A) INTRODUCTION

Effectivity

For aircraft effectivity refer to mod document H4A1675.

Description Modification H4A1675 installs a Honeywell TPA-100B TCAS II version 7.1 in place of a Honeywell TPA-81A or TPA-100A TCAS II version 7.0 on the Boeing B737 - Series aircraft listed above. An EC mandate was issued on December 20th 2011 for implementing TCAS Change 7.1 for aircraft operating in European airspace. The mandate calls for Change 7.1 software to be installed on all existing aircraft using TCAS II products by December 2015. Once Change 7.1 is installed, operators will be compliant with MOPS D0185B. The Honeywell TPA-100B TCAS II Traffic Computer, p/n 940-0351-001 or 940-0351-010 is installed in place of the existing Honeywell TPA-81A TCAS computer p/n 066-50000-xxxx or TPA-100A computer p/n 940-0300-XXX in the same location. The original tray remains and no wiring changes are necessary. The TPA-100B is fully compliant with ETSO-119c including both RTCA/DO-185B for TCAS II change 7.1. As well as several operational improvements, Change 7.1 introduces two main safety improvements to the TCAS system;

corrects missed and late reversals

changes the current aural warning from ‘Adjust Vertical Speed, Adjust’ to ‘Level Off, Level Off’.

The incorporation of H4Aerospace (UK) Ltd. modification H4A1675 to the aircraft obligates the aircraft operator to include the following information provided by this report in the owner/operators Flight Crew Operating Manual. This Flight Crew Operating Manual Supplement refers to the changes required in the Warning Systems - System Descriptions section, 15.20.25 ‘TCAS Aural Messages’ for the aircraft listed above. The data provided herein is intended to support the compliance demonstration for the following paragraphs. FAR 25.1581 (a) Correspondence H4 Aerospace is responsible for the Continued Airworthiness of this modification. Warning Systems - Control and Indication

Traffic Alert and Collision Avoidance System (TCAS) TCAS alerts the crew to possible conflicting traffic. TCAS interrogates operating transponders in other airplanes, tracks the other airplanes by analysing the transponder replies, and predicts the flight paths and positions. TCAS provides advisory and traffic displays of the other airplanes to the flight crew. Neither advisory, guidance, nor traffic display is provided for other airplanes which do not have operating transponders. TCAS operation is independent of ground–based air traffic control. To provide advisories, TCAS identifies a three dimensional airspace around the airplane where a high likelihood of traffic conflict exists. The dimensions of this airspace are based upon the closure rate with conflicting traffic. TCAS equipment interrogates the transponders of other airplanes to determine their range, bearing, and altitude. A traffic advisory (TA) is generated when the other airplane is approximately 40 seconds from the point of closest approach. If the other airplane continues to close, a resolution advisory (RA) is generated when the other airplane is approximately 25 seconds from the point of closest approach. The RA provides aural warning and guidance as well as manoeuvre guidance to maintain or increase separation from the traffic. Non–transponder equipped airplanes are invisible to TCAS. RAs can be generated if the other airplane has a mode C transponder. Coordinated RAs require both airplanes to have TCAS. Advisories and Displays Annunciations associated with TCAS and the traffic displays are discussed further in Chapter 10. TAs are indicated by the aural “TRAFFIC, TRAFFIC” which sounds once and is then reset until the next TA occurs. The TRAFFIC annunciation appears on the navigation display. The TA symbol appears at the proper range and relative bearing of the other airplane. Altitude and vertical motion are included with the symbol if the other airplane is using transponder mode S or C. RAs are indicated by one or more aural listed in the RA aural table. The TRAFFIC annunciation and RA symbol which depicts the traffic’s relative bearing, range, altitude, and vertical motion are on the navigation display similar to the TA symbol. Additional symbols are proximate traffic and other traffic. Proximate traffic is within six miles and 1200 feet vertically, but is not expected to cause a TA or RA alert. Other traffic is beyond the six mile and 1200 feet vertical criteria. Traffic symbols are revised as the TCAS system constantly re-evaluates the motion of other airplanes. If the range of the navigation display does not permit the display of a TA or RA an OFFSCALE annunciation appears on the navigation display. TA or RA traffic detected by TCAS which do not provide a bearing generate no–bearing text block beneath the TRAFFIC text on the navigation display. The text block contains distance, altitude, and vertical motion information.

Vertical motion information is indicated by an arrow depicting a climb or descent if a change of greater than 500 feet per minute is detected. TCAS display automatically shows when:

• the transponder mode selector is in TA ONLY or TA/RA, and • a TCAS TA or RA occurs, and • neither pilot has the TCAS (TFC) display selected, and • in MAP, center MAP, VOR, or APP modes.

Inhibits INCREASE DESCENT RAs are inhibited below approximately 1,500 feet radio altitude. DESCEND RAs are inhibited below approximately 1,100 feet radio altitude. All TCAS voice annunciations and all RAs are inhibited below approximately 1,000 feet radio altitude. Below 1,000 feet when the TA/RA mode is selected on the transponder panel, TA only mode is enabled automatically and the TCAS message TA ONLY displays on the ND. All TCAS alerts are inhibited by GPWS and windshear warnings. Mode Control The TCAS operating mode is controlled from the TCAS/ATC transponder panel. TCAS is normally operated in the TA/RA mode. However, sometimes it is necessary to operate in the TA ONLY mode to prevent undesired RAs. SUPPLEMENTARY PROCEDURES TCAS CHANGE 7.1 GENERAL Applicable to – MSN28614 (YC452) MSN30231 (YC409)

Following the identification of two severe safety issues in TCAS II version 7.0, EUROCONTROL has commissioned the Safety Issue Rectification (SIR) initiative, culminating with the present SIRE+ project, to address these two issues. This initiative has proposed to resolve these safety issues through two changes to the TCAS II Minimum Operational Performance Standards (MOPS) ([DO185A]), identified as Change Proposals (CP) 112E and 115. Both EUROCAE Working Group 75 (WG75) and RTCA Special Committee 147 (SC147) have evaluated and endorsed these proposals.

The first, CP-112E, addresses the safety issues referred to as SA01. SA01 events have to do with the Resolution Advisory (RA) reversal logic contained in the TCAS algorithm, e.g. when TCAS reverses the sense of an RA from climb to descend. Typically, reversals occur to resolve deteriorating conditions during an encounter. V7.0 contained reversal logic based on certain assumptions and engineering judgement, but operational experience obtained since deployment has compelled a re-evaluation in areas of that logic, specifically having to do with late reversals.

SUPPLEMENTARY PROCEDURES TCAS CHANGE 7.1 GENERAL

The second change proposal, CP-115, rectifies observed confusion surrounding the aural annunciation “Adjust Vertical Speed, Adjust" (AVSA) during an RA by replacing it with the annunciation “Level Off, Level Off" (LOLO), and changing the TCAS V7.0 display and logic to appropriately support the change. AVSA RAs, introduced with TCAS V7.0, were included in the logic to allow pilots to continue their climb or descent, but to adjust their vertical speed to avoid a potentially dangerous situation with a nearby aircraft. They broadly fall under two categories: weakening RAs and vertical rate magnitude reductions. Weakening RAs resulting in AVSAs include “Do Not Climb" and “Do Not Descend" RAs; these RAs are unaffected by CP-115. Vertical rate magnitude reduction RAs include instructions to limit a climb or descend to a certain vertical speed; for instance, to _500, 1000 or 2000 ft/min. The recommended vertical speed to achieve is indicated by a green bar on the pilot's vertical speed indicator. CP-115 changes the aural annunciation for all AVSA vertical rate reductions to “Level Off, Level Off" and changes the accompanying TCAS display to indicate that a level off manoeuvre will satisfy the RA.

Response to “Level off, level off” RA: Reduce the vertical rate to 0 ft/min (i.e. level off).

The level off must be achieved promptly, not at the next flight level.

“Adjust vertical speed” RAs will become defunct.

Some aircraft will level off hundreds of feet before their cleared level while responding to this new RA. However, the RA will not result in more frequent conflicts with third party aircraft than is experienced with the current version of TCAS.

Traffic Alert and Collision Avoidance System (TCAS) TCAS alerts the crew to possible conflicting traffic. TCAS interrogates operating transponders in other airplanes, tracks the other airplanes by analysing the transponder replies, and predicts the flight paths and positions. TCAS provides advisory and traffic displays of the other airplanes to the flight crew. Neither advisory, guidance, nor traffic display is provided for other airplanes which do not have operating transponders. TCAS operation is independent of ground–based air traffic control. To provide advisories, TCAS identifies a three dimensional airspace around the airplane where a high likelihood of traffic conflict exists. The dimensions of this airspace are based upon the closure rate with conflicting traffic. TCAS equipment interrogates the transponders of other airplanes to determine their range, bearing, and altitude. A traffic advisory (TA) is generated when the other airplane is approximately 40 seconds from the point of closest approach. If the other airplane continues to close, a resolution advisory (RA) is generated when the other airplane is approximately 25 seconds from the point of closest approach. The RA provides aural warning and guidance as well as manoeuvre guidance to maintain or increase separation from the traffic. Non–transponder equipped airplanes are invisible to TCAS. RAs can be generated if the other airplane has a mode C transponder. Coordinated RAs require both airplanes to have TCAS. Advisories and Displays Annunciations associated with TCAS and the traffic displays are discussed further in Chapter 10. TAs are indicated by the aural “TRAFFIC, TRAFFIC” which sounds once and is then reset until the next TA occurs. The TRAFFIC annunciation appears on the navigation display. The TA symbol appears at the proper range and relative bearing of the other airplane. Altitude and vertical motion are included with the symbol if the other airplane is using transponder mode S or C. RAs are indicated by one or more aural listed in the RA aural table. The TRAFFIC annunciation and RA symbol which depicts the traffic’s relative bearing, range, altitude, and vertical motion are on the navigation display similar to the TA symbol. Additional symbols are proximate traffic and other traffic. Proximate traffic is within six miles and 1200 feet vertically, but is not expected to cause a TA or RA alert. Other traffic is beyond the six mile and 1200 feet vertical criteria. Traffic symbols are revised as the TCAS system constantly re-evaluates the motion of other airplanes. If the range of the navigation display does not permit the display of a TA or RA an OFFSCALE annunciation appears on the navigation display. TA or RA traffic detected by TCAS which do not provide a bearing generate no–bearing text block beneath the TRAFFIC text on the navigation display. The text block contains distance, altitude, and vertical motion information.

• the transponder mode selector is in TA ONLY or TA/RA, and • a TCAS TA or RA occurs, and • neither pilot has the TCAS (TFC) display selected, and • in MAP, center MAP, VOR, or APP modes.

Inhibits INCREASE DESCENT RAs are inhibited below approximately 1,500 feet radio altitude. DESCEND RAs are inhibited below approximately 1,100 feet radio altitude. All TCAS voice annunciations and all RAs are inhibited below approximately 1,000 feet radio altitude. Below 1,000 feet when the TA/RA mode is selected on the transponder panel, TA only mode is enabled automatically and the TCAS message TA ONLY displays on the ND. All TCAS alerts are inhibited by GPWS and winds hear warnings. Mode Control The TCAS operating mode is controlled from the TCAS/ATC transponder panel. TCAS is normally operated in the TA/RA mode. However, sometimes it is necessary to operate in the TA ONLY mode to prevent undesired RAs. For example, TA ONLY may be selected when intentionally operating near other airplanes such as might be found in VFR conditions at a busy airport, or on parallel approach. ATC transponders on TCAS equipped airplanes communicate to provide appropriate coordinated avoidance manoeuvre’s. When performance is limited, such as with an inoperative engine, select TA ONLY to prevent receiving RAs beyond the airplane’s capabilities, and to prevent communicating to other airplanes an ability to perform a RA manoeuvre. CAUTION Once the RA has been issued, safe separation could be compromised if current vertical speed is changed, except as necessary to comply with the RA. This is because TCAS II-to-TCAS II coordination may be in progress with the intruder airplane, and any change in vertical speed that does not comply with the RA may negate the effectiveness of the other airplane’s compliance with the RA.

If a conflict exists between ATC clearance and RA, follow the Resolution Advisory and advise ATC.

SUPPLEMENTARY PROCEDURES TCAS CHANGE 7.1 GENERAL Applicable to – MSN35793 (YL282)

Following the identification of two severe safety issues in TCAS II version 7.0, EUROCONTROL has commissioned the Safety Issue Rectification (SIR) initiative, culminating with the present SIRE+ project, to address these two issues. This initiative has proposed to resolve these safety issues through two changes to the TCAS II Minimum Operational Performance Standards (MOPS) ([DO185A]), identified as Change Proposals (CP) 112E and 115. Both EUROCAE Working Group 75 (WG75) and RTCA Special Committee 147 (SC147) have evaluated and endorsed these proposals.

The first, CP-112E, addresses the safety issues referred to as SA01. SA01 events have to do with the Resolution Advisory (RA) reversal logic contained in the TCAS algorithm, e.g. when TCAS reverses the sense of an RA from climb to descend. Typically, reversals occur to resolve deteriorating conditions during an encounter. V7.0 contained reversal logic based on certain assumptions and engineering judgement, but operational experience obtained since deployment has compelled a re-evaluation in areas of that logic, specifically having to do with late reversals.

SUPPLEMENTARY PROCEDURES TCAS CHANGE 7.1 GENERAL Applicable to – MSN35793 (YL282)

The second change proposal, CP-115, rectifies observed confusion surrounding the aural annunciation “Adjust Vertical Speed, Adjust" (AVSA) during an RA by replacing it with the annunciation “Level Off, Level Off" (LOLO), and changing the TCAS V7.0 display and logic to appropriately support the change. AVSA RAs, introduced with TCAS V7.0, were included in the logic to allow pilots to continue their climb or descent, but to adjust their vertical speed to avoid a potentially dangerous situation with a nearby aircraft. They broadly fall under two categories: weakening RAs and vertical rate magnitude reductions. Weakening RAs resulting in AVSAs include “Do Not Climb" and “Do Not Descend" RAs; these RAs are unaffected by CP-115. Vertical rate magnitude reduction RAs include instructions to limit a climb or descend to a certain vertical speed; for instance, to _500, 1000 or 2000 ft/min. The recommended vertical speed to achieve is indicated by a green bar on the pilot's vertical speed indicator. CP-115 changes the aural annunciation for all AVSA vertical rate reductions to “Level Off, Level Off" and changes the accompanying TCAS display to indicate that a level off manoeuvre will satisfy the RA.

Response to “Level off, level off” RA: Reduce the vertical rate to 0 ft/min (i.e. level off).

The level off must be achieved promptly, not at the next flight level.

“Adjust vertical speed” RAs will become defunct.

Some aircraft will level off hundreds of feet before their cleared level while responding to this new RA. However, the RA will not result in more frequent conflicts with third party aircraft than is experienced with the current version of TCAS.
