a) Meeting opened 8:37 by Chair Ted Macaulay, seconded by Member Christobal Carillo.2) Public Comments

b) No Public Comments at the time.3) Action: Approval of Meeting Minutes for June 28, 2018

a) Minutes approved at 8:40am. Motioned by Vice Chair Michael Camarena and seconded by MemberMike Winton.

4) Information: Tulare County Public Health Bicycle and Pedestrian Fatality Updatea) Member Sharon Minnick updated the committee. There have been 8 pedestrian incidents since her last

update, with two being residents who were outside of the county. A discussion ensued.5) Information: Active Transportation Program (ATP) Update

a) Staff Gabriel Gutierrez announced that the call for projects for the ATP program would end in July, andshould be ready for submittal. Gabe requested a copy of the applications that they submit to the state.Gabriel stated that five hard copies needed to be made of the application as well, with one going toCaltrans.

6) Information: Visalia Waterways and Trails Committee Updatea) Member Mark Wahl discussed applications for the ATP including Goshen, which had problems during

rain. The Mill Creek trail improvement near Demaree was the other. He mentioned the Waterways and

Trails Committee was also partnering with the Southern Sierra Cyclists on a senior bike time trial event, eligible for seniors age 50 and over.

7) Information: Rocky Hill (east of Exeter) Bike & Pedestrian Path Feasibility Study Update a) Staff Steven Ingoldsby announced that the consultants are moving forward with the Public Outreach

portion of the study, and discussed the timing for them to come to the ATAC meeting and that their outreach had begun that week. They were looking into attending a marathon with a booth, and perform outreach on weekends. Chair Ted Macaulay recommended they also hit the morning during the week.

8) Information: Bike and Pedestrian Safety Update (Page 5-8 of Attachments) a) Staff Roberto Brady discussed handout, with a deadline coming up on the application. Staff Philip

Shabanov discussed current bicycle fatalities in the county year to date, and historical trends. There had been zero documented bike vs. car fatalities in the county. The committee also has not heard of any this year.

9) Information: Regional Map of Bike and Pedestrian Paths Update a) Staff Philip Shabanov requested that agencies who had not submitted the bike lane changes, both

implemented and planned, to submit them to him. 10) Information: Caltrans District 6 Update

a) Member Pedro Ramirez was not available for an update. 11) Other Business 12) Adjourn

i) The next scheduled TCAG Active Transportation Advisory Committee meeting will be held on Thursday, August 23, 2018 at 8:30 a.m. at the Tulare County Association of Governments, 210 N. Church Street, Suite B, Visalia, CA 93291.

Follow Up Items Staff Gabriel Gutierrez requested a copy of the ATP applications that will be submitted to the state. Staff Steven Ingoldsby will follow up with the committee as to where the survey locations will be.

Staff Roberto Brady will see if agencies are allowed to “team up” on the application.

PURPOSE OF THIS REPORT ThepurposeofthisreportistodetermineifbicycleandpedestrianoutreachtothecommunityofTulareCountyhadanyimpactonbicycleandpedestriansafety,perrequestofTCAG’sActiveTransportationAdvisoryCommittee.TCAGperformedananalysisofbicycleandpedestriantrafficincidents,toseeiftheBikeandStrideprogramhadapositivecorrelationwithareductioninincidents.

WHAT IS BIKE AND STRIDE? BikeandStridewasaprogramputonbyTCAGandfundedbyaCaltransFTASection5304,SustainableCommunitiesgrant.Theprogramranduring2016andearly2017,reachingouttoover50,000TulareCountyresidentsviaeventsandsocialmedia.

Outreachprograms,eventstypes,andlocationsincludedthefollowing,withaheavyfocusonbiking,andremindingpeopleofthebasicsofpedestriansafety:

‐BicycleRodeos‐Schoolassemblies‐Afterschoolprograms‐Boothsatcommunityevents‐ContinuingoftheAirQualityArtContest,withwinnersreceivingbikes,withtheirartdisplayedatvenuesacrossthecounty.‐Creationofsafetyvideosmadebykids‐Mobileapp‐SocialMediablasts‐WebsitepostsTheeventsfeaturedtheactivitieslistedherewherespaceandtimeallowed.EventsfeatureddemonstrationsfromTCAGstaff,lawenforcement,schoolstaff,andstudentswhenpossible.Activeattendeeparticipationoccurredaswellinmanyevents,withchildrenbringingtheirownbikes:

‐Obstaclecourseswithlife‐sizecut‐outs‐Leisureloopriding,likeataskatingfacility‐Helmetsmashingwithmelons‐Jeopardy‐True/Falsequiz‐Stopcontests,withandwithoutbrakes‐Safetyreviews‐Slowandfastridingcompetitions‐DUIbikedemonstrations‐Giveawayswithrafflesofbikelightsandhelmets ‐Partneringwithcommunityorganizationsandevents‐Abilitiesdemonstrations‐Plentyoffun!

A LOOK AT THE NUMBERS  BikeandStrideoutreacheventsreachedover2,500childreninpersonthroughoutthecounty,andincludedawiderangeofdemographics,withTCAGbeingsuretoincludedisadvantagedcommunities.TCAGstaffdidtheirbesttonotjustgetkidsworriedaboutputtingahelmeton,buttogetthemtrulyexcitedaboutbikingtoinfluencepositivechangesintheircommunity,inhopethattheywouldtaketheireducationandpassitontotheirfriendsandfamily.Over58,000individualswereimpactedbytheBikeandStridemessage,eitherinpersonorviasocialmedia.

DID BIKE AND STRIDE REDUCE BICYCLE RELATED ACCIDENTS? PerrequestofTCAG’sActiveTransportationAdvisoryCommittee,TCAGperformedananalysisofbicycleandpedestriantrafficincidents,toseeiftheBikeandStrideprogramhadapositivecorrelationwithareductioninincidents.

Toattempttopredictthetrendfor2018toanalyzeaworldafterBikeandStride,staffcollecteddatafromallninelocalpoliceagenciesfromJanuarytoearlyJune,2018,andappliedalineargrowthprojectiontothedatacollected.Thusfarin2018,therehavebeennobicyclerelatedfatalities,making2018thebestyearinrecenthistorythusfar.Withnationalbicyclefatalitiesspreadthroughouttheyear,itispossiblethatthezerofatalitiesfor2018mayoccur,andthatBikeandStrideoutreachmayhavehelped!

Basedonthedata,2018isonpacetohaveanoticeablyloweramountoffatalities,severeinjuries,andvisibleinjuriestocyclistsonroadways,withahigheramountofcomplaintofpainincidents.WiththeamountofbicycleoutreachTCAGperformedinthe2016‐2017years,itispossiblethattheBikeandStrideprogramplayedaroleinreducingthecriticalnumbers.However,therearelikelyothercontributingfactors,aswellaschanceandapossibilitythatinjuriesandfatalitiesmaypickupinthelatterpartoftheyear,andonelowyeardoesnotnecessarilysupportatrend.TCAGwillcontinuetocollectthisdataandmonitorthetrend.

PEDESTRIAN DATA FOR 2018 TCAGappliedthesameapproachtopedestriandatathatitdidbicycledata,collectingdatafromalllocalpolicedepartmentsfromJanuary2018toearlyJune,andappliedalinearprojectiontothedatacollected.Thusfarin2018therehavebeenthreepedestrianrelatedfatalities,settingthecountyupforalowerfatalityyear.

Pedestriandataprojectedfor2018includesthefollowing:‐a52%decreaseinfatalaccidents

‐a10%increaseinsevereinjuryaccidents‐a3%reductioninvisibleinjuryaccidents

‐a14%increaseincomplaintofpainaccidents
