The Freedom Wheels Program is available to families in the Illawarra and surrounding

regions through the generous support of Lions Clubs in south east NSW. The Lions

District N201N2 is made up of 65 Lions Clubs and six Lioness Clubs which stretch

across the south east of NSW who have supported the program for over three years.

It’s important that children with disabilities have access

to custom designed equipment such as the Freedom

Wheels bikes. It is wonderful to receive letters from

families saying the Freedom Wheels bike has enabled

their son to do what he couldn’t before – or that the

bike has enabled them to ride as a family. It is wonderful

these local kids.

The journey which began for Technical Aid to the Disabled in 1973 has demonstrated that there was, and will clearly always be, a need to apply technology to meet the everyday needs of people living with a disability. There will never be enough resources to address this need without the support from community groups, individuals and the philanthropic efforts of the corporate sector.

The place which TAD has occupied in this spectrum of need has changed over the decades. Legislated requirements for access have made lifts, ramps, accessible public transport and other improvements more common. The general progress of technology has brought us mobile phones, computers and the Internet. I would even dare to suggest that community attitudes have changed to allow people with disability to do things, and demand to do things, which would not have been achievable before.

Over the years, some of TAD’s core activities have fallen away to be replaced by activities which meet the new needs of our clients, presenting new challenges for our innovators.

Our Federal Government has recognised that the last

major group in the Australian community which does not have a systematic and adequate support model are people living with severe disabilities and is moving to address that issue. While this direction must be one which TAD and all its members welcome enthusiastically, it will make changes to the way TAD operates. The scheme, as proposed at present, is not universal. Relatively less severe disabilities and those acquired at older ages will be beyond its scope. The innovation required in the years ahead will be in adapting the TAD operational model in addition to the devices themselves.

We should not be unwilling to move into new working models. That is just what George Winston and our founders did nearly 40 years ago. With our strong reputation, sound balance sheet and with good people working at all levels of the organisation, we can achieve these changes.

On a personal note, this will be my last annual report as President of TAD Disability Services. It is good that leading roles in any group change to bring in new ideas and refreshed enthusiasm. The major achievement of these last years has been Northmead. To have had a builder as President during these times would seem to have

been sensible. The next phase of TAD’s life will be about working with the new support regimes and the skills required are ones which I do not possess.

During the year I was awarded the Medal of the Order of Australia, for service to people with disability, and that term is really code for ‘TAD’. By my count this award is the eleventh to TAD people in 35 years. We must be doing something right to have our charity recognised by our nation so often.

CEO’s ReportTAD Disability Services (TAD) has a long history of innovation in delivering custom equipment solutions to people with a disability. TAD’s unique and personalised solutions provide immediate tangible outcomes and have received strong recognition throughout the disability sector in NSW which was acknowledged at the 2012 Disability Industry Innovation Awards.

Each year skilled volunteers give over 38,000 hours to design and build over 1,200 custom items of support equipment or services for people with disabilities.

For a small charity, the issue of service delivery across multiple urban and regional locations is complex and challenging. TAD is particularly innovative in the way we approach this via collaborative alliances.

At a grass roots level the partnership between TAD and its volunteers is perhaps the most striking example of collaborative partnership. No other organisation in NSW utilises volunteers as their core workforce to achieve significant outcomes for people with disabilities. For TAD, the partnership with its volunteers ensures our mission is achieved. For TAD’s volunteers, the partnership enables each to exercise their head, their hands and their heart.

At a regional level, an excellent example of collaborative alliances

can be seen in the Illawarra region where TAD, Lions Clubs, Corrimal Men’s Shed and the Disability Trust combine to deliver services to people with disabilities in that region. The Disability Trust and local therapists identify needs, TAD’s volunteers develop solutions, the Men’s Shed provides a workshop and the Lions Clubs financially support families in the purchase of Freedom Wheels modified bikes. The Illawarra model provides a template for growth in other regions, allowing us to expand our regional services without expanding our cost structure.

TAD’s partnership with Bicycle NSW provides TAD with a strategic opportunity to project its message and services to a larger and more diverse audience. There is a tremendous synergy between TAD and Bicycle NSW. Bicycle NSW through their Spring Cycle seeks to promote a better environment for bike riding. TAD seeks to enable children with disabilities to ride a bike for enjoyment, social inclusion and exercise. Combining these two ideals promotes both causes and demonstrates clearly that bike riding has no barriers, is fun, is inclusive and leads to great achievements, as proven by five year old Curtis in last year’s Spring Cycle.

At another strategic level, the partnership between TAD and GIO as a Platinum Partner of the

Freedom Wheels program enables TAD to project its message to a wider more diverse audience and provides financial support for the Freedom Wheels program. For the GIO staff who are at the forefront of supporting TAD through a multi-layered approach there is great personal satisfaction in supporting a cause where the results are immediate, tangible and directly benefiting people with disabilities. It also presents GIO therapists with the opportunity to work more closely with TAD therapists to find more affordable, tailor made solutions for their clients. The outstanding aspect of every layer of this partnership is the tremendous enthusiasm of the GIO staff.

In the rapidly changing disability legislative landscape, our priority moving forward is to continue to build strong and enduring relationships with therapists, NDIS Local Area Coordinators and other small niche disability providers.

As the government transfers the funding and the decisions back into the hands of the individual, as a sector our priority must be to ensure that every individual and every family has access to accurate information and affordable, optimal solutions to meet their specific needs.

SPECIAL BIKES FOR KIDS WITH DISABILITIESMADE BY TAD.

Our Services

The Freedom Wheels program has continued its steady growth for the 6th year in a row.

GIO Insurance joined TAD as the inaugural Platinum Partner of Freedom Wheels, giving a three year commitment to support the program. This support not only makes the bikes more accessible to families facing financial challenges by subsidising the assessment process and bikes, it provides TAD with the resources to improve our processes and build our capacity.

With the support from the Ian Potter Foundation, more regional clinics were held throughout

NSW. From Broken Hill to Armidale, from Coffs Harbour to Albury and many in between, the TAD Therapy team reached 73 country clients to bring more Freedom Wheels bike to NSW regional communities.

The busy therapy team also designed a Freedom Wheels assessment kit which they have taken to train TAD ACT and therapist volunteers in the Hunter to empower them to conduct their own assessments. This increases TAD’s capacity to undertake more assessments and deliver more bikes to more children.

Generous support from Lions and Rotary clubs and other community groups across the state continued this year. The clubs provided financial support for families in addition to the subsidy provided by TAD. This is another example of community cooperation between local volunteers, TAD staff, community groups, corporates and Trusts and Foundations coming together to bring the thrill of riding, inclusiveness and exercise to kids with disabilities.

Custom Designed Equipment (CDE) activity increased in 2013.The partnership with Men’s Sheds continued successfully being trialled in its second year. It provides an opportunity to engage volunteers from other groups to meet service demand, with the benefit of having a flexible workforce which supports the ongoing increase of our capacity and sustainability. As younger volunteers are less likely to have their own workshops and older volunteers downsize, this community workshop model increases capacity with shared tools and other equipment that are not commonly used, and the very important social support that is gained from working side by side. This also supports a move to recruit and retain specialist volunteers to focus on design, while we collaborate the build with other partners.

CDE makes a genuine difference to children and adults with disabilities. It is here that the practical, hands-on work of volunteers comes to the fore through innovative thinking, creating over 1,000 solutions each year to unique problems and changing lives along the way. Most projects are made for children and seniors to assist with seating, personal care, mobility, bedroom safety and recreation. TAD equipment is well-designed, safe, functional, purpose built and popular with therapists because of the relative low cost and fast turnaround. This also supports a move to recruit and retain specialist volunteers to focus on design, while we coordinate the

actual project construction with other partners.

The 2012 goal to meet the ambitious benchmarks of service quality were met with 95% of clients satisfied with the delivery time of their equipment, 98% satisfied with the result of their project and 98% saying they would access TAD again. This result is a testament to the hard work of our staff and volunteer teams.

We look towards 2014 with significant opportunity to move our operations to meet the DisabilityCare Australia requirements, while putting our own resources into building efficiencies in our processes across the services.

The Computer Support Service (CSS) continues to refurbish donated computer equipment especially from large businesses. This equipment is stringently refurbished using Microsoft standards and prepared for sale with Microsoft Windows 7 and Office Home and Student 2007 and in the new financial year CSS will be installing Microsoft Office Home and Business 2010 and the new Windows 8.1.

The refurbishment program is so successful that 100% of donated

computers are either reused through refurbishment or recycled. CSS significantly contributes to the reduction of eWaste.

The CSS continues to provide valuable phone support to people with disabilities to operate computers. This assistance encourages and develops skills in people who are often isolated, enabling them to access the opportunities the digital world offers for work, social connections and independence.

While demand for the hardware is declining as new products become more affordable, the follow up support remains a steady service to help bridge the digital divide.

TAD’s core workforce of dedicated volunteers continued to build community capacity and produce quality custom designed equipment, modified Freedom Wheels bikes and refurbished computers and support to enable people with disabilities to lead more independent lives.

The positive impact of these dedicated individuals is enjoyed by our clients everyday and we will never be able to thank them enough. With 38,160 hours recorded in 2013 it is true TAD is a volunteer driven organisation and will continue to be so into the future.

Illawarra GroupThe group have worked steadily to produce head pointers, Access Platform and Rails and other projects throughout the year. This year has seen a new partnership building with the Illawarra Disability Trust, the Illawarra Retirement Trust and the Southern NSW Lions clubs for funding Freedom Wheels bikes who have collaborated to raise funds to help families in their purchase of the bikes.

The Illawarra Group also has an ongoing relationship with the Corrimal Men’s Shed which provides access to a more suitable workshop space, a wider range of equipment and the collaborative atmosphere of a Men’s Shed. Shed members have worked on TAD projects under supervision such as a modified cot.

Central Coast BranchMeeting regularly in the Gosford area and operating in the area bounded by Wyong, The Entrance, Umina and Somersby, the Central Coast Branch is the second largest outside of Sydney. This year the branch enjoyed regular stories in the media including local radio. The

attention helped attract new volunteers and they completed almost twice as many projects as last year. The branch focussed on bikes and cots this year and continues to look for a sponsor and suitable premises to establish a central workshop.

Hunter BranchThe Hunter Branch is the largest outside of Sydney and had many and varied projects this year. A steady demand for the custom Easy to Order range continued with a few special projects like trampoline steps, safety barrier for a childcare centre, ring cutlery and more. The branch volunteers were featured in the Seniors News and a Newcastle Permanent Charitable Trust advertisement featured Freedom Wheels client Noah and TAD Volunteer Nerida Gray.

The next year will see a focus on recruiting for a few key administration roles and searching for a suitable site to build a larger workshop.

Port Macquarie GroupThis group of very active volunteers has completed a range of projects this year ranging

from a custom toilet step for an adult to building a complex tag-along bike. The brilliant sewing skills of Mayo Brumby have provided items such as hip protectors and even a mermaid suit to both local clients and clients around NSW.

The group actively assists people with a disability in the area with promotion of the regional assessment clinics and supporting clients when their Freedom Wheels bikes arrive. The co-ordinator John Brumby has established strong relationships with local therapists and community groups to achieve positive outcomes for clients.

Albury / Wodonga BranchThe most southern branch continued to have support from local clubs to provide a range of equipment in their local community. Branch member Eric Booth was made an Honorary Member of TAD in recognition of his long term commitment to people in his local community with a disability.

Central West BranchThis branch covers a large area from Lithgow through to Dubbo. The highlight for this year was providing two 24” modified trikes to the Special School for use and enjoyment by the students. The branch sincerely thanks the therapists in the region for their support.

Shoalhaven GroupThis group has a team of three volunteers operating in the Nowra region. The group completed a number of projects and was involved in a successful Freedom Wheels clinic held in conjunction with the Cerebral Palsy Alliance in Nowra.

Coffs Harbour GroupThis small committed team of volunteers in Coffs Harbour has constructed a number of devices including an attendant handle for a walking frame. The branch members have been very supportive of the regional assessment clinics.

Manning-Great Lakes GroupOur three TAD volunteers in the Manning-Great Lakes continue to work with the local therapists and have completed seven significant projects in this last year which have included two sensory activity boards, two mirror ball modifications for a sensory impaired client and one bed repair and one modification to a bariatric bed and a bridge uniquely designed for a client to enable access to play equipment.

Northern Rivers GroupBased in Lismore and servicing Lismore, Ballina and the surrounding areas. This small group of volunteers have constructed devices, provided computer support to CSS clients in this local area and supported Freedom Wheels bike clinics. The group liaises with local therapists and the community.

Sydney VolunteersThe volunteers fall into five groups across Sydney including TAD House at Northmead. These volunteers have designed, built and delivered unique items for people with a disability, refurbished and set up computers for clients in addition to items for eBay sales and attended to computer support calls.

Volunteers have given thousands of hours of support to administration, fundraising, governance, equipment maintenance, TAD events and many other tasks.

When you buy a computer from a shop, there’s no one to call if something goes wrong. I had support so could let the boys use the computers and make mistakes because if I couldn’t fix them, I could always call TAD. The kids in the photo are Lauren Ball age 8 and lucky Freedom wheels recipient riding with her 6 year old brother Sebastian on the nearly completed Woollamia bike path.

Lauren had a really rare lung condition and got her first TAD adapted bike at age 3, adapted with training wheels, back support, handle, leg supports and an oxygen cylinder holder.

Lauren was oxygen dependent and she required an electric wheelchair to get around from age 5 (bike was no longer an option as it was just too much effort) prior to her double lung transplant at the age of 6 years. She is now almost 2 years post transplant and is doing AMAZINGLY!

The bike is great for her as she needs to build up her muscle tone and to develop her gross motor skills. It is also lots of fun :) We have been SO grateful to the Therapists, TAD engineers and Jervis Bay Lions for helping Lauren to have fun whilst getting fit and for enabling her to do ‘normal’ kid stuff.

Our Fundraising

On a bright Sunday morning in

the Spring Cycle on his Freedom Wheels bike, shouting, “I did it! I did it!”

Curtis Crichton has cerebral palsy and cannot walk without assistance. It had been an epic 15km ride which none of us

the support of his mum and dad and Paralympic Cyclist, Jayme Richardson, Curtis just kept riding. He reminded us all to never underestimate the little guy.

TAD is the only charity in NSW which designs and builds personalised custom equipment to help people with disabilities lead more independent lives. We are a grass roots, community based organisation that functions thanks to the work of 232 skilled volunteers. They are our core workforce, not just our support team.

This year, our priority has been to build our brand awareness by seeking out speaking opportunities, participating in third party events and developing long term partnerships.

In 2012-13, with the support of our volunteers, Graeme Russell and Bob Cook, we embarked on a community group speaking strategy. We are indebted to the enormous generosity and support that we have received from high schools, Lions and Rotary Clubs around NSW.

Our third party events have developed hand in hand with

our major partnerships. During the year we signed a three year partnership with Bicycle NSW.

In October, TAD was selected as a Gold Pedal Charity in the Sydney Spring Cycle. With Paralympian, Jayme Richardson as our new celebrity ambassador, the Spring Cycle 2012 resulted in many new supporters, a spike in web hits and online donations

our organisation. In April 2013 we were delighted to be presented with the Charity Partner Award at the Annual Bicycle NSW Volunteer presentation dinner.

Our Freedom Wheels Platinum Partner, GIO, strengthened their support of TAD, which included:

in-kind marketing support including brand development, copywriting, artwork and print

staff fundraising via participation in Team TAD in the Blackmores Running Festival and City2Surf

speaking opportunities for our therapists to speak to GIO therapists and staff

funding Freedom Wheels bikes for kids with disabilities

a very successful facebook ‘Likes’ campaign

Ryley Batt, the Paralympic Rugby Wheelchair player (and GIO employee) helped to

City2Surf 2013

I would like to also acknowledge the very generous support of St George Foundation and ING Direct for our Freedom Wheels

program. ING Direct only supports three charities every year. And this year, TAD was one of them!

With Government funding still comprising 26% of our revenue, we continue to rely heavily on the generosity of some very loyal individuals and philanthropic entities. Special thanks must go to the Perpetual Foundation, the Fairbridge Foundation, the James N Kirby Foundation and the Allens Charity Committee. We would not be here without you.

Finally there are three special thank yous:

William Phippen, OAM B.Sc, B.E (civil) (hons), President

Bill has been a member and technical volunteer at TAD since 1975. He joined the Board in 1976 and became Chairman in 1997. He is qualified as a civil engineer and worked as a builder until 2010 when became manager of the Railway Resource Centre within the Australian Railway Historical Society. In 2010 he was named as New South Wales Senior Volunteer of the Year and as one of the 100 most influential people in Sydney by the Sydney Morning Herald. He was made an Honorary Member of TAD in 2010, awarded the Medal of the Order of Australia on Australia Day 2012, and named by Engineers Australia in June 2013 as one of the 100 most influential engineers in Australia on the basis of his long involvement with TAD.

Monica Vardabasso, BA, Dip Law, FPRIA, Deputy President

Monica has worked in communications and corporate affairs for more than 25 years, across a range of industries. She has been on the TAD Board since 2004, is a member of the Fundraising Sub-Committee and recently became Deputy President. Monica is Senior Manager Communications Support, with the Transport Projects division of Transport for NSW. She is a Fellow of the NSW Public Relations Institute, a member of the

International Association of Business Communicators and is completing a Master of Business (Management) at UTS.

Tony Mamo, CPA, MBA, Treasurer

Antony (Tony) Mamo is a retired Certified Practising Accountant and a Master of Business Administration (University of New England). Tony has worked in both the private and public sector and his areas of professional interest include external financial reporting, management reporting, corporate governance and change management. Tony was the TAD Secretary until December 2012 when he was appointed TAD Treasurer. In the last six years Tony has acted as honorary treasurer and secretary of various charities in Sydney. Tony is committed to applying his financial and business skills to improve the effectiveness and efficiency of TAD Disability Services.

John Rose, JP, AFAIM, FIMEMME, MIEEE, Director and Company Secretary

John started his career in the steel industry before moving to the mining industry where he has held positions of Engineering Manager through to CEO. He is currently the Principal of Jandar Consulting Services (his own business) which is involved in hazardous area engineering for both mining and general industry. John is the Chair of

TAD Central Coast Branch and an active volunteer. He is also a Chair of Australian/NZ Standards Committees and a Lead Technical Auditor for NATA.

Marianne Hammerton BA (Hons), MA, Director

Marianne has extensive executive experience in the Australian, SA and NSW public sectors. This includes roles with customer facing (human services & transport) as well as central policy and regulatory agencies. Her disability services experience in NSW involved chief executive roles with the Home Care Service and Ageing & Disability Dept. Marianne is a Telstra Businesswoman of the Year Award recipient and has diverse not for profit board director experience including with the Royal Rehabilitation Centre and more recently with the Rock Eisteddfod Challenge Foundation and Trainworks Ltd. Marianne joined the Board in 2012.

Matthew Kayrooz, BSc, Director

Matthew has worked in the insurance industry for over 30 years, with senior management experience across product and claims management, customer service and dispute resolution. Matthew has worked for several insurance companies, including NRMA, AAMI and currently, Suncorp. Matthew was a Board member of the Society of Consumer Affairs Professionals

Beverly Kirkby-Gray, Director

Beverly has worked in Public Relations for approximately 30 years. In that time she has worked at Prospa in Melbourne in Public Relations and Marketing before spending time at the Home for Incurables (since renamed The Julia Farr Centre) in South Australia in Public Relations. Beverly was also a recording Technician at Radio 5DN as well as State Manager of The American Chamber of Commerce in South Australia for eight years. Whilst working for the American Chamber of Commerce she was a finalist in the Business Women of the Year in South Australia. Beverly has owned two restaurants and been a silent partner in a third. She served two years as Deputy Warden for the Municipality of Penguin whilst living in Tasmania, and was

on the Executive Committee of the Tasmanian Masters Games. Beverly is currently Principal at Café Tsakali in Castle Hill.

Linda Langton, Director

Linda has been involved with TAD since 2003 when her daughter Georgia first accessed TAD’s services. She has spoken at a number of TAD fundraising functions. Linda works as a Sales/Marketing Coordinator in her parents’ business, Awards & More. She is kept busy as a foster carer for two boys both with additional needs. Linda has also been on a review panel for the carer payment through the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) and is passionate about advocacy work for people with a disability.

Tony Ross, DFP, Director

Tony has worked in the financial services industry since 1982 and is now a self employed Financial Planner and owner of Serenity

Financial Professionals. He is a member of the AMP Financial Planners Association (NSW Division) Board. Tony is also a Past President of the Rotary Club of Narellan Inc. He has a keen interest in Youth Services and is a qualified Youth Mentor. He has served on the board of “Youth Solutions Inc” for the past five years and is a past president of the organisation.

Gail Tang-Demetriou B. Soc. Studies, MSW, MAASW, Director

Gail received her Bachelor of Social Studies degree in 1978, and a Master of Social Work degree in 1990. She has worked as a Social Worker in a number of Disability Services such as Western Sydney Developmental Disability Service; and as a Policy Officer in Ageing and Disability Services Branch and Funded Services. She has also taught at various TAFE colleges in welfare and disability courses. Gail has been on the TAD Board for 23 years.
