Headcount

Of the 2007/08 high school Tech Prep cohort (N=1,705), 27% (n=457) enrolled at one of the SDCCD Colleges (All Colleges) in 2008/09, 24% (n=412) enrolled in 2009/10, and 21% (n=350) enrolled in 2010/11. Over three years, 35% (n=604) of the 2007/08 high school Tech Prep cohort enrolled at the SDCCD colleges.

A greater percentage of the female Tech Prep students from all SDCCD colleges were enrolled between 2008/09 and 2010/11 (55%-57%) than male Tech Prep students (43%-45%). The proportion of each gender varied by college.

Course-Taking Behaviors

Nearly three-fourths (74%) of the Tech Prep students from all SDCCD colleges took a math course in 2008/09, over half (59%) took a math course in 2009/10, and nearly half (47%) took a math course in 2010/11.

Seventy-two percent of the Tech Prep students from all SDCCD colleges took an ESOL/English course in 2008/09, approximately four in ten students (43%) took an ESOL/English course in 2009/10, and approximately one-third (35%) took an ESOL/English course in 2010/11.

Seventeen percent of the 2008/09 Tech Prep students from all SDCCD colleges took a college course in the same industry sector as in high school. This proportion increased among Tech Prep students enrolled in 2009/10 and 2010/11 (22% and 23%, respectively).

The sector with the greatest rate of alignment between high school and college was health and human services (32% in 2008/09, 42% in 2009/10, and 32% in 2010/11).

Student Outcomes

The Tech Prep students from all SDCCD colleges completed more than two-thirds of the units they attempted in each of the terms studied.

The annual retention rate among the Tech Prep students from all SDCCD colleges was 88% in 2008/09, 87% in 2009/10, and 86% in 2010/11. The annual retention rate of the general population of students at all colleges was 83% in 2008/09, 85% in 2009/10, and 85% in 2010/11.

The annual success rate of the Tech Prep students from all SDCCD colleges was 63% in 2008/09, 65% in 2009/10, and 66% in 2010/11. The annual success rate of the general population of students at all colleges was 67% in 2008/09, 68% in 2009/10, and 67% in 2010/11

Eighty-three percent of the Tech Prep students from all SDCCD colleges persisted from Fall 2008 to Spring 2009, 83% persisted from Fall 2009 to Spring 2010, and 76% persisted from Fall 2010 to Spring 2011.

Nearly two-thirds (65%) of the Fall 2008 Tech Prep students from all SDCCD colleges continuously persisted to Fall 2009. Fifty-nine percent of the Fall 2009 Tech Prep students from all SDCCD colleges continuously persisted to Fall 2010.

Awards and Transfer

Overall, 4% of the 2007/08 high school Tech Prep students who enrolled at the colleges over the three years received a degree or certificate. The overall award rate in each year was 0% in 2008/09, 2% in 2009/10, and 4% in 2010/11.

Overall, 12% of the 2007/08 high school Tech Prep students who enrolled at the colleges over the three years transferred to a university. The overall transfer rate in each year was comparable (7%, 5%, and 6%, respectively).

Overview

The San Diego Community College District (SDCCD) operates the Tech Prep program with its high school feeders to prepare students for college. The program awards college credit to students taking pre-approved career technical education (CTE) courses at their high school. This study was designed to measure a cohort of 2007/08 high school seniors who participated in the Tech Prep program as secondary students and continued their postsecondary education at SDCCD. Enrollment, course-taking behaviors, and student outcomes at SDCCD are the focus of the analysis and are measured over three years.

Methodology

The Tech Prep participant cohort included the 2007/08 seniors in the SDCCD feeder high schools who participated in the Tech Prep program and subsequently enrolled at SDCCD. High school Tech Prep participants were identified by the Tech Prep coordinator via the Tech Prep CATEMA database and subsequently matched to student records at SDCCD. High school performance was entered into the SDCCD Information System by Tech Prep staff. In a few cases prior to Spring 2009, reporting to staff on the qualifying Tech Prep classes was delayed. Therefore, a few classes did not appear in the student’s record until the following term. Also note that identified high school Tech Prep participants included all students who earned credit (including students who did not have credit posted on their transcripts due to application problems). SDCCD enrollment and outcomes data for Tech Prep students were generated by the SDCCD Information System. National Student Clearinghouse provided university transfer data. Students who delayed entry to SDCCD after their high school senior year and students who stopped out between terms at SDCCD were included in the analysis. Only students enrolled past census day at City College, Mesa College, Miramar College, or ECC were included. Unless otherwise noted, college affiliation was determined by the students' college of coursework. Results are presented by college and/or as a single unit, referred to as the students from all SDCCD colleges (All Colleges). When disaggregated by college, ECC students were combined with the City College data. When results are displayed annually, students were unduplicated within the year being reported. When segmented by term, data were unduplicated within terms and duplicated across terms. Note that some students took classes at multiple colleges; therefore, summed college totals do not match the student population for all SDCCD colleges (All Colleges) total because the All Colleges totals were unduplicated across the colleges.

Operational Definitions

Annual Persistence Rate - Continuous fall-spring-fall enrollment: The percentage of official census enrolled students in a fall term who received a grade notation of A, B, C, D, F, P, NP, I or RD and who enrolled in at least one course in the subsequent spring and fall terms and received a grade notation of A, B, C, D, F, P, NP, I or RD in each term. (SDSU and UCSD-only students and sections are excluded. In-service and cancelled classes are excluded.) Official Census Enrollment - The number of seats, or duplicated headcount, as of official census day. (Tutoring classes, cancelled classes, and those students who dropped or never attended prior to census day are excluded.) Official Census Headcount - The number of students, or unduplicated headcount, as of official census day. The 2007/08 high school Tech Prep students who enrolled at SDCCD in 2008/09, 2009/10, and/or 2010/11 academic years are the focus of the report hereafter.

Of the 2007/08 high school Tech Prep cohort (N=1,705), 27% (n=457) enrolled at one of the SDCCD Colleges (All Colleges) in 2008/09, 24% (n=412) enrolled in 2009/10, and 21% (n=350) enrolled in 2010/11 (see Table 1.1.1). Over three years, 35% (n=604) of the 2007/08 high school Tech Prep cohort enrolled at the SDCCD colleges.

City College enrolled the greatest percentage of the 2007/08 high school Tech Prep cohort in 2008/09 (14%), while Mesa College enrolled the greatest percentage of the 2007/08 high school Tech Prep cohort in 2009/10 and 2010/11 (14% and 13%, respectively; see Table 1.1.1). Miramar College enrolled between 5% and 7% of the 2007/08 high school Tech Prep cohort in each of the three years studied.

The Tech Prep student headcount for all colleges declined by 37% in the primary terms from Fall 2008 to Spring 2011 (389 to 247, respectively; see Table 1.1.2).

The number of high school Tech Prep participants in 2007/08 was 3,521. During the same time period, 2,988 students successfully completed at least one course with an A or B letter grade, which yielded an 85% high school Tech Prep success rate. Please note that the 2007/08 Tech Prep secondary education success rate was unduplicated, meaning if a student completed at least one course with a grade of A or B, they were regarded as successful. All data pertaining to the 2007/08 success rates were obtained from the Tech Prep CATEMA database.

There were a total of 1,705 Tech Prep students who successfully completed a high school CTE course by the completion of their 2007/08 senior year. These students comprise the base high school Tech Prep cohort for this study.

The 2008/09 Tech Prep cohort included students who directly enrolled at SDCCD in the year following their 2007/08 senior year (100%; see Table 1.2.1). The 2009/10 cohort included students who began SDCCD enrollment in 2008/09 (76%) and students who delayed enrollment at SDCCD after their high school senior year until 2009/10 (24%). The 2010/11 cohort included students who began SDCCD enrollment in 2008/09 (70%), students who delayed enrollment at SDCCD after their high school senior year until 2009/10 (15%), and students who delayed enrollment until 2010/11 (14%).

Note that the Tech Prep student population varied in the number of students who enrolled only in SDSU/UCSD courses offered through SDCCD in each year (All Colleges: 109 in 2008/09, 12 in 2009/10, and 0 in 2010/11). The majority of the SDSU/UCSD courses were offered through City College. SDSU and UCSD-only students and sections were excluded from some of the analyses (e.g., math and English enrollments, persistence, awards, and transfer). For these sections, all SDCCD college headcounts were 348 in 2008/09, 400 in 2009/10, 350 in 2010/11, and 545 over the three years (unduplicated three-year total).

Tables 1.2.2 to 1.2.4 show the counts and percentage distributions of the Tech Prep students that were enrolled at SDCCD by gender, DSPS status, and EOPS status. A greater percentage of the female Tech Prep students from all SDCCD colleges were enrolled between 2008/09 and 2010/11 (55%-57%) than male Tech Prep students (43%-45%). The proportion of each gender varied by college (see Table 1.2.2). Two to three percent of the Tech Prep students from all SDCCD colleges received DSPS services (see Table 1.2.3) and five to seven percent received EOPS services (see Table 1.2.4) in each of the three years studied.

Tables 2.1.1 to 2.1.4 show the number and percentage of the Tech Prep students who chose to take a math course in each of the three years observed. Furthermore, the volume of math course enrollments is displayed by course level.

Nearly three-fourths (74%) of the Tech Prep students from all SDCCD colleges took a math course in 2008/09, over half (59%) took a math course in 2009/10, and nearly half (47%) took a math course in 2010/11 (see Table 2.1.1 for cohort parameters).

Over half (55%) of the 2008/09 math enrollments by Tech Prep students from all SDCCD colleges were in basic skills courses (see Table 2.1.1). The percentage of basic skills enrollments declined in 2009/10 and 2010/11 (33% and 25%, respectively). Associate level math course enrollments peaked in 2009/10 (18% in 2008/09, 28% in 2009/10, and 21% in 2010/11). The percentage of transfer level enrollments increased from approximately one-quarter (26%) of the enrollments in 2008/09, to 38% of the enrollments in 2009/10, to over half (55%) of the enrollments in 2010/11.

For the purposes of this report, English course levels include English as a Second Language (ESOL; two to five levels below transfer), basic skills (one to two levels below transfer), transfer level, and transfer level general education electives. See Table 2.2.0 for course numbers that comprise the ESOL/English course levels and the rationale for level assignment.

Tables 2.2.1 to 2.2.4 show the number and percentage of the Tech Prep students who chose to take an ESOL/English course in each of the three years observed. Furthermore, the volume of ESOL/English course enrollments is displayed by course level.

A majority (72%) of the Tech Prep students from all SDCCD colleges took an ESOL/English course in 2008/09, approximately four in ten students (43%) took an ESOL/English course in 2009/10, and approximately one-third (35%) took an ESOL/English course in 2010/11 (see Table 2.2.1 for cohort parameters).

ESOL courses comprised between 4% and 6% of the ESOL/English enrollments by Tech Prep students from all SDCCD colleges over the three years reported (see Table 2.2.1). Seventy percent of the 2008/09 ESOL/English enrollments were in basic skills courses. The proportion of basic skills enrollments declined in 2009/10 and 2010/11 (46% and 38%, respectively). The percentage of enrollments in transfer level courses increased from approximately one-quarter (26%) of the enrollments in 2008/09, to half (50%) of the enrollments in 2009/10, to over half (56%) of the enrollments in 2010/11.

This section provides insight into the high school and college CTE course-taking behaviors of the Tech Prep students. High school Tech Prep students were provided the opportunity to take college credit courses that fit into nine CTE industry sectors:• Arts, Media, and Entertainment • Engineering and Design • Finance and Business • Health and Human Services • Hospitality, Tourism, and Recreation

Table 2.3.1 provides an unduplicated count of the Tech Prep students from all SDCCD colleges by CTE sector alignment. Sector alignment refers to students who took at least one course in the same high school and college CTE sector. Seventeen percent of the 2008/09 Tech Prep students took a college course in the same industry sector as in high school. This proportion increased among Tech Prep students enrolled in 2009/10 and 2010/11 (22% and 23%, respectively).

Tables 2.3.3 to 2.3.5 provide baseline headcounts of the Tech Prep students from all SDCCD colleges by high school and college CTE sector, as well as the count and percentage of students that aligned by CTE sector. Overall, the sector with the greatest rate of alignment between high school and college was health and human services (32% in 2008/09, 42% in 2009/10, and 32% in 2010/11). Note that while students were encouraged to focus on one CTE sector, they were permitted to take courses in multiple sectors. Thus, a count of students who aligned in Table 2.3.1 may not necessarily match the count of students who aligned in Tables 2.3.3 through 2.3.5.

Data include the primary fall and spring terms in each academic year. Note that the 2011 City, Mesa, Miramar, and SDCCD Fact Books provide annual retention, success, and GPA information for the general population of students which may be used as a point of reference.

The annual retention rate among the Tech Prep students from all SDCCD colleges was 88% in 2008/09, 87% in 2009/10, and 86% in 2010/11 (see Table 3.2.1). The annual retention rate of the general population of students at all colleges was 83% in 2008/09, 85% in 2009/10, and 85% in 2010/11 (see 2011 SDCCD Fact Book).

The annual success rate of the Tech Prep students from all SDCCD colleges was 63% in 2008/09, 65% in 2009/10, and 66% in 2010/11 (see Table 3.2.2). The annual success rate of the general population of students at all colleges was 67% in 2008/09, 68% in 2009/10, and 67% in 2010/11 (see 2011 SDCCD Fact Book).

The annual GPA of the Tech Prep students from all SDCCD colleges was 2.30 in 2008/09, 2.30 in 2009/10, and 2.42 in 2010/11 (see Table 3.2.3). The annual GPA of the general population of students at all colleges was 2.67 in 2008/09, 2.65 in 2009/10, and 2.60 in 2010/11 (see 2011 SDCCD Fact Book).

Persistence

Table 3.3.1 displays term persistence (fall to spring) for the Tech Prep students. Eighty-three percent of the Tech Prep students from all SDCCD colleges persisted from Fall 2008 to Spring 2009, 83% persisted from Fall 2009 to Spring 2010, and 76% persisted from Fall 2010 to Spring 2011. As a point of reference for the term persistence rates of the Fall 2008 Tech Prep students who were enrolled in their first fall term post high school senior year, the term persistence rates of the general population of first-time students in Fall 2008 were the following: City College/ECC, 59%; Mesa College, 68%; Miramar College, 62%; and All Colleges, 69%.

Table 3.3.2 displays annual persistence (fall to spring to fall) for the Tech Prep students. Nearly two-thirds (65%) of the Fall 2008 Tech Prep students from all SDCCD colleges continuously persisted to Fall 2009. Fifty-nine percent of the Fall 2009 Tech Prep students from all SDCCD colleges continuously persisted to Fall 2010. As a point of reference for the annual persistence rates of the Fall 2008 Tech Prep students who were enrolled in their first fall term post high school senior year, the annual persistence rates of the general population of first-time students in Fall 2008 were the following: City College/ECC, 38%; Mesa College, 46%; Miramar College, 43%; and All Colleges, 48%.

The overall 3-year award volume and the overall unduplicated 3-year award rate are also provided. Results are displayed for students from all SDCCD colleges. Note that students who enrolled in only SDSU/UCSD courses offered through SDCCD were excluded.

Overall, 4% of the 2007/08 high school Tech Prep students who enrolled at the colleges over the three years received a degree or certificate. The overall award rate in each year was 0% in 2008/09, 2% in 2009/10, and 4% in 2010/11.

Overall, 12% of the 2007/08 high school Tech Prep students who enrolled at the colleges over the three years transferred to a university. The overall transfer rate in each year was comparable (7%, 5%, and 6%, respectively).
