Message from the Regional Director

The accomplishments of targets and objectives always leave a wonderful

feeling of satisfaction and self-fulfillment.

The report marks the 22nd year of DILG-CAR existence. As we revisit our

accomplishments, we have all the reason to congratulate ourselves for the things we

achieved as presented in this report. And to re-affirm our commitment to sustain and

scale-up our performance.

Let me acknowledge our dynamic PDs and CD for their inspiring leadership

without which their teams could not have successfully contributed their crucial share

towards the accomplishment of our target recognizing the obstacles and the con-

straints they face in the field operation.

Though we may feel good about our accomplishments, I am sure that we are

all aware that we can still do better. There are more things to be done. We can still

excel. We can still do more in our service to the LGUs by making the presence of our

organization really felt in this part of the country.

And ultimately, the true measurement of our accomplishment is seeing our

LGUs progressively getting better at what they are expected to do and the people

they serve are the beneficiary of good governance and development.

Let us look forward to greater productivity in 2013!

This Annual Report is the summary of the humble accomplishments of the

entire workforce of the DILG-CAR forming part of the Department’s

accomplishment for CY 2012.

I take pride in presenting this report considering that I was only here last

week of April 2012. The efforts of the men and women of DILG-CAR deserve to

be applauded for their exemplar teamwork towards achieving their targets.

I trust that the spirit of teamwork will always bind us together, inspire us to

perform better than ever and therefore scaling our performance to greater

heights.

Under the strong leadership of our Regional Director, John M. Castaṅeda,

we will strive to be at our best despite the odds and continue to excel this 2013

for greater productivity.

N ow on its 3rd year of

implementation since

CY 2010, the Seal of Good Housekeeping (SGH)

for LGUs is in line with the Department’s

commitment to aggressively scale up

interventions to elevate the practice of

governance that values development outcomes

into institutionalized status.

It aims to recognize local governments

that accord primacy to the principle of

performance, accountability, transparency and

participation. Such principles are essential in

building the long term foundation of a

responsible local government system in the

country. All provinces, cities and

municipalities are covered. LGU passers to the

SGH qualify them to access the Performance

Challenge Fund.

The scaled-up SGH is

implemented in three (3) levels: Bronze,

Silver and Gold, the latter to be

implemented in CY2013. Likewise,

the implementation was conducted in

two (2) Phases: Phase I was for those

LGUs assessed and nominated to the

Gawad Pamana ng Lahi (GPL) while

Phase II was for the rest of LGUs not

covered in Phase I . The SGH-Silver and

GPL regional nominees are as

CAR also supports the PCF paperless

submission of reports through the PCF

Website. As a result of the “End-User’s

Training on PCF Web Application System”, all

PCF-funded projects for 2010, 2011 and 2012

including projects under the Gawad Pamana ng

Lahi (GPL) were already encoded and

updated in the PCF

Website.

The implementation for the 2011 PCF

funded projects went full blast this 2012

recording a 95% accomplishment (22 out of 23)

while 5 out of the 16 round 2(1st-3rd Class LGUs)

PCF recipients also completed their projects as

of end of December, 2012.

Also included in the monitoring of PCF

funded projects are the Gawad Pamana ng Lahi

(GPL) recipients for 2011. All three projects were

completed for Santa Marcela, Tabuk City and

Benguet Province, awardees for the municipal,

city and provincial levels.

The LGPMS is a self-assessment

management and development tool for local

governments generally to strengthen their

capability for effective delivery of basic services

to their constituents. It is a web-based system

that has the ability to produce information on the

state of local governance performance, and the

state of local development, using governance

and development indicators. Its website address

is www.blgs.gov.ph/lgpms.

Of the total 83 LGUs in the region,

only three (3) have not submitted their

Annual Reports integrating therein their

State of Local Governance Reports

(SLGRs) as basis in communicating their

state of local governance performance.

These LGUs are Tineg, Abra and Natonin

and Sagada, Mt. Province. Based on the

system generated reports, the Over all

Performance Index (OPI) of the LGUs in

the region showed that 66 LGUs

performed High while 17 performed Fair.

Local Governance Performance Management System (LGPMS)

In CY 2011, the Department of Health and

the Department of Tourism converged with the

DILG in making LGPMS as a common platform on

local government information. As such, the LGU

Scorecards on Health of the DOH and the Local

Tourism Statistics of the DOT are both

integrated to LGPMS as sub-systems to generate

crucial information particular to health and

tourism which can be used primarily by the said

agencies and the LGUs for planning a n d

i n v e s t m e n t p r o g r a m m i n g .

Ratings attained by the six (6) Provinces and

the two (2) Cities

T he Anti-Red Tape Act- Report

Card Survey (ARTA-RCS) was

administered in all the local government units in

the Cordillera Administrative Region by the

DILG-CAR clusters leaders for the provinces and

HUC and by the municipal local government

operations officers (MLGOO) for the

municipalities through a cross-posting scheme.

The activity was conducted within the month of

July 2012. After the conduct of the ARTA-RCS,

Provincial and Regional Validation Teams were

deployed to perform an on- site validation from

August 2 to November 9, 2012. Hereunder is the

result of the ARTA-RCS on-site validation:

The regional awarding was conducted on 25 October 2012 during the Regional Convention

on Issues and Prospects on Regional Autonomy and Seal of Good Housekeeping at the Citylight

Hotel, Baguio City. All the winners received cash prizes, trophies and plaques of commendation while

the finalists received plaques of recognition.

Lupong Tagapamayapa Incentives and Award (LTIA)

The establishment of the Lupong Tagapamayapa Incentive Awards (LTIA) is aimed at

giving official recognition and tribute to Lupons for exemplary performance in the

implementation of the Katarungang Pambarangay at the grassroots.

Awards are conferred to outstanding Lupons along the following categories:

Outstanding Lupong Tagapamayapa in Highly Urbanized Cities;

Outstanding Lupong Tagapamayapa in Component Cities/

Independent Component Cities;

Outstanding Lupong Tagapamayapa in 1st to 3rd Class Municipalities; and

Outstanding Lupong Tagapamayapa in 4th to 6th Class Municipalities.

All Lupong Tagapamayapa in CAR are eligible to participate in the contest and will be evaluated

on the basis of:

(a) effectiveness in securing KP objectives;

(b) efficiency in operation; and

(c) creativity and resourcefulness of the mediators.

The Regional Awards Committee and the DILG Regional Technical Working Group met to assess,

select and declare the most outstanding lupons in the region that were nominated to the national

search.

Outstanding Barangay Peace and Order Committee

Now on its 2nd year of implementation,

DILG-CAR initiated the Search for the Most

Outstanding Barangay Peace and Order

Committee (BPOC) for CY 2012 to recognize and

reward the outstanding performance of the

committee while encouraging others to do the

same. Plaques of commendation and cash prizes

were awarded to the winning barangays plus cash

incentive of PhP 2,000.00 for the MLGOO

concerned. All the non-winning regional finalists

were awarded certificates of recognition.

Enhancing LGU Capacity on Disaster Risk Reduction and Management and Climate Change Adaptation (DRRM-CCA)

recognized participants from the upstream,

midstream and downstream of the Abra and

Abulog River Basins.

To launch this program at the regional level using the River Basin Approach, a Collaboration

Workshop for the Abra and Abulog River Basins was conducted last 17 July 2012 at Hotel Supreme,

Baguio City.

Target participants for this activity were local chief executives, vice governors/mayors, SP/B

Chair on Environment, LDRRMO, SK Provincial/Municipal Federation President, Liga ng mga Barangay

Provincial/Municipal Federation Presidents, CSOs, RDC and DILG personnel from 47 municipalities in

six provinces and one city from Regions 1, 2 and CAR. A total of 364 participants were expected to

attend; 198 confirmed their participation and 232 attended the collaboration workshop.

Participants came up with an output to define the roadmap for the river basins. Succeeding

activities include inter-agency meetings to firm up commitments made during the collaboration

workshop.

DILG-CAR is also a participant to the collaboration workshops for the Agno River Basin hosted

by DILG R1 and the Cagayan River Basin conducted by DILG R2.

statement during the Collaboration Workshop said that the

presence of LCEs is a manifestation of their interest for

alliance building in coming up with a good master plan for the

river basins.

Community-Based Disaster Risk Reduction and Management (CBDRRM) Plans

A Training of Trainers was conducted

last October 23-25, 2012 at Hotel Henrico,

Baguio City at the regional level

participated by MLGOOs and functionaries

from the 22 high risk cities and

municipalities in CAR. This was rolled out in

the covered municipalities and all 451

barangays have completed their BDRRMs

with early warning systems and evacuation

centers, barangay disaster profile and

checklist.

Meanwhile, the capacity enhancement aspect aims to share knowledge, promote tools and

methodologies in mainstreaming to CLUPs and CDPs, and develop capabilities of LGUs and

communities to be safe and resilient.

Member agencies of the Cordillera Regional Disaster Risk Reduction Council, where DILG-CAR

heads the thematic area on disaster preparedness firmed up their commitment to the regional DRRM

programs and activities and came up with the following programs and activities;

Drafting of the regional disaster risk reduction and management plan;

Conduct of the first local disaster risk reduction and management officers’ convention;

Seminar-workshops for the crafting of the provincial and municipal plans of Baguio City, the

provinces of Abra, Apayao, Benguet, Kalinga, and Mt. province and all their 62 municipalities

and one city. (Ifugao is scheduled for 2013 for lack of time).

Conduct of Training on the Integrated Command System.

A Seminar- Workshop on the Conduct of Infrastructure Audit conducted last November 6-9,

2012 at Ridgewood Residence Apartelle and Hotel, Baguio City was participated by 50 MLGOOs and

functionaries from the six provinces and one HUC, and nine city/municipalities of CAR.

An action plan was crafted per LGU for the conduct of audit for government buildings by first

quarter of 2013. Advocacies for DILG DRRM-CCA activities such as the conduct of the Seal of Disaster

Preparedness and the Compendium for Disaster Preparedness were done during the conduct of the

above seminar-workshops.

The project was funded from the Special

Autonomy Fund (SAF) with a total project costs of

One Million Pesos (PhP 1,000,000.00), excluding

the amount in excess of the P1M that may be

provided by member agencies. The project

covers the capital towns of the provinces in CAR

to include provinces not covered by the NEDA

Project. Apart from the foregoing benefits, the

proposed project, when completed shall serve as

a catalyst for other worthwhile activities to be

pursued. Such other projects include the

formulation of the Local Disaster Risk Reduction

Management Plans.

The project’s components are the

following:

1) Build local capabilities for the

establishment of an information database

system for purposes of DRRM/CCA in

local planning; and

2) Capacitate LGUs to prepare their

respective DRR/CCA-enhanced CLUPs and

CDPs from which Local Disaster Risk

Reduction and Management Plans and

Disaster Contingency Plans may be drawn

and established.

The first tranche of the project in the

amount of PhP 500,000.00 was implemented for

2012 covering the first component. The

Seal of Disaster Preparedness (SDP)

One of the highlights during the

TAPATAN last July 16, 2012 is the launching of the

Seal of Disaster Preparedness (SDP). The SDP for

floods is conferred to local governments for

demonstrating an acceptable level of disaster

preparedness and disaster preparedness

response before and during floods, as an official

symbol of excellence. The Seal initially focuses on

flooding in cities and municipalities identified by

the Mines and Geosciences Bureau and the River

Basin Control Office of the Department of

Environment and Natural Resources as

flood-prone areas, susceptible to river floods and

flashfloods.

For 2012, the DILG-CAR completed the

assessment for the identified flood-prone areas in

CAR consisting of five (5) provinces, two (2)

cities and twenty (20) municipalities. The data

gathering and first verification were conducted by

the provincial/municipal verification teams

through cross-posting while the second

verification was conducted only in the

Municipality of La Trinidad in Benguet due to time

constraints.

After the initial implementation of the

CBMS in CAR in 2007 covering six UNFPA pilot

areas, 16 other non-UNFPA areas had entered

into MOA for the first or second round

implementation of the system with the CBMS

Network Team, BLGD and DILG-CAR. The new

LGUs are from Abra (Luba and Tubo) while for

the second round implementation were from

Ifugao (covering all the 11 municipalities) and Mt.

Province (Barlig, Bontoc and Sadanga). As of end

of December 2012, there are 46 LGUs that have

implemented the system.

The following municipalities and city had

requested technical assistance from DILG-CAR for

the conduct of the CBMS modular trainings in

2012:

Module I – Luba, Tubo, Bontoc, all 11

municipalities of Ifugao and Pinukpuk (Kalinga)

Module II – Luba, Tubo, Bontoc, Sadanga,

Pinukpuk and all 11 municipalities of Ifugao

Module III – Luna and Sta. Marcela (Apayao),

all 7 municipalities of Kalinga and Tabuk City.

Community-Based Monitoring System (CBMS)

A single round comprises the full cycle of

CBMS implementation to include the advocacy, the

four modular trainings, community validation and

plan dissemination.

The BPLS Streamlining program is presently implemented only in selected LGUs all over the

country. Initially, this region only covers three (3) pilot LGUs, namely Baguio City; La Trinidad,

Benguet; and Bangued, Abra. For CY 2012, seventeen (17)priority tourism areas were included as

target as identified by the Department of Tourism (DOT). DILG-CAR and DTI-CAR jointly conducted

the orientation in these target LGUs.

As of December 31, 2012, all the additional 17 LGUs were oriented on the BPLS. Some LGUs

not included in the priority tourism areas signified their intentions to adopt the BPLS reforms in

their respective LGUs. As of even date, Bangued, Abra and La Trinidad, Benguet have already

streamlined its processes and have adopted and utilized the unified form. However, said LGUs only

establish or set-up their Business One Stop Shop (BOSS) for the whole month of January of every

For 2012, the implementation of the

Salintubig Program covering the 2011 and 2012

beneficiaries were monitored.

Other activities, such as meetings,

conferences and trainings were also conducted

targeting concerned personnel of the beneficiary

LGUs including the beneficiaries for the 2013

Bottom-up Budgeting Process with identified water

system projects.

The table below shows the status of

implementation of the Program as of December 31,

2012. For the 2011 beneficiaries, there were 2 LGUs

that have completed construction – Calanasan and

Kabugao. Construction in the other 12 LGUs are still

on-going while 1 is on the process of bidding and

another LGU still completing its documentary

requirements. For the 2012 beneficiaries, 3 LGUs

have on-going construction while the rest are still in

the process of procurement. All of the 2012

beneficiaries have been released their 50% first

tranche.

Lahat (SALINTUBIG) Program,

operation and management of water supply

facilities in a sustainable manner and for the

implementation of water supply projects in the

following: a) waterless municipalities; b) poorest

barangays with high level of waterborne diseases; c)

resettlement areas; and d) Rural Health Units/ birthing

clinics without access to safe water. It is jointly

implemented by the Department of the Interior and

Local Government (DILG), Department of Health

(DOH) and the National Anti-Poverty Commission

(NAPC).

In order to

strengthen peace-

building,

reconstruction and

development in

Conflict Affected

Areas (CCAs), the Government is adopting a

two-pronged approach: (1) negotiated

political settlement of all armed conflict

through peace negotiations and (2) under-

taking programs aimed at addressing the root

causes of armed conflicts through interventions

on the ground.

The PAyapa at MAsaganang PamayaNAn

or (PAMANA) - DILG Fund program was

embodied in the Philippine Development Plan

for 2011-2016 was thus launched as a

framework for intervention in conflict-affected

areas and vulnerable areas to complement the

government’s peace negotiation efforts in line

with its commitment to address the causes of

conflict and issues affecting the peace process.

CY 2012 was a momentous year for the personnel movements in DILG-CAR. The residual vacancies

resulting from the filling up of vacant positions under the approved RATPLAN, filling up of key positions

(LGOO VI and the CAO positions) and positions vacated thru retirement and separation of personnel has

opened opportunities from LGOO V positions down to the Administrative Aide IV positions involving all

operating field units as well as in the regional office. Said personnel movements resulted to the

promotion of 24 personnel, one (1) transfer from the administrative group to the technical group and

hiring of 15 new employees inclusive of one (1) re-employment and six (6) transferees from other

government agencies. The following are the personnel movements for the year, to wit:
