Project description_____________________________________________________________

The AKCC will provide all labor, materials, operable heavy equipment and vehicles, The AKCC will construct six (6) each 8x10 (2.45m x 3.05m) Three CONNEX stacked on top of each other type guard towers complete with electrical wiring, lighting, and HVAC in accordance with the statement of work (SOW), the Engineering Standard Specifications provided, at FOB Gardez, Afghanistan. The laborers will be in good physical and mental health and will present themselves for approval to the Contracting Officers Representative (COR). The contractor will perform to the standards outlined in this SOW.

The AKCC is responsible for verifying information and quantities before starting Service on the project.

AKCC Pre Service Process_________________________________________________

AKCC Management and Directory unit will complete all necessaries documentation until issue of Notice to proceed (NTP).

Notice of award, DBA application and pre Service Meeting with the COR are the dominant components of the pre-Service process.

AKCC basis for award will be as per following acknowledgements Clause:

AKCC understands that The AKCC will provide all labor, materials, and equipment to include the following:

NPT Pre service conference with COR________________________________________

After issue to NTP, COR will be coordinated through his email pre Service meeting will be arranged by AKCC this meeting will help AKCC for having exact locations of Services and for establishing sites camps to AKCC staff and equipment, the overall project SOW will fully familiarized with on base security measure

Ahmad Farid , who has significant Real Estate and Project Management experience, started AKCC, formerly CK Service Management, LLC in 2004. As a partner in the firm, Farid brings over 12 years of strategic depth and breadth to the company's brokerage, development and project management services. Before starting AKCC, Farid joined KPS, LLC in 2002 as a Partner to offer Real Estate and Project Management services to the office and medical community. Engineer QaisWaziri obtained his degree in Civil Engineering in 2004 from Herat University; he is fluent in English, Pashto and Dari. He is presently the Quality Control Manager of Arianna Khost wall Service Company in Afghanistan; working closely with USACE project. Engineer Qais has excellent working knowledge of quality Control and Assurance issues, having written many Quality Control Plans for international clients. He is familiar with all of the testing protocols for vertical and horizontal works, and is fluent in international technical specifications, MPW specifications, and UN/NGO specifications. He is also familiar with various certified testing facilities throughout this career he has served as Senior National Engineer and Road Engineer with USAID-UNOPS in Herat, as Senior Technical Engineer and program Assistant Manager with IOM, and as a field Engineer with HELP-Germany. And he has been with Afghan engineering District (AED) for Six Month Training ,during his Training period He has Travel as a QA to Several AED project with the US QA engineers and has gotten RMS training, QA training, Schedule training, Cost estimation, CQM training. , Solve the site problem, Travel with USACE to the different project site, Review the submittals with USACE, Safety training, Service management, Geotechnical Investigation Training, Completed training of Using TOTALSTATION instrument he has all the Certificate of these trainings.

Quality Control Plan___________________________________________________________

3. Professional QA/QC plan of AKCC include the following:

3.1.1 Acknowledgement:

Quality management and planning is a significant part of the project. The quality control system shall consist of plans, procedures, and organization necessary to produce an end product which complies with the contract requirements. Quality Control deals with issues relating to conformance to the plans/design and specifications. All of the materials, systems, and workmanship applied to the project must conform to the requirements set forth in the contract documents. It is any wonder that quality control and quality assurance are major components of Service management function.

The AKCC system shall cover all Service operations, both onsite and offsite, and shall be keyed to the proposed Service sequences.

AKCC provides the necessary inspection and testing procedures to insure that the CQC staff shall implement the three phase control system for all aspects of the work specified.

We are responsible for the quality of Service and materials used in the work. Quality control (QC) includes all activities that have to do with making the quality of the Services what it should be (that is, reasonably serviceable for its intended purpose in keeping with prevailing standards in the industry), and is sometimes called process control. QC Ensuring that the project team includes a sufficient number of staff members with appropriate experience.

A typical AKCC QA/QC program includes general elements that are common to all projects, as well as project specific requirements. General elements typically address the following.

R recruiting and assigning the work force

Personnel assigned to perform quality control.

Project progress schedule.

Schedule of submittals.

Type and frequency of inspections.

Quality control testing plan.

Documentation of quality control activities.

Procedures for corrective action when quality control criteria are not met.

Measures to endure those subcontractors are qualified or certified as required.

Procedures for the inspection, control, and timely delivery of purchased materials ,equipment ,and services

Identification, inventory, and storage of materials, parts, and components awaiting installation, Control of measuring and test equipment.

When we reviewing a QC Plan, the QC office must ensure that the following questions are answered.

Does the plan adequately cover control of all features of the contract?

Is the CQC staff adequately sized to maintain quality and accomplish Service required? Is the Equipment certified for use?

Has the person or persons responsible for each definable feature of work, all Service, and Submittal control and review been identified?

Do the qualifications of the staff appear adequate for the control and test requirements?

Is the delegation of responsibility and authority to the CQC staff manager clear? Does this person report directly to the highest ranking contractor personnel on-site with responsibility for the overall management of the project including quality

Are the CQC organization lines of authority and responsibility clear?

Are individual control and test duties clearly assigned?

Do the proposed control and Service report forms include all the required features and reporting items? Are systems commissioning procedures clearly detailed?

Does it comply with the specific requirements established by the contract?

Are the definable features of work identified?

Revision and Distribution

The QC Plan shall be revised by the QCSM when any changes occur. This will ensure that the plan is current during the life of the project. A copy would be kept in the office by the QCSM and he will make sure that the site QC has a current copy in the field office.

QCSM is responsible for updating and revising of the plan and replacing the field copies with a revised copy.

Quality Control System Manager (QCSM)

QCSM will coordinate his work with the Project Manager and will directly report to project Manager and top company management. He is from permanent home office personnel. He will assure review and, coordinate submittals and monitor approvals for AKCC. He shall ensure compliance with contract plans and specifications. He shall also report the progress of Service to project manager and clients. He shall take all immediate actions concerning quality discrepancies. This corrective action shall be explained and coordinated with the project manager. He shall coordinate his staff so that they implement the three-phase inspection system for all aspects of the work specified to achieve high quality work. He shall substantiate the quality of materials and workmanship by inspection and review procurement documents to ensure the incorporation of the quality control measure of the specification haven incorporated. QC inspectors shall be assigned to the project to timely ensure quality of the products and maintain continuous inspections of all phases of Service. Inspectors shall daily report of any quality control efforts and results to QCSM

AKCC Quality Control Team:

The AKCC Quality Control Team is established for every project undertaken. This team shall ensure that the work performed conforms to contract requirements and equipment defects minimized or Service defects eliminated during the life of the contract. The names and qualification of inspection personnel to be used and their responsibilities will be designated. Each appointed QC engineer and technician shall be adequately competent and trained in his/her specific engineering disciplines. Authorities and their respective QC functions are shown in the Chart (Template/Annex A. page 24 of this document).

Quality Control: The AKCC shall develop and maintain a quality control program to ensure maintenance services are performed in accordance with commonly accepted commercial practices and services identified in this PWS. The AKCC shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service that does not occur.

VEHICLES: AKCC shall provide all Equipment and all vehicles and transportation necessary to accomplish all contract services. All vehicles and Equipment shall be specifically designed for its designated purpose.

4- Vehicles shall be in operable condition and meet local vehicle requirements.

k- Vehicles shall present a neat appearance and have the companies name affixed on it for easy Identification.

l- Vehicles shall be operated in accordance with base traffic regulations.

m- Vehicles shall be clearly marked with magnetic markings (provided by the Contractor) that identify the vehicles as contractor owned.

n- The AKCC Shall register the vehicles with the BDOC to ensure US/Coalition Forces are aware of the presence of this equipment and not mistake contract equipment for enemy vehicles.

o- Vehicles will be distinctive in both color and markings and not resemble US/Coalition, ANA, ANP, or ISAF units.

p- Vehicles may be periodically searched to prevent contraband from entering the COP.

Replacement Equipment: The AKCC shall provide the Government replacement Within 48 hours when equipment is returned to the AKCC for scheduled/unscheduled Maintenance, tire replacement, accident repairs, and/or is disabled. Replacements will be Dropped off, and picked up, by the contractor.

Scheduled Maintenance: Periodic inspection or servicing of equipment will be accomplished when needed. The AKCC will perform preventative maintenance for the equipment on an as available basis. Work schedules will be passed on to maintenance foreman/supervisor to better coordinate when scheduled maintenance can be performed without hindering the mission.

Maintenance that is not scheduled but is required to cover any loss or damaged machinery. AKCC will provide insurance for leased vehicles or heavy equipment and will be held accountable for negligence of contractor personnel.

AKCC is not authorized to quit work before 1730 local time or otherwise stop work without consulting with the COR. All materials, equipment, and personnel shall arrive at the project site by 0700 (local time), unless otherwise coordinated with the COR. Failure to coordinate the timely arrival of materials, equipment, or personnel shall not provide justification for unscheduled project.

AKCC personnel will be allowed a lunch break and time for prayer from 1200 to 1300 local time.

EQUIPMENT:

The AKCC shall supply all tools and equipment to maintain equipment. All equipment shall be in operable condition.

AKCC shall provide oil, spare parts, tools, and mechanics to repair and maintain equipment. Any broken or damaged equipment will be fixed immediately or replaced.

DELIVERY AND STORAGE OF MATERIALS AND EQUIPMENT: The contractor is responsible for delivering any and all materials and equipment required by this contract to maintain equipment required.

QUALITY CONTROL:

q- The contractor shall maintain a quality control plan and provide for the direct supervision of employees from the start of project work through project completion.

r- The contractor is responsible for inspecting all work areas and determining actual work area conditions and work requirements. Pre-existing conditions shall not be the basis for any modifications to the contract.

s- The contractor shall comply with all specifications and plans provided for or referred to herein. In addition, building materials shall be installed level and watertight; and all work shall be plumbed and square, with structural members and sheathing components securely fastened and properly aligned and jointed.

t- All Service techniques, procedures, and finished work will be completed commensurate with the industry accepted standard practices and procedures for such work.

u- The contractor may consider Service techniques or practices as recommended by the COR to improve the quality and pace of work so long as such recommendations do not change the specifications or scope or work.

v- Contractor is responsible for the quality of all employee work. Consequently, the contractor shall provide personnel with adequate training/experience to perform tasks outlined in the TECHNICAL REQUIREMENTS and contract.
