12.0 TELEPHONE AND INTERCOMM SYSTEM: 12.1 Preambles:

The Installation involves the Supply, Installation and Commissioning of a Digital PABX System. The equipment offered shall be capable of performing satisfactorily under the whether condition of Abuja at all times of the year. All Installations shall be carried out in accordance with the current regulations Local and International Laws as regards all aspects of this installation - earthing, interference, etc. The proceeding description is designed to inform the tenderers about the quality of the work to be done, the capacities and the location. It should nevertheless be understood that this description is not exhaustible and that the Contractor must accomplish as included in his price, without exception or reserve, all of the work that his profession requires and which is indispensable to the full completion of the projected system installation and commissioning. The Contractor can never argue that any errors or omissions can dispense him from executing the work that the rules of the profession require for correct finishing or which could lead to a request for a price adjustment. It is for the Contractor to appreciate, on site, the constraints and servitude imposed by the existing equipments for the realization of the work to be done.

12.2 SYSTEM OPERATIONS The PABX shall be digital with a wired capacity of 10 external trunk lines expandable to 25, 50 extensions. The system shall receive incoming calls, external calls, recalls, and internal calls - and automatically sorts them into different priority levels and then present them to the required stations in the order that they were received. From the affected station, these incoming calls shall either be routed to the extensions or diverted to an alternative station, or put into a holding queue. Incoming external calls and recalls shall be given top priority, and internal calls shall receive bottom priority. The PABX shall be capable of automatically selecting an open trunk line hence the possibility of inadvertently picking up an active line shall be eliminated. It shall also serve as a means of internal communication between one office and another within the terminal building. The Contractor shall note that functional capabilities assigned to extensions apart from the external access, shall vary from extension to extension, depending upon the class of personnel in the extension area. Some of the extension shall be assigned to two external access categories (which may be identical of different). The equipment shall also make it possible to prohibit certain extension from calling external numbers directly. An external caller shall have the possibility of calling directly an internal station without the attendant's assistance. The call can eventually be connected after a time-out to a predetermined extension or to the attendant, when the internal partly does not answer. The system shall allow the creation of extension that allow their user, without dialing, to be connected either immediately at off-hooking or after a time delay with the following:-
