The doctor patient relationship is complexin view of the human ecological transition phasewhich we are passing through as early as in 1946,Sir. Joseph Bhore ,envisaged that doctors oftomorrow “Should be as social physician” thesubsequent development of health infra structuresince independence , the impact of the marketforces, changing value systems, rapid urbanizationHealth technology boom witnessed, the westerninfluences, availability of diagnostic& curative tools,have all altered the scenario.

While discussing an issue like this, it isimperative to understand the health care providersand health care receivers, have different valuesystems and are acting and interacting in a milieu ofseveral pulls and pressures of the market forces.

While it is easy to jump onto the band wagonto accuse one or the other among theses two, it isnecessary to understand the role that the severalwelfare associations in an urban area can do forpromoting the welfare of their own people who comeunder their umbrella. While it may not be feasiblereadily to change individual preferences to go to aparticular physician or hospital because it is part offundamental right it becomes easy to adopt publicwelfare measures for improving the overall healthscenario .Some of the actions that can becontemplated by the associations in the “ Interestof Public Welfare” can be:

1. School Health Programs : For early detectionof Ophthalmic, dermatological,nutritional, dental and communicable diseasesamong others. This is possible by adopting schoolsin their area and assigning doctors to do the work.

2. Food Handlers : Today there is mushrooming ofeateries both static and mobile and the handlers aremany and varied. Compulsory medical anddiagnostic test of food handlers prevent amoebiasis,E -coli, Salmonella group of infections and othercommunicable disease including Syphilis.

3. Water Quality Monitoring : Frequent watersampling and the end user level and analysis atpublic health laboratory will determine presence /absence of E-coli and other water borne infections and confirmthe water chlorination levels.

4. Meat Hygiene : There are several shops sellingfish/ Meat & Meat products, effective monitoring ofthe quality of theses will go a long way in preventingfood borne infections

5.Prevention of Food Adulteration : Thecommittee can check with the help of foodInspectors , grains and oils being supplied for Publicconsumption in both government and Nongovernment Public stores

6.Screening for Prevention of Chronic disease:Simple diagnostics test for presence / absence ofDiabetes / B.P/ Renal disorders / Cancer of cervix/Breast will prevent development of Lung, Heart ,Kidneys , neurological disorders at later stage.

7. Building up of Referral Systems : Health careservices should originate from an area concept asin the case of ration shop ,every family should beattached to an identified local health centre . Theseprimary health care centres must be responsiblefor domiciliary care. These Public Health care unitsare to be attached to an urban health post to beestablished at a rate of one for50,000 population.

One might wonder whether the welfareorganizations should embark on all or any of theprogrammes discussed above as they fall underpublic domain and governmental agencies arecharged with these responsibilities. Knowing as tohow these agencies perform, the least we can do inour own interest is to do a watchdog function toenforce the activities to be performed in a qualitativeway.

In one voice all of them pronounced - We shall stand united and show our protest against the step-motherly treatment of the GOVERNMENT OF THE PEOPLE, FOR THE PEOPLE, BY THE PEOPLE,towards the Senior Citizens. They are waiting for the DAY - 16th August, 2010 to show their strength- to show their anger - to show their dis-satisfaction. All but silently.

Resident Welfare Association (U-FERWAS) Meetings

Standing Commiittee of Tarnaka ResidentsWelfare Association (SCOTRWA)

The meeting was held in NagarjunaCommunity Hall on 26th June,2010. ShriRadhakrishna, Gen. Sec. of the NagarjunanagarRWA welcomed the participants. Newly elected wardcommittee members, namely Shri P.S.N. KumarYadav and Ms.G. Sujatha were introduced to theparticipants. They also spoke and assured to takeup civic issues and help in solving the problems.Prof. Vaikuntham advised the newly elected wardmembers to take up all common issues. Both WardCommittee members promised to organizepadayatra to get first hand knowledge of the civicproblems of the area.

Dr. Rao Chelikani expressed unhappinessover election of Ward members, as a whole.According to him 20% of the expected members areonly elected. In general, the civil societyorganizations are not represented in thesecommittees. It appears that some elected ward

members names were included in the last moment.Organizations like SCOTRA should find ways to fightout through court for directions for proper electionof Area Sabha members in the next round. He,further, explained about the proposed visit of Germandelegation during September to promote capacitybuilding of Resident Welfare Associations.

As regards community Radio projects, in theabsence of response from RWAs, it has beendecided to call representatives of RWAs for a specialmeeting to find out their views.

1st July 2010 as Doctor ’s Day wasCelebrations under the banner of the Red CrossSociety Hyderabad District to develop the communitydoctor concept in order to render better services andto reduce medical expenses. In this connection,Prof.Y. Vaikuntham suggested that a list of allavailable doctors to be prepared and to be circulatedto RWAs for the use of its members. Dr. RaoChelikani also explained the latest developmentswith regard Erragunta.

Doctors Day on 1st July:

The Executive committee Members calledon the local doctors and conveyed the greetings ofthe Association and requested for their activecooperation in spreading awareness on health careissues in this area.

The doctors have responded by expressingtheir willingness to guide the citizens in the mattersof health and treatment. Most of the doctors haveagreed to attend our meetings to enlighten themembers on health care issues. Some doctors hadvolunteered to extend free testing and treatment attheir clinics to the senior citizens. The Forumexpresses gratitude for the positive response of themedical community.

The residents of Nagarjuna Nagar WelfareAssociation, Tarnaka have participated in a “Sit In”protest on 17/7/10 to high light the callous attitudeof GHMC and Mayor in developing a parkadmeasuring about 600 sq.yds. ear-marked in thelay out of the colony 1/67 of 1967.

During the last three decades, manyattempts for land grabbing and encroachments weremade by different people. Every such attempt wasresisted and brought to the notice of GHMC by theresidents. Numerous representations were made to develop a park which would give the residents themuch needed lung space in the colony. The

The Association has filed a case in court against the encroachers and GHMC. Some residentsalso have filed a PIL. It is more than six months, but, when the case comes for hearing, the GHMC legalcounsel seeks more time for presenting the documents.

After trying all possible efforts, the law-abiding and peaceful residents of the colony, many ofwhom are senior citizens, having held responsible positions in the past, are constrained to participate in“Sit In Protest”.

SENIOR CITIZENS FORUM OF NIZAMABAD DISTRICT

The members of Senior Citizens Forum,Nizamabad District have distributed the educationalmaterial, such as, big world, national and state mapsand material related to mathematics and games,note books, pencils, erasers and ceiling fans to thestudents of the following schools which are run byprivate service organizations, financed byphilanthropists. All these students belong toeconomically and socially weaker sections of the society. Free Education is being provided in these schools:Sree Saraswathi Shishu Mandir and Mathrusree Uchita Patashala. Along with the distribution of abovematerials, a lunch was also served to all the students including the staff, management committee membersand senior citizens. Near about 500 students including all members of the institutions & senior Citizenshave enjoyed the lunch.

HABSIGUDA WELFARE ASSOCIATION (HAWA)

The Habsiguda branch Zilla Grandhalaya SamasthaParishad Samstha library hitherto functioning in theMunicipal shopping complex, St no.8 Habsiguda wasshifted into the big Community Hall building behindI.S.I. Jaisanthoshinagar (West) in Street No. 8.

On 26th July, 2010 the reopening ceremony wasorganised by the Library Development Committeeof Habsiguda, at 3.30 p.m. M.Chalapathy, Dy.Commissioner/Uppal Municipality, G.H.M.C.declared it open duly cutting the ribbon. He promisedto do his best for the continuous maintenance of thislibrary in the Community Hall.

Shri Manoj Kumar, Secretary, Dist.Library authority,who was also present has promised to arrange forthe supply of more magazines, news papers for thebenefit of our members. The meeting was largelyattended by Senior Citizens of Habsiguda and JointCommittee of Habsiguda Welfare Association(HAWA) members. The presence of more ladymembers at the function made it more colourful.

Mr.Sukhender Reddy, Retd. I.A.S. Officer, a SeniorCitizen Forum Member, made the event lively by hisspontaneous contribution of an amount of Rs.5000/- to buy more books for the library.

The function was well organised in the Communityhall. due to the untiring efforts of Ln.RaghuramiReddy, President of Library Dev. Committee, ShriP.L. Menon, Org.Sec. of Jt.HAWA Committee.

The Government of India also identified ten categories for awarding / Samman of senior citizens andcalled for nominations in the said categories.

All the Assistant Directors, Welfare of Disabled and Senior Citizens in the State are requested to makewide publicity on the above issue and arrange to forward two nominations for each of the said categories forSamman immediately to enable this office to submit the same to the National Selection Committee within theprescribed time i.e. by 22.7.2010.
