Tailhook Symposium 2015
Welcome to the 2015 Tailhook Association Reunion. It’s a great honor to serve as your “Air Boss” and to join this dedicated and passionate group of professionals as we team up to enhance Naval Aviation today and into the future. The theme of this year’s symposium is “Junior Officers — the Tip of the Spear.” We are recognizing our most valued asset, those that lead the way into combat, while reinforcing the crucial roles we as leaders, veterans, industry experts and warfighters have in supporting and prepar-ing these junior officers (JOs) for the challenging missions ahead.
At this year’s Hook, I encourage JOs to take advantage of the wealth of knowledge around you — the veteran aviators, industry partners and senior leaders whose stories and experiences will provide more valuable insights and lessons than you could learn in any classroom. Likewise, for our veteran aviators, industry partners and senior leaders, the perspectives of today’s JOs will help you better understand the current fight, their challenges and concerns. I ask you all to take advantage of the impressive seminars and panels lined up at this year’s reunion, as well as the unique networking opportunities presented when professionals of this caliber are gathered in one place.
For our JOs in attendance, this year’s symposium is all about you. From the mentoring sessions on Thursday, to the Friday pre-sentations and your JO call with me, to Saturday’s panels and Admiral Scott Swift’s banquet address, we have geared this year’s agenda to focus on your issues and hear about your experiences and success at the tip of the spear. In every community, you are our best tacticians, and our most creative and innovative thinkers. And that is exactly where your commanding officers and I need you to focus — know your platform, know your NATOPS, know how to employ your platform (i.e., Tactical Manuals and the Air Combat Training Continuum) and make sure your Sailors know your success depends on them.
It is an incredible privilege to lead such a remarkable group of men and women in Naval Aviation, whose unwavering dedication and flexibility ensure our continued success as a warfighting force. My top goal is to ensure you have the resources you need to focus on warfighting first, to be ready to operate forward, and to be successful when you sail or fly in harm’s way! And I am immensely proud of the performance of our team, both at sea and ashore, around the world. Have a great Hook ’15.

Tailhook Association Vision, Purpose and ObjectivesIt is the vision of the Tailhook Association to be internationally recognized as
the premier organization for support of carrier and other sea-based aviation.
“ ... to foster, encourage, develop, study, and support the aircraft car-
rier, sea-based aircraft, both fixed and rotary wing and aircrews of the
United States of America; and to educate and inform the public in
the appropriate role of the aircraft carrier and carrier aviation in the
nation’s defense system.”
The objectives of the Tailhook Association in implementing the purposes are:
• Expand the membership base, with continued focus on active duty.
Honor the service and sacrifices of all those who are, or have been a
part of, carrier-based aviation.
• Educate the public on the importance of carrier and other sea-based
aviation and contribute to improved communications among civilian
and military communities regarding carrier aviation matters.
• Promote the Tailhook Educational Foundation in its mission of pro-
viding higher educational scholarship assistance.
• Provide an interactive forum for fleet aviator thought and opinion on
carrier aviation matters, particularly those of junior aviators.
• Contribute to the enhancement of professionalism, camaraderie and
morale among carrier and other sea-based aviators.
• Honor and give special recognition to those who have made exceptional
contributions to the advancement of carrier-based Naval Aviation.
• Uphold a commitment to the highest standards of professional and
personal conduct.

On behalf of the nearly 10,000 members of the Tailhook Association, we are pleased to welcome you to Hook ’15. In our 59th year, we believe our annual event is Naval Aviation’s most exciting and professional symposium of its kind. We are thrilled you are here to participate in this year’s festivities.
This year’s theme of “Junior Officers — The Tip of the Spear” provides a wonderful opportunity to celebrate and remind ourselves of what we have always known to be true — the tremendous impact that junior officers (JO) have had on Tailhook aviation over the years. To support that, we have a great program in store for you, including some new events that we believe will be popular and add to our symposium’s quality. The schedule is included in your welcome package, but the following paragraphs highlight a few.
On Thursday afternoon, we’ve added a JO mentoring session, where leaders serving in major command (carrier air wings, com-modores, CVN commanding officers (CO), test and evaluation COs, installations COs, program managers, et al) will be available for informal sessions with JOs to talk about their communities, careers and any other topics that may be of interest. Friday morning we have included industry briefs to provide you a chance to see the latest and greatest in aviation innovation and products from our industry partners. That morning, we’ll also have a VX-23 presentation to talk about “Magic Carpet,” new flight software to make it “easier” to come aboard. Many of you have probably read about this. Now you’ll have a chance to hear it explained in detail. And on Friday afternoon, we have the popular winging ceremony, presided over this year by RADM Mike “Nasty” Manazir, OPNAV N98, Director Air Warfare.
Saturday morning we have our two symposium marquis panels. The first is “Operating in Today’s Combat Environment” moder-ated by RADM Scott “Satan” Conn and the second is “Junior Officers in Combat” moderated by VADM(Sel) John “Lung” Aquilino. Without doubt these panels will be informative, and we’re sure some great JO stories will come from the second panel. Don’t miss either of these panels. The always popular and well-attended Awards luncheon follows the panels, and gets everyone ready for the afternoon Flag Panel — another must attend event.
Finally, we close the 59th symposium with our banquet that features ADM Scott Swift, commander, U.S. Pacific Fleet, as our speaker. ADM Swift has always been a great supporter of the Tailhook Association (a few years ago he was president of the Tailhook Association) and we’re pleased and honored he is able to join us and give his thoughts on our profession.
We hope the Welcome Aboard package is helpful to you as you plan your days at the Symposium. Take full advantage of your Hook experience and have a great time at each of the many functions. Travel safe on your way home, and most importantly, make plans now to join us for Hook ’16 — a special event since it will be the 60th anniversary of the Tailhook Association and symposium! ADM Scott H. Swift, Commander, U.S. Pacific Fleet

DM Scott H. Swift attended San Diego State University and received his commission in 1979 through the Aviation Reserve Officer Candidate
program. He received his master’s degree from the Naval War College, Newport, Rhode Island.
His operational assignments include Attack Squadron (VA)-94; VA-97; Carrier Air Wing 11 staff; commanding officer, Strike Fighter Squadron (VFA)-97; commander, Carrier Air Wing 14; deputy commander, Naval Forces, U.S. Central Command; commander, Carrier Strike Group (CSG)‑9; and commander, U.S. 7th Fleet. During those tours he participated in combat Operations Praying Mantis, Southern Watch, Enduring Freedom and Iraqi Freedom.
His shore tour assignments include VA-122; Naval War College; commander Strike Fighter Weapons School, Pacific; F/A-18 requirements officer, Office of the Chief of Naval Operations; commanding officer,
VFA-122; Office of the Under Secretary of Defense for Acquisition, Technology and Logistics staff; and director of Operations, U.S. Pacific Command.
Prior to assuming command at U.S. Pacific Fleet, he was assigned to the Pentagon as the director, Navy Staff.
ADM Swift was promoted to Admiral and assumed command of the U.S. Pacific Fleet 27 May 2015. He is the 35th commander since the fleet was established in February 1941 with headquarters at Pearl Harbor, Hawaii.
ADM Swift has been recognized as the commander, Naval Air Forces, U.S. Pacific Fleet Landing Signal Officer of the Year; was presented the Commander Michael G. Hoff Award as the U.S. Pacific Fleet Attack Aviator of the Year; and is entitled to wear the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star, Meritorious Service Medal, and Air Medal with Combat V, along with various other personal, unit and service awards.

the TEF in 2014 helped us continue moving boldly forward as the premier Naval Aviation Educational Foundation. We expect to continue this momentum in 2015 and beyond. he Tailhook Educational Foundation’s charter is “ ... to educate the nation’s public regarding the history and present-
day activities of the United States Navy carrier aviation and its importance to our country’s national security.”
The three main activities of the Foundation are the distribution of The Hook magazine to schools through out the nation at no cost to the schools, to provide educational scholarships to children and grandchildren of present and former U.S. Navy carrier aviation personnel, and to establish and maintain a historical research library to preserve Naval carrier aviation history.
The IRS has granted the Foundation the favorable IRS Code Section 501(c)(3) status, which means that all donations to the Foundation are fully deductible as charitable contributions on federal income tax returns.

Financial Sequestration Hang Overn 2014 our income from all sources except the annual reunion decreased. The reunion generated $11,987 in addi-tional income. The reunion income increase coupled with
reduced spending in most areas allowed us to balance our books and show a modest profit of $3,908. At the same time, growth in our investment portfolio generated an additional $66,302.
MembershipOur vice president for membership, CDR Tim Murphy, USN, has had
success in recruiting new and returning members. We continue to actively recruit junior officers through our nugget program, which allows an ensign or lieutenant junior grade one year free. Additionally a new member, lieutenant and above can receive a membership at the reduced price of $20.00 for the first year.

Tailhook Educational Foundation (TEF)This year we awarded 93 scholarship grants ranging from $1,000 to $15,000.
We received 422 scholarship applications and the academic records for most of the high school and college students were superior. We could have easily awarded another 200 grants based on outstanding academic records. The next window for application opens 15 December for the 2016-’17 academic years. All applications are due back in the TEF office by 15 March 2016.
