replacing the
cable, if required.
6.2.19
A RFID strip containing the following details should be laminated inside the module as
to be clearly visible from the front side.
a) Name of the manufacturer of PV module.
b) Name of the manufacturer of Solar cells.
c) Month and year of the manufacturer (Separately for Solar cell and module)
d) Country of origin (Separately for Solar cell and module)
e) I-V curve for the module
f) Wattage, Im, Vm and FF for the module
g) Unique Serial No and Model No of the module
h) Date and year of obtaining IEC PV module qualification certificate
i) Name of the test lab issuing IEC certificate
j) Other relevant information on traceability of Solar cell and module as per ISO
9000 series.
6.2.20
The SPV shall perform satisfactorily in relative humidity up to 85% and temperature
between -10ºC to + 86ºC.Since the modules would be used in a high voltage circuit, the
high voltage insulation test shall be carried out on each module and a test certificate for
the same to be provided.
6.2.21
The rated output power of any supplied module shall have tolerance of +/- 3% as per
MNRE standard specs.
Except where specified, the front module surface shall consist of impact resistant, low-
iron and high-transmission toughened glass.
6.3 ARRAY STRUCTURE
6.3.1
Wherever required, suitable number of PV panel structures shall be provided. Structures
shall be of flat-plate design either I or L sections.
6.3.2 Structural material shall be corrosion resistant and electrolytic ally compatible with the

materials used in the module frame, its fasteners, and nuts and bolts. Galvanizing should
meet ASTM A-123 hot dipped galvanizing which provides at least 70 microns on steel,
if steel frame is used. Aluminum frame structures with adequate strength and in
accordance with relevant BIS/ international standards can also be used.
6.3.3
Structures shall be supplied complete with all members to be compatible for allowing
easy installation at the site.
6.3.4 The structures shall be designed to allow easy replacement of any module.
6.3.5
Each structure shall have a provision to adjust its angle of inclination to the horizontal
as per the site conditions.
6.3.6
Each panel frame structure will be so fabricated as to be fixed on the ground. The
structure should be capable of withstanding a wind load of 200 km/hr after grouting
&installation. Grouting material for SPV structure shall be as per M15 (1:2:4) concrete
specification.
6.3.7
The structures shall be designed for simple mechanical and electrical installation. There
shall be no requirement of welding or complex machinery at the installation site. If prior
civil work or support platform is absolutely essential to install the structures, the
supplier shall clearly and unambiguously communicate such requirements along with
their specifications in the bid. Detailed engineering drawings and instructions for such
prior civil work shall be carried out prior to the supply of goods.
6.3.8
The supplier shall specify installation details of the PV modules and the support
structures with appropriate diagrams and drawings. Such details shall include, but not
limited to the following;
a) Determination of true south at the site;
b) Array tilt angle to the horizontal, with permitted tolerance;
c) Details with drawings for fixing the modules
d) Details with drawings of fixing the junction/terminal boxes;
e) Interconnection details inside the junction/terminal boxes;
f) Structure installation details and drawings;
g) Electrical grounding (earthing);
h) Inter-panel/Inter-row distances with allowed tolerances; and
i) Safety precautions to be taken.
The array structure shall support SPV modules at a given orientation and absorb and
transfer the mechanical loads to the columns properly. All nuts and bolts shall be of
very good quality stainless steel.
6.3.9 The design of mounting structures with fixed tilt shall be provided. The array structure
shall be so designed that it occupies minimum space without sacrificing the output from
SPV panels due to shadowing, orientation or tilt at the same time.

6.4 INVERTER / POWER CONDITIONING UNIT
6.4.1
The stacks of 4-5 inverters with total equivalent capacity of 100 kWp are required.
Technical data sheet of the inverter proposed for the project indicating operating modes,
protection, efficiency etc. should be provided by the bidder.
6.4.2 Common Technical Specification of the inverter shall be as follows:
a) Power Conditioning Unit (PUC), grid interactive in nature, shall consist of MPPT
controller, inverter of rating 100 kW, associated control and protection devices
etc. all integrated into PCU. It shall provide necessary protections for Grid.
Synchronization and Data Logging/Monitoring. The PCU should convert DC
power produced by SPV modules in to AC power and must synchronize
automatically its AC output to the exact AC Voltage and frequency of Grid. The
bidder may choose the inverter as string/Central as per their Design/ Project
Philosophy.
b) The DC energy produced has to be utilized to maximum and supplied to the bus
for inverting to AC voltage to extract maximum energy from solar array and
provides 3-ph, 415V AC/ (+15% to – 10%), 50+/-3 Hz with total harmonic
voltage distortion less than 3% to synchronize with local grid . DC voltage ripple
content shall be not more than 3%
c) The PCU shall be of very high quality having efficiency not less than 97% and
shall be capable of running in integrated mode.
d) Degree of protection of the indoor PCU shall be at least IP-31and that of outdoor
at least IP-55.
e) Nuts & bolts and the inverter enclosure shall have to be adequately protected
taking into consideration the atmosphere and weather prevailing in the area.
f) The PCU shall be designed for continuous, reliable power supply as per
specification.
g) The PCU should be designed to be completely compatible with the SPV array
voltage and Grid supply voltage.
h) The dimension, weight, foundation details etc. of the PCU shall be clearly
indicated in the detailed technical specification.
i) The PCU shall be capable of complete automatic operation, including wake-up,
synchronization & shut down independently& automatically.
j) Both AC & DC lines shall have suitable fuses, Metal Oxide Arrestors/surge
arrestors and contactors to allow safe start up and shut down of the system. Fuses
used in the DC circuit should be DC rated.
k) PCU shall operate in sleeping mode when there will no power connected.
l) Protections:

Over/under grid frequency.
Heat sink over temperature.
Short circuit.
Protection against lightening.

6.4.3
It should have user friendly LED/LCD display for viewing on line parameters such as:

6.4.4 The PCU shall have arrangement for adjusting DC input current and should trip against
sustainable fault downstream and shall not start till the fault is rectified.
6.4.5
A manual disconnect switch beside automatic disconnection to grid would have to be
provided at utility end to isolate the grid connection by the utility personal to carry out
any maintenance. This switch shall be locked by the utility personal.
6.4.6
The 3 phase PCU shall be from internationally reputed firms, which will incorporate
latest Technological advance to provide highly reliable and efficient energy conversion
from DC to AC.
6.4.7
PCU shall be capable to synchronize independently & automatically with Discom grid
power line frequency to attain synchronization and export power generated by solar
plant to grid (when it is operating).
6.4.8
Typical failure analysis report of PCUs and recommended list of critical components
shall be provided by the bidder while submitting their offer.
6.4.9
The PCU shall be capable of operating in parallel with the grid utility service and shall
be capable of interrupting line fault currents and line to ground fault currents.

6.4.10 The PCU shall be able to withstand an unbalanced load conforming to IEC standard and
relevant Indian electricity condition. The PCU shall include appropriate self-protective
and self-diagnostic features to protect itself and the PV array from damage in the event
of PCU component failure or from parameters – beyond the PCU‟s safe operating range
due to internal or external causes. The self-protective features shall not allow signals
from the PCU front panel to cause the PCU to be operated in a manner which may be
unsafe or damaging. Faults due to malfunctioning within the PCU, including
commutation feature, shall be cleared by the PCU protective devices and not by the
existing site utility grid service circuit breaker.
6.4.11
The PCU shall go to shutdown/standby mode, with its contacts open, under the
following conditions before attempting an automatic restart after an appropriate time
delay.
a) When the power available from the PV array is insufficient to supply the losses of
the PCU, the PCU shall go to standby/shutdown mode.
b) The PCU control shall prevent excessive cycling of shut down during insufficient
solar radiance.
6.4.12
Operation outside the limits of power quality as described in the technical data sheet
should cause the power conditioner to disconnect the grid. Additional parameters
requiring automatic disconnection are
i) Neutral voltage displacement
ii) Over current
iii) Earth fault
iv) And reverse power
In each of the above cases, tripping time should be very less.
6.4.13 Detailed technical description of the complete unit of offered PCU should be furnished
with bid document Following Technical documents of PCU shall be supplied for
approval after placement of order.
Detailed technical description of the complete unit
a) Instructions for installation and operation
b) Electrical diagrams of all internal cabling, necessary for installation, maintenance
and fault finding.
c) Description of electrical and mechanical characteristics of units.
d) Maintenance and fault finding procedures.
e) Safety precautions.
f) Data monitoring with detailed description.
g) Details of data acquisition
h) Factory test reports in details on various parameters.
i) Trouble shooting procedures.

j) All maintenance requirements and their schedules, including detailed instructions
on how to perform each task.
k) Detailed schematics of all power instrumentation and control equipment and
subsystems along with their interconnection diagrams. Schematics shall indicate
wiring diagrams, their numbers and quantities, type and ratings of all components
and subsystems.
l) A detailed bill of materials which shall list components model numbers,
quantities and manufacturer of each supplied item.
m) All documents and write ups shall be in English. They shall be clean and legible,
and must be checked, signed, approved and dated by a competent representative
of the contractor.
6.4.14
The Bidder shall provide data sheet for Power Conditioning Unit along with their offer
as per Guaranteed Technical Particular.

6.5 DC DISTRIBUTION BOARD (DCDB)
DC distribution board shall be provided in between solar array and PCU. It shall have
MCCB of suitable rating for connection and disconnection of array section. It shall have

meters for measuring the array voltage and array current. DCDB can also be integrated
into PCU for space saving.
6.6 AC DISTRIBUTION BOARD (ACDB)
6.6.1
Power conditioning unit installed in a control room converts DC energy produced by the
solar array to AC energy. The AC power output of the inverter shall be fed to the ACDB
(metering panel & isolation panel) which also houses energy meter. The 415V AC
output of the isolation panel shall be fed to the grid. AC energy is then synchronized
with the grid and power is consumed by load or may export to the grid.
6.6.2
ACDB shall be floor mounted type and shall have all the measuring instruments such as
voltmeter, ammeter, and frequency meter, Energy Meter {for measuring the deliverable
units {kWh} for sale, selector switches and Mimic panel.
6.6.3
All the power cables shall be taken through top/ Bottom of the panel as per site
requirement.
6.6.4
The ACDB shall fitted with suitable rating & size copper bus, MCCB, HRC
fuses/circuit breaker/isolator, indicators for all incomer and outgoing terminals, LED
voltmeter & Ammeter with suitable selector switches to monitor & measure the power
to be evacuated.
6.6.5 Nut & bolts including metallic shall have to be adequately protected against atmosphere
and weather prevailing in the area.
6.6.6 The overall dimension, weight etc. should be indicated by the Contractor.
6.6.7 The minimum sheet thickness for DBs shall be 2mm and it should be powder coated.
6.6.8
Modifications/ addition if any, in existing LT panel of NPCIL shall be done at site and
covered in scope of Bidder. Also required size cable and other equipment between
existing panels to solar AC distribution panel is covered in scope of Bidder.
6.7 METERING SCHEME
i) Metering is required to measure the Solar Gross Generation on continuous basis
and register cumulative energy based on 15 minute interval basis, daily, monthly
and yearly energy generation.
ii) The average voltage and power factor based on 15 minute interval must also be
recorded.
iii) Meter must also display on demand, instantaneous, AC system voltages and
currents, frequency, reactive power with sign, Total harmonics current and
voltage distortion etc.
iv) Meters shall comply with the requirements of CEA Regulations on “Installation
and Operation of Meters “.
v) An integrating pyranometer (class II or better) to be provided, with the sensor
mounted in the plane of the array.
6.8 WIRING:
6.8.1 All instruments and Panel wiring shall be of heat resisting and self-extinguishing type in
compliance with IS. Plastic or porcelain cleats of the limited compression type shall be

used for holding wiring runs. All wires shall be suitable for bending to meet the terminal
studs at right angles. Metal cases of all apparatus mounted on panels shall be separately
earthed by means of copper wire or strips.
6.8.2 The following colour scheme of the wiring shall be used as per IS: 375.

6.9 CABLES AND ACCESSORIES
6.9.1 LT
1.1kV Grade, Al. Conductor XLPE insulated Armoured Cables in AC side shall be used
for all LT Power Cables between Power & Respective feeders etc. These cables shall be
laid on structural supports and using Galvanized Cable trays of adequate strength or
through pacca cable trench as required. The cable shall be terminated using Al. Lugs of
adequate cross section area.
6.10 CONTROL CABLES AND DC SIDE CABLES:
6.10.1 1.1kV Grade, Cu. Conductor, XLPE insulated Armoured Cables shall be used for all
control cables required for the Solar Power Plant. These cables shall be laid on
structural supports and using Galvanized Cable trays of adequate strength. The cable
shall be terminated using Cu. Lugs of adequate cross section area.
a) Cu. Conductor, XLPE armoured with miller insulation between each pair and
tinned copper screening. All cables shall be PVC insulated with appropriate grade
conforming to IS.
b) Only copper conductor cables of reputed make shall be used in DC side of plants
between interconnection of MODULES, JUNCTION BOX, PCU, LT Interfacing
panel/ DC panel and other associated equipment’s.
c) The wiring for module inverters connection shall be with hard PVC conduit of
renowned make. All Tees, Bends etc., shall also be renowned make.
6.10.2 Cables of appropriate size to be used in the system shall have the following
characteristics:
a) Will meet IS 7098 standard.
b) Temp. Range –10 degree centigrade to +80 degree centigrade.
c) Voltage rating 660/1100V
d) Excellent resistance to Heat, Fire, oil, cold, water, abrasion, UV radiation.

Flexible Cabling on DC side of the system shall be as short as possible to
minimize the voltage drop in the wiring. Components and hardware shall be
vandal and theft resistant. All parts shall be corrosion resistant. The system
description, general/technical requirements etc. are given for general guidance
only.
6.11 CABLE ACCESSORIES
a) Only terminal cable joints shall be accepted. No cable joints to join two cable
ends shall be accepted.
b) Cables inside the control room shall be laid in suitable Cable Trays of approved
type.
c) Cable terminations shall be made with suitable cable lugs & sockets etc., crimped
properly and passed through brass compression type cable glands at the entry and
exit point of the cubicles. The panels‟ bottoms should be properly sealed to
prevent entry of snakes/lizard etc. inside the panel.
d) The terminal end of cables and wires are to be fitted with good quality letter and
number ferrules of proper sizes so that the cables can be identified easily.
6.12 EARTHING
a) Each array structure of the SPV shall be grounded properly. The array structure
are to be connected to earth pits as per IS-3043 standards. Junction boxes,
lighting conduits shall be connected to the main earthing conductor/ electrode.
b) Earthing system installation shall be in strict accordance with the latest editions of
Indian Electricity Rules, relevant Indian Standards and code of practices and the
local statutory authority regulations.
c) Neutral points of system metallic enclosures and frame works, not forming part of
electric supply shall be connected to main earthing system.
d) Necessary Test Point provision shall be made for bolted isolating joints of each
earthing pit for periodic checking of earth resistance.
e) In compliance to Rule 33 and 61 of Indian Electricity Rules, 1956 (as amended
up to date) all non-current carrying metal parts shall be earthed with two separate
and distinct earth continuity conductors to an efficient earth electrode.
f) Earth resistance of the earth pits shall be tested in presence of the representative
of NPCIL.
g) Earthing Layout: The contractor shall submit to Engineer- in - Charge, earthing
drawings showing the location of earthing conductors, for their approval.
6.13 LIGHTNING & OVER VOLTAGE PROTECTION
6.13.1
The SPV Power Plant should be provided with Lightning and over voltage protection
connected to proper earth mats. The main aim of over voltage protection is to reduce the
over voltage to a tolerable level before it reaches the PV or other sub-system
components. The source of over voltage can be lightning or other atmospheric
disturbance.

6.13.2
The bidder shall ensure adequate lightning and over voltage protection to provide and
acceptable degree of protection as per IS for the array.
6.13.3
The lightning Masts / Conductors shall be made as per applicable Indian
Standard/International Standard in order to protect the entire Array Yard/ Shed from
Lightning stroke.
6.13.4
Necessary concrete foundation for holding the lightning conductor, in position, to be
made after giving due consideration to maximum wind speed and maintenance
requirement at site in future.
6.13.5
The lightning masts / conductor shall be earthed through flats and connected to the
Earth mats as per applicable Indian Standards with earth pits. Each Lightning Conductor
shall be fitted with individual earth pit as per required Standards including accessories,
and providing masonry enclosure with cast iron cover plate having locking arrangement,
watering pipe using charcoal or coke and salt as per required provisions of IS.
6.14 AUTHORIZED TESTING LABORATORIES/ CENTERS
6.14.1
The PV modules must be tested and approved by one of the IEC authorized test centres.
Test certificates can be from any of the NABL/ BIS Accredited Testing /Calibration
Laboratories.
6.14.2
Test certificates for the other major items/ components can be from any of the
NABL/BIS Accredited Testing-Calibration Laboratories/ MNRE approved test centres.
The list of MNRE approved test centres will be reviewed and updated from time to
time.
6.15 SYNCHRONISING EQUIPMENT
Solar PV systems shall be provided with synchronizing equipment having input for
comparison i.e. grid supply vs. solar output so as to connect the SPV systems in
synchronism with grid. In case of grid failure, solar PV system shall be disconnected
from the grid.
6.16 PROTECTIONS AND CONTROL
i) PV control system shall be equipped with islanding protection as described
above. In addition to disconnection from the grid (islanding protection i.e. on no
supply) , under and over voltage conditions , PV systems shall be provided with
adequate rating fuses, fuses on inverter input side (DC) as well as output side
(AC) side for overload and short circuit protection and disconnecting switches to
isolate the DC and AC system for maintenances are needed. Fuses of adequate
rating shall also be provided in each solar array module to protect them against
short circuit.
ii) A manual disconnect switch beside automatic disconnection to grid would have
to be provided at utility end to isolate the grid connection by the utility personal
to carry out any maintenance. This switch shall be locked by the utility personal.

6.17 INTEGRATION OF PV POWER WITH GRID:
The output power from SPV would be fed to the inverter which converts DC produced
by SPV array to AC and feeds it into the main electricity grid after synchronization. In
case of grid failure, or low or high voltage, solar PV system shall be out of
synchronization and shall be disconnected from the grid.
The output power from inverter would be fed at power distribution boards installed at
Panel Room. The solar power would be used locally in simulator Building on working
days to the extent of load in the area stated above and the generation over and above the
requirement of the area would be fed into the grid. On the week end and other holidays,
almost the entire energy from the SPV module would be fed into the grid.
6.18 POWER QUALITY REQUIREMENTS:
i) DC Injection into the grid: The injection of DC power into the grid shall be
avoided by using an isolation transformer at the output of the inverter. It is
proposed to limit DC injection within 1% of the rated current of the inverter as
per IEC 61727.
ii) Harmonics on AC side
a) Harmonic distortion is caused principally by non-linear load such as computers,
printers, photo copier etc. and can affect the operation of a supply system and can
cause overloading of equipments such as capacitors, or even resonance with the
system leading to overstressing (excessive voltage & current). Other effects are
interference with telephone circuits and broadcasting, metering errors,
overheating of rotating machines due to increased iron losses (eddy current
effects), overheating of delta connected winding of transformer due to excessive
third harmonics or excessive exciting current.
b) The limits for harmonics shall be as stipulated in the CEA Regulations on grid
connectivity which are as follows:
Total Voltage harmonic Distortion= 5%
Individual Voltage harmonics Distortion=3%
Total Current harmonic Distortion=5%
iii) Voltage Unbalance-The Voltage Unbalance in the grid shall not exceed 3.0%
iv) Voltage Fluctuations
a) The permissible limit of voltage fluctuation for step changes which may occur
repetitively is 1.5%.
b) For occasional fluctuations other than step changes the maximum permissible
limits is 3%.
c) The limits prescribed in (i) and (ii) above shall come into force not later than five
years from the date of publication of these regulations in the Official Gazette.

6.19 COMMUNICATION INTERFACE:
i) The project envisages a communication interface which shall be able to support

ii) The following parameters shall also be measured and displayed continuously on
LED/LCD display in control room.
a) Solar system temperature
b) Ambient temperature
c) Solar irradiation/isolation
d) DC current and Voltages
e) DC injection into the grid (one time measurement at the time of installation)
f) Efficiency of the inverter
g) Solar system efficiency
h) Display of I-V curve of the solar system
i) Any other parameter considered necessary by supplier of the solar PV system
based on prudent practice.
iii) The communication interface shall be an integral part of inverter and shall be
suitable to be connected to local computer and also remotely via the Web using
either a standard modem or a GSM / WIFI modem.
6.20 JUNCTIONS BOXES OR COMBINERS
Dust and water proof junction boxes of adequate rating and adequate terminal facility
of metal shall be provided for wiring.
Each solar shall be provided with fuses of adequate rating to protect the solar arrays
from accidental short circuit.
6.21 WARRANTY
6.21.1
SPV systems used in solar power plants must be warranted for their output peak watt
capacity, which should not be less than 90% at the end of 10 years and 80% at the end
of 25 years.
7 QUALITY ISSUES
i) Contractor will submit a detailed 'QAP' for Inspection during Manufacturing ,
supply , erection & commissioning for approval of NPCIL within 7 days from
date of issue of the order under following sub-heads:-
ii) Raw material/Bought Out items and Components.
iii) In process inspection and test/checks to establish successful

completion/accomplishment of the process.
iv) Final tests/checks in accordance with relevant national/ international
standards/specification.
v) The quantum of check for each and every inspection/test item.
vi) Reference documents/acceptance norms.
8 SYSTEM DOCUMENTATION:
It is essential that the owner have complete documentation on the system. System
documentation should include an owner’s manual and copies of relevant drawings for
whatever system maintenance might be required in the future.
9 DRAWINGS TO BE FURNISHED BY BIDDER AFTER AWARD OF
CONTRACT
The Contractor shall furnish the following drawings.
a) General arrangement and dimensioned layout
b) Schematic drawing showing the requirement of SPV panel, Power conditioning
Unit(s), Junction Boxes, AC and DC Distribution Boards, meters etc.
c) Structural drawing along with foundation details for the structure
d) Itemized bill of material for complete SPV plant covering all the components and
associated accessories.
e) Overall layout showing SPV Plant.
f) Format for reports and charts for analysis of various parameters.

SPECIAL CONDITIONS OF CONTRACT
1.0 DETAILED SCOPE OF WORK
(A) NPCIL SCOPE :-
a) Incoming construction power supply to distribution panel (to be supplied and
installed by Contractor).
b) Construction water supply.
(B) SCOPE OF CONTRACTOR :-
i) Supply (including packing, forwarding & transportation, receipt & preservation
at site) of all equipment’s components, accessories required for completion of
SPV system for Simulator Building.
ii) All consumable materials required during execution of site fabrication & erection
job.
iii) All tools, tackles, machineries, measuring equipment’s, scaffolding material and
necessary arrangement to execute the work at site.
iv) Installation, testing and commissioning of total integrated system.
v) Submission of list of recommended spares.
vi) Installation of net metering system and liasoning / coordination with state
authority in this regard.
vii) Provision of suitable civil structure for foundation of PV modules.
2.0 TIME FOR COMPLETION :-
The completion time for the work shall be Six (06) Months including Holidays & round
the clock working.
3.0 BILL OF QUANTITIES :-
Contractor has to carry out detail engineering. Tentative Bill of Quantity (BOQ) is to be
submitted along with the bid and complete Bill of Quantity is to be submitted after
placement of PO. Contractor shall guarantee over all satisfactory performance of the
system.
4.0 REVIEW / APPROVAL OF CONTRACTOR’S DOCUMENT :-
Bidder to prepare and submit detail drawing / layout drawings of complete system and
individual items for review and approval of purchaser.
5.0 UNLOADING, RECEIPT, INSPECTION AND STORAGE OF MATERIAL :-
Supplied material shall be received and un loaded at Contractor’s stores. Material shall
be visually inspected for any transit damage after receipt along with dispatch

documents, for final acceptance. Supplied material shall be preserved, in custody of
Contractor’s stores. Material shall be transported to erection site, by contractor.
6.0 PRE-QUALIFICATION CRITERIA:
a) Financial capacity:
Document are to be provided by supplier for meeting following requirement :
i) Financial year wise annual average turn over shall be Rs 30.00 Lakhs during
last 3 financial year ending 31st March. Attach audited financial statement for
last 3 years.
ii) Experience of having successfully executed similar works during last 5 years
ending last day of month previous to the one in which tender are invited
should be either of the following:
1) One (1) similar work of cost not less than Rs. 40.0 Lakhs
2) Two (2) similar work of cost not less than Rs. 25.0 Lakhs
3) Three (3) similar work of cost Rs. 20.0 Lakhs
b) Similar work : means “supply, erection, testing / commissioning of Grid
Interactive Roof Top Solar Power Plant of capacity at least 50Kwp ”
Provide documentary evidence like purchase order / work order and completion
certificate from end user for whom work executed. Also provide contract no and E-mail
ID of end user.
7.0 LIST OF SPARES :-
List and specification of recommended spares along with rates is to be provided by the
bidder along with bid for future purchase of spares.
8.0 TRIAL RUN, COMMISSIONING AND SYSTEM TAKING OVER :-
System shall be commissioned and operated satisfactorily at least for 72 hours for final
acceptance by NPCIL.
9.0 DEPARTMENTAL WATER SUPPLY CHARGES :-
The water during construction and commissioning will be provided on free issues basis.
10.0 ELECTRICAL SUPPLY FOR CONSTRUCTION :-
The electricity during construction and commissioning will be provided on free issues
basis.

11.0 HOUSE KEEPING :-
Contractor has to mobilize required recourses and manpower separately for proper
housekeeping of area. No Separate payment shall be made for this work and its cost are
included in contract price.
12.0 ENTRY OF CONTRACTOR’S PERSONNEL AND VEHICLE :-
a) RAPP-7&8plant site is a restricted area. Contractor shall abide by all security
rules and regulations made applicable from time to time at Project site regarding
removal / movement of material sand equipments from site, issue of biometry
RFID cards, contract of entry of personnel and all similar matters.
b) Contractor shall have to produce some identity of their employees / workmen in
the form of either standard photo identity or ration card (with certification of
photo) etc for their identification for issuing gate passes. The Contractor shall
also have to complete the formalities like police verification etc. for their staff
and labour as a pre-condition for issue of identity cards / passes.
c) The identity cards / passes will be issued to the Contractors staff and labour by
RAPP-7&. A amount of Rs. 200/- per card will be charged of refundable basis
against return of the cards after completion of work.
d) The prevalent guidelines as applicable at RAPP-7&8 site shall be made available
to the contractor subsequent to the award of works.
13.0
EMERGENCY PREPAREDNESS DRILL :-
The adjacent operating plant(s) and project site perform mockup emergency exercises
regularly in line with stipulations defined by regulatory bodies as a part of emergency
preparedness. All the Contractor’s workmen shall have to undergo awareness
programme on emergency preparedness which shall be arranged by NPCIL. The
Contractors workmen may be required to assemble in the identified assembly areas /
emergency shelters and register their presence for accounting purpose.
14.0 CONTRACTOR’S SITE ORGANIZATION :-
It is essential that the site organization is necessarily headed by senior official and shall
be vested with powers to take promt decision. It is also incumbent upon the contractor
that the progress of the contract is reviewed once a month with the project authorities.
15.0 TRAINING, QUALIFICATION AND AUTHORIZATION :-
Contractor to ensure and impart required training to qualified manpower and authorize
for execution of job at site.
16.0 PRE BID MEETING :-
Pre Bid meeting shall be arranged for resolving query if any on the part of bidder.

17.0 KICK OFF MEETING & PRESENTATION BY THE CONTRACTOR :-
Kick of meeting will be organized after placement of PO. The Contractor is required to
make a detailed presentation before commencement of job at Site. The presentation
shall included all the points relevant to execution of this contract such as :
i) Execution / Construction Methodology
ii) Site organization
iii) QA System
iv) Safety System
v) Plant and machinery
vi) Resource management
vii) Submission of detailed engineering
viii) Schedule of delivery and site erection.
18.0 TOOL, PLANTS AND EQUIPMENTS :-
The contract shall study the requirements of tools, plants and equipment carefully with
reference to schedule to achieve planned activities / overall schedules and mobilize
required resources during site execution
