PROJECT APPLICATION INTRODUCTIONThank you for the interest in the Emissions Reduction Fund (ERF) Offshore Research, Development and Demonstration
(RD&D) Program.
APPLICATION PROCESS
Along with instructions included within this Project Application, additional information is available in the Information
and Eligibility Guide. Petroleum Research Newfoundland and Labrador (PRNL) asks each applicant to read the
Information and Eligibility Guide before completing this application.
The completed application must be submitted to Petroleum Research Newfoundland and Labrador (PRNL) at
[email protected] by 23:59 Newfoundland Time, January 29, 2021. Please fill out this Project
Application Form by entering the requested information in the allocated fields. Do not alter the Project Application
Form. The application submission should contain two documents; this Project Application Form and the Project
Financial Workbook. Submit documents in native MS Word and Excel format.
The use of all information provided in the application will be restricted to project assessment and selection purposes
and will be governed by non-disclosure and conflict of interest agreements undertaken by PRNL and its technical
advisory committee project assessors.

The maximum number of words for this application including the text provided by PRNL is 15,000 words.
Incomplete applications will not be considered for funding.
Applications that exceed total word count limits will be evaluated on the first 15,000 words. Applications that remove,
re-arrange or do not complete questions or materially re-format this application template will not be processed.
Applications that do not have a detailed budget completed in the Project Financial Workbook will not be processed.
Applications received after the deadline stated above will not be processed. Applications in PFD format will not be
processed.

PROGRAM OBJECTIVE
1. Application Eligibility Checklist
As outlined in the Information and Eligibility Guide, ERF Offshore RD&D Program recipients and projects must
meet the following eligibility requirements:
q Eligible activities of the proposed project meet the program objective to reduce greenhouse gas (GHG)
emissions from Newfoundland and Labrador’s offshore oil and gas industry and contribute to the program
benefits.
q The proposed project consists of eligible Demonstration and/or Research and Development and related
science activities.
q ERF project funding requested extends from the date of project approval to March 31, 2022. Completion of
physical work paid for by the recipients or other funding may extend past the ERF project funding end date.
q The proposed project expenditures are directly related to, and necessary for, the execution of the project and
are eligible as outlined in the Information and Eligibility Guide.
q The applicant is a company or organization of legal entities validly incorporated or registered in Canada.
q Innovations can originate from anywhere globally, but the projects must be undertaken in Canada, with
technology that is tested, piloted and demonstrated within Newfoundland and Labrador’s offshore oil
industry.
q Following project proposal application, evaluation and approval, an RD&D services agreement will be
negotiated and signed by the applicant and PRNL. The applicant will be required to meet the obligations as
outlined in the RD&D services agreement.

PRNL to make a financial contribution to the project until a written RD&D Services Agreement is signed
by both parties.

the proposal submission, or, if the information belongs to another party, that it has obtained written
consent to disclose the information to PRNL and its technical advisory committee who are under non-
disclosure agreements.
q All funding to be provided by the Applicant and its partners and collaborators in the proposal is expected
to be available for commitment at the time of the signing of the RD&D Services Agreement by duly
authorized representatives of the project applicant and its partners and collaborators.
q Understands that PRNL reserves the right to alter the currently envisaged process, and deadlines, or to
cancel the request for proposals at its sole discretion.
q Understands that if this proposal is selected for funding under the Emissions Reduction Fund, the
applicant and project partners’ names, project title, non-confidential overview, and amount awarded
may be disclosed publicly, including on the PRNL and Government of Canada websites.
q This submission will not be successful without the inclusion of the mandatory documents listed in
Section 9 (Mandatory Submission Requirements) of this Application Form.
