Cradle-to-Career Public School to Open on Marygrove Campus

Northwest Detroiters packed the main dining hall

of Marygrove College on Monday, October 15, to

learn about a P-20 Cradle-to-Career educational

initiative that will serve approximately 1,000

Detroit children once a planned “new school”

reaches full capacity.

The initiative will include an Early Childhood

Center, a K-12 school that will be a part of the

Detroit Public Schools Community District

(DPSCD), and a higher education component at

the undergraduate and graduate levels that will

be run through a partnership between the

University of Michigan School of Education and

Marygrove College.

The K-12 program will begin in the fall of 2019

with a ninth grade class only. About 100 ninth

graders will be admitted under the examination

process that the DPSCD currently uses in schools

where students are admitted by application, such

as Cass and Renaissance high schools.

Application forms are not yet available for the ninth grade class of the Marygrove K-12 school, but

they should be available around the first of

the year. Call 313-240-4377 with

questions about the application process.

Speakers at the community meeting on October

15 stressed that the K-12 public school will be a

neighborhood school, and bonus points on the

application will go to students who live in the

neighborhood. The term “in the neighborhood”

was not defined, and attendees were told that the

boundaries for the purpose of extra admission

points have not yet been determined. While it has

been suggested that priority will go to students

who live in the Fitzgerald community, that was not

confirmed at the meeting.

The Early Childhood Center will not begin operation until fall of 2020. Kindergarten is slated

to begin in the fall of 2020 as well, with at least one new grade added each year thereafter.

The sessions allowed guests to explore topics related to the proposed P-20, cradle-to-career initiative that i s des igned to br ing a comprehensive education model to the neighborhood located near the historic campus.

Partners in the new endeavor include Marygrove College along with the University of Michigan and the Detroit Public Schools Community District.

The initiative is funded by a $50 million dollar grant from the Kresge Foundation.

Celebrating Halloween in Sherwood Forest Guidelines For October 31

Neighbors planning to welcome trick-or-treaters to

their homes on Wednesday, October 31, should

leave their front porch lights on between the hours

of 6-8 p.m. We ask that children trick-or-treat only

during those hours and that adults accompany them

on their rounds. Please park cars in your garage or

driveway on Halloween Night, and remind guests to

park in your driveway rather than on the street. Drive

carefully, and, whether you celebrate the holiday or

not, watch out for the scores of young children in

costume who will visit our neighborhood on this

special night.

Halloween is complicated this year by the fact that

trick-or-treaters will be out on a Wednesday evening

just when many of our residents normally would be

placing garbage containers at the curb. Please do

NOT put containers out until after 8:00 p.m. on

Halloween. We will have many visitors pulling their

cars over to curbs and many children crossing

streets at mid-block locations. Courville containers

at the curb will create an unnecessary hazard for

anyone out on street between 6-8 p.m.

Mayor Duggan has announced that there will be no

volunteer-led Angels’ Night campaign in the city of

Detroit this year. City security experts have

determined that we no longer need an Angels’

Night because the fires and pranks that used to mar

our Halloween celebrations essentially have been

eradicated. In the very worst year, 1984, we had

more than 800 Halloween fires during the

Halloween period. In 2017, we had 54. So we

are happy to report that this year Detroiters will be

celebrating what the city is calling “Halloween in the

D,” a festive night of neighborhood trick-or-treating

for children, with parties scheduled at police

precincts, fire stations and recreation centers.

We still need to keep our porch lights on and our

eyes open for pranksters, but, consistent with years

past in Sherwood Forest, we can expect October 31

to be an evening of great fun for both

neighborhood children and adults.

West Bloomfield Library To Host Sherwood Forest

Author and Historian The West Bloomfield Township Public Library, located at 4600 Walnut Lake Road in West Bloomfield, extends a special invitation to the

residents of Sherwood Forest to come to the library at 7:00 p.m. on Thursday, November 1, for a presentation and discussion about our own vibrant and unique Sherwood Forest neighborhood.

The evening’s program will be led by Gail Rodwan, a 48-year resident of Sherwood Forest and the author of the book The Story of Sherwood Forest: One Hundred Y e a r s a D e t r o i t Neighborhood. Gail will bring with her a s e r i e s o f c o l o r photographs showing j u s t s o m e o f t h e stunning architectural features of Sherwood Forest homes that led the city of Detroit, in 2002, to designate this community a Detroit Historic District.

This is a program for those who love great architecture, are interested in local history, are committed to the concept of community and are curious about what is going on in Detroit neighborhoods today. For those of us who live here, it is an opportunity to tell our unique story.

There will be a book signing directly following the

program. This event is free to the public and pre-registration is not required.

All proceeds from book sales go to the Sherwood Forest Association.

Please join us for some ghoulish games, freaky fun, and frightening

food!

Bring a bag or two of candy or another great treat for the children. We’ll enjoy

games and food, like always.

Yard Waste Collection Ends on December 14

This is a reminder that yard waste collection does

not continue through the winter months. This year,

yard waste collection ends in Sherwood Forest on

Friday, December 14 and then resumes again

sometime in April of 2019. If you have not

completed raking all the leaves from your yard in

time for the December 14 collection, you will be

responsible for disposing of them. Remember that

leaves and other yard waste must be placed at the

curb in biodegradable paper bags. If you put your

leaves in plastic bags, they will not be picked up.

Every month, our residents receive an email

calendar showing the collection dates for garbage,

recyclables, bulk and yard waste, but it is only in the

fall months that a few neighbors conclude that the

calendar can be ignored, and bags of leaves can be

placed at the curb whenever raking occurs. Please

note that yard waste, like all other trash, is to be

placed at the curb no earlier than the evening

before the scheduled collection date. To place

leaves at the curb any earlier than the evening

before they are collected constitutes a blight

violation that leaves the homeowner subject to a

fine.

Our beautiful neighborhood looks much less

beautiful if streets are lined with bags of leaves.

Please help us keep Sherwood Forest looking

beautiful every month of the year, including the fall

months.

As you know, Sherwood Forest is now a Special Assessment District (S.A.D.). One of the benefits of being a S.A.D. is that all homeowners are entitled to use neighborhood patrol services and the special patrol number that is designated for our residents only: 1-877-339-7275. Whenever you call this number, give your name and address and indicate whether the call is an emergency. Use this number for assistance 24 hours a day, seven days a week.

Make sure you identify yourself as a resident of Sherwood Forest. During the upcoming holiday season, as at other times throughout the year, be alert to what is going on around you, and do not hesitate to call the patrol service if you see anything in the neighborhood that looks suspicious.

Thanks for helping to keep Sherwood Forest such a safe place to live.

Here are a few tips from our private security provider:

• Save the security service number in your phone right now: 1-877-339-7275.

• Make sure the house numbers on your home are highly visible from the street.

• Make sure the area around your home is well-lighted.

• FOR ALL EMERGENCIES, INCLUDING CRIMES IN PROGRESS, CALL 9-1-1 before calling the C.S.D.P. (Century Security Deca Program) security number.

• List C.S.D.P. Security’s phone number 1-877-339-7275 as the first responder for your monitored alarm system.

• If you believe someone is under the influence of a drug, call 911.

• If you see suspicious people or cars anywhere in the neighborhood, call the security service so a uniformed member of the security team can check out the situation.

Board Members Present: April Alford, Austin Black, Tiffany Franklin, Chaundra Haynes, Christine Jackson, Shirley Jackson, Caitlin Marcon, Steve Perkins, Lauren Rivers, Maurice Telesford, and Karen White; Phillip Caldwell II present via video telephony

President Phillip Caldwell called the meeting to order at 7:35pm in the home of Austin Black.

Review of Group Norms and Value Statement: Group Norms reviewed. President Caldwell submitted the SFA value and mission statement from 1976 for review.

Celebration and Appreciation: Shirley Jackson recognized by board peers for her tireless efforts as Editor of the Tattler. Kim Tandy recognized with a plaque for her long-term excellent service on the SFA Board of Directors as well as her community commitment.

Approval of April 2018 Board of Directors Meeting Minutes and May 2018 Annual Meeting Minutes: After review, it was moved by Karen White and supported by Shirley Jackson to approve April and May 2018 Meeting Minutes. Motion passed.

Approval of May 2018 Treasurer’s Report: No Treasurer report presented.

2018 Sherwood Forest Picnic – Social Committee Update: Chaundra Haynes and Steve Perkins, Youth Social Committee Chairpersons, shared details of the Picnic: On June 23rd from 4-7pm neighbors gather at Sherwood Park rain or shine and enjoy hot dogs, Good Humor ice cream, music, DJ, a race track, a petting zoo and more. Chaundra will deliver 435 flyers to Block Captain Chairperson, Christine Jackson, for distribution. Email blast requested.

Historic Property Preservation Committee Report regarding 19315 Warrington, 19310 Berkeley, 19520  Shrewsbury, 19635 Shrewsbury, and 19655  Renfrew, respectively: Tiffany Franklin, Property Preservation Committee Chairperson, s u b m i t t e d a r e p o r t w i t h c o m m i t t e e recommendations for board approval of applicants’ request seeking to alter their properties external appearances.

Board decisions regarding the 5 listed properties are as follows:

19315 Warrington: After discussion, it was moved by Maurice Telesford and supported by Karen White to accept the committee recommendation: to approve the replacement of the applicant's 6' wood fence with an installation of a 6' fence with similar materials.  The repair of the cinder block wall should also be allowed due to safety concerns of several unstable blocks. Motion Passed.

19310 Berkeley: After discussion, it was moved by Maurice Telesford and supported by Shirley Jackson to allow installation of the 4' - 5' aluminum gate. Motion Passed.

19520  Shrewsbury: After discussion, it was moved by Chaundra Haynes and supported by Karen Whi te to accept the commit tee ’s recommendation to approve the applicant request to repair their chimney with the stipulation that all mortar is mixed to closely match the existing mortar and all replacement brick closely resembles existing brick. Motion Passed.

19635 Shrewsbury: After discussion, it was moved by Tiffany Franklin and supported by Shirley J a c k s o n t o a l l o w installation of a 6’ fence along the rear elevation of the home to extend a p p r o x i m a t e l y 2 4 ’ alongside the south elevation of the home to meet where there is an exist ing 4’ wrought fence.  The installation o f a 4 ’ f e n c e a s r e q u e s t e d i n t h e a p p l i c a t i o n i s n o t a p p r o v e d . M o t i o n Passed. 

19655 Renfrew:  After discussion, there was no o p p o s i t i o n t o a c c e p t t h e c o m m i t t e e ’s recommendation to have a meeting with the homeowners and SFA Board of Directors regarding the installation of the fence, which the applicant did not seek approval from  SFA  nor obtain a permit from the city. The purpose of the meeting is to seek a remedy for the non-conforming fence.

Board Recommendation: Subsequent Property Preservation Committee Reports must include proof that nearby neighbors, upon whom the proposed altered properties may have immediate impacts, were notified of applicants’ request. The committee must share these neighbors’ comments and concerns to the board. The purpose is to help aid board members in the decision process.

Property Maintenance Update: Regarding challenges, actions taken and next steps. Item was not discussed . Kerlyne Pinkins, Property Maintenance Committee Chairperson was not present.

Communication Committee Update: Shirley Jackson, Editor, requested that board members contact her should we wish to include a report in the Tattler. Maurice Telesford announced that the new website is completed, and website training is the next step.

Postal Mailing: The board briefly discussed mailing cost to notify r e a l t o r s t h a t Sherwood Forest is a Historic District and h a s p r o p e r t y restrictions.

Review Group Norm Practices: Shirley Ja c ks o n re v i e w e d group norms practices with the board.

Review SFA Mission: Tabled. It was moved by Tiffany Franklin and supported by Maurice Telesford to table the review. Motion Passed.

President’s Report

President Caldwell is looking into a request to pursue a solution regarding traffic at St. Martin and Warrington intersection with Ron Brundidge, Director of the City of Detroit Department of Public Works. President Caldwell reported that he is seeking a day and time in June, at the 12th Precinct, to convene a meeting for Sherwood Forest residents relating to DWSD sewerage rate increase with Gary Brown, DWSD Director, or Palencia Mobley, DWSD Deputy Director. This proposed meeting is in response to the Block Captain Committee request to address the DWSD sewerage rate increase to SF residents at the May 2018 annual meeting,

MINUTESSherwood Forest Association Board of Directors Meeting July 9, 2018

Board Members Present: Austin Black, Phillip Caldwell II, Tiffany Franklin, Chaundra Haynes, Christine Jackson, Shirley Jackson, Caitlin Marcon, Kerlyne Pinkins, Steve Perkins, Maurice Telesford, and Karen White

President Phillip Caldwell called the meeting to order at 7:40 pm in the home of Chaundra Haynes.

Review of Group Norms and Value Statement: Not discussed

Celebration and Appreciation: The Social Committee, Chaundra Haynes, Steve Perkins and Kim Tandy, were recognized for organizing an outstanding community picnic. Chaundra Haynes presented the Picnic Survey results and reported the picnic total cost of $5,817.42; Budget $7,000; Difference of $1,182.58 balance. Chaundra thanked the entire board for their support.

Tiffany Franklin was acknowledged by board peers for her efforts as Sherwood Forest Historic District Chairperson.

Approval of June 2018 Board of Directors Meeting Minutes: After review, it was moved by Tiffany Franklin and supported by Maurice Telesford to approve June 11, 2018 Meeting Minutes. Motion passed.

Review Sherwood Forest Mission Statement: Board revisited and discussed SFA Articles of Incorporation of 1976. After review, it was moved by Maurice Telesford and supported by Chaundra Haynes to form a group consisting of three directors to take the lead and draft a mission statement by the next board meeting. Motion passed. Volunteers: Maurice and Austin

Committee Structures: President Caldwell revisited and discussed October 10, 2016 Draft of Pr o p o s e d C o m m i t t e e R e - O r g a n i z a t i o n - Consideration of New Committee Structure by Maurice Telesford. The draft consisted of reorganizing the current fifteen 15 committees into smaller groups. After discussion, it was moved by Karen White and supported by Maurice Telesford to accept the new committee structure. Motion Passed. (2 opposed) Board raised a question as to what is the next step and requested for a detailed plan of how the committee re-organization should work. Chaundra Haynes and Christine Jackson volunteered to assist with the planning.

2018- 2019 Board of Director Meeting Schedule: After review of the meeting schedule, it was moved by Tiffany Franklin and supported by Chaundra Haynes, that in lieu of a December board meeting a holiday gathering will be held at the home of Shirley and James Jackson. Motion Passed. Board members are to submit their availability to host a board meeting via email.

SAD payment: President Caldwell reported that

SFA received City of Detroit SAD payment.

2018 Nomination Committee: Christine Jackson, Chairperson; Shirley Jackson and Karen White, members will meet to discuss orientation for incoming board members, which will include new board members to review, discuss, and sign SFA Board of Directors Group Norms. President Caldwell is seeking volunteers for 2019 Nomination Committee.

2018 - 2019 Volunteer Campaign: President Caldwell is seeking ways to engage residents to volunteer their time and talent.

Parks and Reforestation: Karen White, Chair, presented and requested that the board authorize CJB Pest & Mosquito Control or TruGreen’s proposals to treat SF Park and pocket parks for mosquito services, which include a pricing per house for mosquito services. After a discussion, it was moved by Maurice Telesford and supported

by Chaundra Haynes not to accept the proposal. Motion Passed

Karen White presented an Estimate from Acme Co. to redefine the beds and tree rings and install brown mulch around SF Park trees. After discussion, it was moved by Maurice Telesford and supported by Steve Perkins to accept the estimate of $545.00. Motion Passed

Historic Property Preservation Committee Report regarding 19610 Stratford and 19206 Berkeley  Tiffany Franklin, Property Preservation Committee Chairperson, submitted a report with committee recommendations for board approval of applicants’ request seeking to alter their properties external appearances.

Board decisions regarding the 2 listed properties are as follows:

19610 Stratford: After discussion, it was moved by Chaundra Haynes and supported by Karen White to accept the committee recommendation: that the applicant be allowed to either remove and or trim down the hedges nearest to the window, which appear to be causing the most obstruction to the window and also be required maintain all hedges surrounding the property so to prevent future overgrowth.  Motion Passed.

19655 Renfrew: Tiffany Franklin reported that she has not been successful in scheduling a meeting with the homeowner at the listed address. She further explained that she is in communication with Marty Baum for advice regarding property restrictions. Board recommended that the committee refer the matter to the City of Detroit Historic Commission for enforcement or retain an outside attorney for legal counseling, fees not to exceed $2000. After discussion, it was moved by Chaundra Haynes and supported by Maurice Telesford that the committee retain an outside attorney for legal counseling, fees not to exceed $2000.00. Motion Passed

Board recommended that the committee use the same attorney that SFA used during the SAD process.

Tiffany Franklin further recommended that we send a certified letter to the homeowner and schedule a meeting to take place Saturday morning with the homeowners.

NOTE REVISIT: There was a request for detailed May and June 2018 Treasurer Reports to be submitted, immediately. President Caldwell acknowledged the request.

Announcement: The next board of directors meeting is scheduled for September 10, 2018.

President Phillip Caldwell called the meeting to order at 7:43pm in the home of Shirley Jackson.

Addition to the Agenda: Approval of Social Media Policy and Procedure Draft

Celebration and Appreciation: Steve Perkins was recognized for accepting the leadership in Security, Maurice Telesford was a c k n o w l e d g e d f o r h i s a s s i s t a n c e i n S p e c i a l Assessment finances; and A p r i l A l f o r d w a s acknowledged for her efforts as Treasurer.

Approval of July Board of Directors Meeting Minutes: After review, it was moved by Tiffany Franklin and supported by Maurice Telesford to approve the July 9, 2018 meeting minutes. Motion passed.

Approval of May - August 2018 Treasurer’s Report: After review, it was moved by Karen White and supported by Shirley Jackson to approve the Treasurer’s Reports. Motion passed. Note: Board requests the detailed bank financial statements to accompany the Treasurer’s Reports.

Treasurer will provide access to bank financial statements.

Review of Group Norms: Group Norms reviewed.

New Board Member Orientation (Herbert Hill Jr. and Perry Griffith-not present): President Caldwell introduced himself to new board member Herbert Hi l l Jr. , fol lowed-by each board member

presented a handout t i t l e d “ N o n p r o f i t Status Under Section 5 0 1 ( c ) ( 3 ) ” t h a t d e s c r i b e s t h e

following: what it means to be a 501(c) (3), how our status under s e c t i o n 5 0 1 ( c ) ( 3 ) benefits the SFA, and

whether 501(c) (3) tax exempt and nonprofit means the

same thing.

Approval of SFA Proposed Mission Statement: The Mission Statement subcommittee, Austin Black, Shirley Jackson, and Maurice Telesford presented a mission statement draft. After discussion, it was moved by Chaundra Haynes and supported by Tiffany Franklin to accept the mission statement as written. Motion passed.

Draft Mission Statement The Sherwood Forest Association Board is d e d i c a t e d t o f o s t e r i n g a s a f e , interconnected community that is inclusive, values its diversity, and preserves the natural and historic aesthetic of the neighborhood. We accomplish this in an honest and professional manner that is responsive to the needs and concerns of our residents and advances a vision that ensures Sherwood Forest continues to be a community of choice.  

SFA Committee Restructure: President Caldwell responded to the board request and submitted a written presentation of how reorganizing the current 15 committees should work under t h e n e w t h r e e u m b r e l l a committees. After the presentation, it was moved by M a u r i c e Te l e s f o r d a n d supported by Karen White to accept the written presentation. Motion Passed. The board clarified that the 15 committee restructure will still have the current 15 committees and chairpersons’ role. When needed, committees will work together within one of the three new umbrella committees. Any committee, after the implementation, has the option to not participate under the three umbrella committee structure if not satisfied with the outcome.

Historic Property Preservation Committee Update: Tiffany Franklin submitted an update regarding the properties below: President Caldwell is in communication with the homeowners. 19655 Renfrew: President Caldwell is in communication via email with Detroit Historic Commission Staff, Jennifer Ross. 19159 Berkeley Rd: SFA Property Preservation Committee recommended approval of applicant’s request to rebuild chimney, rebuild the outer wall of porch and install a paver walkway

to replace the existing cement walkway.  After discussion, it was moved by Chaundra Haynes and supported by Maurice Telesford to accept the committee’s recommendation. Motion Passed.

Social Media Committee Policy and Procedure: Steve Perkins submitted for approval a guideline for SFA social media. The guideline describes the functions of Sherwood Forest social media platforms: Nextdoor.com, Facebook, and Ring. After review, it was moved by Chaundra Haynes and supported by Karen White to accept the Social Media Guidelines as presented. Motion Passed.

President Phillip Caldwell 2018-2019 Planning: Sherwood Forest Board of Directors Meeting

Schedule Sign-up sheet was presented for board members to host a meeting. Committee Assignment: At

the next board meeting new m e m b e r s w i l l h a v e a n

oppor tun i ty to choose a committee to serve on and current members will have an opportunity to declare their committee. Budget Request: Board members were asked to submit a budget for their committee by the next board meeting.

Announcement: October 8th – Board of Directors meeting at the home of Chaundra Haynes. October 8th – SFA Board of Directors 2018 Election of Officers, President, Vice President, Treasurer, and Secretary November 12th – SFA Board of Directors Meeting is opened to the public (Note: Need to confirm 12th precinct venue) December 10th – Board of Directors holiday gathering at the home of Shirley and James Jackson.
