TRANSCRIPT
Technical Notes are provided to ensure consistency and efficiency in the provision of the public realm throughout Bayside City Council. The use of a standard suite of elements and materials in the public realm provides a well tested quality base for the layering on of more individual pieces and to reinforce the uniqueness of place.
Consistency aids in the navigation of space especially for the vision impaired and physically disabled. Standard items ensure consistent maintenance and management, easy replacement, economies of scale at purchase and better fit in existing streetscapes. They also present an underlying branding of the city as well as the level of quality that the community expects.
The following Technical Notes are not an exhaustive list and will be added to and improved on an ongoing basis.

Bins
This recycling bin enclosure is a customised version of the City of Melbourne standard detail.
Recycling bins and rubbish bins are always installed as a pair. This is to reduce the incidence of ordinary waste contaminating the recyclable material.
Body Material: Built to City of Melbourne standard detail with 20mm square punched perforations with Bayside Logo.
Lid Material: Polished 316 stainless steel. Attach recycling information sticker to the lid, centred and aligned with the edges of the lid.
Features: Lockable door.
Body Colour: Dulux powdercoat Precious Steel Pearl.
Bin Liner: Supply 120lt wheelie bin, SULO brand or similar approved. Please confirm dimensions before substituting.
Fixing: Adjustable feet with bolt-down attachment, or similar approved.

The R2D2 Bayside Rubbish Bin is a custom design for Bayside City Council. The lasercut icons cut into the metal body reflect the coastal character of the city.
The stainless steel bin is now and is being replaced with RB01 and RB02. Removed bins are to be returned to the council depot for assesment and reuse.
Referred to as an R2D2 due to its resemblance to the movie robot.
Body Material: 316 stainless steel with laser-cut graphics.
Lid Material: pressed polished 316 stainless steel.

Cigarette butt-out bins provide a safe disposal location for used cigarette butts. These should be located in areas designated for smokers away from cafes and entrances to buildings.
Body finish: Polished marine grade 316 Stainless Steel.

The Bayside Open Space Bin Station is a simple, robust installation that allows a rubbish bin and a recycling bin to be secured into a location.
This detail is used in Council reserves and on the foreshore.
Post: Recycled plastic or composite recycled plastic/timber 125mm square post with totem sign.
Clamp: Galvanised mild steel.
Footing: 600x300x300mm mass concrete, finished 100mm below FSL. Or similar approved installation.
Bins: 240litre plastic wheelie bin.

Recycled plastic bollards are excellent in locations where a bollard is likely to be impacted by vehicles, eg, to protect trees planted in the street. The plastic is somewhat flexible and minor impact damage isn’t immediately noticable.
Material: Black dyed, molded recycled plastic or composite timber and plastic.
Dimensions: 125mm square, pyramid top with collar rout/molding. Height varies.
Reflector: Double reflector - Red and white located on opposite sides facing up and down stream of traffic. Reflector is recessed into bollard and made flush to surface.
Fixing: Into compacted sub-grade or gravel footing that allows movement and reinstatement. Also can be installled as a removable bollard using galvanised steel socket assembly from JC Brown-Blakistow & Shortell.
Maintenance: Replace when damaged.

The bicycle parking hoop provides bicycle riders with a secure place to set down and lock their bicycles.
It’s a universal design that is strengthened with a internal steel tubing stiffner. The rack can be installed easily on site with domehead bolts chemset into concrete.
Material: 50.8mm diameter polished 316 stainless steel tube, rolled to shape with internal sleeves to stiffen legs.
Base Plates: 135mm diameter, 8mm polished 316 stainless steel plate, continuous welded to legs.

The Special Long Bike Rack provides bicycle riders with a secure place to set down and lock their bicycles.
This rack is ideal for road cyclists with speciality bicycles that prefer not to use standard bike racks which could damage bike frames.
This rack allows road bicycles to be parked onto it by hanging from their handlebars or be leant against it like a standard rack.
This rack is typically located adjacent to places where road cyclists congregate and a large number of bicycles need to be parked, typically outside bicycle stores or cafes.
Material: 50.8mm diameter polished 316 stainless steel tube, rolled to shape with internal sleeves to stiffen legs. 25mm diameter stainless steel tube intermediate bracing members.

Foreshore Drinking Fountain
This is a simple and robust drink fountain used in parks and open space areas.
It includes a bubbler fitting on top and a tap on the side.
Bollard 125mm square x 1550mm (950mm high installed) recycled plastic or composite recycled timber and plastic.
Fittings: All exterior plumbing fittings to be stainless steel.
Drainage: Fountain needs to drain into stormwater or soakage trench.
Maintenance: Replace when damaged, keep bubbler clean.

The Bay Street Fence acts to direct both pe-destrians and vehicles along the correct path for each at bust locations like the Asling Street roundabout. It is a simple and robust design with components that are easily repairable and replaceable.

Footpath Trading Markers are placed in the street to mark the boundaries of where traders can place items and furniture on the footpath under the conditions of Council-issued footpath trading permits.
The Markers assist traders to place their items and furniture in the correct locations and assist Council staff enforcing this.
Council’s footpath trading policy also enforces the requirements of the Disability Discrimination Act for Access to ensure that our streets and footpaths are accessible for all abilities.
Material: 3mm 308 stainless streel.
Dimensions: 65mm diameter with 50mm 4mm diameter stainless steel threaded rod welded to reverse.

The dog leash hitch can be installed on existing sign posts to allow dog owners to hook their dogs leashes onto it when they need to leave their dog for a short time.
These hitches are typically installed in shopping centres in front of shops with a high level of passing trade.

Asphalt is one of the most common materials used for footpaths in the city.
The specification will vary depending the application for either footpaths, light vehicle, heavy vehicle traffic or areas of footpath trading, especially footpath dining.
Council specifies a “Cafe Mix” asphalt for shopping centre asphalt footpaths as it is more resistant to deformation due to cafe chairs and table legs digging into it.
“Cafe Mix”asphalt. 30mm minimum compacted depth of Size 10 asphalt Type L (320 bitumen). This is for overlaying the whole road pavement area. The aggregate shall be Pioneer Quar-ries Dromana Granite aggregate or approved equivalent.

Notes:
Contractor to supply and install hot mix asphalt. All construction works including subgrades, crushed rock materials, top surface material, supply, handling, installation and compaction shall comply in all respects with the relevant VicRoads standards.
Sub grades: Sub grade shall be formed at the required depth below finished surface level of base courses in accordance with dimensions as shown on drawings. All soft, yielding or unstable materials and other unsuitable material shall be removed and be replaced by approved materials. The sub grade shall be thoroughly compacted in accordance with Section 3.4.
Base Course Material: Class 2 crushed rock compacted in 25mm maximum loose thickness layers to 96% MOD to achieve the required compacted depths as indicated on the drawings.
Tack Coat: A tack coat shall be applied to the approved base course surface on which the hot mix asphalt is to be placed. Tack coat shall consist of cationic bitumen emulsion and shall be applied to a dry surface, free from puddles. Tack coat shall be sprayed in a uniform film over the entire shared trail and vehicle turnaround surface as detailed on the Drawings. Unless otherwise directed, the application rate for bitumen emulsion tack coat shall be 0.15 to 0.3litres/m2 (60% Bitumen content) or 0.3 to 0.6 litres/m2 (30% bitumen content) in accordance with current VicRoads Standards. Tack coat is to set and become tacky prior to application of the hot mix asphalt.
Hot Mix Asphalt: All sealed surfaces as nominated on the drawings are to be VicRoads Black Asphalt Type N Class 170 Size 10mm Mix. The mixing period shall be such that at least 95% of the coarse aggregate particles are fully coated with bitumen. After completion of mixing the moisture content shall not exceed 0.5%. Aggregate to be Dromana Granite or similar approved yellow-brown mix 10mm aggregate. A 5kg sample bag is to be supplied to the Superintendent for approval prior to ordering.

This two-tone charcoal and light grey concrete pavement type is unique to Church Street.
The pavement shall be installed level and flush with existing surfaces and with each different colour.
Charcoal Concrete (building side): 32MPa grey concrete with Abilox Black CAF 8.3% by weight in grey cement (or similar approved substitute).
Light grey concrete (kerb side): 32MPa plain grey cement.
Reinforcement: F62 mesh, placed centrally on top hats or similar.

Activity Centre Permeable Pavement
Compacted Granitic Sand is a natural pavement material that compliments formal and natural settings, in streetscapes and parkland.
When installed as a path, it’s typical width varies from 1200mm to 2500mm wide.
Granitic Sand: 75mm Compacted Tooborac toppings (5mm minus gravel with max 8% clay content) with Soilbond mixed through as per manufacturers specification.
Base Course: 75mm Class 2 compacted FCR.
Installation: Compacted to 90% MMDD.
Timber Edge: 100x25mm treated pine sections. 500x75x25mm treated pine stakes secured at 1m intervals with 2no gal screws .
Stakes shall be installed 15mm below the top of the edging.
Lengths shall be joined by bridging the abutting lengths with an additional section of edging set 15mm below FSL with a stake no more than 300mm each side of the join.
Maintenance: Top up granitic sand to ensure the surface of the path is level with the edging.

This bench has been designed by Bayside City Council and the cast aluminium seat end incorporates the Bayside shell logo design. The seat is styled so that it is appropriate for formal and informal settings in both shopping centres and parks.
Dimensions: Nominally 1800 x 475mm.
End Material: Cast brushed aluminium ‘Natural’ finish.
Timber Slats: Plantation red ironbark.
Timber Finish: Supplied with clear oil, Seney’s Old Fashioned Oil or similar approved.

Tactile Ground Surface Indicators
Precast concrete TGSIs provide the best balance of robustness, low maintenance and functionality.
Tactile Ground Surface Indicators (TGSIs) are used to inform people with vision impaired how to negotiate through a place. TGSI’s use texture and luminance contrast with the surrounding pavement for their effect.
Pavers: 300x300mm x 40mm Ivory 60 MPa concrete paver. Refer to section 2.3.2 of AS1428.4.1 2009 (p.10) for the design requirements of warning indicators. Refer to section E2 of for AS1428.4.1 2009 (p.70) luminance contrast criteria for tactile indicators.
Mortar: Wet and clean pavers to remove dust then paint a 1-2mm slurry mix on the mortar side with a brush before laying. 25mm thick mortar bed evenly spread.
Grout: Joints typically 5mm. Grout colour to match tactile paver & flush with surface.
Finish: Slip resistance is (best category) when tested according to the Wet Pendulum Test AS4586:2004. Anti-efflorescence treatment minimizes colour variance.
Maintenance: Reinstall as required.

Precast Concrete TGSI
Polymer Concrete TGSIs are the preferred product when TGSIs need to be retrofitted to a location. They aren’t as robust or hard-wearing as pre-cast concrete, but they are more resiliant than stick-down products.
Tactile Ground Surface Indicators (TGSIs) are used to inform people with vision impaired how to negotiate through a place. TGSIs use texture and luminance contrast with the surrounding pavement for their effect.
Product: 300 x 300 x 2mm Ivory concrete polymer 40MPa compression strength. Install to manufacturers specifications. Refer to section 2.3.2 of AS1428.4.1 2009 (page 10) for the design requirements of warning indicators. Refer to section E2 of for AS1428.4.1 2009 (page 70) luminance contrast criteria for tactile indicators.
Finish: Slip resistance is Class V (best category) when tested according to the Wet Pendulum Test AS4586:2004.
Maintenance: Reinstall as required.
