Deborah Balli is the new city manager of the City of Beeville.

Charlie Bassett is the interim city manager of the City ofTexarkana.

Lannie Lee, City of Dublin police chief, is serving as the interimcity manager.

Julia Martinez is the new city manager of the City of Crystal City.

Dan O’Leary is the new city manager of the City of Duncanville.

Sam Watson is no longer the city manager of the City of Haskell.

Rex White is the new city manager of the City of Grand Saline.

Volunteers Needed!

On November 13-16, TML will be celebrating 100 years at the Annual Conference and Exhibition. TCMA and ICMA havepartnered to conduct a concurrent session based on the Life,Well Run campaign. The session, titled “Elected Officials andCity Managers—A Vital Partnership,” will be held on Thursday, November 15, from 9:00 - 10:15 a.m.

TCMA will also take advantage of this unique opportunityand host a booth in the Exhibit Hall!

TCMA members are needed on November 14-16 to assistwith this unique occasion!

(Region 4 members are asked to help set up and strike the booth.)

Sympathy

TCMA is saddened by the passing of Bill Dumbauld, husband of Lee Ann Dumbauld, city manager of the City ofLubbock. Bill was a former National Football League player,playing tackle for the Cleveland Browns. A private memorialservice was held. Memorial donations may be sent to theCity of Lubbock, Dumbauld Tree Memorial, Attention CeliaWebb, P.O. Box 2000, 79457. Please keep Lee Ann and theDumbauld family in your prayers.

Meet Your Colleagues

The TCMA Management Messenger introduces Glenn Morrison to his new position as the city manager of the City of Killeen. Glenn was born and raised in Killeen and has worked for the City of Killeen since 1988. Prior to hisappointment as city manager, he served as the assistant city manager since 2008.

Glenn is a 1984 graduate of Texas A&M with a Bachelor of Science degree in recreation and parks administration.

Glenn has been married to his wife Debbie for 20 years.They have two children, Ryan and Eryn, and one grandchild,Hudson Hayes Morrison.

Glenn’s hobbies include attending Texas A&M athleticevents, golf, jet skiing, hunting, and fishing.

The TCMA Management Messenger introduces FedericoReyes to his new position as the town manager of the Townof Pecos City. Federico was to his position on February 9,2012. Prior to his appointment, he served as assistant citymanager for the Town of Pecos City. He also worked for theCity of Del Rio as the International Bridge superintendentand as a supervisor for the tax department.

Federico received a bachelor’s and a master’s degree fromAngelo State University. He also earned a second master’sdegree from Our Lady of the Lake University.

Federico is married and has three children. His hobbies include traveling, spending time with his children, reading,and barbequing.

The Professional Development Committee met on July 26-27at the Embassy Suites in San Marcos.

The Leadership Task Force will meet on August 3 in the LutherJones Room at the Texas Municipal Center in Austin.

The Board will meet for a Strategic Planning Committee Meeting on August 9 at the Terrace Club, located at 2600 EastHighway 290 in Dripping Springs.

The Board will meet on August 10 in the Board and Commission Room at Austin City Hall, located at 301 West 2nd Street.

Any written objection during the subsequent 30-day period will be reviewed by the TCMA MembershipCommittee.
