Richard BonnarPlenary

Richard leads our Government practice in the UK and is Head of DLA Piper’s Public Sector IT practice. He is a leading advisor on the establishment and operation of ICT enabled public facing policy initiatives delivered largely by the private sector and is an expert on IT contracts, particularly in a Government context. Richard is recognised as a leading external legal advisor to Government “the brains behind the government’s outsourcing needs” Chambers. 2010. Richard has unparalleled experience in major projects and procurements.

Derek Mackay Plenary

Derek is the Scottish Government’s Minister for Local Government and Planning. He was elected an MSP in May 2011, and represents Renfrewshire North & West. Derek also serves on the Finance Committee of the Scottish Parliament and is PLO (Political Liaison Officer) to the Cabinet Secretary for Parliamentary Business & Government Strategy.

He is SNP Business Convenor (Chairman of the Party), responsible for chairing Conferences, the National Executive and the management and administration of the SNP.

Matt JamesPlenary

Matt James has worked for the Cabinet Office for the past 18 months where he is one of the Commercial Directors. He led the renegotiation programme in 2010/11 which resulted in substantive savings made from the UK government’s strategic suppliers. He is the programme director for the first mutualisation of staff in central government. Matt has worked in public sector for the last twenty years and led many of UK central government’s major outsourcing programmes.

Will McWilliamsPlenary

Will McWilliams is a Partner within the Government & Infrastructure Advisory team at Grant Thornton. Will has over 15 years’ experience of working on Public Private Partnerships (PPP) advising both private and public sector clients. Will is currently working on a number of major PPP projects advising both central and local government clients on the funding, structuring and procurement options for the delivery of projects. Will has also advised the American, Qatari, Norwegian, Irish and Indian governments on the application of PPP to infrastructure projects.

George BlackPlenary

George is the Chief Executive of Glasgow City Council. Over the last few years, Glasgow City Council has taken forward a service reform and efficiency programme establishing a number of external arms length organisations dealing with building repairs and maintenance, culture and sport community safety, and home care. Glasgow has also entered into a joint venture with Serco for the provision of ICT and Property Management Services.

As Chief Executive, George is a member of the Glasgow 2014 Strategic Group and Chair of the Glasgow 2014 City Planning Group – responsible for putting in place the physical infrastructure required to deliver a successful games.

Alan Strain Employment Workshop

Alan is a partner in DLA Piper’s employment team. He has significant experience in all aspects of contentious and non-contentious employment law acting mainly for employers. This includes advising on TUPE, outsourcing, industrial relations, discrimination, contracts, disciplinary and grievance procedures, working time, equal pay and single status. He has also represented employers at all levels from Employment Tribunal to Employment Appeal Tribunal and the Court of Session. Alan is a part-time employment judge, presiding in the Employment Tribunals.

Jonathan Rennie Employment Workshop

Jonathan Rennie is an Associate with DLA Piper and has specialised in employment law exclusively since qualifying as a solicitor. His practice spans all aspects of employment law, both contentious and non-contentious and he represents a varied client base which includes several public sector organisations, as well as public and private limited companies, many of which are household names. Jonathan is an experienced litigator and regularly represents clients involved in employment tribunal claims of unfair dismissal, unlawful discrimination and TUPE.

Sharon FaulknerEmployment Workshop

Sharon has extensive experience of working in the public sector in both the civil service and local government. She is currently HR Strategy Manager in Aberdeenshire Council responsible for the development and implementation of the Workforce Strategy and Workforce Transformation project. Her remit includes chairing the HR Equalities Group and she is a member of the national SPDS Equalities Group.

Lawrence Shackman Procurement Workshop

Lawrence is a chartered civil engineer with more than 25 years’ experience and is currently Transport Scotland’s Project Manager for the Forth Replacement Crossing.

Lawrence was appointed to this post in January 2008, having spent 18 months as Project Manager for the Forth Replacement Crossing Study, the extensive appraisal of options for the crossing which provided the evidence for the Scottish Government’s decision to build the £1.4 – £1.6 billion cable-stay bridge.

Lawrence has extensive experience of trunk roads design, maintenance and construction having held management positions in the agency’s network management and construction divisions.

Brian Devlin Procurement Workshop

Brian is Executive Director of Land and Environmental Services at Glasgow City Council. His team consists of 3,300 employees and he has a budget of £170 million. Brian has experience of working in both the public and private sector and has set up a number of joint public/private partnerships ranging from roads maintenance, property development and urban regeneration.

Prior to this, Brian worked for 3 years in the commercial sector after leaving Stirling Council in 2008, where he was Director of Environment and Housing Services. Brian has over 28 years’ experience of working in the public sector.

Sharon Fitzgerald Procurement Workshop

Sharon is a Partner within DLA Piper’s projects team. She specialises in the procurement of public sector projects and has extensive experience of various aspects of public procurement law.

Sharon has developed a particular expertise in the procurement of infrastructure projects through her involvement in a number of major projects for both public and private sector clients. She advises on procurement strategies and drafts the full range of procurement and contractual documentation. The Legal 500 Directory described Sharon as offering “first-class advice on procurement matters, with close attention to detail”.

Steven Norris Procurement Workshop

Steven leads DLA Piper’s regulated procurement law practice and has considerable experience in this area. He has been ranked in the top UK-wide band for public procurement law in each of the 2008, 2009, 2010, 2011 and 2012 editions of Chambers Legal Directory and has also been highlighted as one of the world’s leading procurement lawyers in Who’s Who Legal – Public Procurement 2011. Chambers state that Steven is “truly excellent and committed” and that clients find that he has an “almost encyclopaedic knowledge of public procurement law” coupled with a “pragmatic business approach and superb risk management skills.”

Archie MacGregor Property Workshop

Archie leads the Property Management & Development team at Scottish Water, the fourth largest water services company in the UK with c.3,600 employees, commended for its ‘outstanding performance’ by the Scottish Government. He is responsible for overseeing the delivery of the Scottish Water’s corporate real estate strategy and its property disposals programme.

Maggie Pope Property Workshop

Maggie is a Legal Director in DLA Piper’s Real estate team She has extensive experience of advising clients in a broad range of transactions including investment purchases and sales, lettings, developments and development agreements. Maggie acts on property matters on behalf of a number of public sector clients.

Michael Greig Property Workshop and Planning Workshop

Michael is a Legal Director in DLA Piper’s planning team. He is accredited by the Law Society of Scotland as a specialist in planning law and is a member of the Law Society’s planning law committee. He has extensive experience of in-house public sector legal practice having worked with Grampian Regional Council, Aberdeenshire Council and City of Edinburgh Council. Michael advises a wide range of public sector clients in relation to planning, environmental and roads matters, as well as on issues relating to compulsory purchase and the disposal of surplus land.

Sheila Irvine Property Workshop

Sheila is a partner in DLA Piper’s real estate team. Her expertise includes all types of property work, including leasing, investment and development. She has advised a number of public sector clients in respect of a broad range of property issues.

Jane Munro Litigation Workshop

Jane is a advocate at the Scottish bar who has built a practice encompassing company and commercial work as well as public law, judicial review and human rights. She has acted as junior counsel in a number of major corporate transactions, in particular, the demutualisation of Standard Life in 2006 and the takeover of Scottish Power in 2007, and appears regularly in the Commercial Court. In the context of her public law practice, Jane advised and acted for both public authorities and private sector organisations and acted in the high profile judicial review challenging the Damages (Asbestos-related Conditions) (Scotland) Act 2009, an Act of the Scottish Parliament.

Christine Blake Litigation Workshop

Christine has over twenty years’ experience in procurement and contract management in central civil government. She is currently Head of Procurement at Ofsted where she has carried out a full range of procurement activity for the business. Most recently, Christine has led on the major outsourcing of Early Years inspections which involved a significant TUPE transfer of staff from the public to the private sector, and the re-tendering of a major ICT services contract which delivered significant savings. Christine is a member of the newly formed Non-Ministerial Government Department Procurement Forum, and continues to be heavily involved in the G-Cloud commercial work stream.

Sarah Hutchison Litigation Workshop

Sarah was appointed Head of Policy and Information for the Scottish Information Commissioner in 2003. Her role includes strategic responsibility for publication scheme approvals, media strategy, information resources, research, external relations and promoting freedom of information rights and good practice.

Hazel Moffat Litigation Workshop

Hazel is a partner with DLA Piper who specialises in public law, parliamentary drafting, contentious procurement and information law. She works closely with a number of public sector clients including government entities and various local authorities as well as representing major contractors to government.

Hazel has been top ranked in Scotland in Administrative and Public law by Chambers Legal directory for several years and as a public sector expert by Legal 500, Chambers and the Legal Experts Directory. She is on the editorial Board of the UK Freedom of Information Journal and is appointed to the Scottish Parliament’s Non-Executive Bills Drafting Panel.

Robert Fee Technology Procurement Workshop

Robert is Chief Technology Officer at the Northern Ireland Civil Service. He has been involved in a wide range of ICT projects including the implementation of the first generation of email solutions for the Department of Finance and Personnel. He moved to the Central IT Unit for Northern Ireland and was involved in a number of cross cutting projects and eGovernment initiatives, before moving to the Office of the First Minister and the deputy First Minister as Head of IT.

He has more recently been involved in the development of further elements of Unified Communications. His main focus has been the development of a new Information Systems Strategy for the NI Civil Service. He is currently the Head of the Enterprise Design Authority and sits on the UK Chief Technology Officers Forum.

John McKinlay Technology Procurement Workshop

John McKinlay is a Partner in DLA Piper and head of its Scottish Technology and Outsourcing practice. He specialises in drafting and negotiating outsourcing and complex technology contracts, advising both the customer and supplier community, and is rated as one of Scotland’s top IT lawyers.

Callum Sinclair Technology Procurement Workshop

Callum Sinclair is a Legal Director at DLA Piper who specialises in a broad range of technology, intellectual property and commercial contracts work with a particular focus on ICT procurement and sourcing for the public sector and utilities (covered by the regulated procurement rules), and large private sector clients, such as financial institutions.

Aiden Honley Technology Procurement Workshop

Appointed Head of Scottish Public Sector Business for Logica in 2007, Aiden leads the Scottish Government and wider Public Sector business in Scotland. This includes the Scottish Government Systems Integration contract and the Scottish Parliament ITISS contract.

Sandy Telfer Planning Workshop Workshop

Sandy Telfer is a partner within DLA Piper’s planning team who specialises in planning and development issues. He is accredited by the Law Society of Scotland as a specialist in planning law and is a Legal Associate of the Royal Town Planning Institute. The Legal 500 2011 Legal Directory described him as a “tenacious, meticulous and creative”. Sandy is regularly invited by the Scottish Government to participate in working groups on planning matters including the delivery of planning reform.

John Watchman Planning Workshop

John is a planning consultant at DLA Piper. He has provided legal services on planning, environment and transportation issues. He has represented, and acts for, local councils, landowners, developers, third parties and related professional advisers (including law firms). He is a Legal Associate of the Royal Town Planning Institute and a Law Society of Scotland accredited specialist in Planning Law.

He has advised on a number of significant infrastructure projects (including trunk roads and Scottish Water Milngavie Water Treatment Works) and was involved on behalf of the Scottish Executive in ECHR planning cases including the cases of County Properties and the House of Lords appeals in Alconbury and others.
