ANGELES CITY – MayorEdgardo Pamintuan recentlyforged a memorandum of agree-ment (MOA) with the Depart-ment of Science and Technolo-gy (DOST) for the installation ofautomatic rain gauge (ARG) thatwill help the city in its disasterpreparedness program.

Pamintuan expressed sup-port in this initiative and guaran-teed the help of the city govern-ment for the installation andsafekeeping of the ARG.

The mayor said the ARG willenhance the city’s disaster mon-itoring system and will serve asan early warning device.

“Prevention or mitigation isthe best solution,” said Pamin-tuan, in addressing the effectsof flash floods brought about byheavy rains.

Mary Michelle Quiambao,Director of DOST Pampanga,said that every local governmentunit should have a rain gauge tomonitor the volume of rainfall intheir respective areas.

She said the gauge will serveas an early warning device thatcan help with the evacuation ofresidents.

Quiambao explained thatAngeles City is the perfect placefor the installation of the ARG,since the city is located in high

The hi-tech rain gauge cansend data directly to the systemof Philippine Atmospheric, Geo-physical and Astronomical Ser-vices Administration (PAGASA)which in turn can send real timewarning to areas that would beaffected by floods.

Quiambao explained that therainfall data monitoring that willbe delivered by the ARG is im-portant in the operation of allmeteorological services.

The data gathered are utilizedin the formulation of weather fore-casting and warnings particular-ly floods and landslide incidents.

Quiambao expressed hergratitude to the city governmentfor allowing them to install therain gauges and providing fenc-es that will safe keep and se-cure the said mechanism.

“The funding for the tuitionand miscellaneous fees ofqualified scholars of the CityGovernment of Angeles is oneof the priority programs of ourworld-class City Mayor Edgar-

“Our scholar students in pri-vate schools will be in their 3rd,4th and 5th years, while thoseat the CCA will be in their soph-omore years. Soon, we will havemore scholars as priority fund-ing will be given to those whowill study at the CCA in order forus to accommodate morescholars,” the younger Pamin-

tuan said. He also announced that the

city government is now accept-ing applications for CCA schol-arship for incoming freshmenbeginning school year 2013 to2014.

“All those who wish to ap-ply for scholarship may proceedto my office at the second floorof the Angeles City Hall anytimeduring office hours. I have in-structed my staff to assist ev-eryone,” the younger Pamintu-an explained.

ANGELES CITY - The Move-ment Against Dynasties (MAD)said yesterday it will start onFeb. 13 a signature drive initial-ly in 10 cities nationwide againstpolitical dynasties, amid pessi-mism that a bill against such dy-nasties is not likely to bepassed in the House.

MAD is a nationwide, non-partisan, and voluntary organiza-tion of volunteers from socio, civ-ic, and religious organizations,non-government organizations,

Earlier, MAD issued a state-ment strongly supporting thecountry’s Roman Catholic bish-ops who had already expressedobjections to political dynastiesduring their first plenary assem-bly for this year.

MAD’s sole objective is “tostop the proliferation of politicaldynasties, which is forbidden inSection 26 of the 1987 Philip-pine Constitution.”

MAD lead convenor andchairman Quentin San Diegosaid that CBCP’s anti-dynastypastoral statement runs parallelto MAD’s vision and mission.

San Diego and his co-chair Danilo Olivares have writ-ten Cebu Archbishop Jose Pal-ma and Pangasinan ArchbishopSocrates Villegas, president andvice-president, respectively, ofthe CBCP, to unite their effortsagainst political dynasties.

MAD is gathering the signa-tures of at least 10 percent ofregistered voters nationwide rep-resented by at least three per-cent of the registered voters ineach and every legislative dis-trict, as required by Republic Act6735 or the Initiative and Ref-erendum Act.

SUBIC BAY FREEPORT – Acompany based in this free portis gearing up to become a lead-ing player in the country’s renew-able energy program after receiv-ing accreditation from the De-partment of Energy (DOE).

Bandacorp Solar, Inc., a reg-istered locator here in the SubicBay Freeport, was granted a DOEaccreditation that entitles it to availof incentives such as zero-percentvalue added tax rate, tax- andduty-free importation of compo-nents and parts and materials,and income tax holidays.

The accreditation was grant-ed after a stringent evaluationand site validation by the DOE.It is valid for three years.

Bob Silvers, president ofBanda Solar, said the companyis the first small-business enter-prise dealing on alternative en-ergy projects in the Philippinesthat was granted such an ac-creditation.

This would help the firm pro-mote its products better and inthe process make alternativeenergy systems more accessi-ble and affordable to the public,he added.

Tarzan’s revelationPAMPANGA 1st District Rep. Carmelo F. Lazatinrevealed, per press release, a P49.6 million allocationfrom the Department of Education (DepEd) for theconstruction of additional classrooms in differentpublic schools in the cities of Angeles and Mabalacat.

From the P39.2 million allocated for Mabalacat,six classrooms each will be built for the Northville 16Elementary School, San Isidro ResettlementElementary School, and Doña Asuncion LeeIntegrated School; and four each for Dau CentralSchool, Mabalacat National High School, MawqueHigh School, and Bical High School.

The P10.4 million for Angeles will cover fourclassrooms each for Cuayan Elementary School andNorthville Integrated School; and two classrooms eachfor Francisco G. Nepomuceno Memorial High Schooland Angeles City National High School.

All in all, that would total 46 classrooms for the 11schools.

In 2011, Lazatin embarked on an ambitiousundertaking called the Kabahagi Ako ‘Adopt-a-School’ Program aimed at a ‘zero backlog’ in schoolclassrooms – long a pestering problem ofgovernment. Lazatin’s congressional office served asthe focal office, the coordinating center among theprogram stakeholders, including governmentagencies, NGOs and private institutions.

Through Lazatin’s efforts, Kabahagi Ako haseffected the repair and rehabilitation of some 300school buildings.

EdPam’s actualizationA TOTAL of P6.5 million has been allotted by theAngeles City government for scholars this 2013.

The amount is to cover tuition and miscellaneousfees of existing and new scholars, both at the CityCollege of Angeles (CCA) with 94, and several privateuniversities and colleges in the city with 116.

Says Councilor Edgardo “Edu” Pamintuan, Jr.,chair of the city council committee on education: “Thefunding for the tuition and miscellaneous fees ofqualified scholars of the City Government of Angelesis one of the priority programs of our world-class CityMayor Edgardo Pamintuan. Politics, as isREALPOLITIK. The “realist’s determination to treat politics as theyreally are and not as the idealist would wish them to be.”

The buzzword in the Kissinger era in American diplomacy haslong descended from its rarefied niche in foreign policy to the streetlevel, to its very roots – politics as practised, as is, where is.

So, the Colombia cartels conceived in coca and cannabis andbirthed narco-politics. Reigned supreme, ruled absolutely the druglord here. The elected reduced to mere vassals doing the lord’severy bidding, disempowered to sheer figureheads, albeit, well,extremely well compensated.

There is more to the politics of vice other than that taken toperfection by Clayton Olalia in the Province of Pampanga, livedfully by the late Tiger Lagman in the City of San Fernando and RicZalamea in Angeles City, and relentlessly pursued now by VickyVega-Cabigting with Jay Sangil tenaciously clutching at her ankles.

As a matter of course, the politics of vice meanders to differentchannels.

Bingopolitics capitalizes on the penchant ofthe barrio folk for their much beloved game ofchance. Nothing to lose for the folk here as thecards come free – from the politico, andeverything to gain with prizes galore, from electricfans and gas stoves to refrigerators and flat-screen television sets – ever windfalls even tothe Pelco-disserviced brown-outed masses.

Raffle-itics is another very popular game nowplayed in the pre-campaign hustings. Allattendees are given designated numbers drawnagainst corresponding prizes, no more than theusual bingo fare.

Far, far superior – fearsomely graver, the moralminority is always wont to insist – to the twoabove is tambiolitics – after the tambiolo (theusually bottle-shaped rattan contraption) holdingthe bulitin (small balls numbered 1 to 37) used indrawing the winning combinations in the illegalnumbers game.

Tambiolitics is but our euphemism for whatsuspended-priest-wanting-to-be-governor-againEddie Panlilio derisively calls – in your face,Atching Baby – jueteng politics.

But how could you, Among? There’s nojueteng, there’s only STL (small town lottery) inPampanga. Was that me, or did I just hear SeniorSupt. R’Win Pagkalinawan’s strong protestation?

The now-dispensation-seeking Panlilio himselfintroduced a brand of politics with his entry tothe gubernatorial race in 2007 – clerico-politics.

The cry of clerico-fascism in the exclusiveCatholic campuses in the ‘60s though did notresonate in the Panlilio administration at thePampanga Capitol. It rather devolved intoputativism vectored on his provincialadministrator.

Religion as the people’s opiate going the wayof Marx’s grave, the boob tube, the silver anddigital screens took over as the addictive

hallucinogens of the masses. With an even greatertama, er, high, er, intense effect.

Whence rose, and now dominates,cinepolitics.

No matter the reel bida turning real villain oncevoted into office, moviestars make the very first ofthe people’s choices in any election they enter.Erap in Malacanang. In the Senate, there’sJinggoy, Agimat and Leon Guerrero. In the House,Lani and Lucy, Mikey too. Ate Vi in Batangas.Jorge Estregan Ejercito in Laguna. A host of othersin provincial boards and city councils, not the leastof whom is the beautiful Marang Morales inAngeles City.

More in the ways than in the who now isbutterflyitics. We all learned from the elementarygrades of butterflies going after the nectar of freshflowers. The wilting and the wilted hardly meritingthe slightest flitting. So goes the political party-goer too. At a Senate hearing, the once famousLt. Victor Corpuz had a rather impolite term forthis: political prostitution. Pimpolitics then,anyone?

Trending now is tarpaulitics. The stock-in-trade, aye, the only way of the epal – the publicity-obsessed credit-grabber, in street lingo. It’s justsomething no one can escape from, given thescale and scope with which every politico –current, wannabe, has-been, and never-been –has impacted his image into our consciousness,polluted our thoughts, and cluttered ourenvironment.

I most certainly though would rather bepestered by epalitics than fall prey toampatualitics.

Yeah, that brand of politics in Mindanao thatvotes with bullets rather than ballots, andmemorializes mediamen in backhoe-dug and –filled-up, unmarked graves.

And they say it’s only politics?

KAREN CARPENTER, a singerwho long suffered under the bur-den of the expectations thatcame with pop stardom, died onthis day in 1983, succumbing toheart failure brought on by herlong, unpublicized struggle withanorexia.

Carpenter had a fixation withher weight from her earliest daysperforming with her brother, Ri-chard, in and around their home-town of Downey, California.

As a teenager, she droppedat least 25 pounds on a popularand severe weight-loss programknown as "the Water Diet," sothat by the time she and Rich-ard burst on the pop scene withtheir smash hit "Close To You"in the summer of 1970, she wasa thin but healthy 20-year-old

In pictures printed in RollingStone magazine in late 1974,when the Carpenters were oneof the most successful acts inall of pop music, Karen looks fitand healthy.

Her weight had plummeted

to only 90 lbs., and though itwould rebound somewhat aftera brief hospitalization, the nextseven years were a repeatingcycle of dramatic weight loss,collapse and then hospitaliza-tion.

The name of Karen's condi-tion was virtually unknown to thepublic at this time, but all thatwas about to change.

Early on the morning of Feb-ruary 4, 1983, while staying inher parents home in Downey,Karen suffered a deadly heartattack, brought on by the phys-iological stresses placed on hersystem by the disease whosename soon entered the publicconsciousness: anorexia ner-vosa. She was only 32 years old.

moment of deathI HAVE yet to read all the continuing messages of the BlessedMother via the seers of Medjugorje but those I have read conveythe impression that among her most repeated appeals are: prayer,fasting, and abandoning our will to God, even through her.

Is abandoning one's will to God equivalent to "Dios na ang ba-hala" or simply "Bahala na"? I suppose that depends on whetherone has exhausted every moral means to accomplish a mission orsolve a problem but still fails. In a way, there's fatalism there, butunlike sheer abandonment, it must be coupled with prayers andfasting. I think that's the essence of the Medjugorje message. Re-ally difficult in some circumstances, but one must cultivate, prayfor trust and faith in Divine Provindence.

Now back to the Medjugorje messages overthe years since the Blessed Mother started toappear to six visionaries in 1981. Here are moredated messages from the Mother of God.

July 24, 1982: "We go to Heaven in full con-science. At the moment of death, we are con-scious of the separation of the body and the soul.It is false to teach people that we are re-born manytimes and that we pass to different bodies. Onein born only once. The body, drawn from the earth,decomposes after death. It never comes back tolife again. Man receives a transfigured body. Who-ever has done very much evil during his life cango straight to Heaven if he confesses, is sorry forwhat he has done, and received Communion atthe end of his life."

July 25, 1982: "Today many persons go to hell.God permits His children to suffer in hell due tothe fact that they have committed grave unpar-donable sins. Those who are in hell no longer havea chance to know a better lot."

On the same day: "For the cure of the sick, itis important to say the following prayers: theCreed, seven Our Father's, Hail Mary's and GloryBe's and to fast on bread and water. It is good toimpose one's hands on the sick and to pray. It is

good to anoint the sich with holy oil. Not all priestsdo not have the gift of healing. In order to receivethis gift, the priest must pray with perseveranceand believe firmly."

Related to her prophecies on The Warning andThe Miracle in Garabandal, Spain in the 1960's,the Blessed Mother said on Aug. 31, 1982: "I donot dispense all graces. I receive from God what Iobtain through prayer. God has placed His com-plete trust in me. I protest particularly those havehave been consecrated to me. THE GREAT SIGNHAS BEEN GRANTED (TO OCCUR IN A FUTUREDATE). iT WILL APPEAR INDEPENDENTLY OFTHE COVERSION OF PEOPLE (THE WARNING)."

Now, here are some words on The Chastise-ment following The Warning and The Miracle inthe words of the Blessed Mother on Nov. 6, 1982,after Mirjana was frightened by the eighth secretrevealed to her: "I have prayed; the punishmenthas been softened. Repeated prayers and fast-ing reduce punishments from God, but it is notpossible to avoid entirely the chastisement. Goon to the streets of the city, count those who glo-rify God and those who offend Him. God can nolonger endure that."

The ten individuals,identified as Roger Suma-la, Jeffrey Sumala, Kim-berly De Jesus, KennethPineda, Yoshiko Canque,Princess Gopez, KristinaArceo, John Michael De-lusa, Nicole Ramos, andPaolo Sumala, were re-portedly arrested by CityTraffic Aides and werebrought to ACEPO after-wards.

Last January, theDENR recorded merely 5,475 waterfowls of 31 lo-cal and foregin species inthe swamp.

As wild bird popula-tion shrank in Candaba, Balanga City folk initiatedits first Ibong Dayo (WildBird) Festival as they not-ed significant increase ofwild birds in their area.

Balanga City isbounded on the north byAbucay; on the east byManila Bay; on the westby the mountains ofBagac and Morong and onthe south by Pilar, in ageographic environmentthat provides security andspace for the wild birds,said Salazar.

“KUYA” ang tawag ni Baron Geisler sa kanyang co-star na si Derek Ramsay,ang bida ng Kidlat, at all praises siya sa aktor dahil daw sa tiwala at suportangibinibigay sa kanya.

THE PHILIPPINES’ largest national flag carrier, CebuPacific Air (PSE:CEB) will be the only airline in thecountry to use a state-of-the-art Airbus A320 door train-er for its cabin crew, starting March 2013.

The Airbus A320 Door Trainer will create a realisticenvironment to enhance CEB’s cabin crew training onnormal and emergency door operations and other emer-gency procedures.

Its features include an A320 replica fuselage, a func-tional passenger door with an overwing exit, a function-al panel with oxygen drop down masks, and an emer-gency lighting system.

“This investment will augment CEB’s training mod-ules for its cabin crew. It underscores CEB’s continu-ing commitment to passenger safety, and ability to pro-vide the best training opportunities for its crew,” saidCEB VP for Marketing and Distribution Candice Iyog.

CEB recently held its “Be Juan of Us” Cabin CrewRecruitment Fair in Manila. Five hundred cabin crewapplicants flocked to the one-day fair.

Another Cabin Crew Recruitment Fair is scheduledon February 5, 2013 at the Grand Ballroom of the Sum-mit Circle Hotel, Fuente Osmena Circle, Cebu City.

On February 8, 2013, CEB will also hold a CabinCrew Recruitment Fair in Ballroom A, Apo View Hotel,J.Camus St., Davao City.

Requirements for being a CEB cabin crew include adynamic personality, female, 18-25 years old, at least5’3” in height, weight that is proportional to height, clearcomplexion and good eyesight, and a Philippine pass-port, among others.
