Statement on the battles between DKBA and SPDC in Myawaddy andThree Pagoda Pass

November 9, 2010

Restoration Council of the Shan State (RCSS)/Shan State Army (SSA) specially congratulates the Democratic KarenBuddhist Army (DKBA) on their brave and firm decision to fight against theSPDC for their insincerity and brutality.

Burmese dictators wrote the 2008 constitution on their own without the consent of the people, held the unfair 2010 elec-tions and forced the DKBA to become border-guard force to fight and kill one another among Karen people.

DKBA has set an example against these for all the ethnic armed groups as well as the ceasefire groups by fighting theBurmese dictators in Myawaddy and Three Pagoda Pass.

Although the DKBA possesses the desire to build the country through peace and development by making ceasefire withthe SPDC, it is clear that the battles have taken place between DKBA and Burma army because of the oppres sion made

by Burma army on the other ethnic people and the ethnic cleansing policy by chauvinistic Burma army.Therefore, RCSS/SSA makes this statement to congratulate DKBA on their bravery in countering Burma army.We take this opportunity to urge that now it is time for all the ethnic armed groups to find the way for better unity inorder to assist DKBA in the fight against the Burmese dictators.

RCSS/SSA statement on the election held on 7th November 2010November 11, 2010

The election held on 7th November 2010 was not a fair one because it is just based on the 2008 constitution written bythe State Peace and Development Council (SPDC) on their own will. For the Union Solidarity and Development Party(USDP) which was transformed from Union Solidarity and Development Association (USDA), the SPDC backed as-sociation, to win the election, SPDC and USDP had arranged every possible way.They force the people to vote for them by using the cunning way, collecting the votes in advance, forcing the village

headmen to vote in place of the villagers, shifting the polling center during the day of the election, blaming and accus-ing their opponents through their power, imprisoning them with long term sentences, and shooting, eliminating andoppressing the innocent public, the students and the monks who demonstrated peacefully.Therefore, the Restoration Council of the Shan State (RCSS)/Shan State Army (SSA) does not accept and recognizethe result of the election which states that USDP has been the winner on 7th November 2010.

If USDP is elected as a government, it will govern the country even more badly because it is just the transformation ofSPDC to USDP. Transition to true democratic system which brings equal rights for the ethnic nationalities will not beachieved. The political crisis in the union will not be able to be solved and it will only get worse. RCSS/SSA analyzes

and views that it will only escalate more fighting and bloodshed in thecountry.

We request the international communities to analyze the unfairness with regard to the union, which started from 1962up to the present, the unfair treatment of Burma army on the ethnic nationalities, and the wining of 2010 electionthrough the crooked means.We also request the public, all political parties and international communities not to acceptand recognize the 2010 election result as it will only be a shield for the mistakes made by Burma army and for themto continue staying on power for longer period of time.

The election is not the correct way to solve the current political crisis. The political crisis arises because the Burmaarmy does not respect and does as stated in the Panglong Agreement made among the ethnic nationalities in 1947.If we truly want to see the union or country with peace, RCSS/SSA requests to reconsider the 1947 Panglong Agree-ment. Only this can bring the equal rights for all the ethnics. Therefore, RCSS/SSA urges SPDC - the dictators, all the

political parties and all the ethnic nationalities to take the leading role in solving the current political crisis by workingthrough the right way.

Larng Khur TownshipOn November 11, 2010, some SSA fighters planned ambush andattacked a military truck carrying four Burmese soldiers from361 Artillery Battalion based in Larng Khur. All soldiers on thetruck were killed in the clash.There were one Lieutenant Colonel who is believed to be thecommander of 361 Artillery Battalion and one sergeant amongthe dead. SSA fighters were all safe.SSA fighters seized 1 G3 assault rifle, 1 carbine, 1 9mm pistol

and 1 walki-talki, wireless communication device.

Murng Ton TownshipOn October, 19, 2010 at 06:30 am, SSA guerrilla fighters am-

bushed on a 15 strong patrol of Murng Ton based ILB 519 andIB 277 near Mo Tai village, Mae Keang tract, Murng Ton Town-ship, resulting 2 dead and 3 wounded from Burmese Army side.There was no loss from SSA side during a 17 minutes fighting.

Murng Kerng TownshipOn October 31, 2010 at 9 am, a battle broke out between SSAtroops and Burmese soldiers from LIB 510 in the area of MurngYuan tract, Murng Kerng Township. The battle lasted for aboutone and half hour.In this battle, the Burmese Army lost 7 dead and 6 wounded.

Among the dead were 1 lieutenant, 1 sergeant ,3 corporals, 1

lance corporal and 1 private. There were 4 corporals and 2 pri-

vates. SSA captured 1 MA-4 and large amount of other ammuni-tion. SSA fighters were intact.On November 1, 2010, at 3 pm, SSA troops laid an ambush onBurmese soldiers from IB 292 at a place between Murng Yuanvillage and Nwang Wo village, Murng Yuan tract, Murng KerngTownship, which resulted 1 injured on Burmese Army side whileSSA fighters were safe in a 28 minutes clash.

In order to make rational decisions the SS A-North must be freefrom fear, distrust and forget promises made to them by themilitary. They must listen to their inner voices/conscience andtake the past and present into consideration. By jointly workingtogether they will make both the SSA-North and South stron-ger, and the strength of their unity unbreakable. It will be for the

betterment of the Motherland and its peoples. If both sides aregenuine, honest and free from pride there is nothing better thanto unite rather than to divide.It feels my heart with joy to know that there are now so manyactive organizations along the Thai/Burma border, the older onesstill going strong, and giving encouragement and support to new-er and younger ones. The Shan youths are working well withintheir own communities and are beginning to make their voiceand opinion. As I follow your development I also noticed thatsome of you are now young adults, bettering yourselves throughfurther education. Some are engaged in helping younger children

with their learning in many of the schools that have sprung uprecently. I am proud of you all.Without the help of NGO, monks, missionaries, foundations,friends of Shan and individual volunteers the Tai/Shan commu-nities at the borders would not have come this far. For your help,I thank you all.Let's hope 2011 will be different from the last fifty years; wedesperately need a change for the better. Together we can do it.Always think positively with a V in front of us.

Restoration Council of the Shan State (RCSS)/ Shan State Army (SSA) marked the King of Thailand, Bhumibol Adulyadajs83rd birthday (Fathers Day) in Loi Tai Leng headquarters and Kung Mun Murng, Shan State, in which monks, senior leaders ofRCSS, SSA fighters, students and local people attended the celebration and prayed for His Majesty to be healthy.Lt. Gen Yawd Serk, Chairman of RCSS, heads of departments, SSA fighters, students and local people joined the ceremony of

Fathers Day that held in the evening of December 5 in training camp 2. All participants lit the candles and prayed for Long Livethe King, Bhumibol Adulyadaj.Likewise, Pa-O National Liberation Organization (PNLO), Wa National Organization (WNO) and Military Region 2 of SSAcelebrated Fathers Day in Kung Mun Murng together. Students, local people and troops from three groups participated in theevent and prayed for His Majesty.

Otherwise, they would face severe punishments and also theywere forced to buy the seeds, 1 kilogram per 15 yuan, from theauthorities.On October 25, 2010, U San Maung, chairman of Ton Kan HuayLong village tract, Muse Township forced local people to provide

money, labors and bamboos for the polling stations. The villageshad to fulfill his order were Ton Kan Nur village (35,000 kyat,10 bamboos and 10 men), Ho Nwang village (30,000 kyat, 10

bamboos and 10 men), Ton Kan Karn village (20,000 kyat, 10bamboos and 10 men) and Ton Kan Karn Huay Long (30,000kyat 10 bamboos and 10 men).

Murng Pan TownshipOn November 10, 2010, a 30 men-strong Burmese patrol fromIB 294 taking the road security between Mai Kai village, Nam-tae tract, Larng Khur Township and Suk Huay village, Suk Huaytract, Murng Pan Township beat the innocent villagers who theymet on the road without reasons. The victims were: Sai Khin, age40 from Suk Huay village, Loon Kawta, age 45 from Panzantvillage, Namtae tract and Sai Sai, age 30 from Mai Kai village,

Nam Zarn TownshipOn December 5, 2010, a 32 men-strong Burmese patrol from IB248 led by Capt Myo Myint Thu looted rice from Loila tract andWan Nwang tract, Nam Zarn Township, causing Loila village,Loila tract lost 2 baskets of rice worth 12,000 kyat, 2 bottles ofcooking oil worth 4000 kyat, Hai Aio village, Wan Nwang tractlost 2 baskets of rice worth 12,000 kyat, Kongmun village, Wan

Nwang tract lost 3 baskets of rice worth 18,000 kyat and 2 bottlesof cooking oil worth 4000 kyat.

Hopong Township

On July, 25, 2010, 36 Burmese soldiers from LIB 510 led byLt. Col Moe Zaw looted household items worth 134,000 kyat ofvillagers from Fa Khur village, Murng Len tract, Hopong Town-ship. They also arrested 3 innocent villagers from Wan Kart vil-lage and Nwang Khur Kham village: Loon Awwa Ta, age 50,Loon Ainta, age 52 and Sumana, age 35.

Larng Khur TownshipOn September 14, 2010, a 47 men-strong Burmese patrol from

IB 99 led by Capt. Aung Than Theik shot and beat villagers fromNwang Leang village, Nwang Leang tract, Larng Khur Town-ship. The properties of villagers worth 145,000 kyat were robbed.The victims were: Sai Kaw Wein, age 27 (shot dead), Loon Kham(beaten), Sai Pan (beaten) and Sai Suta (beaten).On September 23, 2010, 50 Burmese soldiers from Larng Khur

based IB 99 robbed the properties and household items worth327,000 kyat of villagers from Mai Htaun Village, Nwang Leangtract, Larng Khur Township. Burmese soldiers also took a bronzeBuddha image worth 200,000 kyat with them.On December 2, 2010, 30 soldiers from IB 99 demanded money20,000 kyat from 2 villagers of Sampu village, Pantawi tract,Larng Khur Township. They accused them of being porter de-serters.On December 11, 2010, 30 Burmese soldiers from LIB 578 led

by Maj. Aye Aung forced the villagers of Wanzit tract, LarngKhur Township to provide them rice and chickens, resulting Pon

Murng Nai TownshipOn October 18, 2010, 35 troops from Murng Nai based IB 248led by Maj. Myo Myint Thu ordered the villagers from Loi Wutvillage, Loi Wut tratck Murng Nai township to provide themmoney and rice. As they had no way to refuse, the villagers hadto give 50,000 kyats in cash and 3 baskets of rice worth 36,000

kyat to the Burmese troops.On October 26, 2010, Maj. Myo Myint Thu led 8 Burmesesoldiers from Murng Nai based IB 248 detained and killed SaiTawna, age 37, son of Loon Moo Lin and Pa Nang from WanKala village, Kune Kean track, Murng Nai Towship. They ac-cused him of being member of Shan resistance group and shothim dead.On October 27, 2010, Burmese soldiers from IB 248 looted thelivestock and goods of villagers from Loi Wut village, Loi Wuttract, Murng Nai Township. The villagers lost chicken, house-

hold items and 9 baskets of rice worth 112,000 kyat.On October 29, 2010, Burmese soldiers from IB 248 based inMurng Nai, looted the properties, pigs and rice worth 326,000kyat of villagers from Kune Kean village,Kune Kean tract,Murng Nai Township. Meanwhile, 7 villagers including childrenand women were beaten by Burmese soldiers. The victims were:

Noum, age 4.

Kung Hing TownshipOn September 3, 2010, 64 Burmese soldiers from IB 248 andIB 246 led by Maj. Myint Nai took the livestock of villagersfrom Loi Yan village, Loi Yan track, Kung Hing Township fortheir meals. As a result, the Villagers lost 5 viss of chicken worth25,000 kyat and 1 duck worth 4000 kyat.On September 19, 2010, the same Burmese troops looted house-

hold belongings and money of villagers from Nam Korn village,Loi Yan tract, Kung Hing Township. The villagers lost 6 viss ofchicken worth 30,000 kyat, 1 wrist watch worth 20,000 kyat and15,000 kyat in cash.

Mwakmai TownshipOn September 21, 2010, some Burmese soldiers from IB 132

based in Mwakmai robbed the chickens of villagers from MaiSaje village, Kanto long track, Mwakmai Township. The villag-

I wish you, citizens of the Shan State A good and peacefulNew Year- May you be blessed with good health, good luck andsuccess in everything you wish to achieve.As I greet the New Year my thoughts wander into the past, pres-ent and future. Although I became a British citizen and feel Eng-lish in so many ways , there will always be a corner of my heartthat is Tai/Shan. When thinking of the past my first thought isalways about the The Panglong Agreement because it has hadsuch profound effects on our country and the lives of all its citi-zens since 1947. The Panglong Agreement which was signed

by the ethnic leaders and Bogyoke Aung San with good inten-tion was destroyed by extreme Burman nationalists because theyobjected to the principles of the agreement. This objection is

passed on to their followers and recruits until today. They weredetermined by any means to prevent it from being successful,

hence, a month or so after the agreement Bogyoke Aung San andhis colleagues were assassinated.To the extreme Burman nationalists it was unacceptable thatthe other ethnic groups should have the same rights to equality,

justice and freedom as themselves. They are superior and are en-titled to rule with absolute power over others. Extreme Burman

Nationalists, now represented by the military regimes and theirfollowers adopted this mentality. During the fifties years of theirdominance in Burma politics, through force, bribery and indoc-

trination many more people have been converted to such way ofthinking. They have even recruited the Shan militia.Recently, many ethnic groups and democratic parties have calledfor a second Panglong Agreement but I don't think reconciliation

between the parties controlled by the military and those partieswho believe in the Panglong /democratic spirits or principleswill ever be possible. Since 1947 the military regimes and likeminded people have fought for the destruction of the PanglongAgreement Now they have considered themselves successful inthe election and on the road to becoming a civil government it is

My New Year Thoughtsnot likely that they will consent to have a discussion based on the

spirits of the Panglong Agreement.All civilians and armies who believe in freedom of thinking, ac-tion and speech, democracy and equality should try and find analternative way of achieving lasting peace for the long suffer-ing peoples of Burma. Under a dictatorial government a countrylooks stable on the surface, but underneath this calm there arechaos, wars, murders, corruptions, bribery and torture and im-

prisonment.

It is delightful to see many Tai/Shan communities in differentparts of the world get together to celebrate their annual festivi-ties and so strengthening their ties and culture. Tai/Shan cultureis not disappearing, it is now stronger than ever. Culturally andreligiously the Tai/Shans should be proud of their strong unity.But when it comes to politics our Tai/Shan are lagging behindand have a lot to learn. Politics is the most complicated subjectto understand, and this is why many people shy away from it andleave it to others. Yet, politics is so very important to the devel-opment of a country and the well-being of its citizens. I think it isthe responsibility and duty of all citizens to be involved and havea say in the choice of governments, as in democratic countries.There are still many governments, like the Burmese MilitaryDictatorial Regime who think they are entitled to absolute powerand commit all kinds of human rights violations against other hu-man beings. They have not progressed beyond the most primitiveage of civilization. In the 21st.century no human beings should

have to endure living under such governments.Even in well established democratic countries people shouldhave a say in how they should be governed. All Governmentsshould be accountable to the people who elected them and shouldnot be above the law. All Governments should have ethics, andfollow the same laws and moral codes they enforce upon the citi-zens. The will and power of the people can alter such a situation.It is people that make a country great, but rogue governments

pollute it with their unethical actions.
