MOSCOW. The Russian marine fleet and shipbuilding are suffering from the severest crisis: Russian shipping companies buy 97% of ships abroad, and like the manufacturing base, the bulk of the ships are decrepit.

Judging from the Industry and Energy Ministry’s plans until 2030, which were considered and approved at a recent government meeting, Russia intends to win back the status of a great sea power, which it had enjoyed for centuries until the ill-thought-out reforms in the 1990s.

The approximate price of the issue is Rbs108 bln ($4 bln), which the government intends to appropriate from the federal budget to revitalise shipbuilding, and Rbs137.6 bln ($5.15 bln) of private investment. Spending it sensibly, Russia will be able to regain its previous 2% on the global market of civilian ships, while preserving 20% on the naval ships market. It will also help to eliminate the existing tilt towards naval ships. The share of civilian vessels is expected to grow from the current 23% to 52%.

Industry and Energy Minister Viktor Khristenko, who presented the long-term development strategy for the national marine fleet and shipbuilding industry, recalled that 15 years ago the country had annually built about 50 submarines and warships on the Navy's order, while Russian civilian shipbuilding was one of the top ten in the world.

The present situation is completely different: last year only four ships were built on the order of the Navy and the Federal Security Service, while Russia's share of civilian ships' deadweight is 0.6% of orders placed by South Korea, Japan and China. The Russian marine fleet has 1,500 ships with a deadweight of 15 mln metric tons, ranking 23rd in the world. Besides, more than half of the ships are past their standard service life expiry date.

The problem is especially acute in the fishing sector, where depreciation has reached 65%, and ships bought abroad are usually also very old. Shipping companies cannot afford new vessels. For this reason, they are fishing in Russia's exclusive economic zone, unmercifully exhausting its resources. Fishing intensity there is two times higher than in the Ocean, where Russian fishing has fallen threefold in the past 15 years, and 2.5 times higher than in foreign countries' zones.

The problem of fleet ageing is rooted in the outdated production base of the shipbuilding industry, where wear and tear exceeds 50%. Many types of vessels required by Russian cargo handlers are beyond Russian shipyards' capacity. The existing facilities are so outdated that they cannot meet the requirements of a modern economy.

Russia is way behind South Korea, Japan and China on the global market of civilian shipbuilding. Only Russian-built naval ships, thanks to defence orders and cooperation with other countries, remain in demand. At present, this sector has all the necessary equipment to carry out the state weapons programme. The problem is that it has too few orders.

In May 2006, President Vladimir Putin instructed the government to speed up the sector’s restructuring, referring to a critical situation in the industry and civilian shipbuilding and a growing year-on-year demand for marine transportation.

According to the Ministry of Transport, the demand will reach 650 mln metric tons by 2015.

Experts of state-controlled energy giant Gazprom and oil company Rosneft say the development of the northern sea shelf calls for building 20 ice-resistant offshore rigs and terminals, 10-12 icebreakers and 60 liquefied natural gas carriers.

The strategy of the Ministry of Industry and Energy entails using federal funds for ordering the construction of 41 oil and 14 gas offshore rigs, 58 oil tankers and 27 liquefied natural gas carriers, and a score of icebreakers and auxiliary vessels. The orders are to be placed predominantly with Russian shipyards.

The ministry has calculated that the implementation of these plans should increase the value of Russian shipbuilding industry’s annual output from the current $2 bln to $5 in 2011, $7-$8 bln in 2015 and $18-$19 bln in 2030.

The strategy stipulates radical restructuring. All shipyards are to be divided into three groups, with the first working for the defence sector (including foreign contracts), the second servicing the domestic market, and the third getting a foothold on the global market of commercial shipbuilding and learning to work in conditions of tough market competition.

The industry should be modernised, retooled and streamlined through the liquidation of surplus facilities. The state will encourage orders for the creation and introduction of new technologies, and the federal budget will shoulder the acquisition of foreign licences for modern technologies.

To equalise conditions for Russian and foreign shipbuilders, investors who provide more than Rbs1.1 bln (over $41 mln) will be granted state guarantees and budgetary subsidies against part of interest rate.
