The solid wall is situated between the historic Kress Building, located at 934-936 Broadway, and the C. N. Gardner Building, located at 928-930 Broadway, in the city's Theater District. The Kress Building was designed by architect E. J. T. Hoffman, built in 1925, and added to Tacoma's Register of Historic Places in 2006. The C. N. Gardner Building was designed by ar- chitect George W. Bullard, built in 1907, and added to Tacoma's Register of Historic Places in 2001. According to a proposal prepared by the property owners and submitted to Tacoma's Landmarks Pres- ervation Commission, the wall is located on the site of a former building that was reportedly destroyed dur- ing a major fire. The site was infilled with a modern el- evator, stairwells, and bathrooms during a renovation of the Kress Building. The current property owners connected the interval floors as part of another reno- vation that created 30,000 square feet for the offices of the United States Geological Survey Washington Wa- ter Science Center. Streetfront tenants located in the two buildings include Kompan, Swenson Say Faget, and LeRoy Jewelers. "The ownership is seeking approval to create a space on the exterior bore wall to install an art in- stallation that will enhance the vitality of the Broad- way Theater District," wrote Eric Cederstrand, who is identified as a member of the ownership group in the proposal submitted to Tacoma's Landmarks Preserva- tion Commission. "We believe this will be a very nice addition to a rather bleak-looking wall and help build the identity of the arts along Broadway." The art installation will be created by Seattle-based artist Jonathan Clarren and consist of three metal half-spheres ranging in size from three-feet to nearly seven feet that are laser-cut with an intricate design pattern, according to the proposal. Once installed, the art is expected to "cast unique shadow patterns on the wall enhancing the display and always changing." The project is estimated to cost approximately $20,000 to $25,000. City staff note the historic facade is being retained and preserved; the installation will be located on the non-historic infill; no historic material is being removed or destroyed; the artwork is compatible in massing, size, and scale; and the installation can be removed without harming the historic material. Tacoma's Landmarks Preservation Commission is scheduled to discuss the proposal during a public meeting at 5 p.m. on Weds., May 13, at Tacoma City Hall, located at 747 Market St., Room 248, in down- town Tacoma. The 2015 City of Destiny Awards recipients are Hunter Fruehling-Thomas (Youth Leader-ship); Michelle Crosby (Youth Service); Brien Elvins (Adult Leadership); Sharon Winters (Lifetime Service); Tacoma Rose Society (En-vironmental Sustainability); Trinity Presby-terian Church TAP (Group); Deb Freedman (Historic Preservation); James Curtis (Equity and Empowerment); Debra Christnacht (Com-munity Health and Wellness); and Jori Adkins and Rick Semple (Economic Growth).

This year's awards recipients (and nominees) will be recognized during a ceremony and re-ception beginning at 5 p.m. on Weds., June 3, at Cheney Stadium, located at 2502 S. Tyler St., during a Tacoma Rainiers baseball game.

Since 1987, the City of Destiny Awards pro-gram has honored more than 200 local volunteers. The program is spearheaded by the Tacoma City Council-appointed City Events and Recognitions Committee, which is comprised of local commu-nity leaders from a broad array of backgrounds and areas of expertise. This committee develops the City of Destiny Awards nomination tools and selection criteria, selects the City of Destiny Awards winners, and plans the annual City of Destiny Awards event.

The annual City of Destiny Awards event is also covered by TV Tacoma and aired on both the Click! and Comcast Cable systems. On Click!, TV Tacoma can be seen on Channel 12 within Tacoma City limits and in Pierce County, with the exception of University Place, where TV Ta-coma can be found on Channel 21. On Comcast, TV Tacoma can be seen on Channel 12 within Tacoma City limits and on Channel 21 in Pierce County. TV Tacoma is not on the Comcast system in University Place, but is accessible anywhere via the Internet.

The lead agency for this proposal has made a preliminary determination that this project does not have a prob- able significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(9c). This deci- sion was made after review of a com- pleted environmental checklist and other information on file with the lead agency. This information is available to the public on request.

Comments on this determination of environmental nonsignificance must be submitted by 5:00 p.m. on May 26, 2015. The City will reconsider this de- termination based on timely com- ments and may retain, modify, or if s i g - nificant adverse impacts are likely, withdraw the determination.
