    SPECIAL INSTRUCTIONS TO BIDDER

    Please read following instructions carefully before submitting your bid.

    1. All the drawings, i.e. elevation, side view, plan, cross sectional view etc., inAutoCAD format and manuals in PDF format, for offered item shall besubmitted. Also the hard copies as per specification shall be submitted.

    2. The bidder shall submit Quality Assurance Plan for manufacturing processand Field Quality Plan with the technical bid.

    3. The bidder shall have to submit all the required type test reports for theoffered item. However, in the event of partial submission or reports older than

    specified limit, bidder must submit his confirmation for those type test report/sto be submitted in the event of an order, without affecting delivery schedule,before commencement of supply, free of cost. In absence of this confirmation,the evaluation shall be carried out accordingly as non submission of type testreports.

    4. The bidder must fill up all the point of GTP for offered item/s. Instead ofindicating refer drawing, or as per IS/IEC, the exact value/s must be filled in.

    5. All the points other than GTP, which are asked to confirm in technicalspecifications must be submitted separately with the bid.

    6. The bidder is required to impart training in view of manufacture, assembly,erection, operation and maintenance for offered item, at his works, to theperson/s identified by GETCO, in the event of an order, free of cost. The costof logistics will be bear by GETCO.

    7. Please note that the evaluation will be carried out on the strength of content ofbid only. No further correspondence will be made.

    8. The bidder shall bring out all the technical deviation/s only at the specified

    annexure.

    9. The bidder should indicate manufacturing capacity by submitting latest

    updated certificate of a Chartered Engineer (CE).

    TECHNICAL SPEICIFICATIONS FOR TRANSFORMER OILAS PER IS: 335

    1.0 SCOPE:

    The scope include manufacturing, refining, testing, packing and supply of highquality electrical insulating oil for use in EHV equipments, as per specificationhere under. No inhibitors shall be used in oil.

    2.0 DESCRIPTION:

    Insulating oil shall be of high quality electrical insulating oil, manufacturedusing specially selected base stocks to help provide protection againstoxidation and sludge formation. It shall be ensured for careful processing and

    handling so that insulating oil is stable and free of water and othercontamination and remains so until it reaches for final use.

    Insulating oils shall be manufactured from predominantly naphthanic orparaffinic crude. This shall be indicated in the offer. Distillates from crude willbe acid refined, hydrogen treated, solvent extracted or processed by suitablerefining methods.

    3.0 APPLICATIONS:

    It is intended to use this oil as an electrical insulation and oil as coolant in

    applications such as transformers, reactors, tap changes, switchgear, oil filledcapacitors etc. This oil shall also make an important contribution to theefficiency of the solid insulation by penetrating into and filling the spacesbetween layers of winding.

    4.0 PROPERTIES:

    The transformers oil shall be of low viscosity and shall offer the minimumresistance and maximum convective assistance to the flow. The oil shall bethin enough to penetrate into narrow ducts and assist in the circulationthrough transformer winding to prevent local over healing. It must have lowpour point. The viscosity of oil shall be such that the flow is not significantlyimpeded.

    Low volatility for oil is desirable. Oil shall have excellent chemical stabilitysuch that degradation due to decomposition of high molecular weighedhydrocarbon molecules into lighter, more volatile fraction shall not occur atnormal operating temperatures.

    The oil shall have high electrical strength, good impulse strength and goodare quenching properties. It shall be clear, bright but non toxic. It shall be free

    from objectionable quantities of elemental and thermally unstable sulfurbearing compounds. If present, these compounds shall not cause corrosion

    of certain metals used in transformer. There should be no significant quantityof furanic compounds detected in new oil. The oil shall have ability to resisttransient voltage stresses caused by lightning strokes and high voltageswitching surges.

    Good oxidation stability is principal requirement for longer service life of oil. Itshall not contain detectable amounts of polychlorinated biphenyls.

    The specification of oil shall be as per Annexure - A attached with thisspecification.

    5.0 TESTS:

    The test reports for the all the tests listed in Annexure - A shall be submittedwith technical bid to justify technical particulars guaranteed by supplier. TypeTest Certificates shall be of accredited laboratory (accredited based on

    ISO/IEC Guide 25 / 17025 or EN 45001 by the National accredition body ofthe country where laboratory is located), as per IEC / IS / technicalspecification. The type test reports shall not be older than FIVE years andshall be valid up to expiry of validity of offer.

    However, supplier shall carry out following tests at NABL approved laboratoryon the samples selected from the eachlot offered for inspection, in presenceof GETCO representative, as listed in Annexure A, before dispatch.

    All the test reports shall be complied and submitted to GETCO for approval fordispatch clearance in spiral bound volume for each offered lot. Also, the sameshall be sent to each consignee after dispatch clearance is issued.

    6.0 QAP & FQP:

    QUALITY ASSURANCE PLAN:

    The bidder shall invariably furnish following information's along with his offer,failing which his offer shall be liable for rejection. Information shall beseparately given for individual type of equipments offered.1. QAP for incoming material, in process and final checks and testing.2. Statement giving list of important raw materials, names of sub suppliers for

    the raw materials, list of standard according to which the raw materials aretested. List of tests normally carried out on raw materials in presence ofbidder's representatives, copies of test certificates.

    3. Information and copies of test certificates as in (i) above in respect ofbought out accessories.

    4. List of manufacturing facilities available.5. Level of automation achieved and list of areas where manual processing

    exists.6. List of areas in manufacturing process, where stage inspections are

    normally carried out for quality control and details of such tests andinspections.

    7. Special features provided in the equipment to make it maintenance free.

    8. List of testing equipments available with the supplier for final testing oftransformer specified and test plant limitation, if any, for the specialacceptance and routine tests specified in the relevant standards. Theselimitations shall be very clearly brought out in 'The schedule of divinations'for specified test requirements.

    Field Quality Plan shall be submitted with the technical bid.

    7.0 PACKING & DISPATCH:

    Special care shall be taken during packing of oil for dispatch. The oil shall besupplied in grade-B, new steel drum/barrels conformity to IS: 1783 (latest) onnon refundable basis. The capacity of steel barrels shall be 209 / 210 liters.Each barrel shall carry markings viz., IS:335, suppliers designation,classification, lot no. with date of manufacturing, quantity of oil, GETCO

    order No. and date, and special instruction for handling, etc. All the oil filledsteel barrels shall be properly sealed for any in grease of moisture orcontamination such that the oil is delivered free from moisture or anycontamination by maintaining uniform quality at user end. Any incident ofdeterioration of properties at user end is noticed, then it will be at discretion ofGETCO, to reject whole/part of supply delivered so far. Each oil delivery shallbe accompanied by the documents specifying suppliers designation, oilclassification, GETCO order no., and compliance certificate.

    Quantity verification: From the lot received by consignee, duly verified andchecked by GETCO representative, sample will be selected randomly as perIEC 60475 and Gross weight of said drum/barrel will be done. The net weightof oil will be worked out after deducting the tare weight of the drum. Quantityin liters will be work out after considering density of oil at temperature ofweighing. The shortages of oil, if any, found during verification will beapplicable to whole lot on prorate basis and amount of shortage such arrivedwill be deducted from bills of the supplier.
