    Koogle &Pouls Engineering is pleased to submit this report discussingthe geodetic surveys accomplished in the land grant areas of New Mexico.The field surveys began in June, 1973 and the processing of survey data,computation of traverse networks and adjustment of data in our offices,was completed in June, lY74.

    The accomplishments of this project include: The establishment of 208permanent and referenced survey monuments in twelve project areas;precise measurement of directions and distances at and between thesemonuments and an additional seventy first order stations of the NationalGeodetic Survey; the processing of survey data using the refinementsnecessary to achieve correct geodetic length and azimuth; and theadjustment of the traverse networks to achieve the optimum relationshipbetween the various individual stations and the natlonal network oftriangulation.

  • INTRODUCTION

    In August 1969, the New Mexico State Planning Office undertook a pilotproject to establish control survey monuments in the western part of theMora Grant as a part of its land-title study. The professional servicescontract for this work resulted in 40 monuments being located, constructed,surveyed and described and the technical information was distributed toregistered land surveyors in New Mexico. In the relatively short timethat this control has been available, it has been utilized on many surveysin the Grant.

    The State Legislature by Chapter 325, Laws of 1971 appropriated funds tothe State Engineer for survey and monumentation work within land grantareas of New Mexico to be expended before June 30, 1973. The period wasextended to June 30, 1974 by Chapter 44, Laws of 1972.

    In June 1973, the State Engineer entered into a contract with Koogle andPouls Engineering, Inc., of Albuquerque, New Mexico to establish 203second-order survey monuments within land grant areas. An evaluationof the status of property surveys and the need for geodetic controlin the grants indicated that control was most needed in each of thetwelve project areas outlined in Figure 1. The report that followsdescribes briefly the concepts, methods and results of this work.

    THE PROJECT DESIGN CONCEPT

    During the early phases of this contract, a very serious considerationwas given to the design concepts and methods which were available. Allsurveyors are familiar with surveying by triangulation and traverse. Thesetwo basic techniques were developed many years ago and enabled the geodesistas well as the land surveyor to cope with the various conditions of terrainand vegetation and of computational complexity and produce precise resultsconsistent with the instrumentation available.

    The development of the modern theodolite and electronic distance measuringinstruments enabled the surveyor to improve on the efficiency and precisionof his work. A third basic technique available to the surveyor withdevelopment of electronic distance measuring instruments is Trilateration.

    Still another major advancement that must be considered is the availabilityof versatile, reliable, and relatively inexpensive electronic computersalong with the sophisticated simultaneous adjustment techniques developedin government geodetic agencies and universities. At this time modest sizeprivate organizations can afford to use computational techniques which werepreviously confined to organizations specializing in theoretical geodesyand which were equipped with millions of dollars worth of computing hardware.In the simultaneous solution all directions and all distances contribute to

  • the adjustment according to weights assigned prior to computation.

    With this background, the conclusion was reached that the present stateof the art in geodetic surveying provided for the combination of thethree traditional techniques into a single, all encompassing terrestrialpositioning technique in which all directions and all line lengths aremeasured. The principal advantages of this system is that redundancy ofmeasurements is provided under a wide variety of terrain and line-of-sightconditions. Survey stations can therefore be placed more convenientlyfor the purpose intended without sacrificing the structural integrityof the network. In areas where conditions indicate the use of traversetechniques, the traverses are braced by the observation of three or morelines at each traverse station. Where triangulation would have traditionallybeen used the work is simplified and at the same time made more rigid bysubstituting distance measurements throughout for the redundancy providedby overlapping triangles. A further advantage of this combined technique isthat checks are provided on almost every length and direction and evensmall blunders in measurements or calculations can be isolated and corrected.

    RECONNAISSANCE

    A reconnaissance was made of each of the twelve project areas to determinewhere the monuments were needed. The general requirement for monumentswas based on their being several small parcels of land which were underseparate ownership and for which no precise definition of property linesexisted. Whenever this condition existed, the reconnaissance party locateda monument at a visually commanding site close enough to the tracts toenable future property surveys to be accomplished using low cost--shortrange electronic distance measurement instruments.

    While the principal criterion for location of monuments was the visualcommand of the majority of tracts in the vicinity, there were otherconsiderations as well. In order of importance, they were: 1. Readyaccessibility; 2. Intervisibility between the nearest monuments in thenetwork (preferably three or more); and 3. The ability to make soundnetwork ties between the new stations and high-order stations of thenational network of triangulation.

    Obviously, there were occassions during the reconnaissance and locationof monuments when it was necessary to make a minor sacrifice in localvisual command in order to satisfy the other requirements. It is believedthat reasonable judgement was used in the placement of stations consideringall of the criteria. There are a few cases where monuments were placed forthe principal purpose of making a tie into the national network. Thesestations will probably not be used to initiate property surveys, however,they will serve as azimuth marks and relatively convenient points fromwhich to reestablish lost or destroyed monuments.

    After the reconnaissance, twelve control diagrams were prepared showingthe location and names of the stations and the directions and distances to

At this pointa graded dirt road turns right (southwest) and passessouth of a graveyard with a large cross in it (approxi-mately 15 feet high). Take a right turn and follow thedirt road for 0.6 miles. At this point there is acattle guard, and 100 feet beyond the cattle guard isa fence corner with a track road turning right andfollowing along the south side of a fence. Take a right(west) turn and follow the fence for 0.25 miles. Atthis point there is a fence corner. Take a right (north)turn and follow fence line north along the west side ofthe fence for 0.25 miles. At this point is anotherfence corner. Take a right turn (east) and followalong north side of fence line for 0.1 miles. At thispoint a dirt track road turns left (northeast). Takea left turn and follow track for 0.4 miles. At thispoint the track forks, take the right fork for 75 feetto a fence. Station is located on a ridge on the left (south)side of the road approximately 60 feet above and 100feet south of the road. This is the end of truck travel.To reach the station from the road there is a foot trailgoing up the east side of a ridge to a small saddle,here turn right (north) and go approximately 50 feetalong the top of the ridge to the station.

It is approximately 50 feet belowthe top of the south end of the ridge. At this point thestation is no longer accessible by truck. Walk down theroad east for 0.3 miles.     To reach the station from the Post Office in Abiquiuthere is a paved road going east into the town of AbiquiuFollow this paved road for 0.1 miles. Here the pavementends at a cattle guard. Follow graded dirt road for0.1 miles. At this point the-road turns right throughthe town square of Abiquiu for approximately half ablock then turns left (south). Follow this main traveleddirt road 0.5 miles to a small creek running across theroad, then continue on main road south for 0.1 miles toa graded dirt road turning to the right, take this rightturn for approximately 300 feet to a T intersection.Take left turn for approximately 300 feet to a gradeddirt crossroad, then continue across this crossroadinto a driveway and continue up this driveway for 100feet, there is a house on left. At this point a trackroad turns right (northwest). Follow this road for0.1 miles to the top of a saddle, here the track forks.Take the right (north) turn, this track winds upthrough some pinon and on up a ridge for 0.2 miles.This is the end of truck travel. From here walkapproximately 200 feet along top of ridge to the northwhere station is located in the center of ridge andapproximately 100 feet north of the highest point ofridge.

Take a left turn on dirt road persign "Valley Grand Peak 8 miles", "Vallecitos 16 miles",(which is Forest Road 4~ for 0.8 miles. At this pointa graded dirt road turns to the left (south). Takethis left turn for 0.1 miles. At this point a bridgeis washed out (4 wheel drive vehicle can cross to theleft of bridge). Continue south and west on this roadfor 0.6 miles. At this point are two houses and adirt track road passes to the north of these houses.Follow this track road for 0.2 miles, just before itcrosses an arroyo faint tracks turn right. Take thisright (north) turn and the track winds through somepinon for 0.1 miles to the base of a ridge. Trackscontinue up the ridge for 0.05 miles to the station.

Station is located on the southeast crest of thesecond hump which is on a ridge 0.15 miles alongthe tracks overlooking a house to the southwest.

    Station is located approximately 5.2 airlinemi'les southeast of Costilla, New Mexico.

    To reach the station from the Post Office inCostilla take State Route 196 east for 0.1 milesto junction of State Route 3. Continue on StateRoute 196 east for 5.9 miles, here the pavementends in Amalia. Continue on main road, StateRoute 196 for 0.6 miles, here there is a gradedroad turning left and swinging back to the north-west. Turn left and follow graded road for 0.7miles. Station is located approximately 200 feetto the right (northeast) and up the hill 200 feet.Station is in a small clearing about 20 feet belowthe top of the hill overlooking the town of Amalia.

    Station is a standard 3 inch brass disk setin 6 inch square concrete monument projectingapproximately 0.1 ft. above ground stamped, "AMALIAS.E.O. 1973". Reference mark is a standard 3 inchbrass disk set in cast iron pipe stamped, "AMALIAS.LO. 1973".

    To reach the station from the Post Office inCostilla, go south on a paved road 0.1 miles tothe junction of State Routes 3 and 196. Continueacross the intersection onto State Route 196 andgo 5.6 miles to a point where a main dirt roadcomes in from the left. Continue on the pavedroad past this intersection for 0.35 miles to theend of pavement. Continue on the main gradeddirt road up the valley for 1.8 miles until youpass a bar on the left with a red and white Coorssign. Continue on the main road for another2.65 miles to a point where the road turns inagainst the hill and a track leads off to theright before some large trees. At this pointturn right onto the track up a little canyon for0.1 miles to a point where you pass in betweentwo abandoned houses. Continue for another 0.1miles. Turn right up onto a hill and continuefor 0.2 miles to the roads highest point. Continuedown towards the valley for another 0.15 milesto a saddle. Turn right and continue for 0.1miles to the edge of a hill overlooking the valley.Station is located on the very point of the hilloverlooking the valley and the river.

    To reach the station from the Post Office inCostilla, go 0.1 miles east to the junction of StateRoute 3 and 196. Take State Route 3 south for3.6 miles to a highway right-of-way station (2202+00)which is along a fence on the east side of the roadnear a "T" fence corner, and the end of truck travel.From the highway station proceed 500 feet east alongfence line and then projecting the fence line eastcontinue east for another 240 feet to the top of theridge. Station is 36 feet south at the edge ofcleared land on the ridge.

    Station is located approximately 3.8 airlinemiles southeast of Costilla, New Mexico.

    To reach the station from the Post Office inCostilla, go south on a paved road 0.1 miles to anintersection of State Road 3 and 196. Proceed acrossState Road 3 onto State Road 196. Continue for 5.6miles until you come to an intersection where a roadcomes in from the left, crosses the pavement, thengoes back to the right. Turn right at this inter-section and cutting back to the right go 0.25 milesto where the road turns to the left towards the centerof the valley. At this point turn left proceeding 0.2mil es across the vall ey to a bridge. Cross the bridgeand proceed 0.2 miles to the other side of the valleyto a 3-way fork. At this point take the center of the3-way fork going straight ahead and up the hill andaround to the right 0.35 miles to where the roadpasses a gate, on the right, to a brown house withwhite window frames and a green roof. Continue straighton the main track for another 0.25 miles to where afork branches off to the right. Stay left on themain track and continue for 0.25 miles to a littlesaddle where the road crosses the point of a hill alongside of the fence. Point is no longer accessible bytruck. Station is located approximately 200 feet north-northeast of a P.I. pole on a power line that islocated in the saddle on the north side of the fence.

    Station is a standard 3 inch brass disk set in rockstamped, "COMANCHE S.E.O. 1973". Reference mark isa standard 3 inch brass disk set in rock under a treestamped, "COMANCHE S.E.O. 1973".

    To reach the station from the Post Office inCostilla, 90 south on a paved road 0.1 miles to thejunction of State Route 3 and 196. Continue acrossState Route 3 onto State Route 196. Continue for5.6 miles passing an intersection where a dirt roadcomes in from the left. Cross the intersection andcontinue on the paved road for 0.35 miles to theend of pavement. Continue on the main bladed roadpast end of pavement for 1.80 miles to a bar on theleft with a red and white Coors sign. Just past thebar turn left onto a road that goes through a gate ina fence. Continue through the gate and on this roaddown the edge of the north side of the valley for0.3 miles to a haystack barn. After passing thehay barn turn left taking a road up onto the hill tothe back edge of the side of the ~;dge about 0.1miles. At this point turn right, to the east, andtravel behind the ridge for about 0.2 miles untilthe road turns back towards the valley and goes uponto a point where the hill is sticking out intothe valley. Station is located slightly on the eastface of the hill and has a large pinon tree to thewest of it and a large pinon tree to the north of it.

    To reach the station from the Post Office in Costillago south on a paved road 0.1 miles to the junction ofState Routes 3 and 196. Cross State Route 3 and continueon State Route 196 for 5.6 miles until you come to anintersection where a dirt road turns 'to the right. Turnright and continue for 0.25 miles to a point where theroad turns left and heads across the valley. Turn leftcontinuing across the valley for 0.2 miles to a bridge.Cross the bridge and continue for 0.2 miles to the otherside of the valley and a 3-way fork. Turn left (east)down the south side of the valley and continue for 0.65miles until you come to a gate in a wire fence with ared and white metal post just before a brown house. Seethe lady at the house and then turn right through thegate heading straight back toward the hill until you passa small square building. Turn left around the back ofthat building taking a dim track that goes up onto theridge and the station. The distance from the gate to thetop of the ridge is 0.1 miles. Station is located about 30feet east of the centerline of the track road about 40feet back before the road tops out on the ridge.

    To reach the station from the Post Office inCostilla, go south on a paved road for 0.1 miles to thejunction of State Routes 3 and 196. Continue on StateRoute 196 for 6.0 miles to the end of the pavement.Continue on the main bladed dirt road for another 5.1miles to a point where a dirt road turns off to theleft and heads towards the river. Turn left and go0.2 miles to the river. Cross the river at a ford,follow the road past a sawmill and continue for 0.3miles until the road drops down into an arroyo.Continue on the road up the arroyo for 0.8 miles.Turn left, out of the arroyo, and continue for 0.15miles to the top of a hill. There go up the ridge 0.25miles to where a faint track turns off to the left. Atthis point stay right and go 0.1 miles to another fainttrack turning off to the left. At this intersectionstay right on the main track and go 0.85 miles to wherethe road comes out into a valley stacked with old lumbercuts from a sawmill. Continue on up the valley foranother 0.2 miles passing the ruins of the sawmill onthe right. Continue another 0.4 miles to where theroad tops out at a saddl e on a ridge. Make a hardleft turn and follow the ridge to the southwest alongthe edge of the tree line 0.15 miles until you getto an abrupt change in grade downward. Continue foranother 0.05 miles to another change in grade. Stationis located on the edge of this open meadow overlookingthe valley approximately 120 feet south of the treeline.

At thispoint turn right and continue 0.55 miles to a pointwhere the paved road intersects State Route 3.At this point cross State Route 3 onto a dirt roadand continue 0.15 miles to a gate and a fence.Continue past the gate and go 0.1 miles along a fenceto a point where a track road turns right. Turnright and continue for 0.3 miles to a point where thetrack road comes to another fence and another trackroad turns to the left. At this point turn left andcontinue for 0.1 miles to the bottom of a hill anda fence. At this point the station is no longeraccessible by truck. At this point walk south acrossthe fence for approximately 150 feet to another fence.At this point turn left going towards the base of thehill crossing a fence and a little irrigation ditchand proceed up onto the point of the lava hill to thesoutheast. Station is located on the point of thehill overlooking some fields.

    Station is located approximately 5.2 airlinemiles southeast of Costilla, New Mexico.

    To reach the station from the Post Office inCostilla, take State Route 3 east for 0.1 miles tothe junction of State Route 3 and 196. Continue easton State Route 196 for 5.5 miles to a graded dirtroad turning left (north). Take left turn per sign,"Amalia Lumber Co." for 1.6 miles to the top of amesa. Continue for 0.1 miles to a track road turningright (east). Take track road east for approximately150 feet to where another track road comes in fromright. Here make a 90 turn (south) follow fainttracks south for 250 feet. Station is located on thesouth side of a clearing approximately 150 feet indiameter on the crest of hill overlooking the valleyto the south.

    Station is a standard 3 inch brass disk set in 6inch square concrete monument projecting approximately0.1 ft. above ground stamped, "UTE S.E.O. 1973".Reference mark is a standard 3 inch brass disk set incast iron pipe stamped, "UTE S.E.O. 1973".
