Venkaiah Naidu has said that peace was prerequisite for progress and attention could not be paid to developmental activities if there was tension on border. Addressing scientists, students and staff of the Indian Institute of Integrative Medicine (IIIM) at Jammu today, the Vice President said that there should be zero tolerance on matters of national security and unity. Approximately 4 crore women in rural areas have received LPG connections so far, through the UjjwalaYojana. In all, nearly 10 crore new LPG connections have been issued in the four years since 2014, as compared to 13 crore in the nearly six decade period from 1955 to 2014. In his initial remarks, the Prime Minister quoted a story written by Munshi Premchand in 1933, to highlight the importance of easing the lives of home- makers. NOTIFICATION No. /2017/F.No.3-11/MVD/Fancy/2017 – In exercise of powers conferred by Sub-Section(1) of Section 65 of the M.V.Act,1988 (Act No. 59 of 1988) read with

Sub-Section (41) of Section 2 thereof and in supersession of Notification No. 29 of 2014 dated 28-02-2014 and Notification No. 118 of 2015 dated 26-05-2015, the Lieutenant Governor (Administrator), Andaman and Nicobar Islands proposes to make the following Rules further to amend the Andaman and Nicobar Islands Motor Vehicles Rules,

2006 after previous publication for the information of the persons likely to be affected, as required by sub-section (1) of Section 212 of the above Act and notice is hereby

given that the said rules will be taken into consideration after the expiry of 15 days from the date of publication of the rules in the Official Gazette. Any objections or suggestions, which may be received from any person or authority with respect to the said rules within the period specified above will be taken into

consideration.

The objections or suggestions, if any, may be addressed to the Secretary-cum-Director (Transport), A&N Administration, Port Blair.

DRAFT RULES (1) (i) These rules may be called the Andaman Nicobar Islands Motor Vehicles (Amendment)Rules,2018.

(ii) They shall come into force from the date of their final publication in the Andaman & Nicobar Official Gazette.

(2) In the Andaman & Nicobar Islands Motor Vehicle Rules, 2006, after Rule 34, the following rule shall be inserted as rule 34-A: “34 A-Fee for assignment of Registration Mark of choice.

(i) Reservation of fancy registration mark shall be made for the registration of a new motor vehicle under section 39 of the Act, on an application made to the Registering Authority by the owner of a motor vehicle.

(ii) Fancy Registration Marks and the fee for reservation of such marks shall be as prescribed in the Annexure appended to this Notification.

(iii) The Commissioner may notify any further registration marks as reserved as fancy registration marks. (iv) The fee for reservation of any registration marks other than those mentioned against Sl.No. 1,2,3,4 and 5 in the Annexure shall be Rs.2,000/- (Rupees Two thousand only)

in the current series.

(v) An application for reservation of fancy registration marks shall be made in the Format of Application appended to this Notification.

(vi) The application for reservation of fancy registration marks, so notified under sub-rule (ii) and (iii) shall be submitted on all working days at the counter accompanied with the required fee as mentioned above from 9.00 A.M to 3.00 P.M for which the counter clerk would issue a temporary receipt. No application would be received after 3.00

P.M. Temporary receipt would be issued through software to avoid any type of manual misappropriation which will also take care of the submission of application timing

through the computer. (vii) The details of all the application received, amount collected etc. shall be recorded in a register maintained for the purpose.

(viii) If there is more than one application in a day for a particular registration number, the reservation shall be made by way of receiving bids in the form of Demand Draft drawn in favour of Accounts Officer (Transport) in closed envelopes along with the prescribed application to be dropped in a ‘Drop Box’ (sealed box) on the next working day

from 09.00 AM to 03.00 PM. The bids received for this purpose shall be opened on the same day at 03.30 PM. In the event of an applicant or a person authorized by him fails

to participate in the bid in the scheduled time the fee paid by him towards reservation of Registration number shall be forfeited and bids will be opened to decide highest

bidder from among the remaining applicants. If no applicant bids for the Registration Number in question, the fee paid towards reservation of the number would be forfeited to

the Government Account.

(ix) In the event of forfeiture of fee paid due to non-participation of the applicants in the bid, the registration marks in question shall be made available for further reservation.

(x) The list showing the registration numbers allotted to successful single applicants shall be displayed on the notice board at 4.00 P.M on the same day. (xi) If more than one application have been received for a particular registration number, the list showing the applicants who have to bid for that registration number shall

also be displayed on the notice board at 4.00 P.M on the same day.

(xii) The application fee paid by the unsuccessful bidders shall be refunded after taking back the temporary receipt issued to them. (xiii) If for any reason the vehicle for which a particular registration number has been reserved is not produced for registration within a period of 150 days from the date of

reservation of the number, such reservation shall cease to have effect and the right of the person in whose favour the number is reserved shall be forfeited along with the bid amount.

(xiv) The proceeding of all the bids shall be recorded in a separate register and shall be signed by those applicants who participated in the bid and present at the time of

opening along with those officers assigned for the purpose.

(xv) When the highest bidder is decided in the bid, the amount paid by the unsuccessful bidders in the form of Demand Draft shall be returned and necessary receipt for

having returned the demand draft shall be obtained in the bid register.

(xvi) In the case of successful bidder, the bid amount of Demand Draft shall be taken into account of “VAHAN” SOFTWARE and an official receipt issued for the reservation

fee and for the bid amount. The number applied for shall be reserved in the name of the highest bidder by issuing an Order. The temporary receipt issued earlier to the applicants shall be got back and destroyed.

(xvii) The registration number reserved as aforesaid shall not be transferable. However registration number can be retained by the registered owner only after retaining the

vehicle in his/her/their name for at least a period of two years by way of either selling the vehicle or by condemning it. If the owner sells his vehicle and opts to retain the same registration mark for his new vehicle, the purchaser shall have to apply for transfer of ownership and another new registration mark in the running series. In case he desires to

get a fancy registration mark, he/she shall have to follow the procedure for allotment of Fancy Registration Marks. (xviii) The starting number of the day, number reserved for government vehicles and numbers available for private parties on completion of the prescribed formalities shall

be prominently displayed on a notice board each day for information of the public.

(xix)(a) if a vehicle owner intends to reserve a registration mark from categories (ii) to (vi) of the Annexure appended to the notification from the next series immediately

following the current series then the fee would be two times the notified fee for reserving the same registration mark in the current series.

(b) if a vehicle owner intends to reserve a registration number from amongst the numbers notified in categories (ii) to (vi) of the Annexure appended to the notification in the

second series after the current series he would have to pay an amount triple the actual fee notified for reserving the same registration mark in the current series.

(xx) After the end of a particular series, un-utilized fancy registration marks, if any, will be allotted to Government vehicles free of cost. However, if any registration mark is vacant and a vehicle owner desires to reserve that registration marks then the vehicle owner can still book such registration marks on payment of the prescribed fee.

(xxi) Commissioner may at any time by notification in the Official Gazette add or delete any registration number as Fancy Number. (xxii) Commencement date for reservation of Fancy Numbers in the next Series shall be published by the Registering Authority in the local daily “The Daily Telegrams”

giving at least seven days time after publication of the same in the news paper.

(xxiii) In the event of any dispute arising out of allotment of Fancy Registration Mark, the decision of Commissioner shall be final.”
