I. SUMMONS
Summons for the Second Session of the Fifteenth Tamil Nadu
Legislative Assembly were issued to the Members of the Legislative
Assembly on 12th January, 2017 vide S.O.Ms.No.5, Legislative
Assembly Secretariat, dated the 12th January, 2017 to meet at
10.00 A.M. on 23rd January, 2017.
The Tamil Nadu Legislative Assembly was again summoned
to meet for its second meeting of the Second Session on the
18th February, 2017 by the Hon. Speaker under Rule 26 (1)
of the Tamil Nadu Legislative Assembly Rules vide D.O. Letter
No.1540/2017-1, TNLAS (Bills.I), Dated: 16.2.2017.
The Tamil Nadu Legislative Assembly was again summoned
to meet for its third meeting of the Second Session on the
16th March, 2017 by the Hon. Speaker under Rule 26 (1) of the
Tamil Nadu Legislative Assembly Rules vide D.O. Letter
No.2275/2017-1, TNLAS (Bills.I), Dated: 8.3.2017.
II. DURATION OF THE MEETING
The First Meeting of the Second Session of the Fifteenth
Legislative Assembly commenced with the Governor’s Address
on the 23rd January, 2017 and was adjourned sine-die on the
1st February, 2017. The Second Meeting of the Second Session
held on the 18th February, 2017 was adjourned sine-die on the
same day. The Third Meeting of the Second Session commenced
on 16th March, 2017 and was adjourned sine-die on the
24th March, 2017.

III. SITTINGS OF THE ASSEMBLY
The Tamil Nadu Legislative Assembly sat for 13 days during
the period from 23rd January, 2017 to 1st February, 2017,
18th February, 2017 and from 16th March, 2017 to 24th March,
2017 on the following days:-
23rd January, 2017, 24th January, 2017, 27th January, 2017,
30th January, 2017, 31st January, 2017, 1st February, 2017,
18th February, 2017, 16th March, 2017, 20th March, 2017, 21st
March, 2017, 22nd March, 2017, 23rd March, 2017 and 24th March,
2017.
In terms of hours it sat for 54 hours and 17 minutes.
Consequent on the decision of the Business Advisory Committee
at its meeting held on 23.1.2017, the Tamil Nadu Legislative Assembly
met at 5 P.M. on 23.1.2017 to consider the Prevention of Cruelty to
Animals (Tamil Nadu Amendment) Bill, 2017.
IV. PROROGATION
The Second Session of the Fifteenth Tamil Nadu Legislative
Assembly was prorogued with effect from the 11th May, 2017
(vide S.O.Ms.No.70, Legislative Assembly Secretariat, dated the
11th May, 2017)
V. APPOINTMENT OF LEADER OF THE HOUSE
Hon. Thiru. K.A. Sengottaiyan, Minister for School Education,
Sports and Youth Welfare was appointed as Leader of the House
of the Fifteenth Tamil Nadu Legislative Assembly with effect from
the 17th February, 2017 (vide S.O.Ms.No.19, Legislative Assembly
Secretariat, dated 17th February, 2017).

Thiruvalargal M.K. Stalin, Leader of the Opposition,
KR. Ramasamy, K.A.M. Muhammed Abubacker, U. Thaniyarasu,
M. Thamimun Ansari, Dr. (Tmt.) Nancy Ann Cynthia Francis and
S. Karunaas spoke on the resolution. Hon. the Speaker also
associated himself with the sentiments expressed by the Members.
The above resolution was adopted nem con after observing
silence for two minutes.
The House was then adjourned for the day as a mark of respect
to the departed soul.

VIII. QUESTIONS
During the Session, 6304 Notices of questions were received
and admitted, out of which 722 were treated as Starred questions
and 2703 were treated as Unstarred questions. 73 Starred questions
were answered on the fl oor of the House. Answers to 100 Unstarred questions were placed on the Table of the House.

X. GOVERNOR’S ADDRESS AND MOTION OF THANKS
THEREON
Hon. CH. VIDYASAGAR RAO, Governor of Tamil Nadu addressed the Members of the Fifteenth Tamil Nadu Legislative Assembly assembled in the Legislative Assembly Chamber, Secretariat, Chennai-9 at 10.00 A.M. on Monday, the 23rd January, 2017.
‘Tamizh Thai Vazhthu’ and ‘National Anthem’ were played at the commencement and at the end of the Governor’s Address respectively.
The Motion of Thanks to the Governor’s Address was moved by Thiru. K.A. Sengottaiyan and seconded by Thiru. N. Murugumaran on the 27th January, 2017.
The discussion on the Motion of Thanks to the Governor’s Address took place in the Assembly for 3 days viz., 27th January, 2017, 30th January, 2017 and 31st January, 2017. 22 Members including Leader of Opposition took part in the discussion. Hon. the Chief Minister replied to the debate on the 1st February, 2017.
2034 amendments to the Motion of Thanks were received. out of which 1194 were admitted and the remaining were disallowed.
On the 1st February, 2017, 58 members moved the amendments standing in their names. At the end of the discussion on the 1st February, 2017, the amendments moved by the Members were deemed to have been withdrawn by leave of the House and thereafter, the Motion of Thanks to the Governor’s Address was adopted in the House on that day.

XII. STATEMENT MADE BY MINISTERS UNDER RULE 110 OF
THE TAMIL NADU LEGISLATIVE ASSEMBLY RULES
During the period, Hon. Thiru. O. Panneerselvam, Chief Minister made a statement on the fl oor of the House under Rule 110 of the Tamil Nadu Legislative Assembly Rules on 31.1.2017 which is briefl y given below:-
“Regarding setting up of a temporary fi sh market within two days at Nadukuppam in Chennai which has been damaged due to violent incidents that followed Jallikattu protest on 23.1.2017 and
construction of a permanent and modern fi sh market at a cost of Rs.70 lakh by the Greater Chennai Corporation; the offi cials would undertake site inspection in the affected areas and necessary relief would be provided to the fi shermen; Considering the future of the students arrested in connection with violence during the Jallikattu protest, they would be released and the cases registered against them would be dropped; the cyber crime wing of Chennai Police would examine the video footage and if any excess committed by Police personnel is found, stern action would be taken against them; a Commission of Inquiry would be constituted under a retired Madras High Court Judge to probe the violent incidents in Chennai, Madurai, Coimbatore and other areas and would submit its report in 3 months; it would also enquire, if the force used by the Police was appropriate to deal with the circumstances or if there were excess in Police action and give suggestions in this matter and also make suitable recommendation to the Government to avoid recurrence of such incidents in future.”

XIV. FINANCIAL BUSINESS
(1) On the 1st February, 2017, Hon. Thiru. O. Panneerselvam, Chief Minister, presented to the Assembly the First Supplementary Statement of Expenditure for the year 2016-2017. The Demands were moved and voted without discussion by the House on the same day.
The Tamil Nadu Appropriation Bill, 2017 (L.A. Bill No.13 of 2017) relating to the First Supplementary Statement of Expenditure for the year 2016-2017 was introduced in the Assembly on the 1st February, 2017 and was considered and passed on the same day.
(2) The Budget for the year 2017-2018 was presented to the Legislative Assembly by Hon. Thiru. D. Jayakumar, Minister for Fisheries, Finance and Personnel & Administrative Reforms at 10.30 A.M. on Thursday, the 16th March, 2017.

The General discussion on the Budget took place for 5 days from 20th March, 2017 to 24th March, 2017. 28 Members including the Leader of Opposition took part in the General discussion. The Hon. Minister for Fisheries, Finance and Personnel & Administrative Reforms replied to the debate on the 24th March, 2017.
(3) On the 23rd March, 2017, Hon. Thiru. D. Jayakumar, Minister for Fisheries, Finance and Personnel & Administrative Reforms presented to the Assembly the Final Supplementary Statement of Further Expenditure for the year 2016-2017. The Demands were moved and voted without discussion by the House on the same day.
The Tamil Nadu Appropriation (No.2) Bill, 2017 (L.A. Bill No.16 of 2017) relating to the Final Supplementary Statement of Further Expenditure for the year 2016-2017 was introduced in the Assembly on the 23rd March, 2017 and was considered and passed on the 24th March, 2017.
(4) On the 23rd March, 2017, Hon. Thiru. D. Jayakumar, Minister for Fisheries, Finance and Personnel & Administrative Reforms laid on the Table of the House the Demands for Advance Grants (Vote on Account) for the year 2017-2018. The Demands were moved and voted without discussion by the House on the same day.
The Tamil Nadu Appropriation (Vote on Account) Bill, 2017 (L.A. Bill No.17 of 2017) relating to the Demands for Advance Grants (Vote on Account) for the year 2017-2018 was introduced in the Assembly on the 23th March, 2017 and was considered and passed on the 24th March, 2017.
XV. MOTION EXPRESSING CONFIDENCE IN THE MINISTRY
On the 18th February, 2017, Hon. Thiru. Edappadi K. Palaniswami, Chief Minister, moved the following motion:-
“This House expresses its confi dence in the Council
of Ministers of which Thiru. Edappadi K. Palaniswami is
the Chief Minister.”
The above motion was put to vote of the House and the House
divided as follows:

The motion was declared carried.
XVI. RESOLUTION FOR REMOVAL OF SPEAKER
On the 9th March, 2017, Thiru. M.K. Stalin, Leader of Opposition
gave notice of the following resolution under Rule 68 of the
Tamil Nadu Legislative Assembly Rules:-
“That this Hon’ble House resolves to remove Hon’ble
Thiru P. Dhanapal from the offi ce of the Speaker.”
The Resolution was included in the List of Business for
23rd March, 2017.
On the 23rd March, 2017, under Rule 70(1) of the Tamil Nadu
Legislative Assembly Rules, Hon. Thiru. P. Dhanapal, Speaker read
out the text of the Resolution and asked the House whether leave
is granted for the Resolution. As more than 35 Members stood in
favour of the Resolution, Hon. Speaker announced that leave has
been granted and as decided by the Business Advisory Committee
at its meeting held on 16.3.2017, the Resolution will be taken up for
discussion immediately and till a decision is taken by the House he
requested the Hon. Deputy Speaker to conduct the Business of the
House. The resolution was taken up for discussion on 23.3.2017,
Hon. Dr. Pollachi V. Jayaraman, Deputy Speaker who was in the
Chair, asked Thiru. M.K. Stalin, Leader of Opposition to move the
Resolution. Thiru. M.K. Stalin, Leader of Opposition moved the
Resolution and it was seconded by Thiru. Durai Murugan.
Thiru. M.K. Stalin, Leader of Opposition, Thiru. KR. Ramasamy
and Thiru. K.A.M. Muhammed Abubacker participated in the
discussion on the above resolution.
Hon. Thiru. K.A. Sengottaiyan, Leader of the House and
Hon. Chief Minister also participated in the discussion.

The above motion was therefore put to vote of the House and the House divided as follows:

XVII. GOVERNMENT MOTIONS
(1) On the 23rd January, 2017, Hon. Thiru. O. Panneerselvam,
Chief Minister and Leader of the House, moved the following
motion:-
“That the Tamil Nadu Legislative Assembly Rules 30,
130 and 132 be suspended and the bill introduced today,
i.e., the Prevention of Cruelty to Animals (Tamil Nadu
Amendment) Bill, 2017 (L.A. Bill No.1 of 2017) be taken
up for consideration today itself.”
The Motion was put to vote and carried.
(2) Election of Sixteen Members to the Committee on Estimates
On the 27th January, 2017, Hon. Thiru. O. Panneerselvam,
Chief Minister and Leader of the House, moved the following motion:-
“That with reference to Rule 195 of the Tamil Nadu

XVIII. NAMING AND WITHDRAWAL OF MEMBERS
On the 18th February, 2017, Hon. the Speaker directed the Members belonging to the Dravida Munnetra Kazhagam Party to withdraw from the House for their unruly behaviour and disruption of the proceedings of the House. As the Members refused to withdraw, Hon. Speaker directed the watch and ward to evict them from the House.
XIX. ANNOUNCEMENTS BY HON. SPEAKER
(1) On the 27th January, 2017, Hon. the Speaker announced the schedule for the conduct of elections to elect Members by single transferable vote for the Committee on Estimates, Committee on Public Accounts, Committee on Public Undertakings and Committee of Privileges. As per the schedule, the candidates should hand over the nomination forms to the Assembly Secretary before 3.00 P.M. on Monday, the 30th January, 2017. Nomination forms would be taken up for scrutiny at 2.00 P.M. on Tuesday, the 31st January, 2017 and withdrawal of nominations, if any, before 5.00 P.M. on Tuesday, the 31st January, 2017. If the number of candidates are more than the actual number of vacancies, then the date for election would be intimated later.
(2) On the 21st January, 2017, Hon. the Speaker announced in the House that requests have been received from the respective Registrars of the following Universities for electing Members of the Assembly to be ex-offi cio members of the Senate/Syndicate/
Academic Council/Board of Management of the State.

before 3.00 P.M. on 31.1.2017.
If the number of candidates are more than the actual number of
vacancies, then the date of election would be intimated later.
(3) On the 30th January, 2017, Hon. the Speaker announced
in the House that Hon. Chief Minister will administer oath on
untouchability today at 11.00 A.M in the Army parade ground near
the Secretariat main building on the eve of the ‘Martyrs Day’. The
House will therefore be adjourned at 10.45 A.M. and resume at
11.15 A.M. so as to enable the Members of the Assembly to take
part in that event.
