Chaw-Ye Chang is Director of IT Strategic Sourcing & Planning
As Director, Chaw-Ye is involved in reviewing and selecting a
wide range of systems and solutions for the campus. She works
closely with the campus leaders, IT teams and vendors to
evaluate and select the technology solutions or professional
services. Chaw-Ye manages IT contracts and reviews proposals
as they relate to data security, privacy, compliance and solution
provisioning. In addition, she oversees the budget planning,
software license auditing and compliance for the University ERP
systems. Aside from contract and vendor management, she
handles division-wide projects or initiatives, such as disaster
recovery planning and exercise, internal and external IT audit
coordination and reporting, as well as IT security review.
Can you tell me about yourself and what brought you to WCU?I graduated from Saint Joseph’s University with a bachelor’s
degree in Management Information Systems. I then continued
my education and earned a master’s degree in Computer
Science from Villanova University. After graduation, I started my
IT career in the healthcare industry and held various applications
development and project management positions over 12 years.
When I returned to work in the fall of 1998 after my second child
was born, I made a decision to realign my priorities to better
balance my career and family needs. Being a resident of West
Chester since 1991, the University was naturally my top choice
for my career pursuit. When I explored the opportunity that
suited my skillset, I realized that the timing could not have been
better as the University was about to embark on transitioning
from a legacy system to the enterprise scale PeopleSoft ERP
systems. After successfully completing the search process, I
was fortunate to join the University in December 1998 as a Sr.
Systems Analyst.
How did you become interested in what you do?I am passionate in working with people and technology. My
position allows me to contribute my skills, and to collaborate
with my colleagues and external solutions providers. It also
gives me the opportunity to cultivate my professional skills.
What projects are you currently working on?I’m currently working with the network team and vendors on
IT security projects. I’m also working with campus users and
the Business Services Office to review the contracts for an
enterprise content management system, as well as a budget
reporting system for the Athletic Department. I’m
coordinating with Oracle and Information Services resources
to develop a training program for PeopleSoft technical and
functional needs. I also negotiated and submitted a five-year,
fixed-fee Oracle/PeopleSoft maintenance agreement through
WCU procurement process for approval.
What do you like most about your job?There are two aspects of my job that I like and appreciate.
First, it is rewarding to have the opportunity to interact and
coordinate with various internal and external constituents,
and work through the processes and challenges to
accomplish the common goal. Second, the opportunity to
explore and learn about the University “business” and
identify solutions and sound technologies, thus allowing our
users to become more effective in whatever they do, is
fulfilling.

Today, we are over in the beautiful Swope
School of Music building, with Seth Birch, the
new Digital Media Specialist for the Collegeof Visual and Performing Arts. Seth, an 2006Art and Design graduate of West ChesterUniversity has returned to use his graphics anddesign talents and technology to share all thatthe college has to offer - especially withstudents, including current, former andprospective - and the community near and far.With the help of both a student andprofessional photographer, a full timeaudio/visual engineer and a supporting crew ofeditors and designers, Seth shares the talent ofmusicians, artists, actors, actresses and more,through the many avenues of the web and printpublications. The CVPA can be found on theWCU website, Flickr, Facebook, Twitter andYouTube. His work can also be found in printmaterials such as the local magazine, Fig, aswell as the many pamphlets and flyersdistributed by the university.
College of Visual &Performing Arts: Seth Birch
Some of Seth’s latest projects include usingtechnology to connect alumni and thecommunity to concert performancesthrough live streaming. He also spends timeworking with alumni relations, the WCUFoundation and social media researchingthe successes of alumni of the College ofVisual and Performing Arts and to bringtheir stories to campus. Seth hopes thatthose success stories will attractprospective students and encouragecurrent students who are in the College ofVisual and Performing Arts.
Finally, Seth is working to integratetechnology with the arts by helping theviewer become part of a performance or toexperience the arts in a unique way. Forexample, Seth has worked with faculty toinclude GoPro cameras in music concertsand with the marching band to immersethe viewer into the performance from themusician’s point of view.
As a Digital Media Specialist, Seth is usingtechnology in many ways to connect theCollege of Visual and Performing Arts to theWest Chester University Community, nearand far.
Many of Seth’s photos andmessages are used to invite thecommunity to attend the highquality performances that takeplace here at West ChesterUniversity. Seth also wants toencourage our neighbors to visitand see the excellent artworkthat is in our galleries. Sethwants the photos, recordings andpublications to illustrate the topquality art, theatre and musicthat is produced by theuniversity. He also hopes thepublicity from these top qualityproductions will attractprospective students to theCollege of Visual and PerformingArts.
Tech Updates: iPads in the ClassroomThe Tech Fee (TF) Department provides support forcampus-wide initiativesIn 2009 the iPad and App store were still prototypes in
Apple’s product line. Today, there are 1.2 million apps
available in the App store, 475,000 designed just for the
iPad. The app store has delivered nearly 75 billion
downloads. Both have altered the landscape of
technology in the classroom.
The iPad offers a new and exciting opportunity in the
Education and IT fields. iPads provide a tool to facilitate
student-teacher communication, enhance learning both
on campus and off campus and reduce the volume of
books and paper used on campus. For IT, iPads represent
a way to take advantage of the rich Apple ecosystem. The
App store allows a safe way to purchase secure apps
vetted by Apple. The Volume Purchase Program and
Mobile Device Management solutions offer an integrated
way for institutions like WCU to purchase apps and
deliver them to iPads and maintain the iPads.
Since 2011, TF has provided nearly 500 iPads, apps and
technical support for use in various departments at WCU.
Colleges and Departments include College of Health
Sciences, College of Education, College of Visual and
Performing Arts, Communicative Disorders, Economics,
Mathematics, Art, English, Nursing, Learning Assistance
and Resource Center (LARC), Office of Services for
Students with Disabilities (OSSD), and others. Some
highlighted uses include apps used in the Health
Sciences and West Chester University Speech and
Hearing Clinic (WCUSHC).
C3 Logix Concussion Assessment iPad appWith the help of the Tech Fee Office, the Department of Sports Medicine
has acquired a license for the C3 Logix Concussion Assessment iPad
application. This technology will be used by undergraduate athletic
training students in the laboratory setting in Pathology & Evaluation of
Athletic Injury III and also in the clinical education setting where students
work with WCU student-athletes. The app introduces students to new
technology developed for clinical assessment, diagnosis, monitoring,
and management of concussions. The C3 Logix system incorporates
accelerometer and gyroscopic data to objectively quantify postural
stability, which can be used to evaluate and provide feedback during
balance tasks. The app also takes full advantage of the iPad’s touch
screen, which is used in the assessment of reaction time, coordination,
memory, and vision. The C3 Logix system is a cutting edge assessment
tool for evaluation of concussion in sports that will assist students in
learning how to perform a thorough patient evaluation for suspected
brain injuries.
Proloquo2Go Speech appWest Chester University Speech and Hearing Clinic (WCUSHC) strives
to provide superior professional diagnostic and treatment services in
speech-language pathology and audiology while providing excellence in
clinical education for students in the Department of Communication
Sciences and Disorders. Since Fall 2012, iPad and its apps have been
utilized in therapy and diagnostic sessions to provide more individually
targeted and hands-on services to adults and children with a variety of
communication disorders.
One of the top apps used in the WCUSHC is Proloquo2Go by
AssistiveWare. It is a symbol-supported communication app that gives
a voice to people who have difficulty speaking. It includes natural text-
to-speech gender- and age-appropriate voices and approximately
14,000 up-to-date symbols or photos. Compared to commercial speech-
generating alternative and augmentative communication devices, the
app is affordable, user-friendly, and less stigmatized.
How to take a screen shot of a complete webpage within the Chrome web browser
• Open the Chrome browser
• Go to Menu, More Tools, Extensions:
• Choose, 'Get more extensions'
• Search for 'Webpage Screenshot'
• When the results appear, choose the 'Extensions' radio button in the left column located under the search box
• Install the extension by clicking the 'Free' icon to the right of the 'Webpage Screenshot' description. Click 'Confirm' to add.
• Go to the web page you wish to print.
• Click the new camera icon located near the Chrome menu icon.
• Choose 'All page screenshot'
• In the new window that opens, choose one of the options on the right to save, copy, or print the file.
