This event is the premier track event for OCA Members. It represents the best of track cycling and will

draw the top riders from each discipline and age group to Milton for the three-day event.

The Provincial Track Championships are organized according to the distances and regulations adopted for the National Championships, as established by Cycling Canada.

The Provincial Track Championships will be governed by the Ontario Cycling Association and will take place on the date and time scheduled. There will be no extension of the championships past Sunday March 4th, 2018 due to unforeseen delays or prolonged stoppages. In case of delay, priority will be given to championships categories and events.

The Mattamy National Cycling Centre velodrome is an indoor 250m track, made of Siberian Spruce built in 2014.

If necessary, the racing format may be changed at the discretion of the OCA and Chief Commissaire.

This event is pre-registration only. Registration is available via www.ccnbikes.com

Entrants will not be accepted after registration closed on Monday, February 26th at 12:00 PM – NOON. *The OCA may close registration early based on capacity and track time.

Only UCI licensed riders can compete (exception to U15/U17 riders – citizen permits will be allowed)

All riders (or parents/guardians) are required to sign the OCA and CCA waivers.

In the event that a race reaches capacity, or you are uncertain about eligibility, please contact the OCA office at [email protected] or 416-855-1717 to be added to the event waiting list.

Subject to UCI rules 9.2.008 and 12.2.001, once a rider is registered and on the official start list, they will be fined $50 should they not appear on the start line or delay the start of the event.

PLEASE NOTE: To register a team within the Team Sprint and/or Team Pursuit, please contact the OCA office to register, prior to Monday, February 26th at 12:00 PM – NOON.

Staggered pricing is available when registering in multiple events (team pursuit & team sprint not included).

OUT OF COUNTRY/PROVINCE RIDERS

Registration will open to out of province/country riders on Wednesday, February 21st at 8:00 AM. Prior to that date, priority will be given to Ontario riders. Out of province/country riders are asked to contact the OCA office at 416-855-1717 to be placed on the event waitlist. OCA reserves the right to restrict entry on this basis.

Track Provincial’s waitlist is defined as individuals who express an interest to register for events within

the 2018 Track Provincial Championships, after the determined registration deadline has passed and/or in the event a category reaches capacity prior to the determined registration deadline.

Individuals who wish to be placed on the waitlist must contact the OCA office via email or phone ([email protected] or 416-855-1717) to be added to the event waiting list.

Securing a spot on the waitlist does not guarantee you a spot at Track Provincials within any event. The only way to truly guarantee a spot is to register early.

To be added to the waitlist individuals must provide their name, category, contact information, events they wish to participate within, and credit card information. A credit card must be provided to maintain your spot on the waitlist. No payment will be processed until a spot within Track Provincials is secured and confirmed.

All waitlist individuals are prioritized by the date and time once submitted via email or phone to the OCA office. Waitlist order will be maintained by the OCA Events Department.

Should it become necessary to add participants from the waitlist, it will be done so based on the event category that has the opening. For example, should a spot open up within the Elite Men category of the Keirin, the highest Elite Male on the waitlist who expressed interest in the Keirin will be offered the spot.

Should an individual on the waitlist be contacted regarding an opening, the individual will have a maximum of two (2) hours to respond, before the opening will be offered to the next individual on the waitlist.

Any openings within categories/events received after 5:00 PM on Thursday, March 1st, will no longer be filled.

REFUND POLICY

A rider must withdraw prior to the end of registration in order to be eligible to receive a refund.

All refunds are subject to a non-refundable processing fee (variable based on transaction value)

plus a refund administration fee of $5 +HST).

Once the registration period has ended on Monday, February 26th at 12:00 PM - NOON, refunds

are no longer available.

If an athlete withdraws from the event on race day, they are not eligible for a refund and the

rider must inform the Chief Commissaire of their withdrawal.

The race office will be open for rider confirmation and bib number pick up during the following hours:

o Fri, March 2nd between 12:00PM-1:30PM, and again for 90 minutes before the start of session 2 o Sat, March 3rd between 7:30AM-8:30AM and again for 60 minutes before the start of session 2 o Sun, March 4th between 7:30AM-8:30AM and again for 60 minutes before the start of session 2

All riders must report to the race office during office hours before the start of their first event in order to confirm their participation in the events within the championship

The race secretary will be present to verify licenses and issue bib numbers

Registration for Team Sprint and Team Pursuit will be accepted up until 5:00 PM – Monday, February 26th through the OCA office. Confirmation of team composition for team sprint and team pursuit may be done at any time during race office hours, but must be complete by the following times:

o Changes to team composition for the Team Sprint must be finalized BEFORE 1:30 PM on Friday, March 2nd with the race secretary.

o Changes to team composition for the Team Pursuit must be finalized BEFORE 11:00 AM on Sunday, March 4th with the race secretary.

All riders must wear two (2) bib numbers except for the following events, where only one (1) bib is required on the centre back: Kilo/500 TT, Individual Pursuit, Team Pursuit

At the Provincial Championships, unlike Ontario Cup racing, athletes must race in the National age category on their license regardless of previous upgrades.

Riders who have been given permission to race Elite at the provincial level and hold a Masters national category, will be required to race as Masters.

No upgrade from U17 to Junior will be permitted. Exceptional circumstances will be considered.

All racers are subject to doping control. A CCES inspector may require you to participate in testing protocols at their discretion. The OCA expects all riders to adhere to the RaceClean program.

Athletes participating in the Provincial Track Championships who require the use of a medication that is included on the Prohibited List must apply for a Therapeutic Use Exemption (TUE) prior to participating in the event. This applies to all categories of athletes. To obtain forms and TUE requirements, athletes are encouraged to visit the TUE Wizard: http://cces.ca/medical-exemptions

The OCA expects all those attending the event to conduct themselves in an appropriate manner. Negative behavior or that which damages the image of cycling, will not be tolerated and may result in being asked to leave the premises.

In-Field pits will be assigned by the OCA at their sole discretion based on registration numbers and team size.

Individual riders can use spaces identified for them on a first come first serve basis each day. Please be courteous to other riders needing space.

Advertising is not permitted on infield pits and no alterations are permitted to the in-field pits.

Distances for mass start events will be determined once registration has closed.

The provincial championships will be held under the rules of the UCI with CCA and OCA modifications. It is important that all participants understand the rules and regulations concerning track racing.

The CCA & OCA rules are available on-line at: http://www.ontariocycling.org/commissaires/commissaires-rules/

Should an event have low registration, categories may be combined

Equipment regulation, as per UCI rules, will be enforced for all categories. No exceptions.

All athletes must report to bike check before the start of EVERY heat/ride/event they participate in. Failure to do so may result in a refusal of start or disqualification. It is the rider’s responsibility to allow sufficient time for bike check before the start of the race.

U15/U17 equipment rules o Permitted use of TT or aero equipment (aero bars and aero helmet) o No carbon wheels, no disc wheels and rim depth no greater than 40mm

Races will start promptly at the indicated start times. Riders late or missing their starts may be fined.

There will be a team managers meeting. Individual unrepresented athletes are welcome and encouraged to attend. Please refer to the tentative schedule of events.

First aid will be provided by Odyssey Medical and will be located in the in-field area.

Automatic defibrillators are located by the main ramps and stairs leading down from the infield.

For your safety, if you withdraw from the event for any reason, you must inform the nearest Commissaire that you are no longer racing. Penalties may apply depending on reason for withdrawal.

You are required to wear an approved, regulation cycling helmet at all times while riding your bike.

In case of an incident, spectators are NOT ALLOWED to cross the track, however, they can gain access to the infield through the tunnel.

Only Licensed coaches and operational / event personnel are allowed in the infield / safety zone.

During mass start events, only one representative per team may be on the safety zone. The representative must wear clothing identifying the team they are with and must have a UCI license. A mechanic may also assist in the pit area but must remain on the back straight ramp until called upon.

All riders must dismount before leaving the safety zone. Riding down any ramp will not be tolerated and may result in a fine.

Equipment must not be on the safety zone or leaning against the rail.

Parking is on a first come first serve basis. You must only park in designated spaces. If the areas near the community entrance are full, there is an overflow parking lot on the East side of the building. You must not park in any fire lanes or service entrances.

Should the Commissaire or OCA feel that a rider is unfit to race for any reason, the OCA reserves the right to remove the rider from the event, for their own safety and the safety of others.

Sprint

The maximum number of riders in the sprint tournament per category will be 8.

¼ finals will consist of one (1) round, ½ finals and finals will be a best of three (3).

There will be no combining of categories. For categories with 8 or more qualifiers, we will proceed with a ¼ final (8-rider tournament). For categories with less than 8 qualifiers, we will proceed with a ½ final (4-rider tournament). For categories with less than 4 qualifiers, we will proceed directly with a final.

Keirin

There may be combining of categories. There must be at least 4 starters to hold a race. Riders in categories with less than 4 starters may be combined with another category.

If there are 7 or less riders, the event will be run as a direct final.

If there are 11 or less riders, only the top 3 from each heat move on to a 1-6 final, the remainder will be placed based on their first round result.

Points Race / Scratch Race

We reserve the right to combine categories where there are less than 12 starters.

A separate result and podium will nevertheless be presented for each category.

It is important to note that in the case of a Points race, where categories are combined, it will be run as a single event whereby points are only awarded to the first 4 riders on a sprint lap regardless of their category.

Individual Pursuit / Kilo/500m

This will run as a direct final.

In the Individual Pursuit, if a rider is caught, they must continue and complete the distance in order to receive a time and be placed in the standings. Caught riders must not draft.

Team Pursuit / Team Sprint

Events will be a direct final.

Team Categories are as follows: U15/U17 Women, U15/U17 Men, Junior Men, Master Women, Junior/Elite Women, Master/Elite Men

There must be a minimum of two (2) teams to hold a race within each category. Categories with less than two (2) teams will not run and be removed from the schedule.

During the event, any riders who fall off the back of their team and cannot catch up must ride high up track until the heat is complete for safety.

The women’s team sprint composition shall consist of teams of two (2) riders and the men’s team sprint composition shall consist of teams of three (3) riders.

The Team Pursuit will be run with one team on the track.

The women’s team pursuit composition shall consist of teams of four (4) riders, with the exception of the Master Women’s category were three (3) riders per team will be permitted. The men’s team pursuit composition shall consist of teams of four (4) riders.

Ceremonies

Podium presentations will occur for the top three athletes in each category, for each event.

If a non-Ontario participant finishes in the top three placings, a separate podium will be held for championship medals.

Medals

Medals will only be awarded to the top three ONTARIO athletes/teams in each category for each event*. An Ontario participant is defined as anyone duly licensed by the OCA.

To qualify as an Ontario Team for the purposes of the team events, the majority of team members must hold licenses issued by the OCA.

You must attend the awards ceremonies in order to receive your medal.

Riders must wear their competition uniforms for the presentation. Failure to appear may result in a penalty and forfeiture of the award.

In order for a medal to be awarded, there must be N + 1 participants in the category. For example, if there are:

o 2 Participants – Gold will be awarded o 3 Participants – Gold & Silver will be awarded o 4 Participants – Gold, Silver, & Bronze will be awarded
