How Does It Work?With November elections in a few weeks, residents have been inquiring about how council members are elected in our Council-Manager form of village government. We encourage you to take time to review the following snapshot, designed to help residents better understand how Amberley Village voters select their council members.

The Village is divided into five districts, which are outlined in the Village Code. The Amberley Village Council consists of seven (7) members who are elected for a two-year term. Five are elected from geographic districts that are defined in the Village Code, and two are at-large.

Members of Council elect the Mayor and Vice Mayor, and also appoint a Treasurer, Solicitor and Clerk. Council members are then assigned to committees, which handle business before it goes to the full Council. For more information on Amberley Village Government, as well as its Committee structure, visit the Village website at www.amberleyvillage.org and go to Government & Administration, then Village Council & Committees.

Details regarding the election process, polling location and a sample ballot by address are available through the Hamilton County Board of Elections at https://www.boe.hamilton-co.org or by phone at 632-7000.

Recycling Efforts to Focus on QualityAmberley Village partners with Hamilton County Recycling and Solid Waste District to increase awareness about clean recycling. As a community with one of the largest recycling averages in the region, Amberley Village is now one of several communities where Hamilton County is now seeking to improve the overall quality of our neighborhood’s recycling collections to ensure that what’s collected can be reused. This is important because the Village earns back dollars on all reusable materials.

The biggest impact residents can have on these efforts is to keep plastic bags out of recycling bins.

Did You Know?Of the many advantages residents cite about living in Amberley Village, excellent services tops the list. Our Police, Fire and Maintenance Departments consistently go over and above to ensure that residents have access to personal touches that, collectively, just can’t be found anywhere else. But did you know that efforts are made every day to seek additional innovative ways to benefit our residents?

Here’s a quick snapshot of just some of the measures being taken to maximize the benefits of being an Amberley resident:

• A recent price increase for Rumpke’s services due to rising costs in gas tax will not be passed on to residents. Instead, the Village will absorb the increased cost within the General Fund, and not charge the increase back to residents.

• Whenever possible, street repairs are done in conjunction with water and sewer projects to ensure costs can be shared, saving Amberley Village and its taxpayers tens of thousands of dollars annually.

• Electric and gas aggregation programs are regularly monitored and offered as options for Amberley residents, which have saved residents approximately $1.26 million since 2011. Not all communities offer this service.

• By combining police, fire and maintenance services, Amberley Village not only saves on overhead costs like increased employees (and therefore benefits), but also allows for staff members to cross-consider issues during emergency situations, increase manpower available for critical needs, and enable its personnel to better understand the needs of residents by increasing personal interactions.

K9 Earns National CertificationThe Amberley Village K9 Unit, which is comprised of Officer Andrea Alt and her canine partner Creed, has recently earned its National “Police Utility Dog” Certification from the North American Police Work Dog Association (NAPWDA). This prestigious certification requires that each test phase must be passed on the first attempt in the areas of Obedience, Article Search, Area Search, Tracking or Trailing, Building Search, Narcotics and Aggression Control. Officer Alt and Creed passed all sections with a perfect score, earning them this unique and sought-after “Utility” designation.

According to Officer Alt, she has been working with Creed since late last year on the components necessary to earn the national certification, which has different qualifications than the state

certification process. “You can pass or you can get the ‘utility’ title, or a perfect score,” says Officer Alt, who admits she’s a bit of a perfectionist. “When I found out that was an option, I decided to go for it. I was so proud of Creed for passing with zero misses – he performed it perfectly.”

Officer Alt has embraced her role as a K9 handler, despite the many challenges the position brings. Many people are surprised to learn that Creed lives with Alt, making them round-the-clock partners. “Off-time is different now,” she says. “I like to say it’s a lot like having a child in a sport. You’re constantly practicing, constantly training, and always preparing for the game.” According to Alt, the State of Ohio requires a minimum of 16 hours of training per month, which doesn’t include the additional education she undergoes regularly, or the off-time spent reinforcing skills.

But the advantages far outweigh the costs, she says, adding that Creed is an amazing locating tool, having found missing persons, located criminals, and taken countless drugs off the streets. “Word gets out and people avoid the area,” says Alt. “It’s really important in light of the current drug epidemic.”

The NAPWDA Certification also affords Officer Alt an elevated credibility when giving court testimony and making apprehensions, and eliminates the liability of a poorly trained dog team. It raises their profile in the community, and strengthens community relations opportunities. She says they are frequently invited to other communities because of their genuine love of interacting with the public, and their fluid interaction together.

Amberley Village residents will have an opportunity to congratulate Officer Alt and Creed at an upcoming recognition ceremony to honor their achievement. Look for information regarding the ceremony on our website, social media outlets and in an upcoming issue of the Amberley Village E-News.
