DE Licensure & Certification Licensure and certification is a state
requirement. DE Code requires that DE educators hold both a: license (Initial, Continuing, or Advanced) and at least one certificate (Emergency or Standard).
In addition, there is a “Highly Qualified Teacher” federal requirement. Educators are required to be highly qualified if teaching an ESEA academic content area.

3 Types of Licenses
1. Reg 1510 – Initial (3 years) (new educators)
2. Reg 1511 – Continuing (5 years) (3 or more years of state-credentialed teaching
experience and 2 successful summative performance evaluations)
3. Reg 1512 – Advanced (10 years) (Optional) (National Board Certified Teachers)

• Bachelor’s Degree from a regionally accredited college or university
• Verification of student teaching
• Passing scores on a general knowledge exam (reading, writing, and math)
• Effective 9/1/14, Praxis Core Academic Skills for Educators replaced Praxis I
• Effective 7/1/14, passing scores are required prior to licensure (in the past, 2 FYs allowed)

2 Types of Certificates
1. Standard - must meet all certificate requirements (DE Praxis II, ACTFL, coursework, experience) 2. Emergency – certificate and
Emergency Plan must be requested by DE public school HR within 60 days of employment or new assignment

Is Praxis II required?
Many certificates require only Praxis II. Check ETS website listing DE-approved
tests first for the certificate area you are interested in http://www.ets.org/praxis/de/requirements

Salary Increments (PSB Reg 1502)
All educators paid under 14 Del Code 1305 Basic Salary Schedule must apply on DEEDS for these salaries:
B+15, B+30, M, M+15, M+30, M+45, D All credits must be graduate-level To move from a Bachelors to B+, you MUST
be enrolled in a Master’s program For M+, only courses taken after conferral of
the Masters degree can be counted Credits are applied in the order in which they
are taken

Paraeducators (PSB Reg 1517)
Paraeducators (aides) must apply on DEEDS for appropriate Permits: Title I Instructional Service
Paras working in Title I schools must hold a Title I Permit – federal HQ requirement
There is a salary stipend for Instructional Paras outlined in 14 Del Code §1324(c)

CHANGES: July 1, 2014 Effective 7/1/14: Before an Initial License can be issued, the educator must
submit passing scores on a DE-approved General Knowledge Exam (ex: Praxis I or Core) and a DE-approved Content Readiness Exam (ex: Praxis II).
91 days may no longer be used in lieu of student teaching to license teachers in the core areas: Elementary, ELA, Math, Science, Social Studies. (An approved program is required.)
In addition to Exceptional Children K-12 certification, Special Ed teachers must also hold content certification in the area(s) they teach/support.
Only School Nurses, UD ARTC educators, Skilled & Technical Sciences educators can be issued credentials without the licensure and certification tests up front.
