The ICAO Technical Co-Operation Programme
Since its establishment in 1952, the Technical Co-operation Bureau (TCB) has
implemented civil aviation projects aimed at the safety, security, environmental protection
and sustainable development of air transport of national and international aviation.
TCB provides assistance to States in the full spectrum of the civil aviation sector, including:
• Strengthening of civil aviation institutions.
• Technology transfer and human resources development.
• Infrastructure and services.
• Compliance with ICAO Standards and Recommended Practices (SARPs).
• Corrective actions.
Supporting States
To best support States’ needs, TCB’s services fall into three main categories:
• Recruitment/Provision of expert consultants.
• Procurement of civil aviation equipment and services.
• Training Programmes.
Being a non-profit organization, TCB can offer those services under most favorable and
cost-effective conditions and guarantees strict Neutrality, Transparency and Objectivity.
Its advice is therefore governed solely by objective technical and financial considerations.
Recruitment/Provision of Expert Consultants
TCB maintains an active roster of over 3,000 individual experts and more than 120
registered consultancy companies in virtually all fields of civil aviation.
The knowledge and experience of experts hired by TCB qualify them to assist States in a
variety of tasks, such as: civil aviation master plans, air traffic management services, airport
modernization, safety oversight, regulatory frameworks, MRTDs, e-Passports and more.
Experts typically work together with national specialists to transfer their knowledge
and at the same time provide on-the-job training.
Procurement of Civil Aviation Equipment and Services
TCB’s procurement service is always tailored to the needs of its clients. We can
prepare equipment and project specifications, manage and evaluate tenders, make
recommendations on supplier criteria and selection, negotiate and manage contracts
and supervise delivery of services and equipment.
As a frequent buyer of civil works, goods and services, ICAO is well aware of the world
market prices and prevailing financial terms and conditions, and has also acquired a
broad experience in negotiating civil aviation procurement.
