5. Brief Process Description and Process Scope:
5.1. Introduction: Metering is the first activity in the MBC process in any Power Distribution Utility. Every unit consumed is metered by HHDs. Every consumer is billed for the recorded units under normal functioning of the meter or provisional units or average units as per the stipulated provisions. We have studied in depth the types of meters and their installations. Meter management involves mapping consumers with the meters, monitoring the meter status etc. The consumers up to a Contracted load of 112 KW are considered to be low tension consumers and the consumers with a contracted load above 112 KW are considered to be high tension consumers.
5.2. Meter types and capacities:
• LT: The different types of meters installed at LT consumer premises can be any of the following: Mechanical Meters High Quality Mechanical Meters Hybrid Meters Static Meters
In case of LT services with a load up to 18.6 KW (25 HP), single or three phase meters are installed. These meters display KWH readings only. In case of LT services where the load is above 18.6 KW (25HP), electronic tri vector meters are installed which display KWH, KVAH and KVA readings.
• Whole current meters: Whole current meters have following meter capacities
5‐20amp 10‐40amp 10‐60amp 50‐100amp 100‐120amp
Based on the meter capacity, the display of meters shall be as follows: Meters with Meter Capacity < = 10‐40 amp (i.e.,5‐20 amp and 10‐40 amp), display KWH Meters with Meter Capacity > = 10‐60 amps (i.e., 10‐60amp, 50‐100 amp and 100‐120 amp),
display KWH, KVAh, KVA (MD).
• LT CT Meters: LT CT Meters have meter capacity 240v/5amp LT CT meters display KWH, Kvah and KVA (MD).
5.3. Meter Seals:
• Whole current meters have TC seal and MRT seals • LT CT Meters have TC seal, MRT seal and MD reset seal
5.4. Meter Digits
• Whole current Meters Meter capacity up to 10‐40amp meters having 5 digits and after decimal one digit. Meter capacity > = 10‐60amp meters having 6 digits and after decimal one digit.
• LT CT Meters: All meters having 6 Digit and after decimal one digit.

5.5. Meter Makes:
• Whole Current Meters: The different types of meters installed at LT consumer premises can be any of the following:

5.6. Meter Status:
Recorded consumption is to be billed under each billing cycle. The data captured may be for a period of one or two months. The bill is generated on present month reading minus the previous month readings under the normal conditions of the meter. Otherwise as per the meter status there are stipulated procedures to arrive the average units.
• Meter Status: Meter status shall be any of the following: NL – Normal DC – Under Disconnection MC – Meter Change WM – No Meter DL – Door Lock MB – Meter Burnt MS – Meter Struck TC – Tariff Change NS – New Service TR – Tariff revision OR – Dial Complete RL – Reading after door lock NU – Not in Use
5.7. Meter reading cycles :
There are two types of meter reading cycles namely Monthly and Bi‐Monthly.

Bi‐Monthly: Assessor shall take the meter readings for the services having load up to 60KW (Whole current meter readings)
Monthly: Section Officer (AE) shall take the meter readings for the services having load >= 60KW and up to 112KW (LT CT meter readings)
5.8. Hand held device (HHD): There are using analogic hand held device to take meter readings and give the assessment amount for all LT Consumers.
5.9. Methodology of taking meter readings:
• Meter reader routing and Scheduling: To take the meter reading, the routes are defined on walk order basis.
In case of Bi‐Monthly billing cycle, the Assessors who are the meter readers will take the meter readings. The meter reading schedule for whole current meters (i.e., Bi‐Monthly) is from 1st to 15th or from 1st to 30th
depending on number of services in the section.
In case of Monthly billing cycle, the meter readings for LT CT meters are taken by Assistant Engineers.
• Meter readings for LT Meters are taken in either of the two ways listed below:
Readings are taken manually and entered into Hand Held Devices: Meter readings are read manually and entered into hand held devices for billing purpose. These readings are taken by the departmental staff only. In case of Bi‐Monthly billing cycle, the assessor shall take the readings and in case of Monthly billing cycle, the section officer shall take the readings.
Taking MRI Dumps through CMRI: LTAE/MRT will take MRI dumps for the services having meter Capacity >= 10‐60 Amp (Whole Current meters and LT CT Meters). MRT staff shall visit the consumer premises if the meter is found defective. They shall check the meter status. MRI dumps are not taken periodically.

6. Preconditions :
The service connection should have been released. The details of the consumer shall be available in the server.

7. Business Rules:
1. For release of service connections, the load conditions shall be as follows: According to the provisions in the Electricity Supply code metering shall be as follows.
For the loads up to 4000 watts (4 KW) supply shall be single phase, 2 wire 240 volts between phase and neutral.
For the loads above 4000 watts (4 KW) and up to 112 KW supply shall be three phase 4 wire 415 volts between phases and 240 volts between phase and neutral.
Meters shall ordinarily be installed at the point of entry to the consumer’s premises at a suitable and easily accessible place as the Engineer may decide.
2. Meter Status: Meter status shall be any of the following: NL – Normal DC – Under Disconnection MC – Meter Change WM – No Meter DL – Door Lock MB – Meter Burnt MS – Meter Struck TC – Tariff Change NS – New Service TR – Tariff revision OR – Dial Complete RL – Reading after door lock NU – Not in Use

8. Basic Flow :
Meter management
8.1. Meter reading:
For Manual Readings Downloading the master data and new tariff rates into the Hand held device (HHD) from the server. Assessor/AE will go to the consumer premises and enter the current month reading and meter status. The meter readings are updated in Hand held device. Assessment amount is arrived at HHD Consumption details (meter readings) and assessment amount are entered on the consumer’s white
meter card which is available with the consumer. Uploading the billing data from HHD to Server.
For MRI Dumps
MRT‐AE will go to the consumer premises and take the MRI dump through MRI. Save the data in the computer at MRT division Generate MRI analysis reports.
8.2. Meter Replacement and Testing:
• For Whole Current Meters Section‐A E to check the meter as per observations given by Assessor or complaint by the consumer. If Meter is burnt, Section‐AE gives the 7 days notice to Consumer and collect the amount. After collect the amount, meter is to be replaced. If meter is defective then replace the meter. In case meter is not available in the stock at section office, for meter replacement, the existing meter or
without meter is continued in the consumer premises until stock is available. If the meter is found to be defective within guarantee period, the meter is sent to MRT. Otherwise meter
is sent to stores for devolution. • For LT CT Meters
MRT‐LT AE to check the meter as per observations given by Section‐A E / complaint by the consumer / MRI report.
If Meter is burnt, Section‐AE gives the 7 days notice to Consumer and collect the amount. After collect the amount, meter is to be replaced. If meter is defective then replace the meter. In case meter is not available in the stock at section office, for meter replacement, the existing meter or
without meter is continued in the consumer premises until stock is available. If the meter is found to be defective within guarantee period, the meter is sent to MRT. Otherwise meter
is sent to stores for devolution.
8.3. Devolution of meters:
If meter is found to be defective and it is beyond guarantee period, the meter is to be handed over in the stores for devolution.

8.4. Meter Performance and Check Readings
• RS/IA Check Readings: Inspector of Assessments (IA) in the office of the Assistant Engineer has to check 10% of the industrial and commercial services. Revenue supervisor (RS) in the office of the Assistant Engineer has to based on exceptional reports has to review consumption and energy charges in respect of industrial services and 10% of commercial services and 5% of other services.
RS/IA’s take check readings and Compare with White Meter Card. If found difference consumption in positive, raise the short fall amount to Consumer. with knowledge of

25% of the meters are checked once in a year by rotation under which are maintained in each section. Check the performance of the meters by a team of AE’s in the division. LT CT meters are inspected by MRT wing each service once in a year by rotation fixing an action plan for the year for verification.

Consumer should be pay within 20 days from date of issue slip. If consumer not paid that Slip amount, it is included into the next Bill in CC. 10. Process Exceptions / Variations: Disconnection services readings are not taken. Agricultural services and Domestic huts meter readings are not taken. JE has the privilege to delete meter readings within 5 days of the assessment date,
