Welcome to Hanscom Composite SquadronWhatever your background and skills are, I believe we have something to offer that can interest and challenge you. As members of the Hanscom Composite Squadron, we take great pride in our squadron, and the services it provides to our community and nation. We are recognized as one of the leading squadrons in the Massachusetts Wing and are very proud of this accomplishment. We excel by substantially contributing to the capability of the Wing. Our members are dedicated, professional, and all thoroughly enjoy what we do!

The Civil Air Patrol is Congressionally tasked with three main missions of Emergency Services, Cadet Programs and Aerospace Education. Within the scope of these three main missions there are many different skills, roles and opportunities As you to become involved with the squadron, you will have many opportunities to contribute your talents, and refine your technical and leadership skills as we carry out these very important missions.  This guide has been prepared to help our new members assimilate into the squadron and understand the tasks you will need to complete to lay the solid foundations of your Civil Air Patrol membership and moving on within the squadron. The level one (new member) tasks are:

• Become conversant with online resources• Get into uniform• Attend Squadron Meetings• Complete Level 1 of CAP training. (Orientation, Cadet Protection and Operational Security)• Select an operational specialty track to participate in, so that you may participate in squadron

events and missions .

The things you need to accomplish are listed more or less in the order in which it is recommend you complete them, but you can do most of them in any order you choose.

To help you assimilate into Hanscom Composite Squadron, you will be assigned to the new members group known as Tango Flight. The Tango Flight Commander is Major Mark Harrison.

New Member GradesOnce your Civil Air Patrol application has been processed and accepted you will receive your Civil Air Patrol membership welcome pack in the mail. You will also receive your Civil Air Patrol membership number.

At this stage of your Civil Air Patrol membership your designated grade is Senior Member (SM).

As a Senior Member you will need to complete a number of steps before you can be considered for your first and subsequent promotions. For most senior members the first promotion is to Second Lieutenant.

Note: Civil Air Patrol takes into account military ranks and grades that members have attained during and civilian professional qualifications, for instance FAA pilot certifications, medical and law education / qualifications that will be used during your Civil Air Patrol service. If you believe you may eligible for promotion under this scheme, you should contact the squadron commander for more information.

Attending Squadron MeetingsSquadron meetings are the preschedule times we come together as a team and discuss the important issues that concern the squadron. The squadron usually meets on the first and third monday of each month at the squadron headquarters at:

Once a month a safety brief is given to ensure you are “safety current”. Any member who is not deemed “safety current” may not participate in any CAP activities until they become safety current. Attending a safety brief is the best way to keep your safety status as current. On occasion CAP skills training is carried out and members are encouraged to participate.

Gaining Access to Hanscom Air Force Base.Until you have completed the required steps and subsequently received your Civil Air Patrol ID you will need to be escorted onto Hanscom Air Force Base (unless you have another form of valid identification that allows you access to the base). Arrangements for you to access the base can be made for you by the Tango Flight Commander or the Hanscom Squadron Commander.

Get Into UniformProper wear of the Civil Air Patrol uniform not only shows that you belong to Civil Air Patrol, but it is also gives the viewer a first impression of your (and by default the organization's) professionalism. Uniforms also meet a certain standard for functionality and safety for the environment they are designed for. The Battle Dress Uniform (BDU) for example is suited for operating safely in a field environment whereas a flight suit meets minimum fire resistant criteria for the safety of the aircrew.

There are many uniforms and options for senior members - the most popular and regularly used are covered in this guide. Popular uniform options for senior members (and are covered in this guide) in the Hanscom squadron are:

- CAP Knit (Golf) Shirt Uniform. This is the most popular uniform for squadron meetings.- CAP Distinctive Uniform - Appropriate for squadron meetings / training courses etc- AF-Style Uniform - Appropriate for squadron meetings / training courses etc- Flight Suits - Appropriate for flying missions / training etc- Utility, and Battle Dress Uniform (BDU) Appropriate for outdoor missions / training courses etc

Vanguard Civil Air Patrol store http://www.vanguardmil.com is your source for the Civil Air Patrol knit (golf) shirt. To start, you can get the less expensive blue golf shirt with screened CAP seal. You may optionally buy the more expensive polo shirt with an embroidered Civil Air Patrol logo.

Civil Air Patrol members are authorized to wear Civil Air Patrol distinctive uniforms as well as uniforms similar to the U.S. Air Force. Civil Air Patrol uses distinctive emblems, insignia, and badges to identify individuals wearing the Air Force-style uniforms as CAP members.

Wear of the Air Force style uniforms, as well as the insignia, badges, and devices worn on these uniforms are as prescribed by the Commander CAP-USAF with the approval of Headquarters USAF. Members electing to wear the Air Force-style uniforms must meet the weight and grooming standards prescribed in CAPM 39-1

Civil Air Patrol prescribes wear policy and the use of CAP emblems, insignia, and badges on the CAP distinctive uniforms. This policy can be found

There are certain guidelines Civil Air Patrol members must adhere to when wearing both Civil Air Patrol Uniforms and Air Force style uniforms

- Members who do not meet the weight and grooming criteria must not wear Air Force Style or corporate uniforms but instead opt for Civil Air Patrol uniforms. CAP weight standards are AF standards plus 10%

- No waivers for beards

- Articles such as papers, wallets, pencils, pens, pins, jewelry, handkerchiefs, combs, cigarettes, pipes, sunglass cases, etc. will not be worn or carried exposed on the uniform.

- Jewelry: Women only may wear one small spherical (ball) conservative matched earring per lobe.

- Other visible ornaments around the neck or on the head, ornamented eye glasses, and ankle bracelets are prohibited while in uniform.

- Proper wear of the uniform shows the high respect CAP members have for the U.S. Air Force and all the armed services.

Civil Air Patrol Knit (Golf) Shirt UniformThe CAP knit / golf shirt is the uniform senior members typically choose to wear for squadron meetings.

- The most popular choice by squadron members for regular meetings.

- The most casual combination considered as a uniform for both male and female senior members.

- This combination may be worn by senior members regardless of grade.

- Black leather jacket is an approved outer garment.

- Screen-printed CAP seal on left breast. -or-

- Embroidered CAP seal on right breast (with option of name and aeronautical rating or specialty badge on left breast.)

- The CAP knit shirts can only be worn as part of a complete uniform, including:

- Gray trousers/slacks/skirt, (not denim)

- Plain black civilian belt with non-decorative gold or silver buckle,

- Black socks and shoes.

- Head gear is not required but the CAP baseball cap may be worn.

Civil Air Patrol Distinctive UniformCivil Air Patrol members are authorized to wear Civil Air Patrol distinctive uniforms as well as uniforms similar to the U.S. Air Force. Civil Air Patrol uses distinctive emblems, insignia, and badges to identify individuals wearing the Air Force-style uniforms as CAP members.

- Suitable for all senior members, including those not meeting the AF-style uniform standards of wear for reasons of grooming or weight.

- White aviator shirt, gray 3-line nameplate, gray epaulets, (all available from Vanguard Civil Air Patrol Store http://www.vanguardmil.com)

Wear with

- Gray trousers / slacks / skirt.

- Plain black civilian belt with non-decorative gold or silver buckle.

- Black socks and shoes.

- CAP ribbons centered above left breast pocket. No military ribbons

- CAP Aviation Badge ½ inch above ribbons or left breast pocket if no ribbons.

- Head gear is not required but the CAP baseball cap may be worn

- CAP Specialty Badge centered on left breast pocket.

- Only one aviation and one added CAP badge authorized

Air Force Style UniformSenior members electing to wear the Air Force-style uniforms must meet the weight and grooming standards prescribed in CAPM 39-1

- Air Force uniform items may be purchased from available from Vanguard

(http://www.vanguardmil.com) or a Base Exchange (BX) uniform store.

- CAP specific items must be purchased from Vanguard

- No wing of other patches are permitted to be worn with this uniform

- Air Force light blue long or short sleeve shirt / blouse

- A USAF blue tie (& CAP tie pin) is worn with the long sleeve shirt.

Civil Air Patrol Online ResourcesWeb sites are one of the main ways Civil Air Patrol distributes information and various data to its members. in order to operate effectively as a Civil Air Patrol member It is important for you to be able to get online, navigate to the correct Civil Air Patrol website(s) and access the information and training courses. If you have any issues with either getting online or accessing any of the online services, please contact the Tango Flight commander for assistance.

Accessing Civil Air Patrol E-ServiceseServices is the online personnel system of CAP National Headquarters. It is a secured site (meaning you need to enter your log on credentials to gain access to it) containing member data, training, qualifications, appointments and other data. eServices can be accessed at http://www.capnhq.gov

Creating an account and accessing eServices is an important task you will need to successfully complete as there is a lot of information that you will need that is available through the e-Services website. In addition e-Services is the go to place for most of the courses you

Once you have created an account, you may log in under your CAPID or by the assigned login ID furnished by National Headquarters.

Within eServices, you can:- Log all specialty qualifications for your personal CAP 101 card- Review and edit your contact/member information

Once you have completed the eServices Sign In form and have submitted it, you will receive am email confirmation to the email address you have supplied. You will be issued a temporary user ID and password (which you will be required to change on first login). Once you have successfully logged into the eServices website for for the first time, and access level 1 Foundation courses.

This page contains the links you will need to gain access to the many Civil Air Patrol resources to complete your Level 1 Foundation training. Initial Actions:- Review the e-Services and Operations Qualifications manual (CAPP 217).- Update your personal and contact information in Review/Edit My Member Info- Go to Personal Characteristics, update your personal information and upload a digital picture of yourself

(review the submissions guidelines first). This photograph will be used for your Civil Air Patrol ID card and CAPF 101 Operational Specialty Qualification Card. Once you have completed this you must email the Squadron Commander to let him know to validate it.

Level 1 Foundation training.The very first thing you will need to complete is Level 1 of your training. Level 1 consists of a number of online courses, covering the basics of Civil Air Patrol assimilation and knowledge you will need in oder to become familiar with Civil Air Patrol procedures and to become an effective member of the squadron.

The items that make up Level 1 foundation training are:

- Set up your Civil Air Patrol e-Services account- Complete Operational Security Course (OPSEC.)- Complete the Introduction to Civil Air Patrol Safety for New Members.- Complete Cadet Protection Program Training (CPPT) (For members aged 17 & older only)- Complete Equal Opportunity Briefing- Complete Level I: Foundations Course, consisting of:

- Module 1 History & Organization article- Module 1 History & Organization article & History & Organization quiz- Module 2 Policies article & Policies quiz- Module 3 Uniforms article & Uniforms quiz- Module 4 Customs & Courtesies article & Customs & Courtesies quiz- Module 5 Core Values article & Core Values quiz- Module 6 Leadership article & Leadership quiz

Each module should take less than 15 minutes to read, and each quiz should take less than 15 minutes to complete. You will need the free Adobe PDF Reader or a compatible PDF viewer to view these materials.

Once you have completed the 5 sub courses at home, you will have a "summary conversation" with you mentor or unit commander. During the summary conversation, they will review your "Foundations Course" quizzes, as well as, answer any questions you have. They will also prepare you for the next level of achievement, Level II, and explain how you can be more active in the unit. Finally, they will have you sign a Form 11 (PD Directors Report) crediting you with completion of Level I.

Most of the material and courses you will need to learn and pass on, are available to study online. The material and subjects which Level 1 consists of are the following courses:Complete these courses online, then contact your Flight Commander, Major Mark Harrison, at mark.harrison@mawg.cap.gov to review your Foundations and Cadet Protection Program Training (CPPT) quiz answers. He will then submit CAP Form 11 Directors Report to NHQ to record your completion of Level I.

Note: You cannot do much more than attend squadron meetings until you complete Level 1.

Once you are successfully logged in, go to “EDIT YOUR PROFILE” and then “CHANGE PROFILE” to bring up the email lists.  Select from the choices that would be appropriate to your mission.

Basic Military Customs and CourtesiesAs members of Civil Air Patrol, we are the Auxiliary of the United States Air Force and we operate on an active Air Force installation, we should know how to conduct ourselves when in uniform. In addition, following military protocol  is a  significant part  of our Cadet mission.  As Senior Members, we are expected you to set a high standard of turn out whilst in uniform.  A great place to start would be to review the Drill for Seniors brochure. This brochure is contained in the Civil Air Patrol Welcome Pack that you will receive in the mail.  Pay special attention to the sections on Attention, Saluting and Introduction to Ceremonies. In addition, there are a number of videos on the Hanscom Composite Squadron website that will provide the basics for what is expected of Senior Members. 

As part of your continued training, we will periodically conduct group review sessions at the squadron building as well.  Members are encouraged to practice drill movements in your own time:

Upon completion of Level I, you will formally be awarded a Certificate of Completion and receive your Membership Ribbon. 

Upon successful completion of the above, you will transfer out of Tango Flight and into Echo Flight.

Talk with your mentor or commander to explore Level Two professional development opportunities that will assist you as you advance as a CAP member. You should also become familiar with the governing regulation on professional development, CAPR 50-17.

Send your Squadron Commander (Major Stephen Hood, shood1@aol.com) a list of three duty assignments you would be interested in.

Some things to bear in mind as you choose you three duty assignments:- It’s mandatory for active Squadron members to be assigned to a duty assignment. - We normally start you out assisting someone already performing that function, if possible, to mentor you. - And no, don’t worry, you won’t be stuck doing that assignment for your entire CAP career — we like to move

people around periodically.

Specialty tracks were developed to allow senior members the opportunity to train and develop proficiency in areas of personal interest or in areas that are needed to support unit operation

There are prerequisites before enrolling in a specialty track. To enroll in a specialty track, you must:

- Be a CAP member in good standing,- Have completed Level I of the Professional Development Program in accordance with CAPR 50-17,- Be approved by your unit commander before enrollment.

After reviewing the information provided in CAPR 50-17, Senior Member Professional Development Program regarding specialty tracks and considering the list of available specialty tracks, it is time to select tracks that are of personal interest to you. Generally, two questions arise: what your interests are related to your professional career experience or your specific hobbies or personal interests; and what is best for the unit. You should try to identify at least two tracks that are of interest to you.

Each specialty track is assigned a code. That code designates the specialty and also identifies which CAP pamphlet contains information about that track. For example, the Professional Development Specialty Track is assigned code 204. Therefore, information about the track and its ratings are found in CAP Pamphlet 204, Specialty Track Study Guide-Senior Program Officer.

Specialty tracks were developed to allow senior members the opportunity to train and develop proficiency in areas of personal interest or in areas that are needed to support unit operations

Administration (205)Maintains master publications library. Prepares correspondence, reports, schedules, inventories, and requisitions. Operates centralized correspondence and message distribution center. Reviews locally developed publications to ensure they are administratively correct prior to publication. Provides management assistance when required.

Aerospace Education (215)Implements aerospace education activities and duties involving cadets, seniors, aerospace education members, communities and schools.

Develops materials and activities and promotes aerospace education programs for the local community.

Cadet Program (216)Conducts cadet training in aerospace education, leadership, physical fitness, moral leadership, and other activities. As special assistant to the commander, implements and monitors programs in cadet personnel and administration, cadet activities, aerospace education, or leadership laboratory.

Character DevelopmentInstructor / Moral Leadership (225)The MLO performs in a capacity similar to a chaplain, but is not required to meet the ecclesiastical endorsement and education level prerequisites for a chaplaincy.

Communications (214)Maintains and operates radio equipment. Familiarizes communications trainees with the basic concept of CAP communications operation. Operates CAP radio stations. Plans and conducts communications conferences, meetings and workshops.

Emergency Services (213)Assists the commander by managing and directing emergency service activities. Establishes working relationships with local agencies responsible for search and rescue, disaster relief, and other local emergencies. Develops emergency service plans, training programs, and standard operating procedures and maintains a rapid alerting system to assemble emergency service resources as needed.

Finance (202)Prepares unit budget, controls monies, monitors transactions, and prepares monthly activity reports. Keeps commander advised in all financial matters

Historian (223)The recording of events is significant.  Compilation of facts that tell of events combine to create a history.  A comprehensive history is of considerable value for research purposes and to serve as a documentary.  Since a history is objective and it describes in an accurate fashion activities that happened, it enables others to use the data for research, planning, and to portray activities of individuals and groups during specified times.  Histories not only tell of success, they cover failure and defeat, explain problems encountered and solutions attempted. The historian is responsible for the unit historical program. Collects and preserves historically significant material.

Information Technology (227)As technology becomes more and more important in the operation of CAP missions, this track is designed to train individuals on the specific needs of a Civil Air Patrol organization. Information Technology Officers will manage unit technology resources and ensure the right equipment is sought and applied properly.

Inspector General (203)The CAP IG program is modeled after Air Force Instructions (AFI) 90-201 and 301. The CAPR 123 series defines the scope and limitations of the CAP IG program. It also clearly defines the two distinct duties IGs perform for CAP and CAP commanders: assessments and complaint resolutions.

Logistics (206)Although the logistics career field is very broad within the Air Force, it is relatively restrictive within Civil Air Patrol. The logistics field consists of aircraft maintenance, transportation, and supply. CAP maintenance officers are the managers of aircraft maintenance, not the doers. Although they may perform user-authorized maintenance, their primary duty is to supervise. To actually perform aircraft maintenance would require FAA certification. That certification is not within the scope of CAP. Although the transportation officer may more easily be the vehicle maintenance individual, the primary duty is, again, supervision. The supply officer is, again, a supervisor, but in many cases will actually administer as well as supervise the overall supply operation. The logistics officer may hold all three positions in small units while in larger units there may be several individuals within each area.

Operations (211)Develops operations policies and procedures to ensure mission accomplishment and provide guidance to unit personnel. These activities include developing standing operating procedures, evaluation methods, and accident prevention programs and reporting procedures. Requests transportation and mission authorizations.

Personnel (200)Performs duties related to processing unit personnel actions such as membership applications, promotions, and charter changes. Provides assistance and guidance to the unit commander and other staff members on all personnel matters. Personnel technicians are responsible for a basic familiarity with all CAP personnel directives and the organization structure of CAP. They perform all duties related to processing unit personnel actions to include new membership applications, unit activations and deactivations, charter changes, assignments, reassignments, transfers, retirements, promotions, demotions, termination, actions, and awards and decorations. Establish and maintain up-to-date personnel files on individual members in coordination with the emergency services officer and the senior program officer. Ensure that all regulations, policy letters, and forms required to administer the unit's personnel programs are available. Research regulations to provide assistance and guidance to the unit commander and other staff members on all personnel matters as required.

Public Affairs (201)In order for Civil Air Patrol, or any nonprofit organization, to survive and grow, it must rely on the good will and understanding of the public. The public affairs program includes those activities designed to tell the CAP story to both the public and CAP members, as well as how CAP fits into the local community. Public affairs could very well be explained as covering tomorrow's history today. While every CAP member is charged with responsibility as a public affairs representative, appointed public affairs officers carry the additional responsibility of official spokesperson for the unit and commander.

Recruitment and Retention (226)In order for CAP, or any volunteer organization, to develop and maintain a strong membership base and a well qualified, trained, and experienced force of volunteers, it must rely on the good will and understanding of its prospective, active and inactive members, in addition to the public. The recruiting and retention program includes activities designed to make the Civil Air Patrol missions and activities attractive to the public and CAP's current membership. The overall goal is to persuade and ensure that membership in CAP is worthy of the prospective, active, and inactive member's time and commitment. Recruiting and retentions could best be described as human resources, salesmanship, and career development counseling. While every member of CAP is charged with the responsibility as a recruiter, appointed recruiting and retention officers carry the additional responsibility of full-time active pursuit of finding and retraining qualified individuals to fill the needs of the unit and the organization.

Safety Officer (217)Manages the safety program. Develops safety plans, programs, and directives. Coordinates with other staff agencies to develop accident prevention procedures and collects data to determine safety program effectiveness. Conducts accident investigations.
