Need to include system aspects in IEC standardization as result of changes in the market place
A need to achieve a certain change of culture in the technical (sub-)committees TC’s with System function (TCS’s); and TC’s with Product function (TCP’s)
Relations between TCS’s and TCP’s – reciprocity – mutual recognition of roles

Interpretation for documentation
A “system standard” would be a specification of the properties and components of a Documentation System usable for specified kind of objects
A “product standard” would be a specification of a specific aspect of the documentation system or the properties of a system for a delimited branch or technology (sub-system) usable within the overall system.

Objective of the documentation system
To provide a coherent set of standard concepts and specifications that governs a user to produce information/documentation of any kind of industrially produced object, fulfilling general and specific requirements for information during the whole life cycle of that object (including records for its existence after the life cycle end).
