1. Eligibility to Compete

All Tasmania Fire Service (TFS) brigades shall be eligible to enter senior and/or junior/cadet team/s in the State Firefighter Championships. The Executive Committee may invite brigades/teams from other jurisdictions or organisations to compete from time to time.

Eligibility to Compete Juniors/Cadets

It is the responsibility of the Brigade Chief/First Officer to ensure that their respective junior/cadet members have written permission from a parent or guardian to compete.

Age of Junior/Cadet Members

All junior/cadet competitors must be at least ten (10) years of age and under seventeen (17) years of age on the day of the competition.

2. Registration of Competitors

All senior and junior/cadet competitors must be members of the TFS. All individual teams must complete an enrolment form listing all members of that team. In the event of a brigade entering more than one team, team members will not be able to swap between teams on the day of competition unless approved by the Chief Judge.

3. Role of Team Captain

The Team Captain shall be the spokesperson for the team at all times. The Team Captain shall be the only team representative at any briefings and/or meetings conducted by the Chief Judge throughout the competition. The Team Captain may submit any questions to the Chief Judge for interpretation and ruling at the competition briefing and throughout the duration of the competition.

4. Brigade/Team Identification

Brigades/teams will be issued with a numbered tabard at the start of each day. Tabards must be worn in all events by the pump operator or standpipe operator.

5. Officials

All officials shall be appointed by the Executive Committee.

6. Chief Judge

The Chief Judge shall be in control of all events and Judges on the Competition Ground.

7. Judges

7.1. All Judges must attend the Judge’s briefing/workshop prior to competitions at a time and venue to be nominated by the Chief Judge

7.2. Judges shall ensure that all events are carried out strictly in accordance with the rules of each event

7.3. All penalties and breaches shall be recorded on the judging sheet as issued by the Chief Judge

8. Chief Marshal

8.1 The Chief Marshal is responsible for ensuring all teams are assembled at the start line in order of competition prior to the commencement of each event

8.2 He/she shall make every endeavor to ensure that each event commences on time and that time is not wasted unnecessarily

8.3 He/she will ensure that all competitors are dressed correctly

9. Draw for Starting Order

The starting order shall be drawn separately in each event and each team shall compete in the order shown in the program unless otherwise directed by the Chief Marshal.

10. Power to Penalise

The Chief Judge and Chief Marshal will have the power to penalise any team for lack of discipline on the competition ground.

11. Starter’s Marshal

The Starter’s Marshal is responsible for ensuring individual teams are assembled behind the start line in order of competition.

There will be two teams/competitors lined up at any time awaiting the Starter’s orders, not including teams/competitors on the start line in each event. Teams/competitors must ensure they have all necessary equipment to complete each event prior to the start of the event.

12. Equipment Marshal

The Equipment Marshal has responsibility for ensuring that all equipment is functioning correctly and efficiently.

The Equipment Marshal shall indicate to the Chief Marshal that the course is ready.

13. Course Marshals

13.1. Course Marshals shall be responsible for the preparation of the event course as necessary prior to each event and will:

13.2. Maintain the course after each run

13.3. Maintain water levels and reserves as appropriate

13.4. Keep spectators off the course

13.5. Provide reserves of equipment as appropriate for each event

13.6. Course Marshals shall indicate to the Equipment Marshal that the course is ready

14. Chief Timekeeper

The Chief Timekeeper is responsible for ensuring the times for all heats and events are recorded electronically. In the event there is a malfunction with the electronic timing equipment, times for all heats and events shall also be recorded manually.

He/she shall ensure at least two manual times are recorded for each individual heat/lane and the times are recorded on the judging sheet.

He/she shall ensure the correct order of competition with the Chief Marshal and shall advise the Time Keepers of any changes to the order of competition.

15. Timekeepers

The Timekeepers are responsible for recording all times for individual teams competing in all events. Electronic and manual times will be recorded for all heats and events.

16. Chief Starter

After the competitors have been duly examined by the Chief Marshal and are in their correct places, the Chief Starter shall, at his/her discretion, start the event by firing a starting gun or by such method approved by the Executive Committee. If in the opinion of the Chief Starter any team has not had a fair start, he shall recall the competitors by re-firing the gun or by blowing a whistle to stop the event and re-form the competitors. Competitors shall toe the starting line on being called into position by the Chief Starter.

17. Method of Starting

The Starter shall call:

“ON THE MARK,” “SET”

FIRE STARTING SIGNAL

Any team/competitor that breaks the Starter’s signal twice shall be penalised.

18. Competitors at Completion of Events

Competitors are permitted to ask the designated Judge (he/she will wear a high visibility vest) in their lane if they incurred any penalties at the completion of that event.

19. Re-Runs

19.1. Re-runs may only be awarded by the Chief Judge

19.2. Consultation may occur between the Chief Judge and/or Chief Marshal and the Team Captain and/or any other Judges as deemed necessary

19.3. Video or photographic evidence will not be permitted

20. Protests

20.1. Protests must be made in writing on the Protest Form and be signed by the Team Captain. A protest fee of $50 must accompany the Protest Form

20.2. Should a protest be upheld, the protest fee will be refunded

20.3. Should the protest be dismissed, the protest fee will be donated to a charity, to be decided by the Executive Committee

20.4. All protests must be lodged with the Chief Judge within ten (10) minutes of completion of the heat/event in which the protest is being lodged

20.5. Faulty equipment about which a protest is to be lodged must be shown to the Chief Judge before being removed from the competition area

20.6. A Protest Committee will be appointed prior to the commencement of the first event. Three members will constitute a Protest Committee

20.7. Video or photographic evidence will not be permitted

21. Ground Control

Only officials on duty, nominated official guests and competitors actually competing, may enter and/or remain on the competition ground. Persons other than those described may incur a penalty for their team.

22. Breaking/Damaging Equipment

Any team or competitor who willfully damages any equipment used in conjunction with the competitions will be penalised. This will be at the discretion of the Chief Judge and/or Chief Marshal.

23. Carrying of Equipment

Portable pumps and stretchers bearing “live casualties” are to be carried heel-toe, all other equipment able to be carried by a single person safely can be at pace.

24. Equipment – General

Provision of equipment, unless otherwise specified for the event, is the responsibility of the Executive Committee.

24.1 All equipment used in competition events will be of TFS standard

24.2 All appliance pumps to be running prior to commencement of event with tank to pump valves open

24.3 All rolled hoses will be coupled prior to events starting

24.4 All branches to be 38mm straight stream or 38mm pistol-grip with shut-off, where applicable

24.5 All couplings, branches and suction hoses must be tight before water is delivered

24.6 All equipment should be placed on ground - not dropped

24.7 The onus to ensure the correct setting of the equipment for the event is that of the Team Captain. Re-runs will not be awarded where teams have left valves open and cannot get a suction lift, or for any reason whatsoever which pertains to the setting of valves and taps

24.8 All hoses/branches must be kept under control until the completion of the event and the water is shut-off

24.9 Storz couplings will be fitted to the suction side of all portable pumps

24.10 All targets must be dislodged or activated in sequence as laid down in the General Rules and Events

25. Equipment – Juniors

25.1. All pumps including portable pumps to be in starting position, primed and running prior to commencement of event

25.2. All standpipes will be shipped

25.3. Portable pump at drum, valve in closed position, suction hose connected, primed and running

25.4. 9L air/water extinguisher on firing line

25.5. A senior member must be present at appliance pump and at firing lines

26. Uniform Dress

26.1 Seniors

26.1.1 Standard TFS issue vegetation firefighting trousers

26.1.2 TFS issue turnout boots or grass sport shoes (eg, touch football shoes) see Appendix ‘A’

26.1.3 Sandshoes may only be worn by ladder competitors in ladder events, see Appendix ‘A’

26.1.4 Team shirt (shirts must all be the same)

26.1.5 Team identification tabard must be worn by pump/standpipe operator or disqualification will result

26.2 Juniors

26.2.1 Standard TFS issue combination overalls or a team uniform of any description ensuring all members are dressed in a consistent manner

26.2.2 Sturdy foot wear (fully enclosed) or grass sport shoes (eg, touch football shoes)

26.2.3 Sleeveless shirts, singlets, tank tops and shorts are not permitted

The Chief Marshal may prevent the wearing of some items if he/she deems those items to be unsafe or unnecessary.

27. Parade/Ceremonies

At any parade or ceremony on the day of competition, dress will be team uniform and all team members must be dressed similarly.

28. Wearing of Gloves and / or Hats

Competitor/s may wear a glove/s and/or hat in any event, but the glove/s and/or hat must be worn for the complete event. If worn by other or all team members they must be consistent, ie a team hat or team gloves.

29. Target Firing Line

The branch person must have part of the branch and part of the body over the firing line when water strikes the target.

30. No Timed Event

Failure to complete any event as laid down in the General Rules shall result in a no timed event.

32. Section Winners

Winners will be the team/s with the highest points accumulated on the day.

33. Tied Events

33.1 Aggregate

In the event of a tie in the Aggregate, the trophy shall be shared between the tied teams. If a dispute should arise, the Executive Committee will determine the outcome and such determination shall be final.

33.2 Individual Event

In the event of a tie in an event that affects points, the teams concerned will have the points for the two positions involved added together and then divided equally between them.

34. Penalties - General

The following general penalties apply to events where applicable:

35. Disqualification

The following will constitute a disqualification from an event:

35.1 Any competitor acting in an unbecoming manner

35.2 Team leaving standpipe unattended or washout occurs at any coupling

35.3 Deliberate mishandling of equipment

35.4 Failure to wear correct agency uniform (unless approved by the Chief Judge prior to the commencement of the event)

35.5 Person in charge of branch/extinguisher deliberately striking two or more targets

35.6 In ladder events:

35.6.1 Failure to be in a stable position on the tower platform

35.6.2 Failure to have feet clear of the ladder when striking target

35.6.3 Failure to carry hose aloft with branch attached in the approved manner

36. Events

36.1 Urban Pump Collector – 4 Competitors (new event for 2015)

Event Description

On the start command competitors shall proceed to appliance:

1. One competitor retrieves a flaked 38mm hose and runs out to firing line 1 to strike target 1 with water from appliance tank, shuts off branch and places on ground at firing line 1. Competitor then returns to the appliance to assist pump operator.

2. One competitor retrieves two rolled 65mm feed hose, bowls out in the direction of the hydrant line, leaves one end of both hoses at the pump, takes the other end of both hoses to the hydrant line and connects to the standpipe.

3. One competitor retrieves the standpipe and proceeds to the hydrant line, removes hydrant cover and ships standpipe, turns water on or off as required.

4. Pump operator is the only person permitted to operate the pump. Pump operator uses throttle to deliver water from tank supply to 38mm hose.

5. Time is taken when the water stream strikes target 1.

36.2 First Aid Reel & Pumper – 4 Competitors

Event Description

On the start command competitors shall proceed to appliance:

1. One competitor retrieves the hose reel and runs out to firing line 1 to strike target 1 with

water from appliance tank, shuts off branch and places on ground at firing line 1.

Competitor returns to the appliance and retrieves 38mm hose coupling and connects to

pump delivery. Takes branch and flaked hose, proceeds to firing line 2 and strikes target 2

with water.

2. One competitor retrieves a rolled 65mm feed hose, bowls out and leaves one end at the pump, takes the other end of hose to the hydrant line and connects to the standpipe.

3. One competitor retrieves the standpipe and proceeds to the hydrant line, removes hydrant

cover and ships standpipe, turns water on or off as required.

4. Pump operator is the only person permitted to operate the pump. At the start of the event

the hose reel valve will be in the open position. Pump operator uses throttle to increase

water pressure firstly through the hose reel.

5. When the feed hose is charged, the pump operator must:

5.1. Open the pump inlet valve

5.2. Close the tank to pump valve

5.3. Open the delivery valve. The pump throttle must be increased before completion of

event.

6. Time is taken by adding the times from targets 1 & 2 together.

36.3 GP Pumper Relay – 4 Competitors

Event Description

On start command competitors shall proceed to appliance:

1. One competitor takes 25mm hose, bowls out and couples to pump delivery, pump operator operates appliance pump and delivers water as required.

2. Competitor takes 25mm open-ended hose and places into the top of a pre-filled relay tank (200 litre drum).

3. Two competitors take relay pump and suction hose to relay tank, connect suction hose to relay tank and relay pump.

4. Once the judge at the relay drum signals sufficient water has been delivered, pump operator closes delivery valve, appliance pump to be left idling after valve is closed.

5. The pump operator may (if still there) then take 25mm hose and branch to relay tank.

6. The pump operator, once at relay tank, starts and primes relay pump (only pump operator can do this). Another competitor bowls out 25mm hose, connects to relay pump delivery, proceeds to firing line and strikes target with water stream.

36.4 Siamese Valve – 5 Competitors

Event Description

On start command competitors shall proceed to appliance:

1. Pump operator will operate pump as required.

2. Two competitors will take one length of 38mm hose, connect to pump delivery, connect branch and proceed to firing line 1 and dislodge knockdown target 1. The competitor removes the branch from the first length of hose.

3. Once target 1 has been dislodged, the siamese valve is connected to the first length of hose and a second length of 38mm hose is connected to the siamese valve. The siamese valve must have the valve levers upright.

4. The branch removed from the first length of hose is connected to the second length of hose and is taken to firing line 2 and strikes target 2. The siamese valve is then shut off until required.

5. The third length of 38mm hose and the second branch are then taken to the siamese valve, the third hose is connected to the second outlet of the siamese valve. The branch is connected to the third hose and is then taken to firing line 2 and target 3 is struck with water stream to record the time.

Note: Equipment can be taken off appliance but must remain behind hydrant/equipment line until targets are struck in sequence.

36.5 Hose, Hydrant & Extinguisher – 3 Competitors

Event Description

A team of three Firefighters draw for positions prior to start, on start command:

1st Evolution

1. One competitor will take fire extinguisher and proceed to firing line 1 and strike target 1

with water. This target is timed. Place extinguisher in an upright position on the ground

and return to the equipment line.

2. Standpipe operator will provide and ship standpipe, connect 38mm hose to standpipe

and turn water on and off as required.

3. One competitor will take 38mm hose and branch, bowl out hose and pass one end to the

standpipe operator. Connect the branch to the other end, proceed to firing line 1 and

strike target 2 with water and then disconnect branch.

2nd Evolution (can start after any one of the above tasks is completed)

4. Take second length of 38mm hose to firing line 1 and connect to the first length of hose.

5. Connect branch to other end of second length and proceed to firing line 2 and strike

target 3 with water to stop the clock.

6. Standpipe operator continues to turn water on and off as required.

7. Time is taken by adding the times from targets 1 & 3 together.

Event Description

On start command:

1. Standpipe operator will provide and ship standpipe and turn water on and off as required.

2. One competitor takes one length of 38mm rolled hose from the equipment line, proceed to hydrant line, bowls out and runs hose to full length. Receives the branch and one coupling, proceeds to firing line and strikes target with water.

3. One competitor proceeds to hydrant and connects hose to standpipe. Competitor is free to perform other duties as required.

4. One competitor takes second length of 38mm rolled hose and branch and proceeds over the 28m line. Hands branch to teammate, bowls out second hose and hands one coupling to teammate, connects second hose to first length and proceeds to assist teammate.

NOTE: Competitors can decide which tasks they perform.

36.7 Wet Hose Marshall – 4 Competitors

An event used to train firefighters in the skills of making and breaking couplings and connecting to a standpipe. This event has been developed from the original dry hose event initiated by Chief Officer TS Marshall in the late 19th century.

Event Description

On the start command:

1. One competitor will provide and ship standpipe, turn water on and off as required and remove back cap from standpipe as required.

2. One competitor will couple hose 1 to standpipe (hose with couplings closest to standpipe is hose 1) then go to hose 2 and couple branch to other end of hose and proceed to firing line ready to strike target with water stream.

3. One competitor will couple branch to hose 1 and proceed to firing line and strike target with water stream.

4. One competitor will couple hose 2 to standpipe after back cap is removed.

36.8 Hose Hydrant & Pumper – 4 Competitors

Event Description

On the start command competitors shall proceed to appliance:

1. Ship standpipe, bowl out 65mm feed hose, couple to standpipe and pump inlet, turn standpipe on.

2. Connect 38mm hoses to pump deliveries and proceed to firing line, strike target with water stream.

3. Pump operator opens delivery valve and uses throttle to increase pressure, water is delivered through the first delivery hose using water from appliance tank.

4. Once feed hose is charged pump operator will:

4.2 Close the tank to pump valve

4.3 Open the delivery valve on hose 2 (the delivery valve on hose 2 cannot be opened until the first target has been struck and the tank supply valve has been closed).

36.9 Tanker Rescue – 5 Competitors

Event Description

On start command competitors shall proceed to appliance:

1st Evolution

1. One competitor takes 9L air/water fire extinguisher, proceeds to firing line and dislodges the knock down target 1.

2. Once dislodged, the competitor must lie on the ground sheet on their back and call for a stretcher and then waits until the stretcher arrives.

3. Once the stretcher has been called for, all remaining competitors proceed to the firing line with stretcher, this must be carried by two competitors.

4. Once at firing line, patient is picked up off the ground using the ground sheet and placed carefully onto the stretcher. Patient is then carried on stretcher with a competitor on each handle back behind the hydrant/equipment line and placed carefully on the ground.

2nd Evolution

5. One competitor then takes a 38mm rolled hose, bowls out and connects the branch and proceeds to firing line ready to strike target 2 with water stream.

6. One competitor takes the other end of the hose and connects to the pump delivery, once hose is coupled can deliver water.

7. One competitor must stay behind hydrant/equipment line tending to patient.

8. Pump operator must shut down pump at the completion of event.
