Hello fellow Tarringtonians,

Hopefully the worst of the rain and flooding is

over now, but what an amazing display of fungi

it has produced. The array of shapes, sizes and

colours have been more than usually

resplendent in our garden.

I hope you will all be in good voice in the

run up to Christmas as there are plenty

of opportunities to join in the carol

singing. Hopefully Stoke Edith will be

able to hold their annual Candlelit Carol

Service (pg 9), and we are not

forgetting the younger members of our community with a Lantern

Walk from the Hall followed by carols at the church (pg 18).

There is also a special Flicks

in the Sticks screening for a

younger audience of “How

the Grinch Stole Christmas”.

Sounds like fun to me!

Rectors Ramblings

Dear Friends

The Christmas season is upon us again. It is a season that always comes with a sense of déjà vu. Each year, I am always struck by how quickly it comes upon me. I am also struck by the impending sense that there is so much to do and so little time in which to do it. This year, a friend sent me one of those very popular ‘pop up philosophy’ photo’s that pulled me up and got me focused on where my real priorities need to be.

If you too are feeling a sense of rush and breathlessness over the coming season, then a reality check is offered below. Christ came into the world to be a light that would light a way into God’s kingdom. The most important truth about this, is that it is as much about a present and lived in Kingdom, as it is about a coming one. Living as followers of Christ, we too are called to be lights that point to deeper truths about God, about human relationships, about creation. There is no better time than Christmas to show those around us that there is a greater meaning, a greater story than the one of ‘me first’ that the world peddles relentlessly to us. I hope that you are able to dwell well in the coming season with your eyes on the Christ Child, the light of the world. If that seems like an uphill struggle, then why not join us for some of the many services all around the Hop Churches. From Carols and cribs to Christingles, all are welcome in our churches to share the story of Christmas. I look forward to sharing the season with you all.

St. Mary the Virgin, Stoke Edith Candlelit Carol Service

Many of you will know that St. Mary's has been closed since early September while we await completion of emergency building work, which will enable the church to be used in safety.

At the time of publication we are very much hoping that we will be able to hold our annual Candlelit Carol Service, which is due to take place on

Sunday 8th December at 3.30p.m.

Thursday Coffee Mornings

at the Lady Emily Hall There won’t be a coffee morning on the 12th Dec due to the

election. Our last one for this year will be on the 19th December

when I’m sure we could all do with a coffee break before Christmas!

So do come along and join us for a bit of pre-Christmas cheer.

Thanks to everyone who has been along and been generous enough to

make a donation. Enormous thanks also to Mary, Kath, Ann W, Ann

J, Deborah, Jeanette, Margaret M & Margaret P for volunteering to

take it in turns to help set up and make the coffee. We couldn’t have

Friendship Club

After a lovely lunch, the theme of our October meeting was “Games". Everyone joined in the fun playing dominoes, draughts, Jenga,

word games and best of all was the "Next Line of the Song" team game led with panache by John Watkins who sang the first line of an old favourite and two very competitive teams had to sing the next line. Our members weren't phased when John threw in a couple of hymns at the end for good measure!

This year we have decided to hold our Christmas meal at the Hall (having the meal cooked and delivered by ‘The Rumbling Tum’ catering company).

So in preparation for this, our members spent an hour after our November lunch preparing decorations both for the Hall and the tables. The resulting excellent displays of painted

white silver birch twigs and dried seedheads made centrepieces for the tables along with cut-out images of Christmas trees and snowmen. Serviettes folded into the shape of a Christmas tree will also feature.

Bunting was made by a production team cutting pennants from festive paper, and passing onto the folks with staplers who fastened them onto

white tape — we now have 3 lengths of 27 metres of bunting!!

We will not be holding a meeting in January but in February our New Year Bring and Buy sale will be held.

Our lunch club is open to all senior citizens and a warm welcome awaits anyone who would like to join us on the 1st Wednesday of each month, we would be delighted to see you. We can provide transport if needed.

somewhat overwhelmed by the number of characters (not a problem

for aficionados !), but generally the film stands alone well and

portrays a view of one part of society in the early 20th century.

Tarrington Race Night 19th October 2019

What a night!. Naturally we all

studied the form of the horses

before choosing the one with the

prettiest eyes! Then over to

Deborah & Mark or Hannah &

Graham to lay our bets. Colin did a

great job compering and helping to

build the atmosphere up to a

positive frenzy at times! So it was

quite a relief to reach the mid-

session interval when we all filed

through the kitchen to help

ourselves to a delicious chicken

curry or pork dish prepared by

Sarah, Elaine and Margaret.

Thanks must also go to Trevor and

Phil on the bar, Celia and Mary in

the kitchen, Bridget & John,

Deborah & Mark, Celia, John W

and Jan for setting up, and most

importantly to John Tallis for the

organisation and ticket sales.

We made an amazing £1,000 for

hall funds and thoroughly enjoyed

Craft Group Open Day

12th November 2019

The annual open day was well attended

this year. The large selection of

crafts

made a

wonderful display, and some of our

work was for sale. Members also

demonstrated an array of crafting

skills. As usual, there was no

shortage of tea and a delicious

selection of home made cakes.

The club has been running for more than

30 years, from small beginnings in the

old village hall, and now at the Lady Emily

Hall. We meet every Tuesday from

10.30 to 3 pm. We start with coffee and

bring our own lunch. Some come for

coffee to catch up with friends, some

stay and sew for the morning and some

of us spend the whole day, sewing and

sharing our skills. We have occasional

workshops and outings and there is

always room at the Hall for new

members. We contribute £2 a week

each for the hire of the hall.

Our open day raised over £700 for St Michael’s Hospice,

from the tombola, raffle and your generous donations.

Anyone who would like to join us will be made very welcome.

Climate Emergency

Herefordshire Association of Local Councils (HALC) organised a meeting entitled The Great Collaboration. Gareth Williams from Herefordshire Green Network (HGN) gave a presentation. HGN are developing a carbon testing tool in order to measure the carbon footprint. Their plan, set out on the HGN website, includes five main areas for action: Buildings: improvements in insulation and renewable heating systems. Transport: improvements in public transport and provision of Electric Vehicle Charging points. Energy: village halls: renewable energy schemes; Waste reduction: repair cafes, for example; tree planting.

I attended a collaboration meeting in Dormington with parishioners from Dormington, Bartestree and Fownhope, who are working to promote these actions. We are investigating grants for Electric Vehicle Charging points (EVCs), possibly at the village hall and pub car park. On 5th November, Peter Campbell reported in the Financial Times that “one in 10 new cars sold in the UK in October was a hybrid or electric vehicle”. So if you are thinking of replacing your car to reduce your carbon footprint, this could be the trend to follow. For those of us fortunate enough to be able to use public transport, there are great views of autumn colour from the bus this autumn! If solar panels or a heat source pump are not in your budget, then switching to a renewable energy supplier, e.g. Bulb, is another option. The Parish Council can obtain trees from The Woodland Trust, for example, however we need ideas as to where these can be planted in the Parish. If you would like to join me at the next meeting of parishes in the great collaboration on climate emergency, please let me know.

Lady Emily Hall Annual Report 2018-19 Prepared for AGM November 2019 (postponed till Dec 11

th !)

Introduction

This is based on my report for our AGM, planned for Nov 14th but postponed because of the bad weather on that day ! I’ve incorporated some of the details from the Treasurer’s report and should comment that although there is a large excess of expenditure over income, a high proportion of this represents spend on equipment, funded by the Lottery grant last year. However, we do need to step-up our fund-raising activities. Detailed accounts will be posted on the Hall noticeboard. (after AGM)

Hall Activities / Income

Sessions booked have risen from 332 to 463 and there has been a corresponding rise in hall hire income to £8.8k. Other income, including Flicks, fund-raising events and donations take our total income to £12.9k, which is significantly less than last year’s £24.7k. Grant income is down by £11.3k. The re-introduction of the Tots group and the new Yoga class have accounted for many of the extra sessions, especially as the Tots kept going through most of the school holidays. We continue to have new activity groups interested in coming regularly and we should have 2 more operating at the Hall by the new year.

Since the Spring there has been a weekly coffee morning in the Hall, which has attracted a regular group. We haven’t charged for attendance, but the attendees have been generous with donations to Hall funds.

There has only been one explicit fund-raising event in the 12 months to September 2019 – the Sea Shanty evening in October 2018. We have already had 1 event and plan more in the current year, hopefully repeating a couple of the previous successful events, though we must take account of the effort required from the committee (and friends !) to do this.

Flicks in the Sticks and the Borderlines Film Festival continue to attract regular attendees each month underpinned by the Film Club membership. The average audience for Sept-May season was 56 – up from 42 the previous year. The audience, especially for the Borderlines films, comes from a large area in Herefordshire and beyond. I’ve been talking to Arts Alive about the possibility of participating in their live events programme in the Autumn of 2020, if the arrangements look advantageous.

Expenditure / Investment in Equipment / Maintenance Activities

Our regular running costs are fairly stable, about £0.5k higher in a total of about £8k, but we have undertaken a number of major upgrade activities including the following, which have taken our total expenditure to £19.4k:

a Purchase of replacement chairs – 149

b Completion of Front porch refurbishment (lead work)

c Roof repair/Refurbishment

The chairs were part-funded by the award from the Lottery grant received last year, but the balance has come out of Hall reserves.

We have applied to Tesco for funds to continue the improvement of the playground area, but we are in a queue awaiting participation in the Ledbury store token competition.

Entertainment / Alcohol Licence

Once again, the operation of the Hall, under the current licence, has generated no complaints and we had no problems in renewing the licence.

Once again, we must thank Martin Townsend for undertaking the annual review of our accounts.

We have welcomed some new people on to the committee – Susanna Spicer, as Stoke Edith nominee; Bridget Wood as Dormington nominee.

Particular thanks are due to the officers, Judi, Jan and Graham who devote a great deal of time to ensuring the smooth running of the committee.

Tarrington Parish Council Meeting - 11 Nov 2019

The Chairman welcomed two new Parish Councillors, Simon Bailey, Barrs Orchard and Robin Hodgson, Garbrook. Mike Tector had resigned after several years of service on Parish Council. Mike is moving out of the Parish and the Chairman thanked him for all his help and support over the years.

Our Ward Councillor, John Hardwick, gave a report. There are plans for construction of a parking area for parents at Mordiford School to resolve parking problems and congestion. The causeway at Holme Lacy will be closed for repairs from 9.30 to 3.30 for the next two weeks. Herefordshire Council is reviewing and updating the Core Strategy, which will have an impact on Neighbourhood Development Plans. Hereford City Transport package includes plans for improved pedestrian access from Commercial Road to the railway station. The country bus station will be moved to the railway station. The Environment Agency has reported high phosphate levels in the rivers Frome, Lugg and tributaries, with the result that building in the Frome valley is on hold, pending further investigations.

Councillor Hodges reported that a group of five residents is working to ensure that The Tarrington Arms is retained as an Asset of Community Value. A meeting with CAMRA has been informatitive and useful. The group have also consulted residents in Orleton who organised a community purchase of The Boot

pub in their village. The Parish Council support the group in their aim to join The Plunkett Foundation which is set up to give financial support and advice to community organisations.

A blocked culvert in Aldersend Road has resulted in flooding. The Clerk will order a further supply of sandbags and sand. Cllrs Hodges and Grey will carry out a survey and report flooding, potholes and highways issues to Herefordshire Council.

Cllrs Bailey and Hodgson and others are planning events for VE Day on 8th May 2020.

The Footpaths Officer reported on footpaths (see opposite page) and Climate Emergency (See page 21).

Footpaths report

The Public Rights of Way (PROW) meeting at Balfour Beatty Offices, Rotherwas, on 23rd October, was well attended by Footpaths Officers throughout the county. Balfour Beatty has one PROW gang to carry out maintenance throughout the county, i.e. ditch bridge repairs, signposting, surface vegetation and drainage. Landowners are responsible for hedges, fallen trees, gates, stiles and paths.

The annual grant from Balfour Beatty to each Parish to maintain footpaths was cut last year. The Parish Council is committed to maintaining the budget for footpaths from the precept. I shall focus on maintaining all our footpaths as set out on the Definitive Map. There is additional work involved to restore the record as set out in “Rights of Way - restoring the record”. This gives help and advice on how to add paths, which had been in existence, to the Definitive Map. I have carried out some investigations to this end but have now committed to focusing on the paths we already have. If anyone would like to borrow the book, which is the property of Parish Council, and the work I have carried out so far, please let me know. Ultimately, Herefordshire Council is responsible for updating the Definitive Map.

I shall continue to report all work to Balfour Beatty via the reporting app and monitor if this work is carried out. The good news is that I am in contact with John Wride, Herefordshire Ramblers, who will organise gangs to carry out footpaths work. Materials can be obtained from Herefordshire Council’s emergency fund for repairs, such as bridges over ditches and watercourses, damaged by flooding.

Ledbury Food Bank

Please consider donating tinned or dry goods, home essentials or money to the Ledbury Food Bank. The demand is much higher than originally anticipated and all are desperately needed. Donations can be left in St Michael’s Church, Ledbury, the Council Offices in Church Lane, or at the Master’s House. Volunteers are also needed to serve in the Food Bank, sort gifts and control stock, amongst other things. If you can help,

UK or other voluntary organisation, or
