1. Teams registered with the SuperStars T20 will have to abide by players and teams rules and regulations amended by DCC.

2. In case of violations of rules and regulations the organizers are entitled to disqualify the teams / players from the tournament.

7. Title sponsors, associate sponsors and co-sponsors are entitled to the first rights of obtaining Cities in case the team sponsored by them is participating in the tournament.

8. In case of tie amongst the participating teams for a particular city a closed biding will be invited from the team owners and highest bidder will be awarded the city.

9. In case of dispute during the passage of play the complete authority to take the final decision will reside with DCC umpires and match referees. No other objections will be entertained by the organizers.

10. The registered teams have the right to obtain the cities from the above mentioned list for the Superstars T20 in the year 2013 only.

11. Teams will have to obtain permission from DCC in case they want to invite overseas players to play for their team in the tournament.

12. Every team will consist of a maximum of 18 players including overseas players who shall be registered free of cost with the Dubai Cricket Council before start of the Tournament.

13. Each Team needs to fill up and submit the DCC Team Registration Form and also have all their Players complete and submit the Players Registration Form with passport copies with Residence/Transit/Mission visa page and stamp size picture of each participating player for making the Team Card before 10th April, 2013.

14. All Teams and Players need to sign and submit the Code of Conduct which has been drawn up by the Domestic Cricket Development Committee.

15. No International Players representing or have represented Full Member Boards are allowed to play in this tournament. Overseas Players can be First Class cricketers from any State or country or First Class and International players from Associate / Affiliate members, however a prior No Objection Certificate should be obtained from their Home Board. Emirates Cricket Board, Dubai Cricket Council or the SUPERSTARS T20 Organizing Committee shall not be held responsible for any liability in this matter.

16. Teams bringing in Overseas Players will have to provide Dubai Cricket Council with a signed 'Discharge Letter' before the start of the Tournament from each overseas player which clearly mentions that all contractual obligations and finances have been settled with the Overseas Player. 17. DCC and the SUPERSTARS T20 Organizing Committee recommends that all Teams should consider to have Insurance for all their Players

The Organizing Committee of SUPERSTARS T20 or Dubai Cricket Council will not be liable for any injury or death during the course of the Tournament. Injury caused to any player/s during the course of the game is at the risk of the individual and the individual Team management is responsible to take care of any injuries to their player/s. First Aid Kit and ice will however be available at the venue.

18.17.SUPERSTARS T20 Organizing Committee will be providing playing apparel (shirts, trousers and caps) and playing kit like batting pads, wicket keeping pads and this will be the Dress Code which has to be used for playing in all the matches of this tournament.

Playing Rules & Conditions

ALL MATCHES WILL BE PLAYED AS PER SCHEDULE UNDER THE LATEST EXISTING ICC PLAYING HAND BOOK 2009-2010 AND MCC LAWS OF CRICKET ( 2000 CODE 4th EDITION - 2010 ) EXCEPT AS VARIED HEREUNDER AS DUBAI CRICKET COUNCIL PLAYING CONDITIONS .

Important Note: No Team will be allowed to participate in this tournament until they have registered their Team and all 18 players with the Dubai Cricket Council and are in possession of their Team card from DCC.

All Teams and Players need to sign and submit Code of Conduct during Team and Player registration which has been drawn up by the Domestic Cricket Develop-ment Committee (DCDC).

1) DRAWS AND FIXTURESa) Fixtures and Draws made for the tournament by the SUPERSTARS T20 Organizing Committee will be final and will not be changed except due to force majeure. b) SUPERSTARS T20 Organizing Committee has the right to postpone any match if deemed necessary due to un-avoidable circumstances

2) LEAGUE CUM-KNOCKOUT BASISa) The tournament will be played on a round robin cum knockout basis.b) 16 teams divided will be into 4 groups (A, B, C and D) comprising of 4 Teams each and teams in each group will play against each other on a round robin basis.c) Top 2 teams from each group scoring maximum points at the end of round robin matches will qualify for the knock out semi-final stages

NB : Walk - over is not allowed and Disciplinary action will be taken against Captain and team. At the end of the round matches, to decide group qualifiers priority will be given to :

a) The team having maximum points followed by the next best.b) If Teams are equal on points, then the team with highest Net Run Rate in group matches will qualify. A fraction of an over shall be taken as an actual to calculate the net run rate. Ex: if 217 runs are scored in 16 overs and 2 balls, then the run rate shall be 217 divided by 16.2. If the two decimal net run rate is still same then it will be taken based on three decimal points ex: 13.395 then the team which has lost fewer wickets will be declared Winner.c) If the two teams are still equal, then the winner of head to head match would qualify.d) If still equal then the team who has taken the higher number of wickets will qualify.f) If still equal then the toss of the coin will prevail.

4) KNOCK OUT STAGEa) If the match is abandoned due to rain or any other reason and there is no possibility of further play, once 5 overs has been completed by both the sides than Council will decide the winner by using Duckworth / Lewis method.

b) If the match is totally abandoned due to rain or any other reason and there is no possibility of play then the team which has the highest points in their group matches will be the winner.

c) If the match is totally abandoned due to rain or any other reason and there is no possibility of play and if both teams are tied on same points then the team which has the highest Net Run rate in their group matches will be the winner.

d) TIE - MATCH IN KNOCK OUT STAGEIn a Tied match in the KNOCK-OUT STAGE the teams shall compete in a one over per side eliminator to determine the winner as per the following conditions:

ONE OVER PER SIDE ELIMINATOR CONDITIONS:a) Prior to the commencement of the one over per side eliminator each team elects three batsmen and one bowler.b) The nominated players list to be given in writing to the DCC Umpires.c) In both innings of the one over per side Eliminator, the fielding side shall choose from which end to bowl.d) The umpires shall stand at same end as that in which they finished the match.e) Each team's over is played with the same fielding restrictions as applied for normal T20 match.f) The team batting second in the match will bat first in the one over eliminator.g) The same ball as used at the end of the team's innings shall be used for the Extra over.h) The loss of two wickets in the over ends the team's one over innings.i) In the event of the teams having the same score after the one over per side eliminator has been completed the team whose batsmen hit the most number of boundaries combined from its two innings in both the main match and the one over per side eliminator shall be the winner.j) If the number of boundaries hit by both teams is equal, the team whose batsmen scored more boundaries during its innings in the main match (ignoring the over per side eliminator) shall be the winner.k) If still equal then the team which lost fewer wickets in the main match shall be the winner.I) If the number of wickets also are equal then the toss of coin by Match Referee or Umpire shall decide the winner.m) If the FINAL match is abandoned due to rain, fog or any other natural calamity, where the minimum 5 overs are not played by the finalists, then the match shall be declared 'DRAWN FINAL'. Both the teams will be declared Joint Winners and the prize money will be shared equally.

5) TIMINGS OF PLAYa) All participating teams should be available to play the matches as per scheduled date and time.Match Reporting Time - 45 minutes before start of Play time.Submitting Team List and Toss Time - 15 minutes before start of Play Time.Walk Over Time - 30 minutes after Start of Play Time.

b)Teams not able to toss 15 minutes before the start time will automatically lose the toss.

c)The allotted overs and batting time of the team reporting after the ' Match Start Time' will be reduced by one over for each four minutes lost of the match until the walkover time.

d)Teams with less than 7 players reporting after 30 minutes from the 'Match Start Time' or not present at that time will deem to have conceded a walkover. The umpire (s) present will award a walkover to other team provided they are present at the stipulated time with minimum seven (7) players. Minimum of seven (7) players shall take the field for the commencement of the match.

e)If both the teams arrive later than the walkover time the match will be considered as cancelled and Walkover rule shall be applied to both teams with two points deducted from either side. There shall be no replay of the match.

f) Dubai Cricket Council views a walk over very seriously and suitable action will be taken against the captain and the team giving walk over which will be advised in due course.

g) If both the teams arrive after the match start time, but before the walk over time, both will be penalized by deduction of overs from their allotted quota and the play time will be reduced / adjusted accordingly.

h) If any match is postponed by the Organizing Committee due to bad weather or reasons beyond their control then it will be played as per the revised date decided by the Organizing Committee.

i) Each innings will be of 1 hr. and 20 minutes duration without any drinks break, followed by 15 minute change over between the innings.3

j) All fielding sides are required to complete their 20 overs in the allotted time of 1 hour and 20 minutes. Failure to do so by the side fielding first would result in the following:

The Side fielding first will face only the number of overs they managed to bowl in the allotted time. (I.e. number of overs bowled short will be deducted from their allotted overs) .The allotted overs of the side batting first will still be completed. For example, in a full 20 overs an inning match, if a side bowling first has bowled only 18 overs in the allotted time, then they would be allowed to bat for only 18 overs and so on and the allotted time will be reduced @ 4minutes x number of overs penalized but the side batting first will bat for its full quota of 20 overs. Should the team bowling second not complete the allotted/revised quota of overs in the allotted/revised time, Average required run rate at start of the innings of the side batting second will be added to the opponent for each over bowled short. Example: If a team is chasing 200 in 20 overs (which is an average of 10 runs per over at the start of their innings) and if side bowling second fails to complete the overs and bowls only 18 overs, then a penalty of 20 runs for two overs bowled short shall be awarded to Batting side and the result announced after adding the penalty. All efforts should be made by both Teams to play a full 20 over game for both sides.

6 ) THE PLAYERSa) Each participating team is allowed 18 registered players including overseas players to represent one team in the tournament. Any Player found playing in Unofficial or Disapproved Cricket shall be disallowed from participating in this Council Approved tournament.

b) Two Overseas Players registered with the Dubai Cricket Council who have entered UAE on Visit or Transit visa will be allowed to participate in this tournament.

c) U.A.E. Nationals and Players who have valid UAE Residence Permit or have entered the UAE on Employment or Mission Visa shall be eligible. All players must be registered with the Dubai Cricket Council through their club.

d.) The Captain shall submit to umpires a complete list of minimum 12 players, duly signed before the toss for innings. Players must not be listed with a single name for various administration reasons (Captains are responsible for providing players' Full Names).

e) A player must be in the Registered List of 18 players to be eligible to play in any game including the Final Match. 7) FIELDSMAN/BATSMAN LEAVING THE FIELDIf a fielder fails to take the field with his side at the start of the match or at any later time, or leaves the field during play:

a)The umpire shall be first informed of the reason of his absence.

b) He shall not thereafter come on to the field during the play without the consent of the umpire.

c) If that fielder or substitute comes into field without the permission of the umpire and handles the ball before the ball becomes dead, 5 penalty runs will be awarded to the batting side and the ball will be declared dead ball.

d) If he is absent for 8 minutes or longer, he shall not be permitted to bowl thereafter, until he has been on the field for at least that length of playing time for which he was absent.

8) NO BALLa) A bowler shall be limited to one fast short pitched delivery per over.

b) A fast short pitched delivery is defined as a ball which passes or would have passes above the shoulder height of the striker standing upright at the crease.

c) In the event of more than one a fast short pitched delivery per over being bowled Main Umpire shall call and signal NO BALL on each occasion. To call a "NO Ball" for fast short pitched delivery will be the responsibility of the main umpire.

d) If there is a second instance of the bowler being no balled in the innings for bowling more than one fast short pitched delivery in an over, the Main umpire shall advise the bowler and his Captain that this is his final warning for the innings.

e) Should there be any further instance by the same bowler in that innings, the umpire shall call and signal no ball and when the ball is dead direct the captain to take the bowler off forthwith.

f) A Short Pitch delivery that passes above head height of the batsman and prevents him from being able to hit it with his bat by means of a normal cricket stroke shall be called a wide .

g) One run will be awarded to batting team for every NO BALL & WIDE BALL in addition to number of runs scored on that ball.

h) Any delivery, which passes or would have passed on the Full above Waist Height of the striker standing upright at the crease is deemed unfair, whether or not it is likely to inflict physical injury on the striker. The umpire at the bowler's end shall, call and signal 'No ball', and when the ball is dead, caution the bowler and issue a first and final warning. If the same is repeated by the same bowler in that innings then the Umpire will call that delivery No ball when the ball is dead and direct the Captain to take the bowler off forthwith and not allow him to bowl again in the innings. If necessary the over shall be completed by another bowler who shall have neither have bowled the previous over or part thereof nor be allowed to bowl the next over or part thereof.

The umpire will report the occurrence to the other umpire, the batsman at the wicket and the Captain of the batting side. The umpire will also report the matter to the Tournament Committee who shall take appropriate action against the bowler and the Captain of the bowler concerned.

i) In addition to the above delivery following a No Ball called for a foot fault (Law 24.5) shall be a 'Free Hit' for whichever batsman is facing it. If the delivery for the Free Hit is not a legitimate delivery (any kind of no ball or wide ball) then the next delivery will become a Free Hit for whichever batsman is facing.

9) WIDE BALLUmpires will apply strict and consistent ruling in regards to this law to prevent negative bowling. One run will be awarded to batting team for every WIDE BALL in addition to number of runs scored of them.

10) LIMITATION OF FIELDSMENAt the instance of delivery, not more than six fielders on the Off-Side and not more than five fielders on the On-Side of the wickets shall be allowed. In the event of an infringement, the umpires shall call and signal "No Ball".A fielding restriction shall apply to the first 6 overs of each innings.During the Fielding Restrictions overs only two fieldsmen shall be permitted outside this fielding restriction area at the instant of delivery.During the Non Fielding Restrictions overs, no more than 5 fieldsmen shall be permitted outside this fielding restriction area at the instant of delivery.

11) OVER RATEAll captains are responsible to ensure that a minimum of 15-overs per hour @ 4-minutes per over should be bowled in order to avoid unnecessary wastage of time. While calculating the overrate, 5-minutes of serious injury to a player or any other reason beyond the control of the player shall be deductible allowance.Umpires are required to report immediately during or after a match any breach of these rules or as required under Laws of Cricket. Umpires will report any case of obvious dissent or misconduct in writing, even though the player's captain may have taken effective action.All reports shall be submitted to the Dubai Cricket Council by officiating Umpires and Match Referee within 24 hours. 12) QUALIFICATION OF PRIZESDubai Cricket Council Committee shall use their discretionary powers to pick the various award winners including the below mentioned purely on statistics and performance throughout the tournament.

13) PROTESTSProtests other than those on umpiring decisions within the scope of the Laws of Cricket shall be submitted in writing immediately after the match with a 'short report' on back of score-sheet and followed by a detailed email next morning and Protest should be filed within 24-hours of the match being completed to DCC along with a non refundable fee of AED. 1000/-. Kindly note that, No protest shall be accepted by the Organizers or DCC on On-field Umpiring Decisions.The Disciplinary committee's decision shall be final and binding on all concerned. The Disciplinary committee shall give a fair hearing to both sides before the decision is made.

14) INJURYThe Organizing Committee of SUPERSTARS T20 or Dubai Cricket Council will not be liable for any injury or death during the course of the Tournament. Injury caused to any player/s during the course of the game is at the risk of the individual and the individual Team management are responsible to take care of any injuries to their player/s. First Aid Kit and ice will however be available at the venue.

15)SCORERSUPERSTARS T20 Organizing Committee shall provide scorers who shall be responsible for the recording of score and to ensure that the score sheets are neatly and properly filled in and handed over to the umpires at the end of the match.

It is responsibility of both Captains to check the correctness of the score sheet before signing and handing it over to the umpires. No protest in regard to any discrepancy or mistake in the score sheets will be entertained at any stage.

16) IMPORTANT NOTESa) Teams are expected to ensure that proper Spirit of the Game is maintained during the matches. In case of any breach of this code, strict action will be taken by the Disciplinary committee. All misbehaviors on the ground are to be recorded formally by the umpires who shall forward the same with their report to the committee for their decision.

b) Team Captain or Manager has to carry Team Card and Player Cards issued by DCC and this should be shown to the officiating umpire/s along with Team List before the toss at any game.

c) If any Player/s or Team has been served with a ban for indiscipline or violation of rules in this Tournament, then the Dubai Cricket Council will inform all other Councils by email to enforce the same with all Councils.
