CESOS

Cesos founded in 1980, is a research centre which studies economics, social sciences and trade unions. It is promoted by the Italian Confederation of Workers’ Unions (Cisl), which is a member of the ETUC. The IAL Nazionale (Innovazione, Apprendimento, Lavoro), a vocational training institute promoted by the Cisl, is the major shareholder of Cesos.

Mission

The mission of Cesos is: · To increase awareness in the trade union movement regarding the anticipation and

management of change; · To promote scientific communities which are able to analyse and react to changes in the trade

union environment; · To manage scientific and trade union interests on an international scale and to promote

permanent partnerships; · To encourage dialogue with groups who have a different perspective and different interests

from those linked to the trade union environment; · To help trade union structures and other institutions develop their working relationships and

encourage forms of collaboration; · To help set up a system which involves standing partnerships with Cisl’s central confederal

structure, sectoral trade unions, territorial structures and other bodies.

Activities

The main activities of Cesos include the promotion, coordination and realization of quantitative and qualitative research studies regarding: - Industrial relations; - Educational and vocational training; - The history of the trade union movement; - Local systems of small and medium-sized enterprises; - Labour market and welfare policies. - Workers` participation in companies and Corporate Social Responsibility (CSR) Furthermore, Cesos promotes and organises conferences, debates and workshops of interest for academic, trade union and political circles.

Organisational structure

Cesos is a non-profit organisation which has an Executive Board (Consiglio di Amministrazione) and a Stakeholders Assembly. The Executive Board has 3 members while the Stakeholders Assembly has 7. The President and legal representative of the Cesos is Prof. Giuseppe Acocella, who is one of the three members of the Executive Board.

Members The members of Cesos Srl Impresa Sociale are as follows: • the IAL Nazionale (Innovazione, Apprendimento, Lavoro) which is the Cesos’ major

shareholder (60%); • the Cisl Nazionale; • the Cisl Lazio (a local federation of Cisl); • some sectoral federations of the Cisl: Fim-Cisl (metal sector), Femca-Cisl (textile and footwear

sector), Fit-Cisl (transport sector), Fnp-Cisl (retired workers).

Premises The Cesos offices are located in a 4-room flat, on the first floor of an old building in a central zone of Rome, near the central railway station.

Technical equipment Hardware 

­ A central server which manages an internal network, linked to 10 single PCs, 4 laptops and 4 printers; 

­ 10 complete workstations each one with a PC (or a lap-top with docking station) and a telephone; 

­ 4 printers connected to the internal network: three lasers (one of which designed for high- volume printing) and an All-in-one colour printer (inkjet); 

­ 1 scanner; ­ 1 private switchboard with 11 active internal clients ; ­ 2 mobile phones; ­ 1 fax.

Software ­ 2003/2007 Microsoft Office full package (professional); ­ IBM SPSS Statistic Software; ­ Macromedia Contribute for web publishing.

Furthermore, Cesos has • an internal documentation center; • the direct access to the following national databases:

- The National Institute of Social Security (Istituto Nazionale di Previdenza Sociale, INPS) - The Central Institute of Statistics (Istituto Nazionale di Statistica, ISTAT), - The National Council for Economic Affairs and Labour (Consiglio Nazionale dell'Economia

Networks Cesos is part of the following international networks: - The Italian consortium Refernet - European network of reference and expertise in vocational

education and training (VET), created by Cedefop; - The Italian network of Eurofound, the European Foundation for the Improvement of the Living

and Working Conditions; - TURI (Trade Union related Research Institutes).

Title: Building facilities to support cross-border coordination of collective bargaining (VP/2012/002/0082) Awarded in:2012 Commissioning Authority: European Commission Role of Cesos: External expert Objectives/products: This project is meant to build suitable tools to enhance the ETUC action plan for Coordination of Collective Bargaining. The action is based on information and exchange of views among European and national trade unions on the role of collective bargaining and social partners in the context of the main EU policies aimed at economic recovery and growth (offset of macroeconomic imbalances, the 2020 strategy, the Renewed Social agenda and the Job-Rich Recovery Programme). The Project also aims at creating training facilities and operational facilities in order to support the renewed strategy for collective bargaining coordination at European level. The objective is to perform a trade union School in which leaders of European trade unions at national and European level can discuss and better define an operational frame of action for collective bargaining coordination. Then, the aim is to transform inputs from the Trade Union School into a training format and technical tools for a better use of data/info collection at European level.

Title: Information reporting services and communication outreach services - Italy Awarded in: 2009 Commissioning Authority: European Foundation for the Improvement of Living and Working Conditions Role of Cesos: Member of the CONSORZIO EIRO ITALIA (Cesos, University of Milan, Ires Nazionale) Objectives/products: Cesos acts as a liaison for and promoter of initiatives launched by the Dublin-based European Foundation for the Improvement of Living and Working Conditions. Cesos is actually member of the Consortium Eiro-Italia which, since 1997, has worked in the monitoring and spreading of information, surveys and comparative analyses across Europe and communication about working and professional standards (European Working Conditions Observatory - EWCO), industrial relations (European Industrial Relations Observatory - EIRO) and restructuring (European Restructuring Monitor - ERM).

Title: O.F.C. - Osservatorio della Formazione Continua nella Provincia di Roma: ampliamento e messa a sistema Continuing Vocational Training Observatory in the Province of Rome: Development and modelization. Awarded in: 2009 Commissioning Authority: Province of Rome Role of Cesos: main contractor Objectives/products: Governance of the Continuing Vocational Training process (CVT cycle) in order to set up of an integrated system of CVT at local level in the framework of the national tri- partite agreement (Govenment, Regions, social Partners Aprile 2007). Title: Osservatorio donna-lavoro – Osservatorio sull’occupazione femminile e sulle condizioni di lavoro delle donne Regional observatory on women's employment and working conditions Awarded in: 2008 Commissioning Authority: Puglia Region - ESF POR 2000-2006 Role of Cesos: coordinator and lead partner Objectives/products: The Observatory is an integrated information system and consists of statistical DB and DB on main legislation regarding women rights at work (maternity, undeclared work, entrepreneurship, contract bargaining etc). In line with a participatory approach the governance system of the observatory is characterised by the involvement of different local actors (institutions, enterprises, training agencies, social partners, ) and women in order to assure sustainability after the end of the project. It is also an useful tool for both women and policy makers. Title: Il sistema di formazione continua nella provincia di Roma: metodologie e strumenti Lifelong learning in the province of Rome: methods and systems Awarded in: 2008 Commissioning Authority: Province of Roma Role of Cesos: Partner Objectives/products: The objective of this project is to outline strategic, organisational and governing guidelines for lifelong learning in the Province of Rome. The project has two main objectives: ­ To create a lifelong learning network with trade unions, vocational training centres, job

centres plus bilateral bodies and inter-professional funds. ­ To establish a permanent observatory on lifelong learning. The architecture of such

observatory will reflect the lifelong learning governance scheme, which the local institution and trade unions will mutually agree upon.
