The Office of Treaty Settlements (OTS) on 12 July publicly notified the Ngātiwai Trust Board’s Deed of Mandate calling for submissions from interested parties over a six week period. “We are very pleased the Crown has moved our mandate forward to this final stage of scrutiny after a very long and arduous process that started in April last year. We are confident that we have run a fair, open and transparent process which is a key reason for having a final round of submissions on our Deed of Mandate” Haydn Edmonds said Of those who cast their vote on the Ngātiwai Trust Board’s mandate proposal 82% were in favour of by-passing the Waitangi Tribunal and dealing directly with the Crown to secure a settlement offer.     The boy from Whāngārei is a long way from home, singing the sweet sounds of opera in the United Kingdom.

    The bilingual baritone is completing a Master of Advanced Vocal Studies at the Wales International Academy of Voice, University of Wales Trinity Saint David, under the tutelage of renowned tenor Dennis O’Neill.

    “I have very high hopes for this young man’s development and emergence as one of New Zealand’s great opera singers” says Mr O’Neill.

    Kawiti’s big break came in 2012, when he was awarded the inaugural Lexus Song Quest Masterclass Scholarship,

    sponsored by the Kiri Te Kanawa Foundation, as the singer judged to have ‘outstanding potential for an international career’.

    In 2010 he was accepted for the Kiri Te Kanawa Foundation mentoring and management programme. He has performed alongside Dame Kiri and at some of New Zealand’s most prestigious occasions.

    “Kawiti possesses a remarkable voice and talent and there is no doubt that he has the potential and ability to succeed in the operatic profession at an international level” says Dame Kiri.

    In pursuit of further vocal training Kawiti was accepted into the Performance Voice programme at the University of Otago, studying with Isabel Cunningham and Professor Terence Dennis. His leadership skills were identified and he became a house tutor at Carrington College.

    “Rangatiratanga to me is the realisation of one’s potential through serving a collective good, while inspiring in others, the desire for positive change and high level achievement.”

    Kawiti’s community involvement included performing at the Ngāi Tahu Reo Māori Awards, the Christchurch Earthquake Memorial Service and was Master of Ceremonies for the Mana Pounamu Awards for Young Māori High Achievers. He is a past winner of the Rawhiti Ihaka Manaaki section of Ngā Manu Kōrero.

    Understanding the Environmental Protection Agency’s (EPA) role in the Exclusive Economic Zone (EEZ)

    The Ngātiwai RMU is a current member of the Māori National Network, which was first established in 2003 by the Environmental Risk Management Authority (ERMA) in response to the Government’s direction to improve the participation of Māori in Hazardous Substances and New Organisms (HSNO) Act decision making.

    Te Herenga is made up of Māori resource and environmental managers, practitioners, or experts who represent their Iwi, hapū or Māori organisation on matters of relevance to the activities and decision-making of the Environmental Protection Agency (EPA).

    Such organisations include those whose

    values and interests in natural resources and sustainable environmental management is affected by EPA policy and process

    Key issues discussed at this year’s Hui at the Tapu Te Ranga Marae, Wellington on 24 and 25 June 2014 was:

    • To improve our Understanding of the new EEZ Act and its Provisions;

    • Provide an outline of the EEZ legislation and regulations;

    • The limitations of the EPA’s role and the EPA’s approach to implementing legal requirements;

    • Dealing with Marine Consents applications -- explain the processes,

    timeframes and information requirements;

    • Māori Engagement and Information Expectations highlighting the EPA’s specific expectations relating to Māori engagement and the need for marine consent applications to identify how the proposed activities might impact on Māori interests;

    • Compliance & enforcement staff from the EPA’s Compliance Group outlined the EPA’s compliance and enforcement responsibilities, including looking at the specific requirements around notifying Iwi organisations;

    • Lessons from affected Iwi -- Taranaki and Tainui -- two Iwi involved in current EEZ processes who provided participants with their experience to date;

    • Workshop Participants were separated into groups to look at the key issues associated with the EEZ Act requirements focussing on how Māori can best participate and benefit from its processes;

    • Reflections and Issues for Future Discussion; And;

    • An interactive discussion session summarising the main themes and actions arising from the Hui and identifying specific related issues to be considered for more focus at future Hui.

    Following the recent signing of a MOU with Massey University , Ngatiwai Education and Massey spent a day together to start the process of finalising the joint research plan.

    The joint plan between the two organisations was to put in place three projects by 1 August 2014. The first was a joint scholarship, the second the filing of a joint application for funding and, the

    third this hui on research.

    In attendance were (in no order) Philip Alexander-Crawford, Gayle Dowsett , Max Thompson, Dr Mereana Barrett, Associate Professor Rozanne Kruger, Dr Angela Barnes, Dr Fiona Te Momo, Dr Lily George, Dr Jo Innes, Malcolm Mulholland, Margaret Kawharu, Matua Haahi Walker , and Distinguished Professor Gaven Martin.

    As part of the Te Matarau Education Trust the Ngātiwai Education Unit hosted the Study Pathways 2014 Māori and Pasifika Trades Training Expo at its Toll Stadium home on 11 and 18 July.

    “The Te Matarau Trust is a Tai Tokerau Hapu and Iwi collective made up of Te Aupōuri Māori Trust Board; Ngāti Rangi Trust; Te Runanga o Ngāti Hine; Ngāti Hau Trust Board; Ngātiwai Trust Board and Te Uri o Hau Settlement Trust,” says Ngātiwai Education Unit manager Philip Alexander-Crawford who is also co-chair for Te Matarau.

    “We are working in partnership with NorthTec to provide a new Trades Training initiative for Māori and Pasifika learners all the way

    from Te Rerenga Wairua down to Mahurangi.

    “This is a unique opportunity for Māori and Pasifika to grow their life’s journey by learning skills which will put them in good stead for the rest of their lives.”

    Study options on offer include certification in Forestry throughout Northland, Hospitality in Whāngarei and Construction and Painting throughout Northland.

    “The whole purpose is to align our students’ skills with industry requirements so that they have what the sector is looking for right from the start of their careers,” says Philip.

    Some 120 whanau and potential students attended the events.
