1. GENERAL INFORMATION LJUBLJANA EXTENDS A WARM WELCOME TO ECCCj 2012 What is it that sets Ljubljana apart from other cities and capitals that makes it a great place to visit and discover? A vibrant city of delights characterized by its unique historical heritage, cultural creativity, friendliness and relaxed atmosphere. You will not discover here world-renowned attractions, such as the Eiffel Tower, the Big Ben or the Hofburg Palace, but there are other features that can be outlined as its advantages. Due to its compact size, Ljubljana is a walking and environmentally friendly city, dotted with many green spaces. Nestled on a hill above the Old Town, the medieval Ljubljana Castle looks like a mighty guardian protecting the city at its foot. Ljubljana has one of the best-preserved Baroque quarters in Central Europe that blends harmoniously with the younger Art Nouveau buildings. And, in the first half of the 20th century, it was blessed with the talent of Jože Plečnik, who created the cosmopolitan image of his native city with his eclectic architecture. The young and vibrant spirit of the Slovenian capital often stuns first-time visitors. No wonder, as out of a population of 360,000 one fifth are university students. Lean back & relax is also a motto of our city – having a refreshment in one of the numerous cafes along the riverbanks or in the Old Town is a good way to observe and feel the pulse of our everyday life. As a contrast to our Germanic attitude in the business sphere, this is where a Mediterranean-style dolce vita is most reflected. The picturesque open market – a must-see spot, provides many fresh ingredients which are the basis for culinary delights served in the plentiful downtown restaurants and inns, and to appreciate even more the local gastronomy, indulge in the discovery of excellent Slovenian wines or beers. Just to round up the picture, Ljubljana displays a remarkable agenda of cultural events, more than 10.000 annually - including 14 international festivals and many other traditional happenings all year round. Especially in the warmer months, a host of free-of-charge events liven up the public spaces in the downtown area. All this helps in creating a special atmosphere in the Slovenian capital. Even at first glance, Ljubljana seems pleasant and familiar to visitors, but at the same time interesting and different. The cosiness, image and flair of this city are remembered later, along with a drop of its Mediterranean temperament, northern reserve and Slavic hospitality. The good language skills of the local residents are also much appreciated by foreign guests. Ljubljana has gained in the past a very good reputation as an efficient venue for international events, including sports championships. It is large enough to provide all the services that a major gathering may require and, as an elegant lounge, small enough to make the participants feel at home during their stay. Easily accessible from abroad and conveniently located in the centre of the country, the capital is also an ideal departure point to discover all the amazingly diverse features of Slovenia.

It is conceived as a smart card containing a RFID chip for card validation and free admission. You can purchase your Urbana at Ljubljana's Tourist Information Centers, hotels or in an easy and comfortable way, using the order form at website www.visitljubljana.com - and with web purchase save 100% the regular price. Validity 24 hours, price 23 EUR or 48 hours, price 30 EUR or 72 hours, price 35 EUR. MOVING AROUND IN THE CITY The public city bus network makes it easy to travel within the city. The 24 lines, which run according to regular schedules throughout the day, are complemented by suburban buses, which link Ljubljana to its close surroundings. When purchasing the Urbana Ljubljana Card, its holder is entitled to free use of the Ljubljana public bus network within the time of its duration. Ljubljana also has a well-organised taxi service, which is not expensive. In warmer days, it is also possible to rent the “Ljubljana bike”.

3. ARRIVALS 3.1 Arrival by Air Ljubljana International Airport is the official airport. Transfer time from the Ljubljana airport is 30 min (25km). The LOC will also be able to organize transfer from Zagreb (CRO), Venice, Trieste (Italy) or Graz (Austria) airport on teams’ request and their own costs: - Zagreb Airport (142 km) … 880 € both ways - Trieste Airport (125 km) … 720 € both ways - Venice Airport (235 km) … 1330 € both ways - Graz Airport (190km) … 1100 € both ways In order to facilitate logistics planning, the participating teams are kindly asked to inform the LOC about their arrivals and departures as soon as possible. In case of arrival to listed airports the bus transportation must be ordered and paid to LOC – accommodation and transport service, Mrs. Majda Eržen, e-mail: [email protected] mobile +386 31 22 10 42 3.1.1 Welcome Service Upon arrival, teams will be met by team attaches. A welcome office will be located on 13th and 14th September from 12.00 am until 10.00 pm at the stadium of Športni park Ljubljana, known as Athletics Stadium ŽAK, Milčinskega ulica 2, Ljubljana. Once payments will be settled and accreditation procedure completed, team members will get their rooms in hostels.

3.1.2 Transportation of Equipment Poles will be transported by the LOC within the team transfer from airport to the stadium. Teams arriving by road are asked to come directly to the stadium of Športni park Ljubljana, Milčinskega ulica 2, and to store poles there. 3.2 Arrival by Train For teams arriving at Railway Stations Ljubljana, bus transportation to hostel and escort by an attaché will be organized by LOC. Transfer times from the stations are as follows: 10 min (3km). 3.3 Arrival by Road Teams arriving by road are kindly asked to go directly to Športni park Ljubljana, Milčinskega ulica 2. Representatives from the LOC will welcome them there. 3.4 Visa Requirements Teams from Turkey and Bosnia and Hercegovina* will need visa to enter SLO. * In case a citizen of Bosnia and Hercegovina has the new, biometrical passport, a visa is not needed. Visas should be obtained before leaving your country, from the Slovene Embassy or Consulate. 4. TRANSPORT 4.1 Transport Desk The transport office will be located in the TIC at Stadium of Športni park Ljubljana and will be open on 13th and 14th September from 12.00 am until 8.00 pm. The team representatives are kindly asked to confirm immediately their departures times to the LOC. 4.2 Bus Shuttle Service A regular bus shuttle service will be provided between the team hostel, training venues, social functions, the technical meeting and the competition venue. Full details of the schedule will be displayed at the Information desk in each hostel. The following arrangements have been made for the team hostels: On Friday, 14th September, shuttle service will be organized from Hostel Bežigrad to the stadium for training at 4.30 pm and 5.00 pm. Return transportation will be organized at 7.00 pm and 7.30 pm. On Saturday, 15th September, shuttle service will be organized from Hostel Bežigrad to the stadium for competition at 9.00 am for Hammer Throw Men (just athletes) and at 9.30 am for Hammer Throw coaches. At 10.00 am and at 10.40 am will be departures of the shuttle for other athletes. Return transportation will be organized at 7.00 pm and 7.30 pm. We ask the teams with buses to use them for transportation to the Stadium. The hostel Šiška is just three minutes of walk away from the Competition Stadium. For the Technical meeting transportation will be organized from Hostel Šiška to Hostel Bežigrad at 8.00 pm for representatives of Teams, accommodated in Hostel Šiška.

For the Closing Banquet transportation will be organized from the Hostel Šiška to Hostel Bežigrad at 9.15 pm and back at 11.30 pm. We ask the teams with buses to use them for transportation to the Hostel Bežigrad. 4.3 Return to Airport / Train stations Transport will be arranged according to the flight schedules submitted by the teams. Further information will be available from the hostel information desks.

5. ACCOMMODATION & HOTEL INFORMATION 5.1 General Information The LOC has reserved two of good quality hostels for teams, providing full board accommodation and easy accessibility to both, the centre of Ljubljana and the competition venue. 5.2 Information Desk An information desk will be located in the lobby of each hostel. 5.4 Costs and European Athletics Quota According to EAA Regulation 1510.6.1 the visiting clubs should pay a contribution of 800 € to the organizer for accommodation expenses. This amount is to cover the accommodation for 2 nights for the maximum number of quota team members which is at the men’s and women’s competition each 22 athletes + 4 officials max. It should be paid to the account of the organizer before the arrival. All prices include meals and VAT. Each team will be allowed to have one single room. All payments must be made in EUR through bank transfer at least seven days before arrival. The team leader must settle any extra charges (bar, laundry, telephone etc) at the hostel reception desk, before departure. The team leader will be requested to provide a credit card at the time of checking in at the reception desk to cover any extras or eventual caused damage by the Team. 5.5 Meals All meals (except lunch on competition day) will be served in the hostels. The restaurant opening times will be displayed at the information boards in the hostels and they are: Dinner 14th September from 7.00 pm till 9.00 pm Breakfast 15th September from 7.00 am till 9.00 am Lunch 15th September from 12.00 am till 3.00 pm Dinner 15th September from 7.30 pm till 9.00 pm Banquet 15th September at 9.30 pm Accreditation cards which will be given to teams upon arrival will allow access to meals. For lunch and dinner, water will be available. All other drinks must be paid for. IMPORTANT: water from all water taps is 100% drinkable (hostel, stadium...). A late serving provision will be made for those athletes detained at the stadium due to doping controls or protests. 5.6 Meeting Rooms for Teams Arrangements can be made for team meeting rooms through the information desk in the hostel. Requests shall be made at reasonable time in advance to the Accommodation’s Manager Majda Eržen.

5.7 Telephone Calls There will be no telephones in rooms. Telephone will be available at receptions of hostels and must be paid for. 6. ACCREDITATION 6.1 General Each team member will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. 6.2 Accreditation Procedure Accreditation cards will be prepared in advance of the event, based on the information provided by the Member Federation in the final entry system. No changes will be accepted after the final entry deadline. Accreditation cards will be distributed in the welcome office after all team’s payments will be settled. 6.4 Access Areas for Teams All team accreditation cards will allow access to the team seating area, warm up area, changing facilities and physiotherapy rooms. Only athletes who are about to compete will have access to the call room and to the infield. Separate cards will be issued to Team Leaders for access to the TIC. Access to the Doping Control: 1 pass will be given to the athlete upon notification and an additional pass for an accompanying person. Passes will be collected once they enter the Doping Control Station.

7. TECHNICAL INFORMATION 7.1 Technical Information Centre (TIC) The main function of the centre is to ensure smooth communication between each Team Delegation, the LOC and Technical Delegates and the Competition Administration, regarding technical matters. The TIC is located in the main tribune, entrance BA (see stadium plan). And will be open at the following times: 14.09.2012 12:00 am till 08:00 pm 15.09.2012 08:00 am till 07:00 pm The TIC will be linked to all information desks set up for this event and shall be responsible for the following:

• Competition information (Start Lists, Results, etc) • Liaison points concerning technical matters between Team Delegate, Technical Delegate, European

Athletics and LOC • Urgent notices – collection and delivery of any urgent written notices to the Team Delegations from

Technical Delegates, EAA and LOC • Settlement of technical enquiries from delegations • Recovery of confiscated items at the call room • Applications for ‘national records’ (doping control and Timing Ljubljana photo finish prints) • Receipt of final declaration of members of relay teams • Receipt of protests from the teams

Access to the information in the teams’ pigeon boxes at the TIC will be controlled by separate entry cards, not by the accreditation card (see point 6.4.). Teams that were not able to attend the Technical Meeting, under extreme circumstances, can collect their competition numbers the next morning in hostel at information desk. 7.2 Technical Meeting The Technical Meeting will be held on 14th September at 8.30 pm in Hostel Bežigrad.

Each team may be represented by a maximum of two people and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting. All questions related to the Technical Meeting must be presented in writing, preferably in English, to the TIC before 6 pm on 14th September. The Technical Meeting will be conducted in English. A shuttle service from the team Hostel Šiška will be provided for this meeting at 08:00 pm. The Technical Meeting will be attended by:

• European Athletics Delegates • Jury of appeal • Representatives of the Local Organising Committee • Chief Technical Officials • TIC Representatives • Competition Director • Competition Data Handling Representative • European Athletics Staff

7.2.1 Agenda The preliminary agenda of the Technical Meeting includes:

• Welcome by the Representative of the Local Organising Committee • Welcome by the representative of European Athletics • Presentation of the International Officials • Presentation of the Competition Officials • Presentation of the competition and warm up sites • Information briefing by the Technical Delegate

o Call-room procedures and schedule o Allocation of lanes and order of competition o Starting height and bar raising Increments o Scoring and ties

• Doping Control • Opening and Closing Ceremonies • Victory Ceremonies • Answering of questions submitted in writing by federations

7.3 Equipment The implements provided by the LOC (see implement list, appendix 1) are selected from those appearing on the current IAAF approved equipment list as at 1 February 2012. Personal implements will also be allowed, providing that:

- They are readily identifiable and are IAAF certified - They are not already on the official list - They have been checked for compliance with IAAF Rules - They are made available to all other athletes until the end of the event

Teams wishing to have personal implements added to the list must take the implements to the checking point near the Call room between the main and warm up stadium.

Checking of personal implements will be possible on 14 September from 05:30 pm till 08:00 pm and on 15 September from 08:00 am till 60 minutes before the start of the first event. If approved, the implements will be under the authority of the LOC from the time of checking to the end of the event. Personal implements will be returned only after the complete competition at the implement control point close to the call room. Any team not able to attend the technical meeting due to late arrival must present their equipment for checking on the day of competition, at least one hour before the start of first event. Basic implements will be provided for warm up and training. Vaulting poles must be delivered to the stadium on 14th September by 08:00 pm. The poles will be kept in a locked store and will be brought to the competition site in due time by the organisers. After the competitions, the teams will take over the poles near the mix zone. Teams themselves must carry poles to shuttles. 7.4 Inspection of Competition Venue Team leaders may visit the stadium, inspecting access routes and other facilities which will be important to the teams on 14 September at 6.00 pm (during the official training), meeting point TIC. 7.5 Competition Area Športni park Ljubljana and its surroundings are shown in appendix 4 of this document. There are 2000 of seats on the covered tribune of stadium and 3000 stands on the eastern tribune. The stadium has the following competition facilities:

• 8 lanes • 1 High Jump site • 1 Pole Vault site • 4 site for Long/Triple Jump • 1 Shot Put Circle • 1 Combined Discus/Hammer Circle • 2 Javelin sites

The Warm up area has the following sites:

The maximum spike lengths in the various events are:

• Track, Long Jump, Triple Jump and Pole Vault: 9 mm • High Jump and Javelin: 12 mm

Athletes’ seats are located on the tribune with an exception of red VIP seats in the B section.

7.6 Dressing Rooms Dressing rooms with showers are located in the main sport building entrances DC and FE. IMPORTANT: do NOT leave any personal or team belongings in dressing rooms, the organizer will take no responsibility for them in case of loss. 7.7 Training Athletes will have the possibility to train on the auxiliary stadium HERMES near the main stadium. In the case of rain training will be possible in the athletic hall under the tribune. Opening hours of this facility will be: Friday, 14th September from 05:00 pm till 07.30 pm. On Friday, 14th September, shuttle service will be organized from Hostel Bežigrad to the stadium for training at 4.30 pm and 5.00 pm. Return transportation will be organized at 7.00 pm and 7.30 pm. We ask the teams with buses to use them for transportation to the Stadium. Equipment and implements necessary for training will be available at the training venue. Officials will be present to help in the case of problems or special requirements. At the warming up stadium there is a fountain with fresh, 100% drinkable water. Accreditation must be handed in when borrowing equipment, and will be returned to the athlete when the equipment is handed back in. The Weight training room will be situated in the athletic hall under the main tribune. Opening hours are: 14 September from 05:00 pm till 07:30 pm 15 September from 09:00 am till 02:00 pm Details about transportation for training sessions are included in the transport section of this manual. The transport schedule will be displayed at the information desks in hostel Bežigrad.

8. COMPETITION REGULATIONS 8.1 Team Composition

There will be 19 men’s events and 19 events for women. According to the European Athletics Regulation 1502.3.1 only clubs recognised by the Member Federation as National Champions of the preceding year are eligible in the ECCC Track & Field Juniors. If the Champion club is not able to take part then the Member Federation may nominate the second placed club and so on. Only athletes aged from 16 to 19 years on 31 December of the year of the competition may compete.

The number of foreign athletes is strictly limited to two (2) for each club team in ECCC Track & Field Juniors. Member Federations must provide the list of foreign athletes to European Athletics during the preliminary entries process. The Technical Delegate reserves the right to inspect resident cards or passports. Each club team shall consist of one athlete in each event, except relays. Each athlete can take part in a maximum of three events of which at least one must be a relay-race. The runners in 1500 m, 3000 m and 3000m steeplechase are only allowed to participate in one of these three events. 8.2 Competition Entry Procedures 8.2.1 Preliminary Entries No later than 3 (three) months before the first day of the ECCC Track & Field Juniors, each member federation shall send to European Athletics (usually via the EA online entry system) a preliminary list of athletes, the numbers of accompanying officials, together with their travel details and full contact details. Each member participation club will have to pay a registration fee of EUR 1000, to be paid at the latest by the date of the closing of the preliminary entries. 8.2.2 Final Entries

Final entries shall be made through the EA online entry system. The online entry system will be accessible on the EA website: www.european-athletics.org in the section “Member Federations Zone/Competition”. Member federations should use the already known ID and password. Final entries indicating the names of the athletes and their performances in the current year, plus the names of officials must be submitted not later than 10 (ten) days before the first day of the competition. According to the regulations the deadlines for final entries are:

• opening date of the online entry system: 21 August • deadline for the entries: 5 September 24.00 CET

8.2.2 Final Confirmation Team Leaders or their representatives must confirm the names of those competitors already entered who will actually take part in the competition. Forms for the final declaration and confirmation will be distributed to each delegation during accreditation. The forms must be completed and returned immediately. Final start lists will be ready for collection in Hostels after the Technical Meeting. Maximum 2 athletes per team will be allowed to compete in 100 m Extra races. Entries must be delivered during accreditation, together with Final confirmations. The final relay team and the running order must be submitted to the TIC using the respective form not later than one hour before the published first call time of the event.

8.2.3 Withdrawal Withdrawal of any confirmation must be indicated to the TIC at the Stadium in writing on the official withdrawal form.

8.3 Scoring The winner of each individual event and each relay in each match shall score as many points as there are teams competing, the second will score one fewer, and so on. Athletes or relay teams disqualified or not finishing shall not score.

If two or more athletes tie for a place in any event, the attributable points shall be divided equally between them.

The team having the highest aggregate number of points shall be the winner of the match, and so on.

If two or more club teams have the same aggregate number of points, the tie shall be decided in favour of the club team having the greater number of event winners. If the tie still remains it shall be decided in favour of the club team having the greater number of second places, and so on.

8.4 Bib Numbers The LOC will provide the teams with bib numbers at the Technical meeting in Bežigrad Hostel on 14th September at 8.30 pm. For individual events, each competitor will receive 2 bibs. These must be pinned to the front and back of the competition clothing. Exceptions are made for High Jumpers and Pole Vaulters: these competitors are permitted to attach the bib only to the front or to the back of their competition clothing. Bibs must not be cut, folded or covered in any way. 8.5 Competition Clothing Competitors must wear the Club’s official team clothing. IAAF Rule 8 &143 will be strictly applied. Please make sure to follow the IAAF Advertising Regulations in force, available at http://www.iaaf.org/mm/Document/06/32/49/63249_PDF_English.pdf. Clothing and items not conforming to this rule and the current IAAF Advertising Regulations will be removed or taped at the call room.

Participating clubs must provide European Athletics with a full set of their club team vests until the closing of the final entries and will have the obligation to wear them throughout the competition. All competitors must wear registered vest of the same design and colour of the club they are representing. 8.6 Lane and Starting Order The allocations of lanes and order of attempts in field events shall be decided by a draw conducted by the EA. Each participating club shall be allocated a letter which shall determine the allocation of lanes in accordance with the appropriate chart as Appendix 1A of the European Athletics Regulations for the European Cup. Draws for men’s and women’s teams shall be made separately (see Appendix 3) 8.7 Starting Heights Initial heights and progression will be communicated to the teams at the Technical Meeting. 9. COMPETITION PROCEDURE 9.1 Timetable Please refer to Appendix 2 for the competition Timetable 9.2 Warming Up Before Events Warming up will take place at stadium HERMES near the main stadium. In the case of rain warming up will be possible in the athletic hall under the tribune. The warm up area has the following facilities:

9.3 Assembly and Call Room Procedures 9.3.1 Call Room The Call Room is located between the warming up and the main competition stadium. It is the responsibility of the team managers to ensure that their athletes are aware of the last check-in times for entry to the call room. Athletes arriving late may be excluded from participation in the event.

All athletes must report to the Call Room before each event as follows: • Running events (except hurdles) 20 minutes • Hurdles 25 minutes • Pole Vault 60 minutes • Throws 30 minutes • Other Field Events 40 minutes

The following checks will be carried out on equipment that must comply with IAAF Advertising and Competition Rules:

- Competition clothing - Shoes - That non-authorised equipment (radio, i-pod, mobile phone, camera etc) are not brought infield.

9.3.2 Leaving the Call Room Athletes will be escorted from the Call Room to the competition site according to the following time schedule:

• Running events (except hurdles) 10 minutes • Hurdles 15 minutes • Pole Vault 50 minutes • Throws 20 minutes • Other Field Events 30 minutes

A detailed Call Room time table is attached in appendix 3. 9.4 Competition Preparations 9.4.1 Field Events Each athlete is allowed a minimum of two practice trials under the supervision of the officials, more if time allows. The athletes will be called to the practice trials in the competition order. Only official markers provided by the LOC will be allowed for marking the runways. 9.4.2 Trials in Field Events In accordance with the decision of European Athletics Council, all participants in the field events (except high jump and pole vault) will be allowed four (4) trials. 9.4.2.1 Measurements All field events will be measured by classic hand measuring equipment. 9.4.3 Track Events Tracksuits shall be placed in baskets at the start, and these will be taken to the mixed zone for collection after the race. 9.5 Starter’s Commands The starter’s commands will be given in English. The starter’s command for the distances up to and including 400 m and 4x400 m relay are: “On your marks” and “Set”.

For distances of 800m and over, the commands will be: “On your marks” Nordic starting blocks will be used at the European Champion Clubs Cup – for events up to 800m. These blocks have a false start detection system and are linked to the false start console. 9.6 Timing The official timing will be provided by TIMING LJUBLJANA and will be displayed on the official electronic timing instrument and photo finish cameras FINISH LYNX. For all races of 800 m or more, the elapsed time will be displayed on electronic timer located at the end of the last straight. 9.7 Leaving the stadium during the competition An athlete may only leave the competition area when accompanied by a judge. The intention has to be communicated to the Referee. 9.8 Leaving the stadium after the competition After the competition, athletes leave immediately the infield through the mixed zone where media interviews will be carried out. 9.9 Protests Appeals Protests are permitted and will be processed in accordance with IAAF Rule 146. In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board). Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision made by the Referee. When submitting an appeal form, a deposit of EUR 75, as set in the rules, must be paid. If the protest is unsuccessful, the deposit will not be returned. The Jury’s decision will be provided in writing. 9.10 Doping Control 9.10.1 General Information Doping control shall be conducted in accordance with IAAF Rules and Procedures under the supervision of the European Athletics Doping Control Delegate. Both urine and blood samples may be collected immediately before, and during, the Cup. Athletes selected for doping control shall be informed by anti doping officials. Athletes will be required to sign a confirmation of notification. Athletes who are to be tested may invite a team official to accompany them to the Doping Control Centre (DCC). A selected athlete should report immediately to the DCC unless there are valid reasons for delay. All selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the time of notification

until arrival at the DCC. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action. Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the event. 9.10.2 Selection of Athletes The selection of athletes for control will be made on a final position and/or random basis under the supervision of the European Athletics Technical Delegate. In addition, the selection of further athletes may be ordered at the discretion of the European Athletics Technical Delegate. All athletes setting World or European records must report to the DCC to provide a sample. Failure to provide a sample will result in the record not being ratified. 9.10.3 Additional Controls Additional athletes, such as those achieving National Records who have not been selected for doping control, may present themselves for testing. These athletes must report to the TIC where they will have to complete the “Doping Control Request Form”. They will then be escorted to the DCC. The cost of this control will have to be paid for on site by the requesting club to the LOC in amount of total 250€ for one athlete.

10. MEDICAL SERVICES 10.1 General The medical service is in charge of any medical assistance to the team leaders, the competition organisation, the information personnel, the honorary guests as well as, during the competition, to the spectators in the stadium. In case of an emergency please contact the nearest medical aid station, in other cases the given instructions should be followed. Below is information on the medical care sites and relevant instructions. There is also a room for medical attention next to the start line. The team doctor has access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention. There are also well equipped physiotherapy facilities here. The stadium medical service is also responsible for first aid in the warming up area. There is 1 of first aid teams on the infield, supervised by a doctor and marked with red crosses.

10.4 Physiotherapy A space will be reserved in the Warm-up Area for physiotherapy, where physiotherapy tables will be available. 10.5 Insurance The participating teams are responsible for taking out their own insurance to cover illness or injury to any member of their team when travelling to and from European Athletics competitions and during the event itself (European Athletics Regulation 610.12). Please take the necessary steps to fulfil these requirements well in advance. 11. SECURITY Instructions given by the LOC, the security personnel and the police must be followed in all areas, as well as during transport from one location to another. The accreditation card must be worn at all times. If an accreditation is lost, this should be reported immediately to any LOC information desk. The emergency phone numbers are:

If necessary, the police can be contacted through the LOC information desk at your hotel.

12. CEREMONIES 12.1 Opening Ceremony The Opening Ceremony will take place on Saturday, September 15, commencing at 1.45 pm. Three members of each team (athletes or team officials) will be asked to participate in the parade. Gathering will be at 13.30 pm near the mix zone on the Southern side of the tribune. 12.2 Victory Ceremonies The victory ceremonies for the winning teams Men and Women will take place at the Closing Banquet. 12.3 Closing Banquet

The Closing Banquet will take place on 15th September at 9.30 pm in the Hostel Bežigrad. For the Closing Banquet transportation will be organized from the Hostel Šiška to Hostel Bežigrad at 9.15 pm and back at 11.30 pm. We ask the teams with buses to use them for transportation to the Hostel Bežigrad.

13. DEPARTURE Teams will be asked to provide full travel details in the final entry system. Teams will also receive a departure form, which should be completed and returned to the LOC Information Desk in the hostel, at least 24 hours before departure, especially if there are any changes to the preliminary confirmed details. Departure times of the shuttle buses from the hotel will be provided and displayed at the hostel Information Desk. All outstanding fees, charges and possible other expenses must be settled with the cashier. On the day of departure the Hostel Manager checks the rooms together with the team leaders. 14. Appendix 9 Short History European Champion Clubs Cup in Track & Field – Juniors

Following on from the success of Raymond Demonceau in setting up the European Champion Clubs Cup in Track & Field for Senior Men, Joseph Xhaard, Dr Georges Mouton and Gilbert Evrard of RFC Liège in Belgium created an international track and field event for junior men in 1979, inviting the top junior clubs from the six countries of the then European Community. This event was called CJCE, the initials in French for ‘Cup for the Young Athletes of the European Community'. In 1984 the event got bigger. Clubs from all 32 European countries were invited through their national federations and in December 1985 an international committee was created. The first members were Dr Georges Mouton and Gilbert Evrard (both RFC Liège), Roger Simons (Shaftesbury Barnet Harriers of London) and Ben Nusse (AAC Amsterdam). The initial idea was that each of the founder clubs would organise the CJCE every third year at their venue. Some years later the CEJF for junior women was created, as well as a combined international committee for this event with as members Henri Salavarda and Gilbert Evrard (President and Member of the International Board of RFC Liège), Jo Beaufils (President TA Rennes) and Eric Hughes (Team Manager of Sale Harriers). For some years the CJCE and CEJF followed their own separate paths. In 1988 it was agreed that clubs from other countries could organise a CJCE event. The first one to do so was FC 05 Bayer Urdingen (GER). In 1991 Panellinios Athens put up a fantastic organisation, welcoming 17 nations and 22 clubs to the Olympic Stadium in Athens. Thanks to the endorsement of European Athletics by including the events in the European Athletics calendar from 1992, the CJCE and CEJF became more and more popular. In 1992 the CJCE and CEJF international committees merged into one single body with as members Dr Georges Mouton, Gilbert Evrard, Roger Simons, Roy Sedoc, Eric Hughes and Jo Beaufils. In 1996 François Monteilhet from ESVNSE (Paris) and Salih Münir Yaras from Istanbul joined the committee. After seccesful organisation of ECCCj in Ljubljana 1996, Edvard Šega, President of ŽAK-MASS Ljubljana was elected to ECCCj committee; in 1998 followed by Rudi Schön (sadly recently deceased), then national coach for juniors from the German fed. The CJCE became the ‘European Champion Clubs Cup for Juniors Men & Women' with an increasing number of teams from the eastern part of Europe. The success story went on until 2001 when the event faced a lack of organisers. A big effort, with the great help of Sportnasola Gazela Maribor setting up the match in three weeks only, ensured that together with European Athletics Rennes the event could go ahead. Since 2002 the ECCCJ has again run smoothly. Policy changes and the close collaboration with European Athletics through the Working Group for ECCC Affairs has turned the ECCCJ into a real Champion Clubs Cup, though without forgetting the spirit of the creators, namely bringing together young athletes from all over Europe in a spirit of competition and friendship. For many years the ECCCJ Track & Field competition has been held in three Groups, this year being no exception with the A Group being held in Ljubljana in Slovenia, B Group and C Group in Leiria in Portugal. This year will be the 33st edition from the original Men’s competition held in Liege in 1979.
