D1 Change to the Racing Rules (D1.1 Definitions and Rules of Parts 2 and 4)

Red: Changed in 2013-2016(a) Definition Zone: the distance is changed to two hull length(b) 18.2(b) (without overlap in the two-length-area) be valid additionally when the first boat reaches the zone, the outside boat shall give the inside boat mark-room, and if another boat turns to clear astern

(c) 18.4 (Gybe of the inside overlapped Right-of –Way boat)    be not valid

(e) 24.3 : None interferes with participants after goal-passage(f) 24.4 : At meeting with other match only course-alterations for own match-profit(g) 41: receiving help from team-colleagues, be valid

D1 Change to the Racing Rules (D1.2 Protests and Requests for Redress)

(a)(a) A boat may protest another boat, but not for an alleged breach of a rule of Part 2 unless she was involved in the incident or the incident involved contact between members of the other team; (a)(b) request redress. (b) A boat may remove her red flag after it has been displayed.(c) A boat intending to request redress shall display a red flag. The red flag shall be displayed until it is acknowledged by an umpire.(d) The race committee or protest committee shall not protest a boat for breaking a rule of Part 2 or rule 31 or 42. (f) A boat may not request redress based on damage or injury caused by team-colleagues.

(a) A boat may take a One-Turn Penalty when breaking rules of Part 2, or rule 31 or 42. (b) A boat may take a penalty by retiring.

D2.2(a) A boat intending protest shall hail ‘Protest’ and conspicuously display a red flag and may remove her flag. < D1.2(b)>

D2.2(b) The boats shall be given time to respond. A boat involved in the incident may respond by promptly taking an appropriate penalty or clearly indicating that she will do so.

D2.2(c) If no boat takes a penalty, an umpire decide whether to penalize any boat.

D2.2(d) An umpire signals a decision with one long sound and the display of a flag as follows: < D2.4 > (a) For no penalty, a green and white flag. (b) To penalize boats, a red flag. The umpire hail boat-number(s). (c) To report to the protest committee, a black and white flag.

D2.2(f) A boat penalized by an umpire takes a Two-Turns Penalty.

D2.3 An umpire can initiate penalties with; (a) Buoy-touch (rule 31) , Forbidden propulsion (rule 42) (b) Contact with team-colleagues or a boat in another race (rule14)(c) If a boat or her team gains an advantage despite taking a penalty (d) Break rule 14 with damage or injury (e) Incorrect One-turn Penalty <D1.3(a)> (f) Incorrect Two-turns Penalty <D2.2(f))(g) Commit a breach of sportsmanship and good manner (rule 2)

There shall be no request for redress, appeal or ground for abandoning a race by a boat arising from a decision, action or non-action by an umpire.

The protest committee may decide to consider giving redress when an official boat, including an umpire boat, may have seriously interfered with a competing boat.
