Executive Summary Boyd County Public Schools views technology as a set of integrated tools that enables students and staff to adapt to the ever-changing challenges of a 21st century global society. We believe that access to and utilization of technology will contribute to the improvement of teaching, learning, productivity, and communication within our District. Technology will be used to build a learning community in which both staff and students can function as life-long, self-directed learners.In order for students to compete in our technology-centered society, they must be technologically proficient. Both students and staff must have the technology tools and skills that enable them to develop technology competency. Boyd County Public Schools will provide students and staff with the tools, training, and support necessary to utilize technology to enhance learning, increase productivity, access information, and communicate with others.The technology vision for the District includes:

1. Technology use will be integrated into the curriculum to expand student opportunities to access, learn, produce, communicate, and evaluate information. In addition, technology will help students develop skills in critical and creative thinking and in innovative problem solving.

2. The District will provide equitable access to instructional technology for all students and staff.3. Staff Members will be provided with the necessary professional development so that they can

use and instruct students in their use of technology.4. Students and staff will recognize the capabilities and confines of technology, as well as legal

and ethical implications of their technology use.5. The District will maintain a technology level that can meet the evolving needs of students and

staff.6. The District, schools, families, and community will understand and support the role of

technology in education and will work as partners in the process of teaching students.7. District personnel will utilize current and emerging technologies to enhance instructional

programs for all learners.8. Technology will be used to collect, assess, and share performance data.9. Workforce knowledge and skills will be developed through the use of technology.10. The District will continually monitor their process of technology planning, implementation, and

evaluation.During the 2011-2012 school year, the Boyd County Public School District evaluated its approach to technology, and that evaluation led to changes in how technology is planned, provided, and utilized. This new approach to technology is governed by an emphasis on vision, communication, planning, and integration.These four components now guide all decisions and are leading the District to its rightful place as a leader in technology. These components provide the approach to the development of 21st century competencies in both staff and students, and those competencies focus on the following areas of digital literacy.

These areas of emphasis and focus led to the identification of two main categories of technology goals for the district.

Infrastructure. The increasing demands of technology required an analysis of District infrastructure in order to meet those demands. Specific initiatives have focused on: updating or replacing servers, wireless access, hubs, data/voice switches, phone systems, etc. instituting a replacement plan for workstations expanding capacity to provide for streaming media

increasing the availability and effective use of peripherals (projectors, whiteboards, clicker systems, handheld devices, etc.) in classrooms.

adding lab facilities in order to provide access to computer labs for online testing in areas such as MAP, End-of-Couse Assessment Compass, etc.

planning technology for the new Boyd County High School that opened in January 2013 including technology manpower as infrastructure and:

o dividing technology duties between a District Technology Resource Teacher (also responsible for all District Technology Coordinator duties and instructional technology) and a full-time Network Administrator (responsible for technical issues)

o planning expansion of the technology department to include additional staff in order to meet increasing demand

Staff/Students Technology Skills. The nature of technology dictates a continual updating of staff/students’ skills in technology in order to meet the demands of teaching/learning in the 21st century. A variety of initiatives are needed to address this issue, including:

refining technology integration of state/national technology standards identifying and refining technology integration in current areas of special focus in Boyd County

(CITTS, MAP, Program Reviews, CCSS technology skill requirements, etc.) delivery of instruction/acquisition of knowledge through technology tools (including handheld

devices) improving home/school communication (including teacher webpages, blogging, electronic

newsletters, etc.)

Planning Process and MethodologyTechnology planning within the District is conducted using both formal and informal strategies,including:

bi-weekly meetings with the District Technology Resource Teacher, District Network Administrator, and the Director of Facilities and Planning.

Information from all sources is utilized to determine District needs/wants, and that information is solicited and analyzed on an ongoing basis. Each of the groups plays a role in the design, implementation, and evaluation of the District Technology Plan.

Review of Previous Year’s Plan Goals of the 2012-2013 included: Telecommunications equipment will be modern and operable within today’s learning environment.

Technology will continue to enhance the learning of all students. Progress in this area includes:o We have expanded assignment of cellular phone to appropriate District administration

and IT personnel.o We have upgraded the phone systems at BCHS, Cannonsburg Elementary, and the

Central and replaced phone systems at BCMS and Catlettsburg Elementary during 2012.o Upgrades and expansion of District wireless—ongoing

There will be modern student software/hardware that will allow for teachers to integrate technology into the classroom more effective. Progress in this area includes:

o PD sessions have been offered in a variety of technology areas (see section on current technology/resources).

o SchoolPointe webpage hosting teacher training has been completed but additional trainings still being offered for new staff and for all staff to update.

The percentage of teachers who integrate technology into their classrooms will increase which in turn will provide a more engaging and active learning environment for the students. Progress in this area is being monitored by walkthrough/feedback by both District personnel and school administrators.

Students will use adequate computers as well as smart classroom devices in order to enhance the learning process and become competent with technology according to the Program of Studies. Progress in this area includes:

o Student use is being monitored by walkthroughs/feedback by both District personnel and school administrators,

o Workstations have not yet been replaced because of increased budget demands from infrastructure upgrades/replacements. Also, technology KETS monetary resources were approved to escrowed for 2012-2013 year—making budgets for technology even tighter.

o Additional videoconferencing equipment purchases will be avoided due to the free LYNC component rolling out this year with Office 365.

o Personal devices in the form of iPads, Kindle Fires have been purchased to meet individual students.

Teachers will attend professional development to help with integration of technology in classrooms. Progress includes:

o Teachers continue to be trained in developing and improving their teacher webpages with over 85% of teachers now having classroom webpages.

o Additional information on technology training can be found in the section on Current Technology and Resources.

Promote more effective delivery of curricula and instruction and to teach multiple learning styles. The percentage of teachers who integrate technology will continue to increase. Progress is documented:

o In walkthroughs/feedback from District and school administratorso An updated version of Star software has been purchased at middle and high school to

target the need for interventions. On-line version of Carbo reading is being used for reading improvement in middle and high school as well.

o Participation in the District-wide DataSeam professional development was delayed because of budget constraints. We hope to resume this training when the budget for KETS is matched.

Current Technology and ResourcesBeginning in 2011-12, Boyd County Public Schools initiated a District-wide assessment of resources and needs. When feasible, additions have been and will continue to be made to help the District meet the demands of a 21st century, technology-rich learning environment.

I. Technologies in Placea. Hardware. The District functions with dual PC/Mac platforms, and includes a mixture

of both computer labs and classroom workstations for students. Peripherals used most include: projectors, document cameras, clickers, interactive boards, white boards, etc. Administrators and students in some schools have access to such handheld devices such as e-readers and iPads. Some schools are experimenting with the use of student-owned devices as well. Wireless access has been expanded and will continue to do so as the budget permits and phones have been upgraded. We hope to resume our partnership with DataSeam as the budget permits to provide additional workstations.

II. Condition of TechnologiesThe 2012-13 school year began with ongoing reviews of technology infrastructure with ongoing upgrades and replacements.

Installation of a backup generator for the main server at the high school to keep the District running when power is out at the server location.

Replacement/repair of network equipment such as servers, backup power protection, hubs, switches, etc.

Five-year replacement policy on computers when funds permit. (Current status includes 79% student workstations meet standards, 92% teachers workstations meet standards, and 100% of administrative computers meet or exceed standards.

III. Accessibility of TechnologyTechnology for Learners in Boyd County is not limited to one form of accessibility. Current delivery focuses on:

Classroom Computers. Most classrooms contain student workstations with the distribution determined by subject area/learning strategies.

Computer Labs. The expansion of computer labs has become an essential because of assessments, etc. Additional labs are being planned to accommodate those needs.

Mini-Labs. Mini-labs are placed in locations where a specific demand requires multiple computers but not a full computer lab. Example: Math labs dedicated to Successmaker Math, Carbo Labs for online Carbo Reading, etc.

Mobile Carts Hand-held devices Starting to incorporate student-owned devices (BYOD) and possible 1:1

technology as the budget permits and policies and procedures are approved and implemented at district level and with SBDM.

Curriculum and Instructional Integration Goals – Evaluation

There are a variety of quality standards to guide technology integration into both curriculum and instruction. Boyd County has as a goal to make sure that all teachers are utilizing these standards. Once the curriculum/instruction is planned, the second component of effective technology integration comes into play, and that is making sure that the hardware/software is available and utilized properly. That requires a focus on outfitting all classrooms as intelligent classrooms and on training teachers in effective and appropriate use of technology. Building administrators and District personnel will continue walkthroughs to provide feedback in the area of technology integration. Teachers will be evaluated in Standard VI of the Kentucky Teacher Standards as part of both formative and summative evaluations. Their proficiency will be evaluated each year and reported in the Technology Readiness Survey.

Staff Training/Professional Development Goals – EvaluationWith technology becoming a part of almost every new teaching tool/initiative, technology skills are embedded in almost everything teachers now do. That can be found in all parts of the teaching-learning process, from the curriculum (example: ISTE NETS standards), instruction (example: CIITS), and assessment (example: MAP). Teacher utilization is tracked through walkthroughs, teacher evaluations by administrators for the Standard 6 of the Teacher Evaluation Instrument, and teacher assessment of skill as reported on the Technology Tools Readiness Survey. Areas of need are addressed through the yearly Individual Growth Plan for teachers. Technology training is offered through a variety of formats including: workshops conducted by outside professionals and District experts, online opportunities, and peer mentoring. In addition, teachers update their knowledge through a District newsletter and email/web postings. Information updates are also acquired through:

Technology Goals – EvaluationTechnology is no longer a separate component of any part of the educational process in schools—it is embedded in every component for every person (student or employee). Boyd County Public Schools recognizes this and plans to meet the need of both groups with the training and equipment necessary to achieve various individual, school, and District goals. All of these goals are set with standards (national, state, and local) in mind. Budget Summary – NarrativeThe current state of the budget (especially with our KETS funding being escrowed by our district and with proposed cuts to KETS) in Kentucky still continues to complicate budget decisions. We realize we must assume a renewed and required emphasis on:

Adopting a “shared” plan for division of costs between District and schools. Planning purchases carefully with a focus on academic use, cost effectiveness, and

competitive pricing (when appropriate). Utilization of free resources when available (example: CIITS)

E-Rate, KETS, General Funds, Title (if appropriate), and school activity accounts will all be utilized. The biggest concern for Boyd County in the coming year moneys in a tight budget is to outfit technology in the new high school.
