Lambda: Lorraine Larson, a substitute teacher for many years at Roosevelt Middle School, Dubuque Community School District

Zeta: Paula Luraman, Krysten Osby, and Teresa Johnson -third grade teachers from two of our elementary schools who helped with the "Reading Rocks" project

The History of Isabel Bloom, LLC

In the early 1930's, Isabel spent 2 summers at the Stone City Art Colony in Jones County, Iowa, carving limestone under the watchful eye of America's great regionalist artist, Grant Wood. While there, Isabel met another soon-to-be accomplished young artist, John Bloom, whom she married in 1938. (Some of John's original artwork is displayed at the East Davenport Studio Store.)

During the one-hour-and-fifteen-minute guided tour, you’ll have behind-the-scenes access to every step in the making of each Isabel Bloom sculpture. You’ll also have the opportunity to ask questions, preview new designs and offer opinions on future sculptures.

Rules of Order for the Day—June 14, 2014 Upsilon  State  General  Session  

1. During  the  business  session  the  State  Executive  Board  and  the  General  Session  will  be  held  at  the  same  time.    Some  business  such  as  approval  of  the  amendments  to  the  Bylaws  and  Standing  Rules  must  be  approved  by  the  Executive  Board  before  they  move  to  the  General  Session.    The  presiding  officer  will  indicate  when  it  is  an  Executive  Board  meeting.    

2. Only  voting  members  of  the  State  Executive  Board  may  make  and  second  motions  and  vote  during  any  votes  requiring  Executive  Board  approval.    The  voting  members  of  the  Upsilon  State  Executive  Board  include  the  elected  officers,  past  state  presidents,  and  chapter  presidents.    The  treasurer,  parliamentarian,  and  area  coordinators  are  ex-­‐officio  members  without  vote.    A  chapter  president  who  is  unable  to  attend  the  meeting  may  appoint  an  official  representative  who  shall  have  the  full  privileges  of  participation.      The  red  card  handed  out  to  voters  at  registration  is  the  official  voting  card  and  is  to  be  used  when  voting  for  or  against  an  Executive  Board  motion.  

3. A  quorum  for  the  Executive  Board  shall  be  a  majority  of  the  voting  members  of  the  Board.  4. All  Upsilon  State  members  registered  for  the  convention  may  participate  fully  in  the  business  of  

the  General  Session.  5. A  quorum  for  the  General  Business  Session  shall  be  a  majority  of  the  members  registered  for  the  

convention.  6. All  main  motions  for  either  the  Executive  Board  or  the  General  Session  should  be  written  on  an  

official  motion  form.    The  official  form  is  a  three-­‐part  form,  with  copies  for  the  presiding  officer,  the  secretary  and  the  parliamentarian.  The  motion  form  must  contain  the  name  of  the  member  presenting  the  motion  as  well  as  her  chapter.    The  motion  will  not  be  discussed  until  the  president  has  a  copy.  

7. A  member  who  wishes  to  make  a  motion  or  speak  in  debate  should  move  to  the  microphone  and  upon  being  recognized  by  the  presiding  officer  shall  identify  herself  by  name  and  chapter.      

8. Debate  will  be  limited  to  two  minutes  for  each  speaker.    No  person  may  speak  to  the  same  question  twice  until  all  who  wish  to  speak  have  been  heard.    Pro  and  con  opinions  shall  be  alternated.    Debate  shall  be  limited  to  ten  minutes  on  any  one  topic.    These  times  may  be  changed  by  a  vote  of  the  members.  

9. Officers  and  committee  chairs  shall  adhere  to  the  time  limits  set  by  the  president.  10. The  president  will  appoint  a  committee  to  approve  the  minutes  and  proceedings  of  the  General

ANNUAL REPORT OF THE STATE PRESIDENT GOALS:

• Fulfill responsibilities as written in governing documents • Keep chapter presidents informed of responsibilities and due dates • Be available and supportive to state officers, related personnel, committee chairs, and

chapters through emails, video conferences, and phone calls • Represent Upsilon State at chapter meetings, president’s visits, non DKG organizations,

and for International Executive Board responsibilities • Encourage members to develop leadership skills through workshops

ACCOMPLISHMENTS:

• Appointed team of state leaders and created its directory • Organized and led state meeting of officers, related personnel, committee chairs, and area

coordinators in July 2013 to plan biennium goals for “Passion to Teach, Honoring Women Educators”

• Chaired the Neva Barnhart Leadership Seminar June 2013 • Met with representatives of Area 7 in Dubuque to select site for 2016 state convention • Presided at State Executive Board Meeting in September 2013 • Presented workshops to chapter presidents in September 2013 and to incoming chapter

presidents in June 2014 • Appointed state secretary after resignation of Karen Regal-Johnson, and state webmaster

whose duties begin July 1, 2014 • Wrote articles for Bulletin, monthly newsletters, and additional emails to chapters with

important information, sending written correspondence to members and chapters • Chaired quarterly Finance Committee and Leadership Development Committee meetings • Assisted Area 5 in planning 2014 State Convention through video, audio or face-to-face

meetings and compiled its program book • Compiled Chapter Presidents’ Annual Reports and Chapter Finance Committees’ Biennial

Reports, submitted Upsilon State Reports to International Headquarters • Conducted two State Executive Board electronic votes: Upsilon Chapter dissolution and

Alpha Gamma Chapter reorganization as Nu Alpha Gamma Chapter • Visited the following areas for President’s Visit: 1, 2, 3, 9, 10, and 13; attended meeting of

the following chapters: Tau, Delta, and Nu Alpha Gamma, and participated in Legislative Day at the Capitol

• Met with Rules and Strategic Planning committees • Compiled new chapter officer forms and created 2014-2016 Chapter President Directory • Prepared and distributed Chapter Excellence Award form, calculated points and created

certificates • Conducted training at 2014 State Convention for incoming chapter presidents • Presided at the Executive Board Meeting and General Session in June 2014

RECOMMENDATIONS:

• Improve two-way communication with chapters • Work more closely with chapter membership committees to increase membership • Build stronger leadership through the 2015 Neva Barnhart Leadership Seminar

ACCOMPLISHMENTS:

• The area coordinators and chair have worked throughout the year to help strengthen chapters through chapter visits, phone calls, and emails.

• Chapters worked together to plan and coordinate the State President’s Visit for each area. • The State Health of Chapter form and the chapter reports to International have been

instrumental in designating chapters in need of assistance. • The Expansion chair visited with several chapters across the state to share ideas regarding

leadership, membership, non-dues revenues, programs, and projects. • The Expansion Committee submitted amendment proposals for the Upsilon State Bylaws

and Standing Rules for consideration at the 2014 State Convention. RECOMMENDATIONS:

• Area coordinators be clearly designated as members of the State Expansion Committee in the Upsilon State Bylaws and Standing Rules.

• Currently the area coordinators are receiving mileage for visits to assist struggling chapters within their areas. It is recommended that the Expansion chair also receive mileage during the biennium for visiting struggling chapters.

• Positive practices and innovative activity ideas from chapters in each area be shared with the Expansion chair by their area coordinators to be distributed to all area coordinators.

• All Membership Committee members assisted in the planning of membership training. Ideas on how to retain members and increase chapter membership will be dispersed to chapter membership chairs at the state convention. Training will include interactive and brainstorming sessions.

application process ACCOMPLISHMENTS:

• The Nominations chair talked with the chapter presidents at their presidents’ workshop during the Fall Executive Board Meeting, encouraging them to have their chapter Nominations Committee begin working on officers for the following year. She provided ways of mentoring those new leaders.

• The committee has been brainstorming individuals for state offices. RECOMMENDATIONS:

• The Neva Barnhart Leadership Seminar is such a great program and is a helpful resource for the Nominations Committee. Therefore, we recommend that the 2015 workshop receive much advanced publicity to ensure that there is a high participation rate.

ANNUAL REPORT OF THE ACHIEVEMENT AWARD COMMITTEE

The Achievement Award Committee is like no other committee of Upsilon State. The members serve a four-year term. There is one member from each quadrant of the state. The chairmanship rotates annually as each member reaches her fourth year. Upon completion of the chair’s term, the president appoints a new member to serve for a term of four years. GOALS:

Send all chapter presidents information about the Achievement Award to share with membership in October and November and encourage them to nominate members

• Revise the scoring sheet used by committee members to evaluate the nomination forms for the award

ACCOMPLISHMENTS: • Eligibility standards and nomination forms were distributed at the Fall Executive Board

Meeting and posted on the state website. • The Achievement Award Committee Wiki page was updated. • The scoring sheet used by the committee to evaluate nomination forms was revised. • Information was sent to chapter presidents to share with their chapters for the October and

November meetings. • One nomination was received by the February 15th deadline. • The committee determined that the nominee did not meet the stated criteria to be placed

on the ballot for the award. RECOMMENDATIONS:

GOALS:

• Amend the Upsilon State Bylaws and Standing Rules from a legislative platform to a focus/project format

• Keep members informed of legislative issues • Sponsor a Legislative Day on March 5, 2014 • Award eleven (11) $100 mini-grants for 2013-2014 • Encourage members to participate in state, regional, and international meetings • Honor women for educational excellence • Encourage educators to apply for the Educational Foundation $1000 stipend

ACCOMPLISHEMENTS:

• Combined duties of the former committees: program, legislation, personal growth and services, professional affairs, and research and worked toward successfully carrying out the duties of these committees

• Prepared and submitted to the Rules Committee an amendment to the Upsilon State Bylaws and Standing Rules to establish a legislative focus

• Prepared and submitted to the Rules Committee an amendment to the Upsilon State Bylaws and Standing Rules to remove the chairmanship of this committee from the duties of the Upsilon State First Vice President

• Received eighteen (18) mini-grant applications, reviewed them and awarded eleven (11) $100 mini-grants for 2013-2014 (The committee would like to thank the chapters of Area 4 for taking up a collection at the 2013 State Convention which enabled the awarding of three additional mini-grants this year)

• Created a bookmark with the ABC’s of Iowa DKG Members that highlights the personal

were awarded to Iowans—five (5) DKG members and employees of the college library, where a DKG member is employed, received awards

• Received Chapter Biennial Educational Excellence Committee reports from forty-three (43) of the forty-six (46) chapters, compiled the information and submitted the State Biennial Educational Excellence Committee Report to International and President Zirkelbach

• Provided training for chapter first vice presidents and Educational Excellence/Program Committee chairs at the state convention

• Created a resource of different programs for Founders’ Day • Shared programs with chapters that address the Purposes of the Society

Legislative Accomplishments:

• Established an education platform which was adopted by the executive board September 7, 2013

• Informed members regarding contacting and communicating with legislators via information on the Wiki page, President Zirkelbach’s communications with chapter presidents and the Upsilon State Facebook page

• Planned and held an Upsilon State Legislative Day at the State Capitol on March 5, 2014, where seven (7) Iowa DKG members met with the ISEA lobbyist and visited with representatives and senators

ACCOMPLISHMENTS:

• Familiarized ourselves with the State Bylaws and Standing Rules regarding scholarships • Revised the scholarship application forms • Updated the Wiki page on the state website • Notified chapters of scholarship opportunities through e-mails to chapter presidents or

scholarship chairs • Recommended an amendment to the bylaws which clarifies that the scholarship award is

for a particular purpose and is to be completed within the time frame of the academic and fiscal year for which it is awarded

• Notified chapters of scholarship opportunities through the state newsletter • Awarded scholarships at the Birthday Luncheon during the state convention

RECOMMENDATIONS:

• Continue to electronically notify local chapters of scholarship opportunities • Continue to encourage membership to apply for scholarships

ANNUAL REPORT OF THE WORLD FELLOWSHIP COMMITTEE GOALS:

• Provide support for International Student Grant recipients for the 2014-2015 year • Enhance communication among state and chapter World Fellowship Committee chairs • Organize materials and send communication to International Student Advisors at the Iowa

colleges and universities • Select quality recipients who will return to their homeland to work in some field of education • Encourage recipients to send in transcripts of completed semesters to receive the grant

ACCOMPLISHMENTS:

• Letters of application and emails were sent to accredited colleges and universities in Iowa. • Individual student grant dossiers were compiled and evaluated. • Congratulation and regret letters were sent to applicants. • A World Fellowship workshop was presented at Fall Executive Board for committee

chairmen and interested members. • 2013-2014 recipients were reminded to send in their semester grades to receive their grant

money. RECOMMENDATIONS:

• To continue communication regarding the role of World Fellowships • To continue contacting colleges and universities via mail and emails to encourage

international students to apply for the grants • To review the rating sheet used to choose grant recipients for possible revision

• Strengthen state leadership • Develop leadership skills at the chapter level

ACCOMPLISHMENTS:

• Seminar held June 2013 in West Des Moines • Eleven (11) participated including one (1) state officer, one (1) area coordinator, two (2)

state committee members and five (5) 2012-2014 chapter first vice presidents • Seminar accredited with William Penn University

RECOMMENDATIONS:

• Repeat the seminar June 2015 • Continue using Golden Gift Leadership/Management Seminar alumni as trainers • Include seminar participants from 2012 and 2013 in planning and facilitating the 2015

seminar • Limit class to 14 participants • Encourage trainers to accept reimbursement for expenses • Continue to accept donations from members to support cost of seminar
